To ask the Secretary of State for Health, whether he has considered referring the junior doctors’ contract dispute to ACAS.

My Rt. hon. Friend the Secretary of State is not ruling out conciliation – however, we believe it is still possible to have meaningful talks. We have already sought independent views on contract reform – having asked the independent Review Body on Doctors’ and Dentists Remuneration (DDRB) for recommendations which formed the basis of our offer, an offer which the British Medical Association have so far refused to talk about. Both the BMA and the Government gave evidence to the DDRB. We continue to urge the BMA to come back round the table, and there are no preconditions to any talks, though of course the Government reserves the right to make changes to contracts if no progress is made on the issues preventing a truly 7 day NHS. That was promised in the manifesto and endorsed by the British people at the last election.

The DDRB made 23 recommendations and proposed that these should be the basis for national level negotiations between the BMA and NHS Employers, which the Government accepted. The DDRB’s report was published in July this year.

The BMA has refused to accept these independent recommendations as the basis for negotiations. The Government continues to urge the BMA to return to talks and to work in partnership with NHS Employers to agree a new contract that works for junior doctors and patients.

To ask the Secretary of State for Health, if he will review provision of the FRANK drug advice service to support reducing risks to young people.

FRANK provides impartial, reliable and confidential information and advice about drug use. Public Health England (PHE) updates FRANK to reflect new and emerging patterns of drug use and is currently considering how best to enhance the service to remain in line with young people’s media habits and strengthen situational advice to reduce risks to young people.

Local authorities are responsible for commissioning drug and alcohol education prevention and treatment services to young people and parents. PHE supports local authorities in this work by providing a range of supportive guidance and materials, as well as bespoke data, value for money tools, topical briefings, and advice on good practice.

PHE is supporting a range of prevention and information programmes for young people and parents, including jointly funding Mentor UK’s Alcohol and Drug Education and Prevention Information Service which is a web-based platform for sharing information and resources aimed at schools and practitioners working in drug and alcohol prevention.

PHE also provides Rise Above, an online social marketing programme that aims to reduce the uptake of risky behaviours, including drug taking, by young people aged 11-16. It aims to give them the skills required to make better decisions in ‘risky’ situations to delay and prevent them from engaging in exploratory behaviours.

To ask the Secretary of State for Communities and Local Government, how many Youth Diversion events were undertaken by English fire and rescue services in 2013-14.

Fire and rescue services in England reported almost 24,300 visits which they defined as “fire setter and anti-social behaviour schemes and other youth diversion visits” in 2013/14, although not all services were able to provide figures. They also reported almost 24,000 visits defined as “other youth fire safety programmes”.

To ask the Secretary of State for the Home Department, what assessment her Department has made of the potential effect of changes to support for asylum seekers on local authority services.

The Immigration Bill reforms support for failed asylum seekers and other illegal migrants. It restricts the availability of support, consistent with our international and human rights obligations, and removes incentives to remain in the UK illegally. The measures have been subject to public consultation and will be subject to a new burdens assessment.

To ask the Secretary of State for Transport, for what reasons the reduction in car tax for people in receipt of personal independence payments is awarded from the date of application to DVLA rather than the date of award of such payments; and if he will make a statement.

Individuals who receive the standard rate mobility component of Personal Independence Payment are entitled to a 50% reduction in the rate of vehicle excise duty applicable to their vehicle, following a qualifying application being received by the Driver and Vehicle Licensing Agency. This application can only be made after a statement of entitlement to the qualifying benefit has been issued by the Department of Work and Pensions.
