    To ask the Secretary of State for Foreign and Commonwealth Affairs, what assessment he has made of how the ongoing conflict in Western Sahara affects the ability of Al Qaeda to recruit disaffected youth in Western Sahara.

    We monitor the security situation in the region from a number of sources. We are aware of frustration in both Western Sahara and the Tindouf refugee camps at the lack of progress in the political process and at the socio-economic conditions in the camps. However, we are not aware of any evidence to suggest increased radicalisation of Sahrawi youth by terrorist or criminal gangs.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what reports he has received on (a) the trial in Bahrain of Mohammed Abdulla Al-Tajer and (b) his treatment in custody.

    We are aware of the case of Mohammad Al-Tajer. We understand he spent four months in detention in 2011 before his case was moved from the National State Safety Court to the civilian courts, as recommended by the Bahrain Independent Commission of Inquiry, where he was sentenced to one month in prison. We understand that he appealed the verdict and was acquitted by the High Appeal Civilian court. We continue to encourage the Government of Bahrain to meet all of its human rights obligations, and adhere to international standards.

    To ask the Secretary of State for Transport, what recent assessment he has made of the Maritime and Coastguard Agency’s capacity to discharge its statutory duties to survey and inspect (a) domestic and (b) international shipping.

    The Maritime and Coastguard Agency (MCA)’s current business plan has an operational priority (OP) entitled: “OP2 – Ensuring our ship survey, inspection and certification capability, and the parallel work in relation to seafarers, meets our domestic and international obligations”. Progress against this operational priority is monitored on a monthly basis by the MCA Executive Board using a balanced score card system. By this method the MCA is able to assess its capacity to discharge its statutory Survey and Inspection duties.

    The MCA monitors its capacity to discharge its statutory duties to survey and inspect (a) domestic (Flag State responsibility) and (b) international (Port State responsibility) shipping through a system of activity monitoring. Performance against these Survey and Inspection activities feed into the Balanced Score Card for OP2.

    The Government unreservedly condemns the use of torture and urges all countries to comply with international law. Our close relationship with the UAE allows us to discuss sensitive issues, including human rights concerns, at every level.

    To ask the Secretary of State for Business, Innovation and Skills, what recent discussions he has had with the Welsh Government on increasing the range of services provided by the Post Office network.

    Post Office Ltd, with its network of over 11,500 branches, is well placed to become a provider of front office services for Government, helping citizens interact with Government either face-to-face or online.

    While public services must be competitively tendered, Post Office Ltd has shown that it can very effectively bid for and win new work. It has won every Government contract it has bid for the past three years in highly competitive tendering processes.

    In particular, in 2012 it successfully bid for the competitively-tendered DVLA framework contract for Front Office Counter Services (FOCS). This contract runs to 2020 and is available to other Government departments. For example HM Passport Office recently moved its services with Post Office Ltd onto FOCS and this Department and the Cabinet Office are in close contact about a range of other opportunities.

    Furthermore, Post Office Ltd was recently one of the successful bidders for the Cabinet Office’s online identity assurance contract, ensuring that Post Office Ltd can play a role in the delivery of modern, online Government services.

    Whilst I continue to highlight to my colleagues the opportunities available to Government from using the Post Office network and contracts such as these, individual contracts are a matter for the services in question and their respective public bodies and departments. I have not had recent discussions specifically with the Welsh Government.
