    Jim Shannon – 2022 Speech on Iran’s Nuclear Programme

    The speech made by Jim Shannon, the DUP MP for Strangford, in the House of Commons on 30 June 2022.

    It is a real pleasure to follow the right hon. Member for South West Wiltshire (Dr Murrison), and I thank him for his contribution. I also thank the right hon. Member for Newark (Robert Jenrick) for setting the scene so very well, and other hon. Members for their contributions. It is good to see the House united, by and large, in the statements we try to make.

    I have spoken about the complexities of the Iranian nuclear question on a number of occasions, and it is clear that we are fast coming to the stage at which we will need to do more than simply discuss or debate it in this House. We must register our concerns, but we need to act, and act urgently. I said the same thing six months ago, and I reiterate it today. Let me put it on the record that I am unashamedly a friend of Israel. I was a member of the Northern Ireland Friends of Israel group when I served in the Northern Ireland Assembly, and I am a member of the Friends of Israel here in this great House. I also have a close working relationship with the Iranian Government in exile, to which the hon. Member for Birmingham, Selly Oak (Steve McCabe) referred earlier. That is a good working relationship, and an opportunity to hear about human rights abuses and deprivations, which I will mention later.

    There are many in the world who despair at the actions of Iran. On 8 June, the International Atomic Energy Agency board of governors voted overwhelmingly to adopt a resolution introduced by the United States, Britain, France, and Germany, censuring the regime in Tehran for non co-operation with the agency’s inquiry into nuclear traces found at three undeclared sites. Iran has a blatant disregard for democracy, freedom, and liberty, and for truth and honesty—it is as simple as that. They will tell lies ‘til the cows come home, as we often say. Indeed, the authorities in Tehran rejected the draft of that resolution, even before it was adopted. The May 2022 IAEA report, perhaps the most detailed and damning since its November 2011 report, made it clear that the regime had not been entirely open and honourable—what a surprise. I have heard it characterised as playing games with the agency. It did, and it must be made accountable for that.

    Other Members have referred to the three locations that the IAEA had requested to visit. The regime razed the buildings, and removed structure and soil, yet the IAEA still found traces of nuclear material. The regime did not do the job terribly well, and that badly executed cover-up left an evidential base, which tells us as much as any sample could ever have told us. Action is needed as soon as possible. There are actions that have taken place that the regime does not want us to know about, and in light of the IAEA’s report stating that it has not provided explanations that are technically credible in relation to the agency’s findings at those locations, the only conclusion is that actions have been carried out contrary to the agreement. Again, that must be addressed.

    I am pleased to see the Minister and the shadow Minister in their place, and I ask this: is the Joint Comprehensive Plan of Action dead, as the regime continues its nuclear provocations and breaches? Perhaps the Minister will answer that when he winds up the debate. Although the IAEA’s position had already come to be regarded as a potentially insurmountable obstacle to the JCPoA’s revival, each of the participants in that agreement remained unwilling to abandon the negotiations.

    That situation did not immediately change in the wake of the IAEA board of governors resolution. Tehran even appeared to test that reaction before the censure was formally adopted, turning off two monitoring devices that the IAEA relied on for monitoring the enrichment of uranium gas at the Natanz nuclear facility. The measure was accompanied by a statement from the spokesperson for the Atomic Energy Organisation of Iran, urging western nations to “come to their senses”—perhaps it is time for Iran to come to its senses and see that it is time for decency, honesty and truth, and for it to drop the censure.

    When that did not happen, the AEOI initiated plans to remove 27 surveillance cameras from several nuclear facilities. Many commentators described Tehran’s reactions as a final or fatal blow to the JCPoA. Those changes come at a time when Iran is already planning to install two new cascades of advanced enrichment centrifuges at Natanz, which could substantially speed up the rate at which uranium is enriched to Iran’s current high level of 60% purity, and potentially beyond that, even to 90%, or to weapons-grade. That should reiterate to all Members of the House that time is of the essence, time is short, and we cannot wait to take action.

    On Monday 20 June, Reuters news agency, citing a confidential IAEA report that it had seen, reported:

    “Iran is escalating its uranium enrichment further by preparing to use advanced IR-6 centrifuges at its underground Fordow site that can more easily switch between enrichment levels.”

    Again, that is a very worrying development that we must be aware of and concerned about. According to Reuters:

    “IAEA inspectors verified on Saturday that Iran was ready to feed uranium hexafluoride (UF6) gas, the material centrifuges enrich, into the second of two cascades, or clusters, of IR-6 centrifuges installed at Fordow, a site dug into mountain, the confidential IAEA report to member states said.”

    The work was done on a mountain, in easily hidden places and under darkness.

    On 7 June, in a joint statement to the IAEA board of governors addressing the regime’s implementation of its nuclear commitments under the JCPOA, the United Kingdom, France and Germany said:

    “We are deeply concerned about the continued nuclear advances that the Director General documents in his report. As a result of Iran’s nuclear activities in violation of the JCPOA for more than three years, its nuclear programme is now more advanced than at any point in the past. This is threatening international security and risks undermining the global nonproliferation regime.”

    The risk is at its highest ever. The axis of evil of Russia, China, North Korea and Iran threaten the very stability of the world. It is time, as others have said, to refer the matter to the UN, which is the body responsible, and it is time for a collective response. The world must unite against Iran. It is, as has been said, a rogue state that must be controlled. It cannot be allowed to roam free. Iran has disregard for human decency, as we all know.

    In Iran, we witness some of the worst human rights abuses in any part of the world—I declare an interest as chair of the all-party parliamentary group for international freedom of religion or belief, which I have a particular interest in—with the persecution of Christians and of Baha’is. It is also about the rights of women to be women and to have freedom and liberty, but in Iran they face acid attacks on a daily basis. It has high rates of poverty and deprivation, yet it seems to find immense amounts of money to spend on its defence and nuclear programmes. Iran sponsors terrorism across the world and is involved in terrorism in the middle east, in the far east and elsewhere. It is time to bring it to book for what it does.

    The dire situation could not be clearer, so our corresponding action must be just as clear, firm and immediate. I respectfully ask the Minister and her Department to act appropriately. I am keen to hear what more action we can take. Strongly worded statements are not enough. It is vital for the future of the planet and this world that nuclear arms are kept away from unstable nations and Governments such as those in Iran who have proven themselves not to be honest and open when it comes to their aims. Iran seeks the wanton destruction of Israel and other parts of the western world. We need to be vigilant, prepared and ready. We look to our Minister for a satisfactory response.

    It is a pleasure to speak in this House on any occasion, and it is an even bigger pleasure to speak on this issue of tremendous importance to everyone across Northern Ireland and, indeed, across the whole United Kingdom of Great Britain and Northern Ireland. We have heard some fantastic speeches, and I thank all those who have contributed positively.

    It is not a secret that I am very pleased to be the MP for Strangford, and it is probably one of the highlights of my life. It is always a pleasure to reflect my constituents’ views in this Chamber, and the majority of them are very clear in their opposition to the border down the Irish sea and the restrictions it imposes. Ninety-nine per cent. of businesses in my constituency have expressed concern.

    I think the hon. Member for North Down (Stephen Farry) said businesses are doing well. My constituency is not far away from his, but he is in a different world. I do not understand what he is on about. At last week’s Northern Ireland questions, the Secretary of State said 200 businesses have stopped trading between the United Kingdom and Northern Ireland. Well, at least 200 businesses in my area alone are not trading today, so I suspect the number is greater.

    If farmers take their cattle to Carlisle market and they do not sell, they have to pay to put them in quarantine for six weeks before they can take the cattle home, all because of the problems with the protocol. My fishermen in Portavogie—I also represent the fishermen in Ardglass and Kilkeel because their MP does not come to this place, but that is up to him, although he will speak in Parliament Square—face extra tariffs, bureaucracy and red tape. For them and for the engineering works, the car salesmen and the nurseries, the protocol is not working. People do not buy seeds from nurseries in Great Britain any more, as a packet of seeds that cost £2 now costs £16. Those are examples of what my constituents face each and every day.

    Some Members tell us this only affects Unionists. No, it does not. Nationalists have come to me who feel afraid to voice complaints to their MP due to the fear of reprisals. I speak with confidence when I say that Northern Ireland, as a whole, needs this Bill not simply for its cultural identity, which is imperative, but for the financial viability of small businesses due to the EU’s vindictive approach to VAT and state aid. This affects not only those who are designated as Unionists but those who are designated as nationalists, too. It affects everyone in the Province, and it affects their pocket.

    As a boy, I recall Prime Minister Margaret Thatcher telling us that Northern Ireland is “as British as Finchley.” With the border down the Irish sea, it is clear to me that we are not as British as Finchley, but I want to be because I am very proud of my British heritage. I am very proud to have served in the British Army for 14 and a half years. I am very proud to be British and from Northern Ireland. I love to tell everybody that I am a Member of this Parliament. I love to tell people that I am from the United Kingdom of Great Britain and Northern Ireland, because it means something to me. It means something to every one of us sitting here, and it means so much that we want to have this Northern Ireland protocol brought forward in a way that can make us as British as you are. That is what I and my colleagues want to be, and we need this Northern Ireland Protocol Bill to make that happen.

    Delegates from other EU countries have shown an absolutely disgraceful disregard to the Unionist people of the Province. Boy, do they stink to the high heavens, and I say that without any doubt. If they are sitting and listening in Brussels, I tell them again that they stink to the high heavens. The quicker we are away from those ones, the better.

    This is a very simple issue that has been misunderstood, and clarity is needed as a matter of urgency. The protocol stops tax and VAT aid. It hampers small businesses from accessing their No. 1 market, makes Northern Ireland—my country—a third country and undermines the Belfast agreement. For the good of nationalists, Unionists and republicans—there are some here—the protocol must come to an end and we must allow common sense, common decency and common respect to be the bill of the day.

    As I said on the day we received prenotification of this, I am very pleased to see the changes relating to the Court of Justice of the European Union. I welcome them because they remove the direct jurisdiction of the Court of Justice over this place. It should be this place that makes decisions on behalf of the people of Strangford, Upper Bann, Lagan Valley, East Belfast and every other constituency. It should not be Brussels or the European Court of Justice, so I am very pleased to see that change. I have told the Foreign Secretary in the past—I think it was last September—that my hon. Friend the Member for North Antrim (Ian Paisley) asks questions about east-west and I ask questions about the European Court of Justice. I am very pleased to see the changes proposed by the Bill. That is very positive.

    Believe it or not, but from dog biscuits to daffodils, from picture frames to potato bread, from engine parts to eggs, and from artificial flowers to antibiotics, the EU has had ample opportunity to change its approach and allow trade to continue unhampered. The EU is like a giant sponge: it wants to take everything from you, but it does not want to give you anything. Tonight, we are asking for the EU sponge to be lifted off our back and for us to be given the same opportunities as the rest of the United Kingdom.

    For us, it is about making sure that the EU knows our place. It is past time to stop begging it and asking it to act like the sovereign state that we are. It is up to us to take back control of British produce and British protocol on behalf of British people. The Northern Ireland protocol has had a detrimental effect on people, from the working poor to wealthy business owners, and tonight we have the opportunity to make the necessary changes.

    I love this United Kingdom of Great Britain and Northern Ireland. That is no secret. It a pleasure and a privilege for me to be here. I am proud to have the Union flag flying above my house. I am proud to have the Ulster flag flying. I am proud to have the Queen’s platinum jubilee flag flying as well. That is what I am. I want to be as British as everybody else. Do the right thing for us.

    It is a pleasure to speak in this debate, Sir Mark. I commend the hon. Member for Bridgend (Dr Wallis) for setting the scene so well. I look forward to contributions from others, especially the Minister. From previous experience of dealing with the Minister, and of partnership and co-operation with him, I believe that his answers will be helpful to us. Whether we are technically-minded or otherwise, we all recognise the key issues to which the hon. Member for Bridgend has referred. Why is this issue so important? It is because, as the hon. Gentleman has said, stakeholders have expressed deep and real concerns about the poor security of many devices. I will speak first about individuals and companies, and then probably take my arguments a wee bit beyond that.

    Insecure devices can compromise privacy or be hijacked and used to disrupt other uses of the internet. That happens every day in my constituency and across the whole United Kingdom of Great Britain and Northern Ireland. The Government set in motion a strategy, which was first mooted in 2016, that set a date of 2021 for most online products and services to be cyber-secure by default. Will the Minister in his response tell us whether those targets have been met, and if they have not, when will that happen? DCMS has proposed a voluntary code of practice. I certainly would have liked to have had something mandatory in the system. Perhaps the Minister will indicate whether that is his and the Government’s intention.

    I cannot profess to be technically-minded, but my staff are. They tell me that it is possible to access personal and confidential data, including on bank accounts, through our phones. That is why the debate is vital and why we need to seek from the Minister the reassurance that the protections that people need and want are in place. There is not a week in my constituency when people do not come to me about such issues. If someone phones an individual and talks about that individual’s bank account, it is not their bank. If someone phones and asks personal questions about confidential data, they are not legitimate.

    In the recess, I watched a consumer programme which highlighted a scam that looked so convincing—what was happening looked absolutely correct to the untrained eye—but the experts looked into the issue and were able to help the person who was being scammed to thwart the scammer. As I have said, there is not a week when I do not hear about a scam. Usually, they are against elderly people, but also against others those who inadvertently give out details and lose their savings. Just a few months ago, a gentleman in my constituency was scammed. The appearance of legitimacy and truthfulness meant that he did not fear that it was a scam, but he lost £20,000, which has never been retrieved.

    Cyber-attacks are one of the most common types of crime experienced by individuals in the UK. According to national crime statistics, some 2.4% of adults in 2017 and a higher percentage today will have experienced cyber-attacks, including on their personal computers, which is what this debate is about; I thank the hon. Member for Bridgend for setting the scene.

    User behaviour is a factor in the poor cyber-security of consumer devices, whether by the individual or the system that they use. The 1990 Act needs to be reviewed to provide greater protection. Some user behaviours include using default, weak or reused passwords. What can we do? We need to establish good practice in the industry, improve the cyber-security of consumer products, adopt a vulnerability disclosure policy, make software updates available for stated lengths of time, and inform consumers on setting up, managing and improving the security of household connected devices, as in the DCMS’s own code of practice, which was published some time ago.

    UK infrastructure must be protected. The Government have identified cyber as one of the top six tier 1 threats. Cyber-crime costs the UK some £1.27 billion per year, with about 60 high-level cyber-attacks a month, which indicates the magnitude of the problem. Many of the 60 high-level cyber-attacks a month threaten national security, which is also why this debate is important.

    The hon. Member for Bridgend referred to Ukraine. Russia launched a cyber-attack on Ukraine’s electricity network back in 2015. Some quarter of a million people were impacted by that attack, which I think he also referred to. That example shows that even six or seven years ago, before the war, cyber was being used as an instrument of war by Russia, and indicates how much cyber-attacks can disrupt and compromise. Cyber-attacks are a method of warfare, which is why I support the hon. Gentleman’s call for legislative change.

    I will make a plug, as I always try to do in these Westminster Hall debates. The Minister will be well aware that Belfast is a cyber-security stronghold and is very much at the forefront of cyber-security development. Belfast has become a capital of security. Any new cyber legislation must not prevent cyber-security experts from doing what they do best, which is finding the loopholes in programs.

    Much consultation must take place to ensure that the Government do not tie the experts’ hands or throw the baby out with the bathwater. After all, the experts are combating criminal activity, and abuse and aggression from foreign powers such as Russia and China. Will the Minister confirm that any legislation that is proposed will entail working with companies—for example, cyber-security companies in Belfast and Northern Ireland—to enable their excellent progress to continue?

    I fully support the motion tabled by the hon. Member for Bridgend. I look forward to hearing the contributions from the two Opposition spokespersons, and particularly to the Minister’s response. I hope that he can give us the reassurances we seek, so that we can continue to be at the forefront of cyber-security in Belfast, as we are throughout the whole of the United Kingdom.

    The text of the speech made by Jim Shannon, the DUP MP for Strangford, in the House of Commons on 16 July 2020.

    First, let me say what a pleasure it is to have you in the Chair, Madam Deputy Speaker, on a subject matter that I know you have great interest in. I am very pleased to have an Adjournment debate; I usually intervene in Adjournment debates, but on this occasion I actually have one. I want to put on record my thanks to Mr Speaker for making it possible. I know that it is due to his forbearance and interest in this matter. When I spoke to him about it a week or 10 days ago he was obviously quite intrigued to see what was going on and wanted to ensure that this House had a chance to hear the story.

    Obviously, we are very pleased to see the Minister in his place. He and I came into this House at the same time and are friends. We have done the armed forces parliamentary scheme together, and many other things. I am very pleased to see him in his place, and I look forward to his response.

    I am very thankful to have the privilege and honour of being the MP for Strangford, which boasts much rich heritage and history, with Greyabbey being noted as the best example of Anglo-Norman Cistercian architecture in Ulster. It was founded in 1193 by Affreca, wife of John de Courcy, the Anglo-Norman invader of East Ulster. Poor and decayed in the late middle ages, the abbey was dissolved in 1541, but in the early 17th century it was granted to Sir Hugh Montgomery and the nave was refurbished for parish worship until the late 18th century.

    At the south-east edge of Newtownards, the substantial remains of a Dominican friary founded in 1244 may be viewed. They are the only ones of their type in Northern Ireland. Built by the Savage family, the buildings were destroyed by Sir Brian O’Neill to prevent English soldiers from using them. Sir Hugh Montgomery restored the church in 1607 and added a small chapel, but it fell into disrepair in the middle of the 18th century. We also are blessed to host the St Patrick’s trail in memory of the legacy of St Patrick, the British missionary to Ireland, and many of the abbeys that were erected as his legacy exist only as ruins and relics.

    Members may wonder why I am bringing up the history of those churches, but the reason is clear. Although they were designed as houses of worship, they are now wonderfully rich pieces of history, having lost their true purpose, and it would make my heart ache to see world-renowned St Margaret’s, the parish church of Westminster, become another wonderfully rich old building that is not fulfilling its true design as a house of prayer and worship. It is also our church, as was discussed the other night. It is very clear that it is the church for MPs and Peers as well.

    I was absolutely gutted to receive notification last week that services were to be halted at St Margaret’s, and as time has passed I see that I am not the only one to feel that way. I thank every person who has signed the online petition, with more than 1,300 people asking for us to be able to make a way forward to enable that church to be a tourist attraction, because if we look at the background, it clearly is a part of the ceremony of ​this place—the House of the Commons and the House of Lords—and we want it to do what it was built for: to be a place for seekers of Christ to meet and worship Him. That is what the congregation are asking for, and that is what I am asking in this place. I am looking longingly and beseechingly to the Minister for that purpose: to facilitate as best we can the costs of churches, which are tourism attractions and places of worship, to ensure that they can remain open.

    I think of St Mark’s church in Newtownards, my main town. That beautiful historic building is a real central hub in the town, with children’s work, work for disabled people, the women’s institute, the men’s group and a thriving community hub, whose primary aim remains to glorify God. That is what we need to see in churches throughout this land, and the fact that something completely out of our control—covid-19—has put some of those things in jeopardy means that we need to step up and step in, as we have done for almost all facets of life affected by the coronavirus pandemic.

    I want to put on record my eternal thanks to the Government for all they have done.

    I am very pleased to see the hon. Member for Ipswich (Tom Hunt) in his place, and I know that he wants a couple of minutes to make a contribution, if the Minister is happy with that. I am very happy to let that happen. The hon. Gentleman wants to raise some pressing matters, similar to what I am asking for, but for his own constituency.

    Church tourism is a massive income generator throughout the UK. Four world heritage sites in the UK specifically include church buildings—Durham Cathedral, Westminster Abbey, Canterbury Cathedral and Fountains Abbey. Of the 16,000 Church of England church buildings, 4,200 are listed grade I, representing 45% of all secular or religious buildings listed at that grade, and a further 8,000 are listed grade II. There are 340 listed buildings of national importance in the care of the Churches Conservation Trust and other listed faith buildings include 622 Roman Catholic churches, 537 Methodist churches, 306 Baptist churches, 69 Congregational churches, 28 synagogues and one mosque. So that is the magnitude of what we are asking for. A further 146 ecclesiastical sites are in the care of English Heritage or the National Trust.

    Statistics for English tourism revealed that 55% of all day trips include at least one visit to a cathedral or a church—the third most visited of all types of attraction. Church tourism is phenomenal, and one of the largest attractions is our own Westminster Abbey, which incorporates St Margaret’s, just outside the House of Commons. It has an enormous number of visitors each year and creates a revenue that sustains Westminster Abbey and St Margaret’s. What we need is some help and assistance. The amount of revenue created through the visitors to Westminster Abbey and Saint Margaret’s is a loss somewhere in the region of £9 million to £12 million. It is enormous, and I spoke to the Secretary of State about it. I always feel a bit guilty when I see Ministers at tea time or at meals and say, “I’m sorry to bother you, but can I ask you…” I nab those opportunities and then think, “Oh, I hope he didn’t mind me doing that.” But he did not, and I am very pleased to see the Minister in his place.

    A scoping study by the North West Multi-Faith Tourism Association estimated 17 million visits to 45 cathedrals and 52 places of worship. That is an incredible figure, ​suggesting that each parish church typically receives around 700 to 4,000 visitors each year. That tourism absolutely provides revenue to keep those wonderful churches open and working, although they may need regular work carried out and may have smaller congregations. We understand that the size of congregations in churches across the whole of the United Kingdom of Great Britain and Northern Ireland is decreasing, and not just because of covid-19. But the virus has exacerbated that and taken away that revenue stream. I read in the paper one day that one Church of England church had 150 people in the congregation, but when it went virtual there were 25,000 people. So there are other ways of doing church, but speaking personally, I love going to church. I have done so probably nearly all my life. I went because my dad made me go when I was a wee boy, but I now go because I want to go. I believe it is important to have the communion and the chance to pray and worship, and to do that in fellowship with other people. I am very much a people person and always have been. I find Zoom incredibly hard to get used to and I find the virtual Parliament extremely difficult, but I love coming here and intermingling with people. That is important to me.

    The issue was highlighted to me by members of St Margaret’s parish church who are desperate to find a way to retain their parish church. I believe there is a way to retain weekly worship, and I believe the House and the Minister can facilitate that. There has been a church on the site of St Margaret’s next to Westminster Abbey since the 12th century. In 1614, it became the parish church of the Palace of Westminster. It has a regular congregation of between 70 and 120 people and more than 250 on the community roll. When I first came here in 2010, I was made aware that there was holy communion once a month at St Margaret’s. That was my first attendance at a Church of England church on the mainland. I look forward so much to that Wednesday service. We were fortunate to have an opportunity for that just yesterday, not at St Margaret’s, but here in the House. I know that many MPs and peers look forward to the encouragement that we get on a Wednesday morning through a service, holy communion and then breakfast at Mr Speaker’s house. That cannot happen at the moment because Mr Speaker’s premises are being renovated, but we usually go there for breakfast and it is always part of the occasion—part of the fellowship and part of who we are.

    Services at the church are spiritually uplifting and beautifully led by the priest vicars, and the choral music is absolutely exceptional. I have loved the choral services that St Margaret’s holds for the Palace of Westminster. We are blessed in the House to have some wonderful singers. Some right hon. and hon. Members have the most wonderful voices. I am sorry—I know their names, but I cannot remember their constituencies, so I will not name them because it is not appropriate. I have witnessed some of their contributions in St Margaret’s and they are truly uplifting.

    The congregation of St Margaret’s is made up of an unusual mixture of local residents, employees at the Palace of Westminster, staff at Westminster School, Members of Parliament, parents of boy choristers, enthusiasts for top class choral music and many other ​congregants, some of whom come halfway across London on a Sunday. Not a week passes without a visit from a former chorister, or someone who was married at St Margaret’s, or someone who remembers it from their time working in London. I am sure that you personally, Madam Deputy Speaker, and hon. Members present can understand that because we meet people who have worshipped at St Margaret’s and they always say that it was a wonderful occasion. Tourists are not usually part of the congregation. Although they are welcome, they prefer to go to the Abbey. Sometimes the queues to get into the Abbey do not lend themselves to visitors being able to worship there.

    There is an acknowledgement that worship will change—as has every church throughout the land. I understand that, but I honestly feel that aid from a specific churches fund will enable the Church to deal with the deficit caused by coronavirus. Indeed, perhaps new forms of income could be considered for during the week, such as conferences or exhibitions as long as Sunday worship is preserved. Sunday worship is critical for churches to survive. Could financial assistance be available through the £1.4 billion that the Government announced for culture, arts and heritage the week before last? Perhaps there is a way of doing that through the choral groups or the choristers. It is important to maintain St Margaret’s if we can.

    I believe that, as a body that uses St Margaret’s when the need arises, we should play our part in this House not simply to secure that place. There are other historic churches that can normally stay open due to tourism income, but are struggling and I believe that we have a duty to protect them. It is not only about St Margaret’s and Westminster Abbey, which are important to us in this place; it is also about other churches. The hon. Member for Ipswich will refer to them during his contribution. It must be remembered that before this time, those churches were viable and the congregations were larger. They simply need support at this time, not in the long term. If we move towards pre-covid-19 normality—I do not know what normality is; I do not think any of us do, but we hope at some stage to get back to normal—we can resume services in churches and resume the tourism, and we will hear again the many different accents, languages and voices that we used to hear whenever we walked out of this place.

    I look to the Department for Digital, Culture, Media and Sport, which has striven to secure our arts venues. I look forward to the Minister’s response. I ask that historic churches, and on this occasion our very own St Margaret’s, receives the help that is needed to see her through this troublesome time.

    In this time of fear and despair, the mental health impact of lockdown and bereavement is very real. It is very real to me personally, and I believe it is probably very real to every one of us who represents our areas, knows our people and knows the losses that there have been. I have had two good friends who have died through coronavirus. I was unable to attend both of their funerals and pay my respects personally to the families because of adhering to the rule on 10 people at a funeral. We hope to celebrate their lives at some later stage, and I believe we will, whenever we get back to normality—but that is not just yet. So this bereavement is very real to us all.​

    It is clear that churches, which have a vital role in our relationship with the Lord Jesus and our God, also have a role to play as essential community hubs. People want to seek God and his guidance and comfort, and to attend church at Sunday services with the prayer and worship that are a key component of this need. We must, I believe, facilitate that, and not see more churches falling or failing due to something out of their control—covid-19. I look to the Minister for the help that we need in seeing what can be done and what will be done to secure churches not simply as historic buildings but places of vibrant and spiritually fulfilling worship. Thank you so much, Madam Deputy Speaker, for giving me the chance, through this debate, to ask that in this House.

    Jim Shannon – 2020 Speech on Brexit and Civil Aviation

    Below is the text of the speech made by Jim Shannon, the DUP MP for Strangford, in the House of Commons on 10 June 2020.

    First, I wish the Minister every success in her new role; we look forward to watching her progress. It is also nice to see the shadow Minister, the hon. Member for Bristol East (Kerry McCarthy), in her place. I am sure a long career beckons for both—perhaps in different roles, but it is none the less important to say that.

    I thank the Government, and the Minister in particular, for bringing forward the regulations to ensure that the removal of what would be onerous European legislation is complete. The very nature of aviation means that we travel large distances into different countries and uphold their aviation rules, but the fact is that we must be the ones who set our own standards, and they must be safe and appropriate and give the cover that is needed, as the Minister indicated.

    Regulation (EC) 785/2004 established minimum insurance requirements for air carriers and aircraft operators in respect of passengers, baggage, cargo and third parties. It also required air carriers and aircraft operators to have insurance that covers specific risks, including all things that could possibly take place—acts of war, terrorism, hijacking, acts of sabotage, the unlawful seizure of aviation and civil commotion. Such protections obviously need to be in place, yet the point of the matter is that if anything is to change in our aviation, it is imperative that although we will in all likelihood align with basic regulations, the decision lies where it should: with Ministers of our Government.

    Our aviation sector is in unprecedented times. The regulations before the House remind the industry that we have a role to play in the industry going forward, as other Members have said. Whether that is by supporting the industry through production in the Bombardier factory in Newtownards in my constituency, similarly to the situation mentioned by the hon. Member for Arundel and South Downs (Andrew Griffith); by supporting our airports to enable them to maintain connectivity across the whole of the United Kingdom of Great Britain and Northern Ireland, and globally; by supporting airline staff and their baggage handlers; or by supporting individual airlines—for instance, British Airways, to which the hon. Member for Arundel and South Downs referred, and in respect of which a number of my constituents, some with 30-plus years of loyal commitment to British Airways, are very concerned about ​their future—the pandemic will mean change for our aviation sector. Hard times are ahead, but tomorrow can be a better day if we have the commitment that the Minister and our Government are showing for the aviation sector.

    We have a role to play, and this statutory instrument clearly shows that we are determined to leave Europe and stand alone at that date, regardless of coronavirus and European determination to exploit an awful time not just for the global economy, but for all the families directly involved with the aviation sector in the UK. This small wording and legislative change shows not only that are we prepared to leave, but that we are mindful of the needs of the industry and are equipped to deal with those needs. It is such a small change, which may seem meaningless to some, yet the message is clear: the aviation industry is a priority for Members of this House. I, for one, will look into anything that affects the strength of the industry. With that in mind, I support this instrument, which brings power back to the House.

    Below is the text of the speech made by Jim Shannon, the DUP MP for Strangford, in the House of Commons on 19 May 2020.

    Thank you, Mr Deputy Speaker, for allowing me to raise a few thoughts. The House may not be aware that my nephew, Peter, had a kidney replacement when he was a child, and that is one of the main reasons I have avidly supported organ donation. My family would have been devastated had that organ not been donated to save Peter’s life. I also absolutely believe that there must be the ability for someone to opt out if they have their own reasons for doing so, whether those are religious or otherwise.

    I commend the hon. Member for Barnsley Central (Dan Jarvis) for what he has done—we look forward to his contribution—and I commend the former Member, Geoffrey Robinson; I was very happy to support and sign his Bill and we will see some of that become law tomorrow. I thank the Minister for her contribution and for bringing this statutory instrument forward—we are really pleased to see it. I also thank the shadow Minister for his contribution, which was very ably put together.

    I will focus on one aspect of this draft legislation for organ donation. Three million people in the UK have chronic kidney disease, including some 1,000 children, and 65,000 people are being treated for kidney failure by dialysis or transplant. In the UK, 6,044 people are on the transplant list, and 4,737 are awaiting kidneys. That was data from the end of 2019, as the transplant programme is currently part-suspended. At least one person a day will die because they have waited too long. Eight out of 10 people waiting are hoping for a kidney. NHS Blood and Transplant estimated that this change in the law has the potential to lead to 700 more transplants each year by 2030—700 lives that can be changed, and 700 lives that can be saved. This may have to be extended by a year because of the pandemic.

    When kidneys fail, three things happen: dialysis, a transplant or death. Dialysis is distressing and demanding, with four to five-hour sessions three days a week and dietary and fluid restrictions. Many of my constituents have had to go through this, as my nephew did for a period of time. People are often unable to continue to work. Families and relationships are strained and depression is common. It has been reported that the levels of pain are equivalent to those of people with terminal cancer. Patients are exhausted, with aching bones, reduced mobility and constant itching. A transplant is transformational in restoring quality and quantity of life, and we recognise the selfless generosity of organ donors, both living and deceased. We commend NHS Blood and Transplant on its achievements; more than 50,000 people are alive with transplants in the UK.

    Kidney transplantation is also economically beneficial. I know that it is not always a good thing to look at the economics and the financial aspect, but a transplant has a cost of £5,000 per annum, compared with a cost of £30,800 per annum for dialysis, so there is a financial factor that we need to bear in mind.

    I am so pleased that this SI means that even during this crisis we are continuing and prioritising the ability to donate kidneys and other organs. I congratulate the Government, the Minister and the Opposition on pushing this issue. There were 28 transplants in Northern Ireland last month, so I pay tribute to the team there. This legislation is tremendous news and I hope that the ​Northern Ireland Assembly will follow the lead of this place on the opt-out issue. The figures for transplants in Northern Ireland were way above and beyond what they normally are, so again this shows the good that can happen as a result of where we are.

    We are pleased to see this legislation, but is clear that there must not be an end to the duty of care. We must also be sure to invest in new technology. There are new machines which, I am told, have shown great promise in preserving or even reconditioning donated organs. That must be investigated by the Department. Will the Minister, in her summing up, give the House some indication of how that will work and an update on those new machines and any other innovations in medicines for the future?

    It is also imperative to ensure that regular monitoring is carried out and that the impact of the new law is reported back to the House. Again I look to the Minister for those assurances, because we will doing this from tomorrow, and the House will need to know how it is progressing and whether we are achieving the figures and stats that we should be achieving. It is also essential that we have education for healthcare staff and the public. Increasing transplantation requires appropriately trained staff working with families, who will still need to allow a donation to take place. This will require comprehensive, consistent and continuous education for members of the public and healthcare staff, and these things need to happen as soon as is practicable. Previously agreed funding for NHS Blood and Transplant’s work should be made available for this work, and I ask the Minister for an update on where we are in relation to that.

    Adequate system capacity is needed to permit transplant procedures, as well as a culture that sees organ donation as the norm. I would love to see that happening. Perhaps after tomorrow we will see some of that taking place. There were already concerns, prior to covid-19, about pressure on theatre space, equipment and staff to cope with an increase in organ availability, including specialist organ donation nurses to support bereaved families. Modelling for the estimated additional transplants has been done, and NHS trusts have been asked to plan accordingly. That will need to be revisited as trusts emerge from the current crisis, and I am sure that the Minister will be all over that. In order for organ donation to be able to continue in the covid-19 age, support and discussion with bereaved families must be facilitated more than ever. We welcome the strengthened role for families in the code of practice, and we thank the Minister for bringing that forward. Technology must be harnessed to aid those vital conversations.

    I concur with the shadow Minister’s comments about BAME communities. Covid-19 has brought the need to address the health inequalities faced by BAME communities into sharp relief. There is too much inequality in transplant deaths. In 2018, 21% of the people who died waiting for a transplant were from black, Asian or minority ethnic groups. People from BAME communities wait six months for an organ despite being more at risk of kidney failure, because fewer organs are available from donors in those communities. There is a higher chance of a successful transplant if the organ comes from an individual from the same ethnic background, and it is important that those groups are the particular focus of awareness campaigns. Will the Minister give us her thoughts on that as well?​

    We welcome the revised codes of practice having a greater focus on faiths and beliefs. We believe that that will support better conversations and give greater assurances to families when a potential donor’s faith or belief is an important part of that decision making. It is important that we have that, and we thank the Government for putting it into the code of practice.

    I was pleased by the outcome of the consultation on the organs—[Inaudible.]—that deemed consent should apply to so-called routine transplants only, and that any rare or novel transplants should be subject to explicit consent. The statutory instrument is therefore limited. What we are talking about are routine transplants for heart, lung, liver, kidney, intestinal organs, small bowel, stomach, abdominal wall, colon, spleen or cornea.

    This SI is important. I absolutely agree with Kidney Care UK when it says that our NHS staff will be exhausted and that resources have been stretched by the pandemic and are likely to be for some time. However, we urge efforts to take forward implementation at the appropriate time to give renewed hope to patients waiting for a life-transforming transplant. We say thank you so much and well done to the Minister, her team and everyone concerned.

    May I first declare an interest as chair of the all-party parliamentary group for international freedom of religion or belief? I have been asked to raise an issue by a group of people within a religious minority—the Sikhs—as other Members have done, including the hon. Members for Bedford (Mohammad Yasin) and for Erith and Thamesmead (Abena Oppong-Asare). I also want to thank the hon. Member for Birmingham, Edgbaston (Preet Kaur Gill), who I call my friend, for all that she has done for the Sikhs over the years.

    Sikhs have been legally recognised as an ethnic group for nearly 40 years, since the Mandla v. Dowell-Lee House of Lords ruling of 1983. The ONS has stated that the ethnic group question was introduced in 1991 to help public bodies to assess equal opportunities and to develop anti-discrimination policies—all good stuff. Census ethnic group categories are used by 40,000 public bodies to assess legal responsibilities under equalities legislation, so the group data—not the religious data—is used by public bodies to make decisions on the allocation of resources and provision of public services.

    The Prime Minister’s last race disparity audit indicated that there were 176 datasets spanning sectors from housing and education, to employment, health and the criminal justice system—but no data on Sikhs. What does this actually mean? Well, if Sikhs do not have a ​Sikh ethnic tick-box response option, they will continue not to be properly monitored by public bodies, and to face potential discrimination in relation to schools, the health sector, where there are known disparities, housing and across the public sector.

    The covid-19 crisis has shown that there is no systematic collection of data on the number of Sikhs tested as positive or the numbers who have tragically died. That means something to this group of people, it means something to me, and it should mean something to everyone in the House. In the 2011 census, more than 80,000 Sikhs—20%—rejected the 18 existing ethnic tick boxes and chose instead to tick “Other” and write “Sikh”. I believe that this provided the ONS with the strongest indication possible that Sikhs who completed the census form in 2011 did not find the ethnic tick boxes offered acceptable and wanted an additional Sikh ethnic tick box. It is clear that there must be change and I am asking for that change.

    I have four questions for the Minister. Why was the May 2018 online quantitative survey—which had 1,412 responses and showed 93% support, from those who understood the question, for the inclusion of a Sikh ethnic tick box—not published and referred to the census White Paper of December 2018? Why was there no reference in the census White Paper and the associated equality impact assessment to research and modelling by the ONS that showed that more than 53,000 Sikhs—or 12%—were missed in the 2011 census? In the interests of data collection, honesty and evidence, this gap has to be addressed.

    Do Ministers appreciate that the management committees of 112 large and small gurdwaras across the UK, with an official membership of over 107,000 and an estimated congregation—or a sangat—of over 460,000 should be considered, as well as 53 individual Sikhs in focus groups? Can the Minister explain why the ONS has requested and received the individual returns from the all-party parliamentary group for British Sikhs in August 2018, and yet, it would appear, has made no attempt to conduct any independent validation; and why the deputy national statistician appears to have kept no notes or minutes of meetings that he attended at gurdwaras to consult Sikhs?

    I look to the Minister for an adequate, suitable and helpful response. I understand that some of my questions may not be answerable today, but I would appreciate a response. More than that, I would appreciate a change to include Sikhs in the census in their own right in order to ensure that they have protection against discrimination and the recognition that they rightly deserve. Better late than never.

Friend has meant that his Adjournment debate continues.

    The hon. Gentleman will know that I am very proud to have an Irish father and a Welsh mother, and I recently attended the champ reception at the House of Lords, as I believe he did. The Irish ambassador explained that St Patrick’s Day is becoming a festival that lasts over many, many weeks, and that the first function he had attended this year was on 1 March, at which point I pointed out that that is St David’s Day. Can we put a stop to having St Patrick’s Day celebrations on the day of the Welsh patron saint, St David?

He will therefore be delighted to hear that Gloucester celebrated St Patrick’s Day on Saturday evening in the Irish club, with an acting mayor, Councillor Collette Finnegan, who was born in Dublin. She is the first ever Irish-born mayor of Gloucester and the first to have worked in the NHS for 30 years. Will he join me in congratulating her and the Irish club?

    I certainly will, and I am pleased to do that. It is wonderful that whenever St Patrick’s Day comes around, deep down we are all supporters of St Patrick’s Day and perhaps a wee bit Irish as well. I am speaking as British person, of course, and someone who has a passport that says that.

    We all have saints, and I recall that on my first day at Westminster in 2010, I came through the doors and marvelled at the wondrous Lobby just outside these doors, where each nation’s patron saint is depicted. We have St George for England, St David for Wales, St Andrew for Scotland and of course the incomparable St Patrick for Ireland.

    Of course, the mosaic of St Patrick depicts the unity on our island, because to his right is St Brigid, from Kildare in the south, and on his left is St Columba, to represent Ulster and the north. In the spirit of that unity, may I express on behalf of our colleagues, Mr Deputy Speaker, our pleasure that the ecclesiastical history of Ireland is being repeated yet again with my hon. Friend, who not only champions freedom of religion and religious belief in this House, but has been appointed by Mr Speaker to his Ecclesiastical Committee?

    That is very kind, and I am pleased to have accepted that position, as are others in the House.

    I am happy to claim St Patrick as my patron saint—let us be honest: how could I do otherwise? I am blessed to live in the most wonderful constituency of Strangford, ​in the United Kingdom of Great Britain and Northern Ireland, and the fingerprints of St Patrick can be seen throughout and all over it.

    St Patrick, the patron saint of Ireland, was born Maewyn Succat to a Christian family in Wales, in Roman Britain, in the late fourth century AD. Shortly before he was 16, Patrick was captured from the villa of his father, Calpurnius, by a group of Irish raiders who took him to Ireland and forced him into slavery. Six years later, he escaped home to Britain, his religious faith strengthened during his time in slavery. Believing he had been called by God to Christianise Ireland, he later returned to Ireland as a missionary.

    How wonderful it is to see the beauty of the Union at work within St Patrick’s life—a British man who fell in love with the people, but more importantly whose love for God made him return to the bosom of those who had mistreated him. We all love the story of the little man coming good, and that is the story of St Patrick, a former slave who absolutely changed a nation for God and for good. As my hon. Friend the Member for Belfast East (Gavin Robinson) said, out there in Central Lobby, where the four nations come together as one nation—the four regions as one—that is our strength. Our strength is in the United Kingdom of Great Britain and Northern Ireland.

    St Patrick was a man who made it easy to understand the divine with simple illustrations and who simply wanted people to know more of God and his redemptive plan for us all through Christ Jesus. His dedication to his Lord and his love for the people of this land are something that I hope to attain, too, in the time I am here.

    Some may be surprised to see me, an Orangeman, celebrating what has been turned into a green event. That is not my view. I celebrate the story of a man who changed the course of our history. He was neither orange nor green—I agree with what the hon. Member for Gloucester (Richard Graham) said—but used all means to point to Christ and the hope offered to every man by him. How I wish there were more like Patrick today.

    I am delighted to intervene on the hon. Member. St Patrick’s lorica—the poem upon his breastplate—refers to a “shield in the strife”. Is St Patrick’s message relevant to today’s world and the debate we have been having tonight?

    I believe it is. When I asked for this Adjournment debate—Mr Speaker kindly agreed—I felt there was a need to tell the history of St Patrick and how St Patrick’s Day came about, because his message is the simple message of the gospel, to all mankind, wherever they may be, of all political aspirations and of all regions of the United Kingdom of Great Britain and Northern Ireland. His message is simple but it is a true message and we all need to hear it. That is why I wanted to have this debate. There are two parts to the story, of course; I will tell the first, about the gospel message, but I also want to tell the second story about what he does and can do.

    As one of the Patricks in the Chamber today, I think it is right that the hon. Gentleman is acknowledging this. The hon. Member ​for Wythenshawe and Sale East (Mike Kane) spoke of St Patrick’s breastplate, and it was fitting, and worth getting on the record, that our new Chaplain led us in that prayer at the start of business today. It was a fitting thing to do, especially in these times, given what the prayer invokes.

    Yes, I noticed that today. Indeed, I said to my hon. Friend the Member for East Londonderry (Mr Campbell)—who intervened as soon as I got three words into my contribution—that it was interesting that the Speaker’s Chaplain used St Patrick’s prayer this morning. It was really nice. I want to finish my comments with that prayer, and it is important to do so.

    As people might be able to guess, I too have an Irish father. It is obviously a difficult time to celebrate St Patrick’s Day, and the celebrations are very muted. Last year, I joined St Patrick’s church in east Bristol to take part in the celebrations. Does the hon. Gentleman think that, given the situation we are in, churches like St Patrick’s have a role to play in the voluntary relief effort and reaching out to the vulnerable and isolated, particularly at this time?

    I certainly do, and I thank the hon. Lady for her question. It is very important that we recognise that point. There cannot be a Member in this House who does not have the same opinion. The Church has a key role to play in this. We can think of all the bad things that are happening, such as the coronavirus, but we should also think of all the people who do good things—and do those things without anyone ever knowing. That is what she is referring to. In that group, there are people with strong beliefs who want to reach out and help.

    The huge parades that take place across American cities have their roots in the New York parade of 1762, when Irish soldiers in the British Army marched to St Patrick’s Day celebrations with their band playing—we do love the bands—and their regimental colours flying. I salute the work that is carried out to this day by the Irish Guards. The second largest branch of the Irish Guards Association is in my constituency of Strangford and in my town of Newtownards. The largest association is in Liverpool. I want to put on record my thanks to the Irish Guards for being great ambassadors of this great nation. I thank all of those who gave their lives for Queen and country over many, many years. The celebrations continue to this day in New York, Washington, Chicago and throughout the world and are testament to the attractiveness of St Patrick.

    As a declaration of interest, my brother-in-law was a colonel of the Irish Guards. Does the hon. Gentleman agree that history has not always been easy for the Irish Guards in the whole of the island of Ireland, but that things are now much better and the role that they and their individuals played in the two world wars is now much better recognised on both sides of the border?

    The hon. Gentleman is right. The Irish Guards have drawn their numbers from the north and the south, and they have done so over many years. The colonel of the Irish Guards is Simon Nichols, who, at the minute, is serving in Belize. He is a very good friend of mine and also happens to be one of my constituents. ​He and his wife and family are in Belize for a three-year sojourn. I am very pleased to highlight the good work of the Irish Guards.

    I welcome my hon. Friend’s speech and the debate. Does he agree that Her Majesty the Queen has played a very important role in recent years in promoting reconciliation between the British and Irish people? There is a former order known as the Order of St Patrick, which was once awarded in recognition of the contribution that men and women make to relationships within our islands. Would it not be appropriate for Her Majesty to consider reinstating that order?

    My right hon. Friend and colleague has suggested something that perhaps the Minister of State could respond to in a positive fashion. I know that he will do so if he gets the opportunity. [Laughter.] I am sorry—I will give him the opportunity! I think that I may have been misinterpreted.

    I have had the opportunity to attend, with the Friends of St Patrick, Irish Fest in Milwaukee over the years. There has been a really determined attempt to ensure that there are balanced and respectful accounts, and I welcome that.

    Having spoken about the religious aspect of St Patrick, which is really important to me and to many others in this Chamber, it is also important to look at the tourism aspect, and I want to speak about that if I can.

    I thank the hon. Gentleman for giving way. I am sure that the parliamentary app on Twitter is loving this debate tonight. In relation to celebrations, I think that, as a Scot, it is fair to say that the Irish are also known in their celebrations of St Patrick’s Day for drink. As a former Diageo employee, it would be remiss of me not to call out a Guinness and other alcoholic beverages that are used to celebrate St Patrick’s Day. Does he agree that we should be celebrating those, too?

    I am very happy to let people celebrate in whatever way they wish, and I thank the hon. Lady for her intervention. It is all about moderation, so let us celebrate in moderation.

In a different kind of celebration, because the people involved are younger, St Patrick’s Primary School in my constituency has also been celebrating St Patrick’s Day today. It is located next to St Patrick’s Church in Anderston. Would he like to extend his congratulations to the young people at the school who have been celebrating today, despite the coronavirus?

    I am very pleased to do so. It is good to know that, across all four regions today, young and old are celebrating the story of St Patrick.

    I declared on the Register of Members’ Financial Interests that my stepmother is Janet Harbison, leader of the Irish Harp Orchestra, from the Republic, who did a great deal of work in Belfast to bring peace together. We have ​heard about drink, and we have heard about celebrations in schools. Does the hon. Gentleman agree that music is a superb way to help to bridge the divide with the cultural spirit?

    I am happy to support the use of music. I love music; I love all sorts of music. I love Elvis Presley, who was an Ulster Scot, as we all know. He brought hillbilly music to the society that we have today. I love music on 12 July, which is one of our special days, and we hope to have the special day this year if we have the opportunity. There is lots of music, including ecclesiastical music. There are the hymns that we all love, and those things all come from St Patrick, and we are pleased to have them.

    Belfast City Council said that 23,500 people attended the 2017 St. Patrick’s day event: 60% from Greater Belfast, 20% from the rest of Northern Ireland and a further 20% from outside Northern Ireland. The economic impact was worth £758,000, independent research showed. The fact that the St Patrick’s Centre in neighbouring Down Council can attract 130,000 visitors every year tells us that the appetite is there. The question we must ask ourselves is how we can exploit that. I am aware of tremendous council initiatives such as the St Patrick’s trail. The Discover NI website says:

    “Follow the Saint Patrick’s Trail through a host of Christian sites at Bangor, the Ards Peninsula”—

    in my constituency—

    “ Downpatrick, Newry and Armagh to uncover just how strong Northern Ireland’s links are with this patron saint. The 92 mile linear driving route links 15 key sites, all identified as having some connection to his life, legacy or landscape”.

    I believe that we need greater funding—I know that the Minister will respond to that, as we had a chat before the debate—and emphasis on that to attract overnight visitors and not just day-trippers. For example, if people followed the Christian heritage trail down the Ards peninsula in my constituency, where I live, they would find the abbey at Greyabbey, which is open thanks to the generosity of the Mongomerys of Rosemount estate—I take this opportunity to thank them in Hansard. To get to that historic Abbey, they would have to drive through Newtownards, with our unique Scrabo tower, open at certain times; the old priory dating to 1244; and one of the UK’s oldest market crosses, which has been renovated and refurbished to bring back some of its glory. With many a coffee shop along the way and Northern Ireland’s winning high street of the year—it is always good to mention that fact—they could shop in boutiques and enjoy at least half a day in the historically and culturally rich Newtownards. They could take in some of the most beautiful scenery in the world as they made their way to the abbey at Greyabbey.

    Those people would drive past world-renowned Mount Stewart estate and gardens—officially one of the top 10 gardens of the world, which is in my constituency of Strangford. That is only half a day of the itinerary. They would travel slightly inland to see Ballycopeland mill—the only remaining working windmill in East Down, which allows people to grind their own flour—then nip across to the folk and transport museum, in the constituency of my right hon. Friend the Member for Lagan Valley (Sir Jeffrey M. Donaldson), where they can learn to bake bread with the flour they milled at Ballycopeland. There goes another half day at least, ​and the need for an overnight stay in a hotel or Airbnb accommodation along the beautiful Strangford lough. That is before they have even made it to the Abbey.

    I congratulate the hon. Member on his description of his constituency. He is making it sound not just like Mount Stewart gardens but like the garden of Eden, but may I remind him that that is where original sin was invented?

    We are all sinners, and I am one of them.

    People could enjoy the antique shops in Greyabbey, and some of the best home-made scones at Harrisons of Greyabbey, with its unrivalled view and service. They could carry on down the peninsula to Portavogie and see the only working fishing village in Northern Ireland. They could then go then down to the Exploris aquarium at Portaferry for a bite to eat and an interesting afternoon sightseeing, ending at the great Portaferry Narrows hotel, with its warm hospitality and great food. It is owned by Cathal Arthur, who is doing tremendous work during the coronavirus crisis by helping the elderly and disabled, delivering necessities to them in the bounds of Portaferry. Many people, as the hon. Member for Bristol East (Kerry McCarthy) said, are doing great work in their community.

    I cannot listen to this amazing description of the hon. Gentleman’s constituency and not think that once the coronavirus crisis is over he must lead a delegation of all MPs to his constituency, ideally on St Patrick’s day. I would certainly like the opportunity to do that, and I hope that he will offer and extend that invitation to us.

    We will try to do it over three days. The immigration Minister, the hon. Member for Torbay (Kevin Foster), had hoped to come to my constituency, although that will probably not happen because of the coronavirus, but we look forward to getting him down there eventually; it will be a special time.

    Apart from me—I have lived there all my life—and other Strangford residents, who knows that we have such world-class golf and spa facilities and playing facilities for children? We must do better at offering what we have, and St Patrick’s day celebrations are a way of doing just that. Will the Minister outline how he believes that that can be achieved and whether some joined-up thinking with local councils and ensuring a Northern Ireland-focused tourism drive can help? Will he confirm the Barnett consequentials of today’s announcement by the Chancellor so that the Northern Ireland Assembly can support businesses? It is important to have that on the record. I am pretty sure that it will be good news, so it would be good to have it in Hansard as a positive response.

    It will be apt for me to end with the prayer of St Patrick, which I hope I can in some way replicate throughout my life, knowing that if I emulate St Patrick in loving God and showing his goodness, I will do good and leave my family, friends and countrymen the better for it. The Speaker’s Chaplain recited it this morning, and I want to finish with it:​

    Christ behind me,

    Christ in me,

    Christ beneath me,

    Christ above me,

  • Jim Shannon – 2019 Speech on the Loyal Address

    Below is the text of the speech made by Jim Shannon, the DUP MP for Strangford, in the House of Commons on 19 December 2019.

    It is a pleasure to follow the hon. Member for Banbury (Victoria Prentis), who I thank for her contribution. I am pleased to see you in your place, Mr Deputy Speaker, and it was nice to see Mr Speaker earlier. He is a worthy gentleman, and I look forward to catching his eye often.

    I wish to welcome home some old faces and welcome some new ones. We are able to have a friendship again with some who were in the House from 2015 to 2017 and then were absent for a short time. I am making it my business to learn all the new names and faces, with the help of the wee directory we have, and to introduce myself and take the time to help them, in the way that many Members—especially on the Opposition Benches—helped me when I came here in 2010. It will be an honour to work with them as we attempt to do what the electorate have resoundingly called for us to do in the United Kingdom of Great Britain and Northern Ireland: to get this country off her knees and standing firmly on solid ground.

    In the early hours of Friday morning after the election, I was very privileged to be re-elected as the Member for Strangford once again. I thanked my God for that victory, and I do so in this House as well, because it is clear to me that my first thanks should be to my God and saviour for giving us victory in Strangford. During the election campaign, I said that the DUP voice of Strangford will be heard, and today in this Chamber, on the first occasion that there is, the voice of the DUP in Strangford will be heard through this Member.​

    I congratulate the hon. Member for Foyle (Colum Eastwood) on his contribution. Obviously we have a very different constitutional position. As I have said to him, there will be things that we disagree on, but there will also be many things in this House that we will agree on and work together on. Although we come from a different political background, we will be together on many things in this House on behalf of the constituents of Strangford and Foyle, because both need the same things. Let us see what we can do to make those things happen.

    How heartening it is to see the rise of the pound against the dollar, which was at 1.18 during my family holiday in August but was sitting at 1.32 when I last checked. How heartening it is to see that the world is aware that the days of in-fighting and bickering are at an end and that the ability to do something and deliver is now at the Government’s feet. We look to the Government to do that. I want to sow into the mix the most important aspects that Her Majesty so graciously raised today.

    I declare an interest, as a former member of the Ulster Defence Regiment and a member of the Territorial Army in the Royal Artillery for some 14 and a half years collectively. I welcome the Government’s commitment to the military covenant, but I ask them for not only words but action. We will see that same commitment in Northern Ireland, because it is so important that those who have served in uniform in Northern Ireland and need the help of the military covenant but are not getting it have that opportunity. I wish to see that happen. It is not words but action that we need. I also welcome the Government’s commitment to spending 2% of GDP on defence, and I urge other NATO countries to see what they can do to match that, because our Government have taken a step in the right direction.

    I am pleased to welcome the Government’s commitments to building controls for rental accommodation and to knife control. As I have said in the House before, I very much welcome the Government’s commitment to net zero carbon emissions by 2050 and tackling environmental issues. I am pleased that the National Farmers Union and its sister organisation in Northern Ireland, the Ulster Farmers’ Union, are committed to those same things. If the farming community is committed to the 2050 net zero carbon target, we should welcome that.

    The Government mentioned immigration in the Queen’s Speech. I have discussed this matter with the Parliamentary Secretary, Cabinet Office, the hon. Member for Torbay (Kevin Foster), and the hon. Member for Banff and Buchan (David Duguid). We need tier 2 visas for fishermen and the fishing sector, so that those who keep the boats going in Portavogie, Ardglass and Kilkeel can continue to do so. The Minister has indicated that he is willing to consider that, and we look forward to it happening.

    In the last Session of the previous Parliament, the Government appointed a special envoy to tackle the persecution of Christians. I am particularly interested in that issue, as I know others in the House are, so I want to ensure that the Government commit to that again; perhaps the Minister who sums up the debate can confirm that.

    The Under-Secretary of State for Business, Energy and Industrial Strategy, the hon. Member for Rochester and Strood (Kelly Tolhurst), who has responsibility for retail and the high street, was over in my constituency before the election was called. Like my right hon. Friend ​the Member for East Antrim (Sammy Wilson), I recognise that the Government have some good ideas to help the high street and retail businesses, and we wish to see those implemented.

    I am very much a community man in my constituency, and I keep my ear to the ground, so I was not surprised when I went to the doors in Strangford to hear that the main issue was getting a functioning Assembly up and going. Talks are ongoing, and I know that the Secretary of State has been working extremely hard with the parties to begin the journey to bring them together, so that they can do what they have been elected to do but prevented from doing: legislating and running Northern Ireland. We very much hope that those talks will be successful, and we look forward to that happening.

    The next issue on the doorstep in Strangford was Brexit—the stalemate, the preservation of the Union and the way forward. The most important thing was not necessarily Brexit; it was the Union. I remind the Government and Conservative Members of the importance of securing the Union. People wondered how Scotland would follow, after the divergence for Northern Ireland. I look to my Scots Nats friends and comrades here in the Chamber. I do not want them to leave the great United Kingdom of Great Britain and Northern Ireland. I want them to stay. I want the Scottish National party to recognise that the large majority of people in Scotland want to stay within the United Kingdom, and only a minority want to leave. The Government have a job to do, which is to persuade my Scots Nats friends and comrades of the need to stay in the United Kingdom of Great Britain and Northern Ireland, and I hope that they can do that.

    What will the PM’s aforementioned deal look like in reality? The fishing industry, through Alan McCulla and the Anglo-North Irish Fish Producers Organisation, have posed this interesting scenario, which I feel deserves airing and clarification. It is so important that we look at what the deal the Prime Minister has brought forward will mean to us. They say:

    “Brexit offers Northern Ireland’s fishing industry once in a lifetime opportunities”—

    that is also what the fisheries Minister says—

    “It will end the inequality, hypocrisy and disrespect of Europe’s Common Fisheries Policy, which has damaged the fishing industry in County Down. However, imagine this scenario”.

    This is a real scenario because it comes from the withdrawal agreement that the Prime Minister has put forward. They continue:

    “A County Down fisherman owns a UK registered trawler. On 1 January 2021 the trawler sails from”—

    Portavogie, Ardglass or—

    “Kilkeel. For the next few days it fishes in UK territorial waters in the Irish Sea. The trawler complies with the rules of the UK’s new fisheries policy. Its catch is recorded against UK fishing quotas. It then returns to Kilkeel”—

    Ardglass or Portavogie—

    “to land and sell its catch entirely within the UK. HOWEVER, one interpretation of the latest Northern Ireland Protocol”—

    in the withdrawal agreement—

    “is that if this UK registered trawler wants to land its catch in Northern Ireland it will be treated as though it is a trawler from a Third Country and will be required to submit a series of documents that although they are not new, are not currently required.”​

    There will be tariffs on the fish, so when my fishermen leave Portavogie, go across the harbour and go 1 mile out to sea, what happens? They catch the fish, bring them back in and they are due tariffs. This agreement, indirectly or directly, disadvantages my fishermen in Portavogie. They go on:

    “We accept that in the absence of a Free Trade Deal with the EU these documents may well be required for exports to the EU, but they should not be needed if the catch is destined for our most important markets in England, Scotland and Wales—all within the United Kingdom.

    The Conservative Party manifesto stated, ‘We will ensure that Northern Ireland’s businesses and producers enjoy unfettered access to the rest of the UK…’ Urgent clarification is needed that the travesty outlined above will not happen.”

    On this issue, we need clarification that the fishermen will not face the tariffs or the bureaucracy that has been suggested. It is so important that we do that.

    Just today, my fishermen in Portavogie in the constituency of Strangford have been told, after the new fishing discussions that took place in Brussels yesterday and today, that they will face a 50% reduction in our prawn catch quota in the Irish sea. I put on record my dismay that that is happening, because it will impact greatly on those in my constituency who know that the prawn quota is so important for our fishing sector, our economy and the jobs it creates.

    May I just say this as well, because this is what it means? Through the Government’s withdrawal agreement, not only will the EU be able to reduce our prawn quota for our trawlermen and for those who work in the Irish sea, but it will be able to continue to do that. We are not just disadvantaged today, but come 31 January, when all the rest of the United Kingdom leaves—Scotland, Wales and England—with free trade, we in Northern Ireland will be disadvantaged. The rules that Brussels has imposed today on the fishermen of Portavogie, Ardglass and Kilkeel in Northern Ireland will be reinforced doubly come 31 January. I look to the Government and to the Minister, and I ask them with all sincerity to look at that.

    The phrase “special circumstances” does not come close to answering these questions and the questions raised by many whose trade will be affected by the Irish sea border that has been threatened. The agri-food sector in my constituency told me just last Friday—one of the major meat exporters told me a week ago—that the withdrawal agreement the Prime Minister has put in place will impact greatly on the meat sector. The cost will be immense on food travelling east-west and west-east in the meat sector. If we have that, we have a serious threat to the meat sector in Northern Ireland. Again, I ask what has been done to ensure that this does not happen?

    We in Northern Ireland, because of the border down the Irish sea, will be subject to the possibility of a new VAT regime coming from Europe. We will be subject to that, but the rest of the United Kingdom—Scotland, England and Wales—will not be. Again, I suggest to Ministers, given what is on paper and is there, that what has been put forward disadvantages us in Northern Ireland greatly in relation to that possibility and also other tax possibilities, with the real focus changing from Westminster towards the EU and towards Dublin.​

    One of the biggest issues for me on the election trail was that of health. My right hon. Friend the Member for East Antrim referred to the Barnett formula, and the Government have made a large commitment on this. I have watched Ministers on TV and heard what they have said, and what was said today is a really good commitment to the health sector, and to listening in relation to jobs, doctors and hospitals, and some of that money will come to us in Northern Ireland under the Barnett formula.

    I appreciate my hon. Friend’s point about the crisis we are currently facing in our health sector in Northern Ireland, but major reform is required not just in Northern Ireland but in the UK to ensure that we are not spending all our block grant on health and that we are getting a good bang for our buck.

    I thank my hon. Friend for his intervention, and he is absolutely right. No matter what happens, when the money comes across, we need to have a Minister in place to ensure that the moneys do go to the Department of Health where they are needed, and are not swallowed up in the block budget and therefore do not become as effective as they could be.

    We need to address the issue of appropriate staffing pay and working conditions, as well as having acceptable waiting lists. There are waiting lists for occupational therapy referrals, hip replacements or cataract operations. There are massive numbers of people waiting not just to be assessed, but to have such operations, so it is really important that we have this in place so that we can serve the people of Northern Ireland better. I do not blame our current permanent secretary or his senior civil servants, who are attempting to do the job of running the Department that belongs to an elected representative and which they have been asked to oversee without the power of the position of a Minister. They are being asked to run the largest Department with one hand behind their backs, and I believe that that must end.

    I spoke to many nurses and families of nurses on the doorsteps in the run-up to and on the day of the election, and they told me that even with the pay rise, the lack of staff on the wards makes their position untenable. We need the Department of Health—this is a devolved matter in Northern Ireland—to employ extra nurses, not to have all the temporary staff they have, which is a large cost on the health budget in Northern Ireland. I support the Government’s desire to raise staffing levels and to put in additional funding to achieve this, but I am asking, in the same way the House believed it appropriate to step in and legislate for abortion and same-sex marriage in Northern Ireland, that it steps in and legislates for life-and-death matters, and sorts out the pay scales in the trusts and the pension issues as a matter of urgency. As I said about the Labour amendment in the last Session, if the House and the Government can rule on this issue, there is a responsibility to continue the interference and to step in for our hospitals and for our schools.

    It is very important that we have a system in place that can respond positively to what is happening on universal credit. I see that the hon. Member for Inverness, Nairn, Badenoch and Strathspey (Drew Hendry), who speaks for the Scots Nats on this, has just left the ​Chamber, but he and I have the same opinion on this. Universal credit should be suspended. At the moment, we have a scheme that disadvantages the people of my constituency, and I want to put that on the record. People are losing out on four to five weeks of possible help and of moneys to help them through this process. I am very fortunate to have a very good manageress in the local social security office, but she cannot work miracles with the system she has. I ask the Government to look at this again because it has thrown many into poverty across the whole of the United Kingdom of Great Britain and Northern Ireland, especially in my constituency.

    In Northern Ireland, we are coming to the end of the welfare supplementary payments and the food banks in Northern Ireland are already oversubscribed. I put on record my thanks to the Trussell Trust food bank in Newtownards, which is run through the Thriving Life church. It does a magnificent job, but it tells me that more and more people are being disadvantaged and are going to the food bank because of the delays in benefit payments. That has to be looked at.

    The middle and working classes are about to implode, without intervention, and in the absence of a functioning Assembly, this place must do the right thing by Northern Ireland and get the ball rolling, starting with health and education funding and decision making.

  • Jim Shannon – 2016 Speech on the Iraq Inquiry Report

    Below is the text of the speech made by Jim Shannon, the DUP MP for Strangford, in the House of Commons on 14 July 2016.

    It is a pleasure to speak in this debate, and to follow the previous speakers, who have a great wealth and depth of information and knowledge to bring to it. If I wanted to sum up my comments I would say, “Mistakes made and lessons learned.”

    British forces peaked at 46,000 during the invasion phase, but of course due to the way the tours system worked at the time, more actually served. I pay tribute to the 179 very brave and courageous servicemen and women who gave their lives during the campaign, and also to those gallant Members of this House and the other place who served.

    The Chilcot inquiry and report have raised many questions, and the general public need answers. The lack of answers on key issues is the cause of much of the public’s rage. We followed the American lead without properly analysing intelligence. That is absolutely clear from the now public comment of Mr Blair to the then President of the United States:

    “I will be with you, whatever”—

    unconditional support.

    We need to be much more discerning about the way we interrogate intelligence material and information. It is imperative to note that the plan for success was absent. In 2003, there was outrageous and unexpected success, for which we had no plan. No one was able to foresee Hussein capitulating so early, and thus Iraq fell apart with no one to deliver the stable, successful programmes that existed, such as the oil for aid programme. We did not have a plan, a vision or an understanding of what would happen if we were successful in battle at that time. The vacuum that plunged the entire region into instability is felt strongly to this day, not only in the region but across the world.

    We also did not understand the complex society of Iraq. There was no understanding of cultural sensitivities or local divisions, sectarianism or politics, which meant that our presence was further resented as time went on and things did not get better. There was also the unprecedented Shi’a majority uprising in Basra, where the Iran-Iraq war was most pronounced. All these things were unforeseen.

    We cannot keep sending forces to places that they are unprepared to go to, in terms of equipment and understanding the reason. Estimates of the length of time a mission may take need to be more conservative and honest in future, not only to prepare our armed forces fully, but to regain the much-damaged public trust. I was not a Member of this House at the time of the Iraq war, but constituents have come to me who were sending socks, boots, food, body-warmers and, on one occasion I am aware of, body armour, to their people in Iraq. There is something wrong when our people serve overseas and we, their families, have to send them stuff the Army should give them when they first go out. There needs to be an honest conversation about that.

    A lot of the things that went wrong can be explained by a lack of resources. We simply have not got the capacity to fight on so many fronts anymore. It is now clear that we greatly underestimated the capability of the enemy. What worked against rocket-propelled grenades in Ulster was not fit to take on 250-lb improvised explosive devices in Iraq. That is another important learning point that must be taken forward.

    I want to talk about veterans, and the family support package when the soldiers were away. At that time, just two soldiers were left at headquarters to look after family affairs, and given the number of deaths and injuries, the situation became almost overpowering for them. I know things have changed, and I welcome those changes, but we have to build on this and make sure that the veterans are not forgotten, as some in the past have been. We need foresight, and we need to build on lessons learned and to continue learning, so that we only move forward in how we treat our armed forces.

    I want to talk about the pension of a gentleman who served in uniform. His story will be well known to those who read The Sunday Times. His name is Chris Braithwaite, 41, a former major in the Duke of Lancaster’s Regiment who served in Afghanistan, the Balkans and Iraq. He said:

    “When we were in Basra, we were subjected to rocket and mortar attacks daily for seven months. This was a great worry for my wife, Laura, but we believed that the financial support which is provided by the army in recognition of long service would reflect that family sacrifice—until the rug was pulled from under us.

    On the same day that I received the Queen’s diamond jubilee medal in recognition of my service, I was given the news that I would be made redundant just 87 days short of the 16 years’ service I needed to receive an immediate pension.”

    We are talking about people who fought for Queen and country. They did their bit, but when they needed support back home, it fell short with a vengeance. We must take care of our veterans. We must make sure that they receive absolutely first-class service from the state. It is vital that they are offered, and get, the best.

    I have asked this question before and I ask it again today: will we see the statistic some day that more Iraq veterans have committed suicide than were killed in the conflict? We must confront the issue of how we treat our veterans. The Chilcot report gives us the opportunity to do just that, and it must be fully assessed. More British soldiers and veterans took their life in 2012 than died fighting the Taliban in Afghanistan over the same period. These are statistical facts. I do not like having to put them before the House, but we need to recognise them.

    I want briefly to mention the reserves. This is another imperative issue, and there could be awful consequences if it is not addressed. We were using the highest number of reservists on record, and we have no method of tracking what happened to them when they came home, or of finding out whether they have fallen victim to any of the problems associated with veterans. Despite all this, the number of reservists was cut from 45,000 to 30,000 after the Iraq war. Clearly there needs to be a rethink.

    Referring to the former Prime Minister, Tony Blair, the Belfast-born commander Tim Collins, who led the Royal Irish Regiment into Iraq in March 2003, has said:

    “It may well be he was actually drunk on his self-importance having had successes in Kosovo and Sierra Leone, and having brokered the Good Friday Agreement, he genuinely believed he could do no wrong”.
    This is in keeping with the

    “I will be with you, whatever”

    memo that was sent to President Bush. It is increasingly clear that our soldiers were being sent to war by Tony Blair, no matter what. Tim Collins said at the time that people believed there had been a plan in place for the aftermath. Sadly, we all know now that this was not the case, and the results of the lack of planning were disastrous for too many. It is easy to point the finger at Tony Blair, but there were others involved. Alastair Campbell, Geoff Hoon and others in that circle of friends, or of decision makers, should take this on board as well.

    Right hon. and hon. Members will be aware of the poem by Rudyard Kipling entitled “Tommy”, and I should like to read out two verses from it—the second and the fifth. Its theme is just as applicable today as it was in its time.

    “I went into a theatre as sober as could be,

    They gave a drunk civilian room, but ’adn’t none for me;

    They sent me to the gallery or round the music-’alls,

    But when it comes to fightin’, Lord! they’ll shove me in the stalls!

    For it’s Tommy this, an’ Tommy that, an ‘Tommy, wait outside’;

    But it’s ‘Special train for Atkins’ when the trooper’s on the tide

    And:

    We have a duty to look after our veterans, and to ensure that those who have served this country well are looked after.

    The Iraqi vulnerable persons resettlement scheme was set up after the war, but it has not delivered the capacity that it should have. The current reflections on Iraq are important, but they will have no impact on the ongoing dire situation in that country. The right hon. Member for Leeds Central (Hilary Benn) made the point yesterday—I shall make it again today—that many Yazidis, Shi’as, Syriac Catholics, Protestants, Sabean-Mandaeans and Sunnis, as well as many others, continue to be targeted by Daesh on the basis of their identity. Around 3.3 million have been displaced due to the instability in Iraq, and many minority groups are on the verge of disappearance.

    In June, the United Nations independent international commission of inquiry on Syria determined that Daesh had committed genocide against the Yazidis. Around 90% of Yazidis are Iraqi. Despite this evidence, the Gateway, Children at Risk and Mandate resettlement schemes, which are not nationality-specific, have taken in only a very low number of Iraqis—up to 300 in 2015. While some Iraqis might fit all the criteria under the current Syrian vulnerable persons resettlement scheme, they are not eligible for asylum in the UK because they are not Syrian nationals.

    I want to call for a modest expansion of the SVPRS and the Iraqi vulnerable persons resettlement scheme to permit Iraqis who fit the SVPRS vulnerability criteria to qualify for asylum in the UK. A modest expansion is particularly pertinent, because Iraqis have suffered as much as their Syrian counterparts at the hands of Daesh, and the death toll in Iraq continues to rise. The UK cannot absolve itself from assisting Iraqis, and making them eligible for resettlement in the UK, with the UNHCR’s recommendation, is the least we can do.

    We have heard about the mistakes, and we can learn from them and move forward. We can make the world a better place for our soldiers to serve in, with the uniform and equipment that they should have and with the support for veterans and their families that they need when they come home. Let us learn from the Chilcot report, and from those mistakes, and move forward.
