    To ask the Secretary of State for Justice, what steps his Department plans to take to ensure that proposed revisions to the sentencing guideline for guilty plea reductions do not lead to a culture of plea bargaining.

    On 11 February the independent Sentencing Council launched a consultation on a new proposed guideline for reductions in sentence for a guilty plea. This is a consultation, and no decisions have been made. Accepting a plea is a matter for the Crown Prosecution Service. All decisions by the prosecution are made in accordance with the Code for Crown Prosecutors.

    To ask the Secretary of State for Environment, Food and Rural Affairs, with reference to paragraph 1.242 of Budget 2016, how much of the additional £700 million for flood defence and resilience will be spent in Lancashire.

    Of the additional £700 million announced in the Budget to be spent on flood defences and resilience, £150m has been allocated to new schemes in Yorkshire and Cumbria. The £40m per year increase in floods maintenance will be spent nationwide according to need. The remaining funding will be allocated following the outcome of the National Flood Resilience Review in the summer.

    The figures include all bursary elements (Basic Award, allowances and one-off payments) paid directly to students or to 3rd party providers of services for disabled students. Excludes tuition fees paid directly to Higher Education Institutions to meet the tuition fee liability of students studying medicine.

    During the financial year of 2014-15 there were a total of 90 students studying an AHP course at the University of Central Lancashire who were in receipt of an NHS bursary. It is not possible to separately identify the number of bursary recipients at other AHP course providers in Lancashire, as these are campus based, with information captured as part of the figures for the main site, all of which fall outside of Lancashire. These figures are therefore excluded.

    During the financial year 2014-15 there were a total of 773 students studying social work at the University of Central Lancashire and at Lancaster University who were in receipt of a social work bursary.

    The Government believes that National Health Service commissioners and providers are best placed to decide how to allocate their budgets to deliver improvements in the outcomes for patients.

    There is no separately identified ring-fenced funding stream associated with drugs and treatments recommended by the National Institute for Health and Care Excellence (NICE). NHS commissioners are legally required to fund drugs and treatments recommended by NICE.
