    We share the concerns of the Council of Europe, the Organisation for Security and Cooperation in Europe and the EU over freedom of the expression in Turkey, including the arrest and detention of a number of journalists. As a friend and ally we strongly encourage Turkey to continue work towards the full protection of all fundamental rights, especially in the areas of minority rights, freedom of religion and freedom of expression – and will continue to do so.

    The Department of Culture, Media and Sport is responsible for measures relating to the telecoms single market; the digital single market; data protection; network information security; cultural objects.

    The Department provides Explanatory Memoranda to Parliament on any proposals defined by the terms of reference of the parliamentary EU scrutiny committees, which can be found online.

    To ask the Secretary of State for Environment, Food and Rural Affairs, where the Environment Agency deployed its mobile pumps in December 2015.

    Mobile pumps were moved to locations as required as part of our dynamic response to the various incidents that happened in December. The Environment Agency sent 42 pumps from other areas to the north of England including Cumbria, Lancashire, Yorkshire, Greater Manchester and Cheshire. This was to support existing equipment in use within the area.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, when he expects negotiations on the new EU treaty to incorporate the new settlement for the UK in the EU to begin in the event of the UK voting to stay in the EU.

    The central element of the deal that the Government has secured is an International Law Decision agreed by all the Heads of State or Government of the Member States of the EU. It is legally-binding under international law and will take effect if the British people vote to remain in the EU. The Decision also includes a legally binding and irreversible commitment that the Member States will at the next opportunity, and subject to compliance with their respective constitutional requirements and the procedures in the EU Treaties, amend the EU Treaties to address key UK concerns.

    To ask the Secretary of State for Environment, Food and Rural Affairs, how many mobile pumps the Environment Agency owns.

    The Environment Agency owns a total of 245 mobile pumping units which can be deployed to respond to flooding incidents.

    During the flooding in December 2015, 425 mobile pumping assets owned and held by responding organisations, including the Fire Services and the Environment Agency, were identified as being available to Strategic Coordination Groups (Gold Controls).

    The Instrument for Pre-Accession Assistance is used in Turkey to promote cooperation on a range of issues that matter to the UK, such as migration management and organised crime. The Department does not hold figures for the funds used for strengthening Turkey’s external border.

    • Directive 2004/37/EC – Proposal to amend the Directive on the protection of workers from the risks related to exposure to carcinogens or mutagens at work.

    To ask the Secretary of State for Environment, Food and Rural Affairs, for what reason the Environment Agency did not deploy mobile pumps to York when the fixed pumps in that area were insufficient.

    All 8 of the fixed pumps at the Foss Barrier were fully operational during the onset of flooding in York. The capacity of these pumps is sufficient in all but the extreme conditions which were experienced in December 2015. It is an assessment that the speed and the rise of the water level of the Foss would have overwhelmed the capacity of any potential temporary pumps, particularly given the design of the barrier, which restricted the area available for pumps.
