To ask the Secretary of State for Health, which 50 areas have the highest incidence of the misuse of alcohol; and if he will make a statement.

We do not have any reliable data centrally for how areas are broadly affected by alcohol misuse.

We do have data from the public health outcomes framework indicator for hospital admissions where the main reason for admission was alcohol-related. Data for 2013-14 for each local authority is attached.

To ask the Secretary of State for Health, what guidance his Department has issued to local authorities on steps to tackle alcohol misuse.

Local authorities are responsible for assessing local need for alcohol prevention and treatment services and commissioning interventions and services based on that need. Public Health England (PHE) works closely with local authorities – via nine regional centres – by providing advice, support and evidence-based guidance in a range of public health issues, including alcohol misuse.

An example of this is the support PHE gives to local authority commissioners with the joint strategic needs assessment (JSNA) process and their local joint health and wellbeing strategies. The annual JSNA support pack from PHE covers four topics including alcohol harm prevention, treatment and recovery. For more information, see the pack which is available online at:

The consultation on updating the Public Health Outcomes Framework was published on 3 September and closed on 2 October. We are considering the responses and intend to publish our proposals in due course.

Data on numbers of alcohol-dependent people is not currently available by local authority.

The Department has commissioned the University of Sheffield to produce local authority estimates and their report is expected to be published in spring 2016.

To ask the Secretary of State for Foreign and Commonwealth Affairs, what recent discussions he has had with Israeli and Palestinian authorities on measures to reduce hostilities.

We are deeply concerned by the recent violence across the Occupied Palestinian Territories and Israel. We have had a number of discussions with both Israel and the Palestinian Authority over recent weeks. We have urged both sides to de-escalate the tensions. Most recently, on 15 October, the Charge d’Affaires at our Embassy in Israel raised our concerns with Israel’s Deputy National Security Adviser. He did likewise on 12 October, with Israel’s Deputy Defence Minister. On 9 October, the Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Runnymead and Weybridge (Mr Hammond) spoke to President Abbas about the violence, urging him to do everything in his power to reduce tensions and restore calm.

To ask the Secretary of State for Foreign and Commonwealth Affairs, how many of the recommendations of the report on children in military custody published by his Department in June 2012 have been implemented.

Since the publication of the Foreign and Commonwealth Office funded independent report on Children in Military Custody in June 2012, there has been some progress on the issue of children held in military detention.

Officials from our Embassy in Tel Aviv held roundtable meetings with Israeli officials, most recently on 19 May. These meetings confirmed that progress is being made including a pilot to use summons instead of night-time arrests, changes to standard operating procedures on methods of restraint, and steps to reduce the amount of time a child can be detained before seeing a judge. Officials from our Embassy in Tel Aviv continue to push for further progress with Israeli officials.

On 2 June, the Minister of State, my noble Friend the right hon. Baroness Anelay of St Johns met the Israeli Military Advocate General and the Israeli Ambassador to London where the issue of child detention was discussed. She made clear that while we welcome improvements, we continue to push for the full implementation of changes and to encourage further changes in practice.

To ask the Secretary of State for Foreign and Commonwealth Affairs, pursuant to the Answer of 29 January 2015 to Question 222138, which organisations are involved in the process of clearing home-owners’ applications to the Gaza Reconstruction Mechanism; how many applicants have been rejected during that process; and what the involvement of the Israeli government is in assessing the security risks associated with each application.

The organisations involved in the process of clearing home-owners’ applications to the Gaza Reconstruction Mechanism (GRM) are the UN agencies doing the damage assessment, the Palestinian Authority Ministry of Public Works and Housing and Ministry of Civil Affairs and the Government of Israel.

No individuals have been rejected to date, but a number of the assessments submitted require review ahead of further processing. These were mostly caused by repetition of names of individuals or where the assessments were recorded under the names of owners who are deceased for example. The GRM does not allow for the disqualification of individuals assessed for shelter repair on grounds of political association or geographic location in Gaza.

The Government of Israel, like all participants in the mechanism, is able to object to individuals participating in the GRM.
