    To ask Mr Chancellor of the Exchequer, what assessment his Department has made of specific deduction methods when applied to the devolution of income tax powers to Wales.

    The Autumn Statement announced that the Government will legislate to remove the need for a referendum to introduce Welsh Rates of Income Tax. This will happen through the Wales bill.

    Fiscal devolution will empower the Welsh Government with further tools and levers to deliver more growth and be more accountable to the people of Wales by raising more of the money they spend.

    We will continue to discuss the implementation of Welsh Rates of Income Tax – including the financial arrangements – with a range of interested stakeholders, including the Welsh Government.

    The Silk Commission recommended the indexed deduction put forward in the Holtham Report, and the coalition government accepted this recommendation.

    We recognise the need for a smooth transition as the UK leaves the EU which minimises disruption to our trading relationships. We will engage fully with all stakeholders over the coming weeks and months as we prepare for the negotiation with the EU and beyond.

    DECC Ministers and officials have regular contacts with the Welsh Government where matters relating to the proposed Swansea Bay Tidal Lagoon are discussed. The Department will continue to actively engage with the Welsh Government during the Contract for Difference negotiation.

    The Department has received no representations from local authorities on prohibiting smoking on beaches. The Government has no current plans to extend smokefree legislation to open public areas.

    To ask the Secretary of State for International Trade, what estimate he has made of the total annual value to the UK of each trade deal to which the UK is a party as a consequence of the UK’s membership of the European single market.

    Fifteen per cent of the UK’s exports of goods and services in 2014 went to countries with which the EU has negotiated free trade agreements (FTAs). This includes FTAs that have been implemented and those where negotiations have been completed but are still awaiting ratification. It does not include UK exports to EEA countries or non-EU members of the Customs Union.

    I held a large number of meetings as part of the St David’s Day process. These included meetings with the parliamentary representatives of the four main political parties in Wales to identify which Silk Commission recommendations had political consensus to be taken forward. It was agreed that discussions at these meetings would remain confidential, and the Government has no plans to publish minutes.

    The Government takes the security of the energy sector very seriously and DECC works closely with industry, the police and the relevant agencies in order to make sure of a robust and proportionate security regime at energy sites across the UK.

    For reasons of national security it would not be appropriate to provide specific details about protective security programmes.

    The Department for Business, Energy and Industrial Strategy is currently working closely with the Department for Exiting the EU to understand the impacts that withdrawal from the EU will have on businesses, consumers and other economic actors.
