    John Redwood – 2022 Speech on the Energy Prices Bill

    The speech made by John Redwood, the Conservative MP for Wokingham, in the House of Commons on 17 October 2022.

    I welcome the Government’s announcement today that this scheme should be time-limited to six months and that a different scheme should be developed against the possibility that energy prices remain very high for the months thereafter. I do not think that we can go on indefinitely at the rate of the cost of this particular scheme over the winter. If this continues, we need to target the support much more clearly on the many people and families in this country who could not afford the bills otherwise and leave those who have rather more money and are using rather more energy on luxuries to pay more of that for themselves. We have time to sort out a scheme that we can target better. I am sure that this Committee, and the dialogue that will continue, will make sure, through pressure from Back Benchers and Front Benchers, that we do not leave anybody out. It is very important that everybody has proper support one way or another so that they can afford their energy bills this winter and beyond.

    I am also sure that the long-term solution is more domestic energy. We cannot carry on relying on unreliable imports, which can, at times, force our country to pay extreme prices on world markets to top up our gas or electricity because we do not have enough for ourselves. We are a fortunate country with many opportunities to produce fossil fuel and renewable energy. We have been a bit lax in recent years in not putting in enough investment, so I hope that the Secretary of State will look again at the incentives—as I am sure he will—and at the predictability of contracts and investment, so that Britain is a great place in which to invest for these purposes, and so we can exploit more of our energy and have more reliable supplies, even generating a surplus in some areas so that we can help Europe, which is very short of energy and does not have many of our natural advantages.

    My concluding point is that we cannot go on for too long with a complex net of subsidies, price controls and interventions without damaging the marketplace more widely and sending the wrong signals, so I am glad that this measure will be short-term. We need a better system for the future so that there can be plenty of support for those on low incomes if energy prices remain high, but also much more investment to solve the underlying problem.

    John Redwood – 2022 Tribute to HM Queen Elizabeth II

    We meet together in mourning. Once again, our late Queen has united the nation, but this time, unfortunately, she has united us in grief and our common sense of loss. We here in Parliament suspend our differences, our party and our political views, because something so large has happened—that constant in our national life who has always been our Queen is no more.

    All those of us here who are all privileged to have supporting roles in public life have learned a great deal from observing just how well the Queen carried out all her public service over the years. Everyone here has met her at invitation at Buckingham Palace, or at a national event in London, or, perhaps, hosted her in their constituency—some of us had the honour on many occasions to be with her and to see her. What always came across to all of us was just how much she respected every person and every institution that she visited. She showed that respect by impeccable manners and great courtesy—always on time, always properly briefed, always appropriately dressed for the occasion.

    But, as so many have said from their personal experiences, there was something so much more than that. She was not just the consummate professional at those public events: there was the warm spirit, the personality, and above all the understanding that everyone else at that event was terrified that something was going to go wrong, that they had not understood the protocol, or that there was some magic way of doing it—as my right hon. Friend the Member for Welwyn Hatfield (Grant Shapps) was explaining—that they had to get right. At those public events, the Queen always relaxed people and showed them that there was no right way, because she was there for the people; she was there for the institution; she was there for the event. That is what we can learn from.

    Of course, she was also Our Majesty. She was the embodiment of the sovereignty of people and Parliament; she represented us so well abroad and represented us at home, knowing that as a constitutional monarch, she represented us when we were united. She spoke for those times when we were gloriously happy and celebrating, or she spoke for those times when there was misery and gloom and she had to deal with our grief and point to the better tomorrow. That was why she held that sovereignty so well and for so long—a constitutional monarch who did not exercise the power, but captured the public mood; who managed to deal with fractious and difficult Parliaments and different political leaders, but who was above the politics, which meant that our constitution was safe in her hands. I wish her son, the new King, every success in following that great lead as he has told us he will do, and I can, with others, say today—“God save the King.”

    I welcome much of what is in the Gracious Speech. I welcome the emphasis on growth, because we need growth to deliver on many of the other ambitions for levelling up and for better public services. I think the Government are right about the need to revisit rules and laws to promote better transport, to deal with difficulties in housing and planning, and to pursue a course of greater self-sufficiency in energy. However, I want to concentrate mainly on the economic conditions that they will need over the next two years in order to make a success of this legislative programme.

    Legislation takes us only a little way. What we are trying to do through legislation is create conditions in which business can flourish, people can train and acquire better skills so they can secure better-paid jobs, and investments can be made. We will not level up all the mighty cities and towns of this country that are below average with public spending; we need to level them up with ambition and private investment. We need to see people going on their own personal journeys to develop their own businesses, to reach a point at which they can afford their own houses, and to secure enough training and qualifications to be able to obtain decent, high-quality jobs. That is how the successful parts of the country have managed to give many more people higher incomes and better living standards. Those are the parts of the country that worked to attract the people with the energy and the talent, or have given the people who are already there more support. We need to think about how we can provide such support and encouragement more widely around the country.

    My right hon. Friend is echoing the words of the Mayor of the West Midlands, Andy Street, who has said that it cannot be Governments who create wealth; we merely have to provide the opportunity for businesses and individuals to create that wealth.

    I am glad that all three of us agree on this matter, and we can proceed on that basis.

    So what do the Government need to do? My first recommendation to my right hon. Friend the Chancellor is that he needs to have a new framework for the conduct of our economic policy. We are still running on Maastricht-lite. We still think that the way in which to control the economy is to control the debt and the deficit. I have news for the Chancellor: if we get growth and inflation right, the debt and the deficit will come closer to taking care of themselves. If we get the growth right, we will have much less of a problem with the debt and the deficit.

    In the last year, when the United Kingdom led the growth tables for the advanced world, an unremarkable thing happened. It seemed very remarkable to the Treasury, but it seemed unremarkable to me. The deficit came tumbling down. According to one set of figures—and they still keep changing—it came in at £90 billion below the Office for Budget Responsibility and Treasury forecast, because with more growth comes more activity, more incomes and more spending, so the Treasury can collect more VAT and income tax. It was mainly extra revenues that came in, because we had that faster growth.

    In my view, the debt and the deficit matter but should be subsidiary. The two main aims of economic policy should be a 2% inflation target, embedded as a Government target as well as a control mechanism on the Bank of England, and a complementary 2% growth target—not that exacting in the context of 20th-century experience in the United Kingdom, but fairly challenging in the context of the current century’s experience because of the disfiguring effect of the big banking crash and great recession in the middle of its first two decades.

    Let me deal first with inflation. Once it gets out of control, it is extremely damaging to everything. It ends up causing shortages on the shelves, lack of supply, businesses crashing, and people being thrown out of jobs. We do not want to get into the accelerating double-figure inflation that some countries have suffered all too much. Anyone who wants to see what happens with the playbook should look at what is happening in Turkey at the moment, and at what has happened, on a grotesque scale, in Venezuela, where the generous state kept printing and kept borrowing and ended up destroying more than half its national income and much of the potential of the oil industry, which used to pay for everything because it was nationalised and incompetently run.

    Those extreme versions need to be ruled out, and of course the amount of money created needs to be controlled; you need to keep an eye on when you can afford to borrow in the public sector and how much. However, that is a second-order issue in comparison with promoting growth and inflation targets as the main aims. The inflation target cannot simply be delivered by a central bank. Unfortunately, the Bank of England made a policy error, to which I drew attention beforehand last year. I think that it went on printing money for longer than it should have, and that its policy was too loose for too long. I was fully behind its huge injection of money and ultra-low interest rates in the previous year because of the huge shock administered to the economy, but it now looks as though it made a mistake, which it has subsequently corrected. It should not overdo it, though. It is no longer printing any money in excess, it has put up interest rates on three separate occasions, and money growth is now much more constrained in our country; but the Government must also put their shoulder to the wheel to curb various types of inflation.

    At present one of the inflationary factors hitting, in particular, the budgets of those in the lower income areas is the huge price inflation in energy and food. That is caused by supply shortages. We were already pretty short of energy in western Europe because of the policies being pursued and because of the lack of natural resources on the continent, where there is not any, or much, oil and gas outside the Netherlands. We were already very short of basic energy. Then, of course, the dreadful invasion of Ukraine came along and caused so much damage—most directly to the people there who have such dreadful shocks from it, but there has been a wider economic shock for the rest of us. As a result of policy, Russian oil and gas are being gradually withdrawn from our supply systems, so we have exacerbated the shortage, for understandable and good political reasons, to try to help Ukraine in its battle against the Russian invasion.

    As for food, we see a shortage arising as markets are heralding the sad likelihood that there will not be a lot of crop coming out of Ukraine this year and that a big source of edible oils and of grains will not be producing and exporting in the way that the world market needs, so we see great price pressures there.

    So there is a need to engage Government, and I am pleased to see that the Government are working towards energy self-sufficiency and more food production. Those are crucial as a response to what has just happened and as security for the future. If we want to keep inflation down in the future, the one thing we can rely on is producing more of our own energy and growing more of our own food, which will give us more control over the pricing, particularly with something like gas, which of course is traded on the world market only to the extent that there is either pipeline capacity or liquefied natural gas capacity, so a lot of the gas cannot be traded internationally. American gas cannot be sent to Europe in huge quantities because there is no pipeline, and there is a limited amount of LNG capacity. America has much lower gas prices—and nothing like the cost of living problem that we have with energy—as a result of producing a lot of its own gas and therefore having a domestic market that clears at a lower price than the current very spiked world gas prices. I trust that the Government will pursue greater national self-sufficiency in key areas, including not only basic energy and food—we can grow a lot more of our temperate food—but crucial technologies, which the Government are becoming increasingly sensitive about.

    I trust that when the Government turn their mind to the detail of their energy legislation, they will use it to facilitate the production of more domestic oil and gas. I think there is more general agreement today, after the debates of recent months, on the proposition that we ought to re-enter the North sea and that, instead of overseeing a pretty rapid rundown in its output, we should go through a transitional period, maybe this decade, and get more oil and gas out of the North sea. That surely makes more sense. It makes green sense because the CO2 output created by burning our own gas is considerably less than that of the elaborate process of carrying it halfway round the world and having it compressed and decompressed so that it can travel as LNG. It is about half the CO2 generated.

    More importantly from the point of view of levelling up and growth in our public finances, we would be paying the tax to ourselves. All gas and oil attracts massive taxation from the countries that have the good fortune to produce it. If we buy gas from Qatar—or when we were buying oil from Russia—we pay them a huge amount of tax, which is revenue that we could pay to ourselves if we developed more of our own production. Our own Treasury could then either spend it or give it back to us in some other form, such as a rebate or grant.

    There is a more sensitive issue about onshore gas, and people are often rather opposed to that idea. I suggest that no landowner or council should be made to have onshore gas production if they do not want to. That would be a democratic decision over permissions and it would be a decision of those who have the land or property nearby as a result. I think that some areas would have it—suitably protected and environmentally tailored, as it could be. We already have some onshore oil and gas. Wych Farm, for example, is in a very beautiful part of the world and it produces oil quite happily onshore. The Government need to put into law a framework where landowners and communities that agree to participate in onshore oil and gas development should receive a participation in the royalty of some sorts, or free gas to consumers, or whatever.

    I am interested in what the right hon. Gentleman is saying. I assume he is talking about fracking when he talks about onshore gas production, and suggesting that we leave it to individual landowners and local authorities, but the polluting effects of fracking do not stop at the borders of somebody’s land or at a local authority border. Fracking pollutes the aquifers and it can and does create earth tremors that go well beyond all that. It is surely a matter of national policy that we do not pursue this short-sighted avenue of trying to get gas, and that we look at better methods of conservation and more sustainable methods of generating our energy.

    I do not know whether the right hon. Gentleman has a gas boiler, but I expect that most people in this House have gas boilers at home, as I and most of my constituents do. That gas needs to come from somewhere. I will not go into the details of the techniques needed for reservoir management, because that obviously depends on the structure, the flow rates and the nature of the stratum in which you find the gas, but a range of techniques can be used if gas or oil is shy in coming out of a reservoir that has been developed over many years.

    Of course, like the right hon. Gentleman, I want this to be regulated. There must be no pollution of watercourses. Fortunately gas strata and water are often well divided in the United Kingdom—rather more so than in the US, where there has been a gas revolution onshore without polluting the water supplies or causing great environmental health problems. Of course that needs to be properly regulated—it is strictly regulated at the moment—and we need to review those regulations to ensure that the No. 1 priority of public safety is guaranteed and that the No. 2 priority, the desired effect of getting some gas out, assuming public safety is guaranteed, is also taken care of. I would have thought that the right hon. Gentleman would like the idea of a big new source of oil or gas tax revenue that stayed in the United Kingdom rather than being paid to Qatar or Saudi Arabia.

    My right hon. Friend and I have talked a lot about community support for onshore projects. Would he agree that another such area could be deep geothermal, which the Business, Energy and Industrial Strategy Committee is looking into at the moment? It could offer fantastic potential for sourcing new forms of renewable heating.

    I would love to hear about that. Unfortunately I was in this debate so I was unable to get to that particular Committee, but I will catch up with my right hon. Friend elsewhere to discuss that because I know you wish me to move on, Madam Deputy Speaker.

    One last point, if I may, is about housing and planning in my own constituency of Wokingham. We are very generous and we accept a large number of new people joining our communities, as they would like to do. We accept well over 1,000 new houses being constructed in the constituency every year, but I do not think we should want to keep all of that to ourselves. The kind of housing that attracts people who can provide leadership and better jobs and who can set up businesses needs to be spread more broadly. The planning rules need to be revised so that we can use the planning system to reinforce the wish to level up, with some of the really important private sector housing investment going to the places that really need it, rather than having an awful lot in places that have done pretty well already and are finding that the pressure on public services, roads, transport, railways and so forth is just too much and that the infrastructure is not catching up.

    This was a good Queen’s Speech. It needs economic success and a policy based on going for growth. It also needs a policy that deals with supply-side shortages and a policy based around lower taxes, because we need to give something back now to start to lift the cost of living crunch.

    Why is the Chancellor making the U.K. the only advanced country respond to a global cost of living crisis by increasing taxes? Higher taxes make the squeeze worse. Higher taxes bring fewer jobs and less growth.

    Will the Chancellor now cut taxes? Has he read the Bank of England forecasts of rising unemployment and no growth ahead? This time on his current policies they may be right for a change.

    I will be supporting the Government, as they have made welcome progress on creating better conditions and support for our armed forces, but I would like to press the Minister on housing. When we wish to recruit and retain the best people in the future as we have in the past, it is important that we provide something better on housing than we traditionally have. It is a disgrace if armed services personnel, after providing substantial service to our country, cannot afford to buy a house of their own, and instead have to scramble to get rented accommodation, which they often find difficult.

    I hope the MOD can do more through its potential and current schemes to promote home ownership, and to promote buying property nearer home base, for example, so that people leaving the armed forces have a property of their own. If service personnel are not able to do that, a surrogate scheme is needed so that when they leave the armed forces after holding important jobs and earning reasonable money, they are not debarred from the private housing market and they do not come to see their service career as a gap in making those contributions and building up savings in a house of their own. They should have as much opportunity to own their own property as the rest of the community.

    Yes of course we need an expeditionary service and service personnel may need to serve in a variety of places abroad, but that should not get in the way of either having a home of their own with their family or having the wherewithal to have a home of their own when they leave the armed services. I hope my hon. and gallant Friend the Minister will sympathise and do more to make sure it can be true. I do not think we need a legal requirement, but we need a firm pledge of intent from the Government.

    This week the main mobile companies confirmed they will not be imposing new roaming charges when we leave! There is enough competition in the market to keep prices down. A company like Vodafone anyway offers free roaming for non EU countries like Norway and Turkey as well as Iceland, a country which cancelled its application to join the EU. It is always wise to check your contract, as the so called EU free roaming may well have a usage limit.

    John Redwood – 2020 Speech on the Trade Bill

    Below is the text of the speech made by John Redwood, the Conservative MP for Wokingham, on 20 May 2020.

    You do not need to pay to trade: I welcome the policy behind this legislation and the Bill itself, which makes it very clear that the United Kingdom wishes to be a positive trade partner with as many countries around the world as would like a free trade agreement with us. This Bill ensures that we can carry across the FTAs that the EU has with a range of countries that naturally fall to transit to us as well as to it. Many of us were told that we were wrong when we argued that during the referendum and afterwards, but the Government have proved us right in that of course those countries wish to roll over those agreements. In one or two cases, they wish to go considerably further than the agreements we already have. I welcome the Government’s positive response to that to see what more can be added so that we can have a better deal as we leave the European Union than we had when we were in it.​

    We must see the policy background to this Bill as including the most important letter written this week by our trade negotiator to Mr Barnier about the parallel negotiations for a possible UK-EU free trade agreement. It is an admirably lucid letter which makes it very clear that, just as in this Bill, we are not sacrificing our fish, offering special payments or agreeing to accept the laws of other countries in order to create a free trade agreement with them, and neither should we do so in the case of the European Union. We voted very clearly to leave the single market and to leave the customs union. Many of us who voted that way strongly believed then, and believe even more so today, that we want a free trade-based agreement with the European Union if that is also its wish, but we would rather trade with it under WTO rules and the excellent new tariff we have set out for external trade if it wishes instead to claim that we need to be some kind of surrogate member taking its laws, paying its bills and accepting many of its views on matters like our fish resources.

    It is more likely that we will get a free trade agreement from a reluctant European Union just before the deadline at the end of the year if we have made great progress in negotiating free trade deals elsewhere. That is why the Government are absolutely right to respond very positively to the United States of America, to Japan, to Australia, to New Zealand and to the Trans-Pacific Partnership. In each of those cases, the counter-party is very willing. In each of those cases, there are precedents for good agreements between other parts of the world and those countries, and we can build on those and our own models for a positive free trade arrangement.

    The EU will see how relatively easy it is to make such progress with those countries we have agreements with. When we were in the EU, the EU had not got round to having agreements with some of those countries—big countries such as the United States of America. When we are outside the EU, that will make the EU even keener to want to have a free trade agreement with us. Rather reluctantly, it will have to admit that it has been making a mistake over these past years in trying to make our exit so protracted and so difficult, and claiming that you do need to pay for trade.

    I will vote for the Bill as vindication that, of course, many countries wish to trade with us on as free a basis as possible. I will vote for it as part of a much bigger package of a free trade loving United Kingdom driving a free trade agenda around the world. I will vote for it because it sends a clear message to the European Union that it is negotiating in the wrong way and running the danger of ending up without a free trade agreement that is rather more in its interests than ours, given the asymmetry of our trade.

    Free trade is a good way to promote prosperity. It is even more vital now we need to recover our economies from the covid-19 crisis. I urge the EU to understand that and to co-operate sensibly, just as I give the Government full support to press ahead in negotiating deals with all those great countries and regions of the world that think Britain is a hugely important future partner, and where we see fast-growing trade that can enrich both sides.

    Below is the text of the speech made by John Redwood, the Conservative MP for Wokingham, in the House of Commons on 19 December 2019.

    It was a pleasure to see our new Speaker in the Chair at the start of the debate, and I would like to send my congratulations to him through you, Mr Deputy Speaker. I was delighted at his election, and I am quite sure that he will be a fair and experienced judge of our affairs and will look after our House very well.​

    The recent election and the conversations that I was able to conduct even more intensively than usual with the electors of Wokingham told me that they do want some changes. I made promises to them that I would come here again as an advocate for more money for our local schools, which have been short-changed in recent years, so it is a pleasure to see in the Gracious Speech the down payments promised for next year, and I look forward to those continuing in the years that follow.

    My electors and I agreed that we need more money for our local surgeries, more nurses and doctors to be recruited and better support for our local district general hospital in Reading. Again, I see that answer already in the Gracious Speech, with a promise of substantial new resources—financial and personnel—for the national health service, which will be laid out in legislation for a five-year period. I welcome that. It is a pleasure to say to my electors that two parts of the job seem to be well on the way to being done, but having a little experience of government, I know that there will remain, day by day and month by month, issues to sort out, to ensure that my constituency gets its fair share of the money.

    In his capacity as a former Secretary of State for Wales, does the right hon. Gentleman share my concern and disappointment that there was no mention of Wales whatsoever in the Queen’s Speech, as well as my concern about how the money being promised to England will find its way to Wales, through the Barnett formula or wherever? Finally, will he perhaps ask the same question as me: how much longer do we need the Wales Office for? Looking at the behaviour of this place, there will be people outside saying, “Surely Wales could do a bit better than this.”

    The right hon. Lady knows full well that there is a formula and consequentials from the English settlement. I am quite sure that my right hon. Friends in the Government will look after Wales, and it is her job to test them out in the appropriate debates. This speech is not the appropriate moment, because I am not here to speak for Wales; I am here to speak for Wokingham and West Berkshire, and I am here to speak for the wider nation, as we all do.

    I am also looking forward to the promises on infrastructure. The Government have rightly said that we have a big job of work to do to improve our railways and roads, to make sure that people can get to work and get their children to school, that we can bust the congestion and that people have easier journeys. That, too, will reduce pollution and increase safety.

    Wokingham is a very fast-growing area, because we are doing more than our fair share for the national housing achievement. We particularly need support on putting in additional transport links, with digital signals on the railways so that we can have more capacity and more trains, and an improved road network. It was a pleasure to work with the previous Secretary of State for Transport in the last Parliament on the idea of strategic local highway networks. We needed more money and support for those important roads, which are under the control of councils. They do not qualify for trunk status but can often relieve trunk roads and provide an important means for my constituents and others to get to work or get their children to school. The previous Government answered that, but it falls to the new ​Government, with the more generous financial settlement that I look forward to, to ensure that we can work together, so that I can get some of those road schemes and rail improvements for the Wokingham area, which will be much needed.

    The big thing, which represents a seismic shift in Government policy and which I welcome, is the introduction of optimism and enthusiasm—the belief that this country can achieve great things, that we do not have to constantly cut under the Maastricht criteria and that we should no longer make state debt the main objective of economic policy. I have been working away for some time to get that change of policy, but Philip Hammond was not sympathetic to my views in all sorts of ways. I am delighted that the new Prime Minister and the new Chancellor are enthusiastic about the idea that the aim of economic policy for this Parliament must be prosperity— prosperity for the many, and tax cuts for everyone.

    Tax cuts are a very important part of creating greater prosperity. People work hard, and they want to keep more of their own money. They are often better judges of how to spend their money than councils and Governments. It falls to a renewed Conservative party to take that message to every part of the country, implement that message in the forthcoming Budget and show that not only will we find more money for schools, hospitals and roads, which is needed, but we will also have some money for tax cuts.

    Some tax cuts do pay for themselves because our rates are too high, and if we cut them to an affordable rate, people work harder, stay here, contribute more and are more enterprising, and we get more money in. Other tax cuts will reduce the revenue, so we need to grow the economy, and over the years it works because growth generates more jobs and higher incomes, and in comes more money.

    To fulfil this new objective, the Government have rightly changed the basis on which the economy is going to be governed. We have gone away from state debt as a percentage of GDP, the iron rule that dominated the last dreadful years of the Labour Government—a period of collapse, when state debt got out of control—dominated the coalition period of recovery and dominated the Philip Hammond Conservative Government period, when he seemed to like that particular proposition. Now we have a much more sensible idea, which is that we should of course be prudent—there is no magic money tree, and we cannot spend safely on the scale Labour recommended to the country—so what we are suggesting now as the golden rule is that any current expenditure must be covered out of taxation, but we can borrow up to 3% of GDP to put in those big new investments and the myriad smaller investments in broadband, rail, road, water and the other things where public money is needed as an adjunct to the substantial private investment that will in many places be going into those important developments.

    This will make a lot of difference, because this Parliament needs to understand that there has been a very nasty world manufacturing recession over the last six months or so and there has been a worrying slowdown in the world economy over the last year. It began, as these things always do, with the central banks that get it wrong. It began with the tightening of the central bank in America, the Federal Reserve Board, in the third and fourth quarters of 2018. We could feel the shake on the ​world economy, and we saw what was happening to world markets. It spread to the eurozone, which stopped all its quantitative easing, although its economy was still very weak and could not really take that particular shock, and it came to the United Kingdom, where we had a very severe policy being pursued by the Bank of England. Very predictably—I remember warning about it some time ago—these changes in central bank policy did indeed slow the world economy.

    Now things have changed, but they have not changed yet in the United Kingdom, so I urge the Prime Minister and the Chancellor to get the UK authorities into line with the analysis and the prescription of the world central banks outside the United Kingdom. What we have seen in the last six months is a very big move to cut interest rates worldwide by most of the major central banks not only in the advanced world, but even more dramatically in quite a number of the emerging market countries from Turkey to India and Brazil. We have seen cuts in the United States of America, and we have seen the reintroduction of quantitative easing—bond buying, created money—in the eurozone, because the eurozone economy has shuddered to a halt in some places. We have seen further developments in Japan, which carried on with quantitative easing and zero or negative interest rates throughout the difficult period, but it too needs to boost things rather more.

    However, there has been no response in the United Kingdom. Indeed, only in the last few days the Bank of England has gone the other way. It has done a series of stress tests on the major banks, and I am delighted to say that our major banks passed with flying colours. The worst case in the stress test was very severe, but there were no problems for the banks, as the Bank of England reported. However, the Bank of England then said that the clearing banks had to double the counter-cyclical buffer of capital they keep. That is technical language. What does it mean? It means there is about £20 billion less available for mortgages, car loans, business expansion and new investment. That is what it means—a very fundamental monetary tightening. It happened at the same time that sterling went up about 10%—another very strong monetary tightening.

    Money growth is eye-wateringly low in the United Kingdom, unlike in the eurozone, and it is well below that in the United States of America. At exactly the point when we were doing this, the Federal Reserve Board, with 2%-plus growth in America, which we would love to have on this side of the Atlantic, was injecting billions—I think about $150 billion was injected in a single month—into the money markets to keep things liquid so that the American consumer, car buyer, mortgage demander and small businesses would have access to the money they needed to continue the very successful American growth strategy. Let us ensure a growth strategy in which monetary policy does not stand too much on the brake.

    There is also the issue of how the Treasury has been recalculating our obligations at official level. Around October, when it probably thought that we might be leaving the European Union—there was a chance of that at the time—it decided that the student loan system was costing us £12 billion a year more, although that system had not been accounted for in such a way up to that point. There were no changes to the student loan system, or to the experiences of those who could not ​repay their loans, yet the figures that we presented deteriorated sharply as a result of that decision. I do not think we should allow that to deviate from what I hope will be a positive Budget—probably at the end of next month, given the rumours I see in the press.

    We need the Budget to provide that boost to growth. I think it is eminently affordable to have the increases that we promised and talked about in the general election regarding schools, hospitals and infrastructure, and also eminently affordable to have those promised tax cuts to business rates and national insurance. We would not need to offset that with other tax increases, because this economy desperately needs a boost.

    In a world where some other Governments are boosting on the fiscal side, and practically every other country is boosting on the monetary side, in order to see off the threat of the world slowdown turning into something worse, it is important that the United Kingdom authorities do the same thing. I have every confidence in my right hon. Friend the Prime Minister, who I think is single-handedly turning around the mood with his message of confidence and enthusiasm for how we can do better. That will take some cash, however, and now is the time to spend a bit of that.

    This country and its economy can achieve a lot more, so let us ensure that the new message of prosperity for the many and tax cuts for everyone is seen through. That is the way to bring most people in this country together, and honour the promises that many of us made in the general election. That will show that the country has made wise decisions up to this point, and that Brexit will not be damaging to our economy, but can be part of a positive move towards faster growth, better jobs, and more paid jobs, just as we have experienced in recent years and months.

  • John Redwood – 1987 Maiden Speech in the House of Commons

    Below is the text of the maiden speech made by John Redwood, the Conservative MP, in the House of Commons on 29 June 1987.

    Sir William van Straubenzee represented the Wokingham constituency for almost 28 years, and during that time he showed himself to be a tireless correspondent and letter writer, a doughty debater and an elegant and witty speaker. In representing all of the people of Wokingham, I shall do well if I live up to his high standards as a parliamentarian and a fine constituency Member of Parliament. During his career he served in the Department of Education and Science and in the Northern Ireland Office, and in later years in the House he intervened frequently on education matters when his wisdom and knowledge were highly prized. Recently he gained the affectionate nickname of “The Bishop” for his role in trying to sell the mysterious ways of the Church to those here on earth gracing these Benches. It is with great affection that I step into his shoes, with the hope that I can live up to his high standards.
    The constituency that Bill van Straubenzee won in 1959 was a very different place from the one that I have inherited. Geographically it was much broader, and in tone and style much more rural. So much so, as the new Member in 1959, one of Bill’s first and most important tasks was to go and meet the local farmers. He equipped himself with a strong stick, and with not a little apprehension, because he knew nothing whatsoever of farming. He went to the occasion and confined himself to nodding wisely, making a few encouraging noises and from time to time tapping his stick. He subsequently learnt that this had been a great triumph—the farmers said to each other, “Well, you know, our new Member doesn’t say much, but he can certainly recognise a good cow when he sees one.” That is a skill that I need much less.

    The Wokingham constituency now comprises the three large and important settlements of Wokingham town, Woodley and Earley, where recently has been constructed one of the largest new private housing developments anywhere in Europe. To the north of those three big settlements lie the delightful villages of Twyford, Ruscombe, the Remenham, Wargrave, Sonning and some of the other smaller settlements. To the south lie the villages of Winnersh and northern Crowthorne, the village I share with my hon. Friend the Member for Berkshire, East (Mr. MacKay).

    The main problem we face is the tremendous success of the enterprise economy in the Thames valley. The pace of growth and development has been such that it begins to produce strains on roads, hospitals and education facilities. I should like to say how much I welcome the initiative to be launched by my right hon. Friend the Secretary of State for Social Services to cut the waiting lists. I remind him that high growth areas of the country need that additional resource to take care of population growth as well as the advance in medical treatments, which we all welcome.

    In the Wokingham constituency we also experience the problems that the area of the Thames valley to the east of Reading into London is now really a unified labour market where wages are high and where there are many attractive job offers available. Whereas places a little further east than my constituency enjoy the benefits of London weighting or outer London allowances for housing and for the competitive forces in the labour market, Wokingham has no such luxury. I urge the Government to look carefully at the possibility not of introducing complete regional pay, but of re-examining the geographical confines of London weighting and outer London weighting and also the amounts involved because we have difficulties in recruiting people of the right skills. If we can find them in other parts of the country, we have problems in housing them because of the high cost of housing.

    Above all, the success of embracing an enterprise culture and the success of the Government in lowering taxes and getting growth and prosperity running again in so many parts of the country is more than relevant to those hon. Members representing inner urban constituencies that still suffer dereliction or poverty. There is common ground between us, because many of us representing vast growing areas would dearly love to see some element of that growth passing instead to those inner city areas where there is already public infrastructure and the need for more jobs and development. Therefore, we particularly welcome the Government’s concentration in the Queen’s Speech on setting forth a series of bold measures to tackle the problem of inner city decay.

    It cannot be right that there are people in council blocks, tower blocks or medium rise blocks without hope of an improvement in their housing conditions. It cannot be right that there are acres near the heart of Manchester, Newcastle or in some of the less advantaged London boroughs crying out for commercial or industrial development that, for some reason or another, has been blocked when opportunities have arisen to return prosperity to those once great city areas.

    The Government are right to put forward two particular proposals. The first is to give tenants the right to choose different styles of housing and to set up tenants’ co-operatives. That should improve the lot of those in inner city housing. It is also right that urban development corporations should take on the task of rebuilding and restructuring industry and commerce by facilitating the massive influx of private capital that those derelict areas so clearly need.

    I hope that hon. Members believe in the United Kingdom and understand that the debate in the House is to try to better conditions in all towns, villages, regions and nations within the United Kingdom. I hope that hon. Members will accept that there are many of us on the Government side of the House who, with good will, say that we wish to see those areas of poverty and dereliction cleared and improved. We invite Labour Members to study the reasons why the south-east is so prosperous and why it has embraced the enterprise economy with such success. I hope that they will ask whether, together with some public money and a lot of private initiative, we can kindle exactly the same kind of success in those inner city areas where the prosperity has not yet reached.

  • John Redwood – 2007 Speech to the Bruges Group

    The below speech was made by John Redwood at a fringe meeting during the Conservative Party Conference in October 2007.

    The constitutional treaty is part of a process to try and create a United Federal States of Europe. Indeed, it would not be that federal because there would be an enormous amount of central power coming from the Brussels machine. We as democrats object to it because the power is not properly democratically accountable. It is exercised mainly by unelected senior executives (who on the continent are regarded as if they were elected politicians), the Commissioners, and of course a lot of it is done through the process of the court itself, constantly driving decisions in favour of more and more federal power.

    Ladies and gentlemen, this is a mighty cause that we must unite to fight. This is a vital cause if we want to keep our democracy in Britain, or if we want to recapture parts of our democracy that have already been lost, needlessly frittered away by an insouciant government that tells us one thing and does another.

    This is a mighty test of British democracy itself. It goes to the very heart of the breaking of the bond of trust between a main political party and the people who elected it. The government promised and the government has failed to deliver. It goes to the very issue of whether you can believe politicians and political parties in general when you have so many senior politicians in this country seeking to tell you the fanciful, that this is not the constitution, that this is a very watered down version of the constitution, that there is nothing serious going on, that you will be able to carry on governing your own country in the usual democratic way after all these powers have been surrendered.

    This is a government which is now dicing with the most important powers of the state of all. It is playing nonchalantly with the right of parliament and government in this country to decide if and when our forces should be committed to battle, what our foreign policy stance should be on the major problem areas of the world, how people should be charged with serious criminal offences and how they should be treated if they are found guilty of those criminal offences.

    These are the very essence of state power. We here don’t think those powers have always been well used and sensibly used by this government, but what we want is to continue to live in a system where we can challenge the way the government of the day makes decisions over war and peace and criminal justice and foreign affairs, and where we are in the right to persuade the British people and come to power to do something differently.

    What we wish to avoid is the British people ending up in a position where, because they don’t trust their politicians enough, and because some of their politicians so badly mislead them, we end up with those vital decisions taken way away from these shores by people we cannot elect, and more importantly, by people we cannot drum out of office when they do the wrong thing.

    The one power that all parliamentarians seriously fear is the power of the British electorate to dismiss us when we get it wrong and when we misbehave and when we let you down.

    I am a democrat to my core. I believe in that power. I believe I should be accountable to all my electors, and on national issues to the wider nation. I want that power the people have over their elected representatives to be strengthened, and I want the power my elected representatives have over the laws and the administration of this country also to be strengthened so the accountability can mean something. The more the power is transferred to the unelected and the unaccountable, the more people will scorn and despise government, the more that bond of trust will be irreparably broken, the more your democracy will be taken away from you.

    Ladies and gentlemen, it is vital we unite and fight. It is vital we use any general election forthcoming to make this one of the big issues of the day. It is vital we do not miss our opportunity. We fought them and won to save our pound. Now we need to fight them and win to save our country.
