    To ask the Secretary of State for Energy and Climate Change, whether she or any of her ministerial colleagues were consulted by the Competition and Markets Authority on the date on which it plans to publish its investigation into the energy market.

    The Competition and Markets Authority (CMA) are an independent body and the date of publication of their reports is their decision. Officials, Advisors and Ministers in the Department have not made any representations to the CMA, and the CMA have not consulted Ministers or advisors, on the date of the publication of this report. Officials in my Department have discussed with the CMA their intended date of publication for final report on the energy market to inform the Department’s own planning.

    To ask the Secretary of State for Education, what the average annual spend per pupil in secondary modern schools was in 2015-16 in (a) England and (b) each region.

    Schools self-select their own admissions category on Edubase. 120 schools are identified as ‘secondary modern’.

    The Department does not yet hold the income and expenditure data from 2015-16. The data will be available for those which are maintained by the local authority in December 2016, and for those which are academies in the summer of 2017.

    The overall expenditure per pupil in secondary modern schools by each region for 2014-15 is listed in the following table:

    *Note: There are 3 secondary modern schools for which we do not have comparable financial data for them for this period. One of these converted to an academy during 2014-15, and one was reported as part of a federation with another school. The remaining school did not submit data to the Department. The expenditure per pupil takes into account expenditure from all income sources, including self-generated income.

    To ask Mr Chancellor of the Exchequer, whether his Department plans to comply with the European Court of Justice judgment of 2015 on VAT on green products such as solar panels.

    The UK has applied a five per cent reduced rate of VAT to installations of 11 different types of energy saving materials since 2001. That reduced rate remains in place and is unchanged.

    Following the judgment by the Court of Justice of the European Union, the government published a consultation on this particularly complex issue. We are currently considering the responses to this consultation.

    The School Admissions Code[1] sets out that admission authorities must not “take into account any previous schools attended, unless it is a named feeder school” (para 1.9b) or “name fee-paying independent schools as feeder schools” (para 1.9l).

    On 12 March 2015 the former Home Secretary established the Independent Inquiry into Child Sexual Abuse under the Inquiries Act 2005. The Inquiry is independent of the Government and is responsible for the management of its own budget and the publication of its own financial reports.
