    Jo Gideon – 2023 Speech on World Down Syndrome Day

    The speech made by Jo Gideon, the Conservative MP for Stoke-on-Trent Central, in the House of Commons on 23 March 2023.

    First, I thank my right hon. Friend the Member for North Somerset (Dr Fox) for securing the debate and for all the work he did to ensure the Down Syndrome Act 2022 became law.

    During our lifetime, there has been a significant change in attitude towards Down syndrome. Undoubtedly, there is still more that can be done to improve the quality of life and opportunities of people with Down syndrome, but as we mark the 18th anniversary of the first World Down Syndrome Day, we should not forget the progress that has been made in understanding the condition and supporting those with Down syndrome to be treated fairly so they are able to live full and productive lives.

    I speak with personal experience. My father had an elder brother, Donald, who had Down syndrome. I was only told of his existence when I was 27 years old and pregnant with my second child. Donald died in 1946, aged about 25. He spent all his life in an institution, which was standard practice at the time. My father did not talk about his brother. He found it too painful. My mother explained to me that when my father was a small child, my grandmother had taken him with her every month to visit his brother in the institution and the experience had traumatised him.

    When I spoke during the Down Syndrome Bill debate last year, I referenced the BBC series “Call the Midwife”, which documented attitudes towards Down syndrome and how they started changing in the 1950s and 1960s as people with Down syndrome were able to take an active part in their communities. Not only have attitudes changed, but life expectancy has increased dramatically in recent decades from 25 years in the 1900s to 60 years today. Medical science has advanced and people can live extremely healthy and long lives, and make a great contribution to our society.

    I am incredibly grateful for this opportunity to celebrate the achievements and contributions of people with Down syndrome to their local communities and to our society as a whole.

    I congratulate the right hon. Member for North Somerset (Dr Fox) on securing the debate. We are all encouraged by the situation. What comes to my mind is a young gentleman called James Martin, the 31-year-old who starred in the roaring success, “An Irish Goodbye”. He has gone from working in Starbucks to living his dream by winning a globally recognised award. Most importantly, he has never let his disability get in the way of goals and achievement. Does the hon. Lady agree that James is a true role model to all individuals out there who feel that society restrains them due to their disability, and reminds them that the world is their oyster—or in this case, their Oscar?

    I thank the hon. Gentleman for his intervention. He is absolutely correct.

    In Stoke, the Stoke and Staffordshire Downs Syndrome Social Group was set up in 2016 by a family in my constituency after their son was born with Down syndrome and the couple walked away from hospital with just a factsheet about the disorder. Today, the group meets regularly in Birches Head and is making a difference to the lives of more than 50 families by organising regular trips and activities, as well as supporting families emotionally and connecting them with wider support groups.

    I would also like to highlight the great WorkFit programme for its role in making workplaces more inclusive. WorkFit is an employment programme that matches places and supports individuals with Down syndrome into work, with more than 1,000 individuals successfully accessing the service to date. In my constituency of Stoke-on-Trent Central, I was delighted to hear that the programme supported Grace into her role at Dunelm distribution centre, where she works dealing with returns from customers. She works two days a week and really enjoys being part of a great team who are very supportive. She uses her computer skills to process returns from customers and is very proud of her job.

    Last week’s Budget outlined ways in which we would like to see a greater proportion of working-age people in employment, with a specific emphasis on supporting disabled people into work. One thing I would like to see is an improvement in ensuring that public transport services are available for travelling to and from work, so that a lack of access is not a barrier to that aim. Indeed, while it is wonderful to hear stories like Grace’s, according to the Down’s Syndrome Association, people with Down syndrome often face barriers and prejudice, lack of opportunities, low expectations, stereotyping and other negative attitudes. A study by Mencap found that 62% of adults with learning disabilities in the UK want to work, but only 6% have a paid job.

    Everyone should have the right to work. People who have Down syndrome want to work for the same reasons as everyone else: to earn their own money, learn new skills, meet new people, feel valued, contribute to society, and have the chance to be more independent. Work is important for so many reasons and is a key part of our personal ambitions. For employers and their workforce, being equipped with the knowledge and understanding of how to better support a colleague with the condition is at the heart of the matter. In fact, it is key to achieving an inclusive work environment.

    The same goes for education. The majority of children with disabilities in developing countries are currently out of school, while many of those enrolled are not in learning. To ensure that all children have access to quality education, education policies and practices must be inclusive of all learners, encourage the full participation of all, and promote diversity as a resource rather than as an obstacle. I was listening to an interview with a teacher recently, who said that she had seen such a difference in her class after moving from retrospectively altering her lesson plans for children in the class with Down syndrome, to thinking about how she can make a plan that includes the needs of all her pupils from the beginning. When we think about successful inclusion, it is about how are we supporting teachers to include and value everyone from the start, as opposed to adapting and modifying in retrospect.

    The theme of this year’s World Down Syndrome Day is “With Us Not For Us”. I think that reflects my point well: a move from the outdated charity model of disability to working with others to treat them fairly so that they have the same opportunities as everyone else.

They spoke at the event on Tuesday in Parliament and they are fantastic advocates for this cause. Everything my hon. Friend says absolutely sums up what they have been saying to me. Will she, as I do, pay tribute to them?

    I absolutely do pay tribute to them. I cannot see them in the Public Gallery, but it is wonderful that they are here to listen to the debate and to hear all the support there is for them in the House.

    Support in decision making is really good. We all need help from people who know us and want the best for us. But people should have the right to make the final decision, the right to dignity and individuality, and the right to be in control of their lives.

    I beg to move,

    That this House has considered dormant assets funding and community wealth funds.

    It is a pleasure to serve under your chairmanship, Ms Harris. I begin by saying that I am pleased to see the proposal for a community wealth fund explicitly considered in the consultation on the next portion of dormant assets funding. As the Member of Parliament for Stoke-on-Trent Central, I welcome the Dormant Assets Act 2022 and the future unlocking of new investment in good causes. Dormant assets have been a significant source of funding for youth and social investment and it is important to ensure that the next tranche has a similarly transformative effect by backing plans for the community wealth fund.

    Historically, underfunded neighbourhoods have seen essential social infrastructure deteriorate, decay and disappear, resulting in depleted levels of the social capital that is so important for underpinning healthy, prosperous and resilient communities. When combined with the absence of places to meet, the lack of an engaged community and poor connectivity, these neighbourhoods experience significantly worse outcomes across a range of indicators, from health and wellbeing to education and employment.

    The 225 areas the Local Trust has identified and named as left behind have considerably fewer jobs, with only 52 available locally per 100 people. Many children face poverty and live in out-of-work households and participation in higher education is markedly lower. Despite being at greater risk, these areas have historically missed out on funding. Research by the Local Trust shows that in the past two decades, left-behind communities and neighbourhoods, including those in Stoke-on-Trent Central, have received an average of £7.77 per head in national charitable funding. That is less than half the amount received in other equally deprived areas, and is well below the national average. Understandably, this makes it harder for these communities to take action to improve local outcomes and work with partners to tackle what are often deep-rooted and multigenerational challenges.

    We saw these areas fare disproportionately badly during covid. Now, they are again the most vulnerable to the cost of living challenges, as they have fewer resources to draw upon and often lack the ability and skills to apply for funding. The community wealth fund would provide a crucial opportunity to correct this by creating a long-term endowment for deprived communities that have not benefited from economic prosperity, helping to resolve some of the disparities at the heart of the levelling-up agenda.

    These communities are typically located in post-industrial areas in the midlands and the north of England, and are particularly prevalent in red wall constituencies like mine. In fact, seven of England’s 225 most left-behind communities can be found in Stoke-on-Trent, two of which—Abbey Hulton and Townsend, and Bentilee and Ubberley—are in my constituency of Stoke-on-Trent Central. These areas must be a priority when it comes to levelling up and fostering economic growth. Deep-seated disparities in social capital must be addressed by enabling communities to be the drivers of local social change. In particular, a community wealth fund would allow for a range of solutions that could be decided by communities based on what they know is most needed in their area.

    The hon. Lady is making a fantastic speech that I wholeheartedly agree with. While talent is everywhere, does she agree that opportunity, sadly, is not? The places and spaces where people from all backgrounds can come together and build meaningful relationships are crucial to our social wellbeing, but access to them is not evenly spread throughout the country. Local people know what is best for their neighbourhoods. It is vital that the community wealth funds be available as widely as possible across the country. That involves a radical new approach to make sure that responsibility is as close as possible to the people whose lives these funds are designed to benefit.

    I absolutely agree. By utilising the area-specific knowledge of local residents, priorities and desired outcomes can be determined at neighbourhood level. Polling by Survation found that the residents of left-behind neighbourhoods held a strong belief in the power of community action. A clear majority said that they would prefer a greater say over how money is spent locally. Research by the all-party parliamentary group for ‘left behind’ neighbourhoods has found that social infrastructure is what our neighbourhoods most lack. That has an impact on how people feel about their area. Clearly, we need to build community confidence and capacity.

    An in-depth analysis of local area initiatives over the last 40 years by the University of Cambridge identifies characteristics that have improved participants’ chances of better social and economic outcomes. It found that the programmes that focused investment on a small geographical area of between 3,000 and 10,000 residents, which had control of decisions, design and resources to local people and adapted bespoke approaches rooted in each area’s particular characteristics, and areas that guaranteed a long-term, consistent commitment over 10 to 15 years, were found to be more likely to deliver benefits for communities.

    When we talk about the politics of devolution and devolving power, too often we focus on local authority and regional level. Actually, what people really want is to get involved in their own local neighbourhoods. That is where they can make a difference. Does my hon. Friend agree that that is what the community wealth fund could potentially enable them to do?

    My hon. Friend makes a good point.

    As a result, it is important to get the structure of a community wealth fund right, reflecting the knowledge and skills of the local community, the aspirations for that community and the necessary governance to ensure the appropriate use of funds. The community wealth fund is a place-based initiative aimed at natural communities in left-behind areas, typically with a population of around 10,000 people, which is much smaller than the typical local authority serving such areas. For that reason and others I have mentioned, a local authority is unlikely to be a suitable body to lead the community wealth fund process.

    By involving communities in the process, whether planting street trees, investing in community pantries or creating a group of community callers, we will move away from doing things for people, or even with them, to giving them as much ownership as possible. The more local people are involved, the more transformative outcomes are. Partnerships work.

    For decades, we have had a system that has treated citizens as consumers of services, rather than members of empowered communities, so a fundamental shift in our national thinking will be required to enable this new social model approach. However, it is an approach that the Government can embrace because it is a fundamental principle of Conservatism to believe in small Government and local, community-led solutions. We must challenge the narrative that suggests the solution to all inequalities lies in growing ever-larger, top-down-controlled public services. That undermines the power of communities to support their health and wellbeing, and stifles a philanthropic approach, which has been a lifeline during the last year.

    During covid, we woke up to the power of communities. During the first lockdown, I conducted an online survey to gauge residents’ feelings, including the impact of volunteering on their mental health. The findings featured in the “Connecting Communities” report, which I co-authored for One Nation Conservatives. Of Stoke respondents, 39% stated that covid-19 changed their view of the local community. One resident from Stoke-on-Trent Central said about lockdown:

    “I think it] highlights the untapped—undervalued—potential of people and neighbourhoods across the Country…Local community is essential in times like COVID. At first people were much more helpful and considerate but sadly the effect of this is fading fast. I feel that good will could have been harnessed and directed better locally and nationally.”

    With the community wealth fund, we have the opportunity to harness this.

    The indicator that shifts most when communities are part of levelling up is civic pride. When we see improvements for community outcomes, we also see improvements in other areas. Many success stories of locally empowered communities have shown that we can expect investment into projects that enhance environmental sustainability and stewardship of local resources, such as ethical food production and better green spaces. I was delighted to welcome several such local initiatives to the local food summit I hosted in Stoke-on-Trent. Standing Tall 2gether is based in Bentilee and improves the lives of local residents through food activities, training and bespoke volunteering, and has a household essentials refill hub. Birches Head Get Growing is another local initiative that encourages people to offer their time and skills to support unmet needs in the local community, moving from a gift model of support to an energetic exchange. In2 Health and Wellbeing is a social enterprise committed to improving the health and wellbeing of disadvantaged young people in Stoke-on-Trent. It uses sport, physical activity and education to engage local people across the community.

    I am convinced that not only would the community wealth fund help to meet Government goals, but we should also expect knock-on benefits for the economy. Replenishing stocks of social capital is vital for seeding economic activity, but also through the direct supply of local employment, opportunities for training and skills development, and building and rejuvenating community assets.

    Indeed, there is strong evidence for the impact of a community wealth fund. Modelling by Frontier Economics estimated that a £1 million investment in social infrastructure in a left-behind area could generate approximately £3.2 million in fiscal and economic benefits over 10 years, actually helping generate savings. Combined with the fact that in areas with locally led solutions there is a faster decline in crime rates, the community wealth fund is an exciting opportunity to significantly boost the Government’s levelling-up agenda without placing pressure on public finances.

    Community wealth funds can also play an important role in supporting early-stage social entrepreneurs in marginalised constituencies by connecting them to wider support to maximise their growth. The proposals would provide extra initial start-up support, among other things, in the most underserved parts of England. Harnessing the full potential of communities will require targeted interventions to create jobs, stimulate inward investment and grow social enterprise and trading charities.

    Members of the APPG for ‘left behind’ neighbourhoods have expressed support for the community wealth fund in the past, and the Government listened when earlier this year we made the case for including the fund as a potential new beneficiary of the next wave of dormant assets. The dormant assets scheme has created a unique opportunity to repair the social fabric of disadvantaged neighbourhoods. Now that the consultation has finished, I am grateful for the opportunity to restate my support and to recommend that the Government capitalise on the potential of investment through a community wealth fund.

    Backed by a growing alliance of over 600 public, private and community sector organisations, the fund would provide long-term investment to rebuild essential social infrastructure in the left-behind neighbourhoods that many of us represent in Parliament. It would empower communities to play a much more prominent role in local decision making and inspire civic pride, as has already been demonstrated. I am incredibly grateful to my colleagues who have supported our cause so far, and I urge them to keep up the momentum so that we can deliver real and meaningful long-term change for communities like those in my constituency of Stoke-on-Trent Central and across the country.

    It is always a pleasure to follow the hon. Member for Strangford (Jim Shannon). I think we have had a very thoughtful and good-humoured discussion. It is clear that animal welfare is a key feature for both sides of this House. I just want to mention amendment 7, with which I have a great deal of sympathy, but I will not be supporting it because I think the question of labelling needs to be looked at in a much wider context. I would very much urge the Minister, within that wider context, to look at consumer information, which I think is a really important issue.

    Last week, I spoke in the Chamber on the national food strategy and food security. Much has changed since Henry Dimbleby published his recommendations last summer. The cost of everyday staples continues to rise as the war in Ukraine pushes food price inflation to its highest level in 14 years. So this is the right time to consider alternative ways that our Government can strengthen the nation’s food security.

    By removing barriers to precision breeding, the Genetic Technology (Precision Breeding) Bill will open the future to developing crops that are more resistant to pests, disease and climate change, reducing the need for fertilisers and pesticides. Genome editing provides the opportunity to achieve the outcomes of plant breeding, which has been so successful in controlling diseases and improving yields, but in a much more precise manner.

    In encouraging this innovation, placing UK researchers and commercial breeders at the forefront of exploring what these technologies have to offer, we can use science to move away from chemical use and make land more productive, both reducing the cost of food and restoring the balance of nature. However, the UK’s world-leading animal welfare standards must be upheld, so I support the step-by-step approach to legislation, with a focus on plants and maintaining our high standards in animal welfare. I am sure that the Minister has listened to some of the concerns that have been expressed, and that will probably be reflected in looking at the wording of the Bill.

    This Bill is a real opportunity to make a positive contribution to a more sustainable food system. For instance, by reducing the spoiling and browning of foods and increasing their shelf life, we can help reduce food waste. It could enable us to improve the nutritional profile of foods—for example, by increasing antioxidants, phenols and tannins in fruit and vegetables, or improving oil and carbohydrate profiles, delivering foods that benefit consumers and reduce the burden on healthcare providers.

    Precision breeding represents an opportunity to develop crops with modified macronutrient status, such as increased resistant starch, which naturally reduces the calorific content of food, but increases the level of fibre. Through agritech innovations, farmers around the world will have the opportunity to make better use of their land, fight off harmful pests and better regulate the nutrients in their soil, while removing unnecessary barriers, and helping the world grow more and strive towards a greener tomorrow. In that spirit, I think the Bill is the right step forward, and I just hope that we can all get behind it.

    It is a particular pleasure to follow the hon. Member for Bristol East (Kerry McCarthy), with whom I sat on the all-party parliamentary group on the national food strategy, which has been disbanded. She covered a comprehensive range of issues that needed to be spoken about, so I will try not to cover some of them.

    I have consistently highlighted the need for a robust food system to ensure that every one of our constituents has access to nutritious, affordable food. In achieving that, we must safeguard our countryside and restore the balance of nature. We need to reduce the health problems that result from poor diets, and we can accomplish that only by working together—both across all Government Departments and more widely in society—from field to fork.

    The food system underpins our economy and security, and the health of our planet. Without restoring equilibrium to our food system, we will continue to have food production that depletes nature and makes us unwell. As the world faces ever more environmental and social challenges, ensuring a well-functioning and equitable food system becomes a matter of strategic importance. Food security depends on global peace, stability, and a healthy planet and population. We have been facing a threat to all three of those.

    The war in Ukraine has seen millions across the world put at risk of starvation. Ukraine is commonly referred to as the breadbasket of the world. It boasts some of the most fertile land on Earth, with rich black soil—chernozem—perfectly suited to growing grains and producing and exporting vast amounts of barley, corn, rye and wheat. Ukraine ranks first in the world in global sunflower production and export. Even after the war is over, it is likely that up to 50% of the land will have been rendered unproductive by landmines, which will take many years to clear.

    As buyers have looked to find alternative supplies, international commodity markets have faced turbulence and prices have risen. That affects the price of basic foods in shopping baskets in our local supermarkets.

    Russia is one of the biggest exporters of fertilisers. Farmers in the UK have concerns about input costs—particularly about fertilisers and animal feed—as well as energy costs. Indeed, agricultural commodity prices have always been strongly correlated to the price of energy. We forget that energy prices were increasing before the war in Ukraine, and as a net importer, the UK is exposed to the increasing volatility in gas prices. Energy inputs for farms increased by 34% between January and April 2022, and farm motor fuel costs increased by 30% over the same period. That comes at a period of significant economic turmoil following the effects of a global pandemic, when the food supply chain has had to respond to a surge in demand due to panic buying. A cluster of hot, dry summers has led to crop failure and nature loss, making our land less productive. We will all notice the impact on familiar products. I read recently that there is a challenge with tomato ketchup, which is a key ingredient of Staffordshire oatcakes. It may become a rarer commodity as climate change threatens to halve the harvest in the coming years.

    Fear of food shortages from multiple fronts has changed our attitude towards food. Increasingly, purchasing decisions are based on affordability and choosing the healthy option is more difficult than before. Lack of money means cold food and cold water. Some 71% of households who experienced food insecurity in the past month said they have cooked less, eaten food cold, turned off fridges and washed dishes in cold water.

    When families are being faced with the question of whether to eat or heat, it is more important than ever that we should have a national food strategy in place, aligning the nation’s hunger and health with UK climate goals and UK farm sustainability. Access to good food is essential to improving life chances and health must be a focus of our food production. Whatever the cause, we must recognise that the challenges around access to a healthy diet are major indicators of inequality. As I think the hon. Member for Bristol East mentioned, 18% of all households experienced food insecurity last month, compared with 54% for households on universal credit, so any Government policy developed needs to address that disproportionate impact.

    Foods that are bad for our health should not be the cheapest foods on the market, yet people are having to compromise the quality of their diets to cut food costs. The Food Foundation suggests that of those experiencing food insecurity, 58% said they were buying less fruit and 48% said they were buying fewer vegetables. One young person from Bite Back 2030 said:

    “There’s two chicken shops about a one-minute walk from my school that sells two wings and chips for £1. A school dinner is £2.40.”

    This is a serious issue. People are being forced to choose the cheapest calories, which are typically the least healthy. Families with lower incomes are not going to be driven by whether labels say food is high in calories, fat, sugar and salt. We should probably check those things, but we do not because the driver is money and that is what is affordable and within budget. Good food policy needs to reduce and rebalance the bombardment of unhealthy food and use the revenue raised to make more affordable, accessible, easy and appealing food for those on low incomes.

    We see the need to work closely with the food and drink industry to ensure that our whole population can afford good food, but tackling obesity is also central to our commitment to levelling up. We need to support healthier options and behaviours by addressing social factors that lead to obesity and making them more conducive to healthy living. Underpinning any economic levelling up must be a levelling up of diet-related life choices.

    Because I care passionately about the importance of fixing our food system from the triple challenges of climate change, biodiversity loss and diet-related ill health, I am hosting a food summit at Staffordshire University in Stoke-on-Trent on 4 November. I am delighted that the author of the national food strategy report, Henry Dimbleby, will be opening the summit. We will have a big conversation about food, and about inspiring new thinking and embracing new expectations of our food system, celebrating innovators and shining a light on the great work already under way. I think my right hon. Friend the Member for Tatton (Esther McVey) mentioned some of that work on innovation already.

    Under the current food system, the amount of food being produced from a given area of land has increased and the amount of other life occupying that same area of land has decreased. Data from the Department for Environment, Food and Rural Affairs shows that wheat yields in the UK have doubled from 1970 to today. Yet through that time, we have also seen the number of farmland birds decrease by 54%. We have touched on land use, so I will skip over it, but it is very important that we have a clear understanding of how we should use land.

    We need to recognise the dual role of farmers as food producers and conservationists, but we have to be careful not to turn farmers into environmental contractors with little incentive to continue food farming. Therefore, the food strategy could be clearer in linking food production to action against climate change and action to enhance the natural environment. Without such action, climate change further threatens to cause crop failures and nature loss, which makes our land less productive. Our priority must be looking at how we can reduce the environmental impact of the foods we consume, while making it easier and cheaper for people to consume healthier and more nutritious food. To build national resilience to food insecurity, we need to grow—quite literally—our local food production and enable smaller food businesses to thrive.

    The strategy is right to recognise that promoting local food and drink can also increase cultural identity and community pride. That, in turn, makes an area a more attractive tourist offer, while also ensuring the resilience of the local food supply and supporting farmers and small producers. Growing community involvement in the redistribution of food will help us to minimise food waste and ensure that food surplus from the supply chain is not wasted.

    I welcomed the emphasis that the Prime Minister placed on delivering the 2019 manifesto commitments. The manifesto has high aspirations for agriculture, food standards, children’s dietary health and levelling up opportunities, which are impacted directly by access to good food. Research has already been conducted on health disparities, and this could be considered within the compassionate framework that the Prime Minister has committed to, so the motion has my full support.

    Making Britain the best place to grow up and grow old is a big challenge. Ensuring where people are born and raised does not limit their quality of life and life expectancy is an even bigger challenge and one that lies at the heart of the Government’s levelling-up agenda.

    We all know the expression “You are what you eat.” In Britain, we are trapped in a junk food cycle that means we now consume more highly processed foods than any other European country except Malta and have higher levels of obesity, yet we have had decades—even centuries—of political barriers to good food policy. We often hear cries of “Nanny statism” or “Don’t tell us what to eat.” The latest Government announcements on delaying the ban on junk food advertising on television before 9 pm and delaying restricting “Buy one, get one free” promotions follow that regrettable trend. As a self-confessed chocoholic, I struggle to resist the temptation to boost my energy levels with a bar of chocolate rather than, so I know at first hand the irresistible pull of promotions and multi-purchase deals. I appreciate some hon. Members believe that attempts to tackle the bombardment of unhealthy food should be postponed so as not to increase the cost of living, but they are wrong. Research shows that promotions encourage people to buy 22% more unhealthy food and drink than intended, and to consume more of it, too. Marketing tactics have a real financial cost, as well as a negative health impact.

    Let us not forget that retailers have other choices. Instead of encouraging customers on tight budgets to spend more on non-essential foods through these offers, they could simply offer 50% discounts or, as some supermarkets have started to do, have a value range of products at affordable prices that covers the basic foods for a balanced diet.

    The political context has changed in recent months, and the Government’s focus is rightly on helping with the cost of living. Although that is a priority, it should not prevent the introduction of these important measures. Any delay will mean more children living with obesity and too many having reduced life chances through ill health. Our constituents will not thank us or forgive us for doing a U-turn on their health.

    Obesity is a national emergency. In England, about 68% of men, 60% of women and more than one in four children aged between two and 15 are obese or overweight. Although this is a nationwide issue, rates of obesity are disproportionately higher among people living in more deprived communities. The statistics for my city of Stoke-on-Trent are shocking: 76.1% of adults in Stoke-on-Trent are overweight or obese. That is the third highest figure of all local authorities in England.

    As the cost of living continues to squeeze household budgets, low-income families are forced to choose the cheapest calories, which are typically the least healthy. The Government must ensure that, when it comes to tackling food insecurity and the cost of living, they introduce policies that make nutritious diets affordable, easy and accessible to families on the lowest incomes

    There is a pressing need for a good food Bill to set out in law a long-term approach and clear targets for the food system, with better systems for independently monitoring policy. We talk about the need for a resilient food system in terms of supply chains and production, but we need to widen that narrative to one of a resilient population that is both financially resilient to price shocks and resilient in public health terms, such as to pandemics.

    We must not lurch from crisis to crisis. Action on the nation’s obesity emergency needs to start now. I support the right to good food as a fundamental pillar of the Government’s levelling-up agenda. I support a school food standard to ensure our young people have the fuel to learn. I support bringing cookery skills and an understanding of nutrition into the school curriculum at every key stage and through community organisations such as family hubs. I support measures to enable British farmers to produce the food we need, and to enable the food industry to innovate and adapt by incentivising the creation of healthier and more sustainable products. And I support better help within the NHS for people living with obesity, including social prescribing and fair access to bariatric services.

    Good health is a vital ingredient in maximising our quality of life and longevity. Proper nutrition is the foundation of good health. Investment in access to good food will pay dividends both in savings to the NHS and in increased productivity, which will boost the economy and deliver on the promise of levelling up health outcomes.

    Below is the text of the speech made by Jo Gideon, the Conservative MP for Stoke-on-Trent Central, in the House of Commons on 20 May 2020.

    This is an important Bill for global Britain, and important too for our local manufacturers, not least in Stoke-on-Trent. As a passionate supporter of free trade, I am grateful ​for the opportunity to speak in this debate, not only as the Member of Parliament for Stoke-on-Trent Central—an urban constituency with many excellent exporting businesses—but as a former small business owner who traded with many nations and sold products internationally for UK markets.

    Covid-19 is having a profound effect on world trade. We will not know the full impact for some time, but we do know that free and fair trade—the global movement of goods and materials—has been key to fighting this terrible virus. We all expect a vaccine, regardless of where it is first successfully developed, to be shared with the global community. Crucially, flexibility, wherever possible, is being demonstrated in the most extraordinarily creative ways by our domestic producers. After the pandemic, we will be able to embrace in full the exciting opportunity of free and fair trade.

    Fair trade means rules-based trade. I welcome and am encouraged by the willingness of the Department to retain trade remedies against the outrageous practice of dumping, particularly of ceramic wares and especially by China. It is precisely because our manufacturers are not competing on a level, rules-based playing field that we need to keep tariffs on many ceramic goods. Our producers do not expect special favours, but they do expect safeguards against special favours being granted elsewhere.

    Free trade can lead to fierce competition, but this should not necessarily be regarded as negative. Under normal circumstances, world-class firms like Portmeirion, Wade Ceramics and Emma Bridgewater in my constituency are more than up to the challenge of producing the very best products in the global market, leading consumer trends, creating sales opportunities, and attracting investment. Indeed, in much of the quality ceramics markets globally, we are the fierce competition. The prospect of a trade deal with America that feeds the huge US demand for British ceramics is a real and positive one. I know that both my right hon. Friend the Secretary of State and the US ambassador are particularly keen to seize the opportunity of feeding the US appetite for British ceramics.

    But we are not currently in normal circumstances. The return to work is slow, and the new practices will take time to adjust to. The Trade Remedies Authority needs to be alert to the problems of rule-breaking and watch rogue actors, as we will be in Stoke-on-Trent. We hope that the Government take the lead by ensuring that “Made in Stoke-on-Trent” is emblazoned as a back-stamp on every piece of tableware they procure and that Potteries pottery is in use in our embassies and high commissions across the globe. Indeed, I hope that the Department will seriously look at housing a trade adviser in Stoke-on-Trent, hopefully at a purpose-built ceramics park and centre for international research into advanced ceramics manufacture. We are determined to keep Stoke-on-Trent as the world capital of ceramics, at the cutting edge of advanced manufacturing and traditional table and ornamental ware.

    I welcome the clarity on the global tariff and support this Bill as a key step in realising the opportunities for global Britain.

  • Jo Gideon – 2020 Maiden Speech in the House of Commons

    Below is the text of the maiden speech made by Jo Gideon, the Conservative MP for Stoke-on-Trent Central, in the House of Commons on 20 January 2020.

    I am absolutely determined to focus on the economy and jobs in Stoke-on-Trent Central, and I am extremely grateful to have been called to speak today.

    Stoke-on-Trent is on the up—confident about Brexit, proud of our industrial heritage and committed to a manufacturing future. It is an incredible honour to represent the people of Stoke-on-Trent Central, and I thank them for sending me to this House. The city is, as my predecessor Gareth Snell rightly put it in his own maiden speech, “vibrant, welcoming and proud”. I pay tribute to him for championing the ceramics industry and its continued place at the heart of the Potteries’ economy. Gareth was always protective of the industry in this House, at every stage of the process—from bringing in the clay by freight train, to getting the finished product out into the world so that plate turners everywhere could flip their tableware and see the uniquely reassuring back stamp, “Made in Stoke-on-Trent”. There will be no change there from me.

    Stoke-on-Trent is six historic market towns in one. Tunstall and Burslem are ably represented by my hon. Friend the Member for Stoke-on-Trent North (Jonathan Gullis), and Longton and Fenton by my hon. Friend the Member for Stoke-on-Trent South (Jack Brereton). Stoke-on-Trent Central is made up of Stoke-upon-Trent, commonly known as Stoke town or simply Stoke, and Hanley, which is often seen as the city centre, although not necessarily by everyone in Tunstall, Burslem, Longton, Fenton or Stoke. Our city is polycentric and rich with history, a fascinating place to visit and a wonderful place to live. The last time that either Hanley or Stoke town were in Conservative hands was back in the 1930s, and then only for one term. Much as I am proud to follow in the footsteps of Harold Hales and Ida Copeland in being a Conservative elected by the people of Stoke-on-Trent, I shall be looking to replicate the success of my hon. Friend the Member for Stoke-on-Trent South in being re-elected by the people of Stoke-on-Trent.

    The House may think that this was a Brexit election, but it was not just a Brexit election. It was a “Brexit and” election; it was a “Brexit so that” election. We are not just going to get Brexit done. We are going to invest in our NHS, schools, police, roads and infrastructure. With the right support, we can make Stoke-on-Trent an even better place to live and to visit. To do that, we must relentlessly improve education standards and skills, and revolutionise the public transport provision to cut ​congestion. Productivity is too low, exports do not match comparable cities such as Coventry and the city does not quite do what it says on the tin. We need more Stoke and we need more Trent.

    Stoke town needs every penny of the heritage high streets money it has been promised, and it needs clearer and more direct pedestrian routes to Stoke-on-Trent railway station. I will work with anyone who can preserve our heritage while taking us forward. For too much of its course through the city, you would not know the River Trent was there. I will learn lessons from anywhere as to how to improve public access to watercourses. Although I welcome the Government’s fund for new pocket parks, I will lobby relentlessly to get more funds into historic parks too.

    Our identity as a city is closely linked to the ceramics industry, and preserving the authentic Potteries landscape must be part of our tourism offer, but the ceramics industry itself must always be allowed to move into the newest processes at the cutting edge of technology. I want to see the successful Ceramic Valley enterprise zone expanded, and the plan for an international research centre for advanced ceramics to materialise in my constituency. This would allow for the expansion of world-class innovation by companies such as Lucideon, where I recently learned about advancing sintering, which is a process that enables materials to handle the heat—something that we know all about in this House. In fact, on Friday I saw some scintillating sintering in Stoke with the Secretary of State for International Trade. The research centre will also be supported by Staffordshire University, the world’s leading centre for masters level ceramics and the successor body to the Burslem and Hanley schools of art that gave the Potteries such pioneers as Susie Cooper, Edith Gater and Clarice Cliff. Still today, international ceramicists who could base themselves anywhere in the world choose to locate in Stoke-on-Trent because it is the authentic capital of ceramics, and it must remain so.

    Of course, the city has also embraced other industries. Stoke-on-Trent is increasingly a centre for the logistics industry, and over many years retail has been important to the six market towns. But the internet is threatening to harm our marketplaces and high streets even more than they have already been harmed by 1960s traffic schemes and 1970s architects. We need radical reform of retail business rates, and we need to make the high street a more relevant and attractive place to be, with more local residents living in town centres and more international tourists and buyers exploring our city. The entrepreneurial spirit that made the Potteries great must be unleashed again—unleashed and nurtured.

    I set up and ran my own business from scratch. I did not have a business background, which probably helped me because I did not worry about the unknown—rather like the feeling I had when I first set foot in this place as the Member of Parliament for Stoke-on-Trent Central. Enterprise has no educational barriers, only barriers of self-belief. It must be the business of Government to enable more people to have the opportunity to pursue their dreams, and we need to include enterprise in the school curriculum. Ambition must be encouraged, supported and rewarded, and your background should never hold you back. Let us back those who have no family history of setting up a business, let us nurture those in business who have never yet exported a product ​and let us encourage those entrepreneurs who are yet to be employers to take on their first member of staff. For my part, I will gently encourage the Government at every turn to invest in the infrastructure and services of Stoke-on-Trent.

    Most urgently, that means nothing short of a transport revolution across the city to cut congestion for private vehicles and speed up services for bus and rail users. Beeching did not so much swing an axe in Stoke-on-Trent as wield a chainsaw. Too many branch lines were lost and too many stations were closed—and it got worse still. As late as 2005, the Strategic Rail Authority shut Etruria station, and dug it up completely in 2008. Stoke-on-Trent is crying out for better public transport. We need a big share of the transforming cities fund, the bus fund, the reverse Beeching fund, and more, to make up for the decades of under-investment in Stoke-on-Trent when we missed out on our fair share. I really hope that we will be a pilot scheme for the superbus project, as our geography of six towns in one city can offer best practice for places elsewhere.

    The people of Stoke-on-Trent have spoken and they need to know the Government are listening. I know they are, and I look forward to doing everything I can to keep it that way—to keep Stoke-on-Trent on the up, with our economy flourishing, our manufacturers making, our job satisfaction high, our earnings good, our talent retained and our opportunities increased. From Trent Vale to Baddeley Edge, and Etruria to Bentilee, my constituency has so much to offer. It deserves every bit of the attention that I will ensure it is going to get.
