To ask the Secretary of State for Communities and Local Government, how his Department is working with the voluntary sector to reduce the level of rough sleeping.

The Government remains committed to protecting the most vulnerable in society. That is why we are maintaining homelessness funding over this Spending Review period, building on our significant investment since 2010. We will increase central investment over the next four years to £139 million for innovative programmes to prevent and reduce homelessness and rough sleeping. We have also protected homelessness prevention funding for local authorities, through the provisional local government finance settlement totalling £315 million by 2019/20.

But one person without a home is one too many, and I have had the opportunity to see first hand the vital role that voluntary sector organisations play in supporting vulnerable homeless people off the streets and into independence. I will continue to work closely with the voluntary sector and local authorities on how we improve the impact of homelessness services and break the cycle of homelessness. This includes the Department’s programme of work with Homeless Link, the national umbrella body for single homelessness organisations in England. I also host a regular forum with Chief Executives from the sector on how we best meet the needs of vulnerable homeless people, including rough sleepers, which is next meeting on 1 February.

To ask the Secretary of State for Transport, what land Network Rail is considering selling which can be utilised for rail freight .

No decision has been taken about which sites owned by Network Rail should be sold. Network Rail is reviewing the complete freight land holdings and the options for the portfolio for the future to identify those sites which are surplus. This will include an assessment of which sites are required, or are likely to be required in the future, for freight use.

A robust process of identifying options for the sale of rail freight sites is on-going but at a very early stage, and a full consultation process will be undertaken before any final decision is taken about the sale of freight sites owned by Network Rail.

To ask the Secretary of State for Health, with reference to the eight key actions recommended in the Public Health England report entitled Sugar Reduction, the evidence for action, published in October 2015, for what reasons all of those actions were not included in the Government’s childhood obesity plan.

We launched Childhood Obesity: A Plan for Action on 18 August. Our plan focuses on actions that are likely to have the biggest impact on childhood obesity. The policies in the plan are informed by the latest research and evidence, including from the Scientific Advisory Committee on Nutrition report Carbohydrates and Health, Public Health England’s evidence package Sugar reduction: the evidence for action, other Government Departments, debates in this House and various reports from key stakeholders including the Health Select Committee.

We are confident that the measures we have announced will make a real difference to obesity rates. Though we are clear in our goals and firm in the action we will take, the launch of this plan represents the start of a conversation, rather than the final word.

To ask the Secretary of State for Communities and Local Government, what assessment he has made of the effect of levels of rough sleeping in town centres on the use of town centres by the general public.

We will increase central investment over the next four years to £139 million for innovative programmes to prevent and reduce homelessness and rough sleeping. We have also protected homelessness prevention funding for local authorities, through the provisional local government finance settlement totalling £315 million by 2019/20.

It is for local authorities to determine what homelessness services are required to best meet the needs of their local area, including provision of suitable accommodation. More rough sleepers are being found and helped quicker thanks to our investment in StreetLink, which gives the public a means to act when they see someone sleeping rough. Since the launch of StreetLink in December 2012, over 16,000 rough sleepers have been found and connected with local services so that they can get the help that they need to get them off the streets. We are committed to do more to improve services for homeless people with complex needs. Building on London’s approach of using social investment to improve outcomes for rough sleepers, we will be setting up a new Social Impact BondFund to help the most complex and entrenched rough sleepers.

To ask the Secretary of State for Transport, what assessment he has made of freight capacity in freight sites owned by Network Rail.

The capacity of a freight site is determined by a number of factors including the parameters of the site, the loading capabilities within the site and the capacity of the rail network connecting to the site. The department has not made any assessment of the capacity in freight sites owned by Network Rail. Network Rail does not hold all the information required to make such an assessment as this is partly held by those freight operators who manage the sites.
