    To ask the Secretary of State for Justice, what steps her Department takes to monitor the number of gypsy, traveller and romany children in (a) secure training centres, (b) secure children’s homes and (c) young offenders’ institutions using the 2011 census ethnic group classification.

    The Youth Justice Board (YJB) and HM Inspectorate of Prisons (HMIP) publish an annual report on ‘Children in Custody’ that monitors the number of gypsy, traveller and Romany (GRT) children in youth offenders’ institutions (YOIs) and secure training centres (STCs). The reports are available on the HMIP website.

    The survey does not cover young people in Secure Children’s Homes (SCH). This is because Ofsted are responsible for inspecting SCHs, not HMIP.

    To ask the Secretary of State for Scotland, how many of his Department’s policies have been assessed against the family test; what steps he has taken to publish the outcome of such assessments; and if he will make a statement.

    The Family Test was announced by the Prime Minister in August 2014 and introduced in October 2014. It is an integral part of the policy making process and is applied in the development of all new policy.

    DWP published guidance for Departments and officials on how the test should be applied when formulating policy and my Department follows that guidance. While the guidance states that departments should consider publishing assessments carried out under the Test, there is no requirement to do so.

    To ask the Secretary of State for Health, what steps the Government has taken to increase the number of BAME (a) executive and (b) non-executive staff of (i) NHS trusts, (ii) clinical commissioning groups and (iii) related arms length bodies since 2012.

    In 2014, NHS England, in partnership with the National Health Service and arm’s length bodies, developed a Workforce Race Equality Standard which requires NHS organisations to demonstrate progress against a number of indicators of workforce race equality, including a specific indicator to address the low levels of Black and Minority Ethnic representation at Board level.

    Since April 2015, the Standard has been included in the NHS contract for providers, and it will feature in the new assessment framework for clinical commissioning groups for 2016/17. The Standard has also been included in the Care Quality Commission’s inspections of provider organisations.

    In addition to supporting the implementation of the Standard, the arm’s length bodies are also applying it to their own workforces. Further information on the NHS Workforce Race Equality Standard can be found at:

    The Department keeps diversity in focus throughout the appointments process for non-executives of arm’s length bodies.     To ask the Secretary of State for Foreign and Commonwealth Affairs, what discussions he has had with the Romanian government on the treatment of the Roma community in that country.

    We closely follow the treatment of the Roma Community in Romania. The UK condemns discrimination in all its forms and has on numerous occasions discussed this issue with the Romanian government. The UK was represented at the Romanian Government’s Inter-Ministerial Committee responsible for monitoring the National Strategy for Roma Inclusion on 21 March. On 12 April the British Ambassador to Romania issued a public statement regarding discrimination against the Roma community, following acts of vandalism at the National Centre for Roma Culture’s tent at the University Square. We continue to urge the Romanian government to take all necessary measures to ensure that all its citizens can fully enjoy their rights.

    To ask the Secretary of State for Health, whether his Department has assessed the merits of updating the NHS data dictionary to include the 2011 census ethnic group classification, which includes gypsy or Irish traveller.

    The NHS Equality and Diversity Council has an agenda to look at Data supporting equalities monitoring on the Equality Act 2010 ‘protected characteristics’, of which Ethnicity is one. A decision is pending on whether to adopt the Ethnicity values from the 2011 census within the National Health Service; currently the NHS standard is to use the 2001 values, which do not include gypsy or Irish traveller. Until this decision is made, and a change to existing data standards is brought through the Standardisation Committee for Care Information process, the NHS Data Dictionary values cannot be updated.

    Officials in my Department have liaised with the Department for Work and Pensions as the lead Department for the Family Test to embed it into the policy process. This has included training officials on applying the Test and disseminating relevant evidence, learning materials and best practice.

Department of Work and Pensions published guidance for Departments and officials on how the Test should be applied when formulating policy and my Department follows that guidance- Family Test Guidance

    The Family Test is an integral part of the policy making process and is applied in a proportionate way in the development of all new policy in line with the Family Test guidance. As a result potential impacts of policy on family functioning and relationships are considered as part of the normal process of agreeing policy and any outcomes will be incorporated into the impact assessments published on legislation.gov.uk.

    The interim report ‘Review of Operational Productivity in NHS providers’ does not make recommendations on recruitment and development and should have no impact on policies relating to the recruitment and development of Black Asian and Minority Ethnic Groups and women at senior staffing levels in the National Health Service.
