    Jackie Doyle-Price – 2023 Speech on the Budget

    The speech made by Jackie Doyle-Price, the Conservative MP for Thurrock, in the House of Commons on 16 March 2023.

    It is a pleasure to participate in the debate. I congratulate the hon. Member for West Lancashire (Ashley Dalton). I have to say that I like her style: I like people who can bring subjects to life and talk with real empathy about the experience of their constituents. I look forward to hearing more of her speeches, but I suspect that we will have a few more ding-dongs than the spirit in which I am addressing her now suggests.

    That brings me to the speech from my former hon. Friend, the hon. Member for Bury South (Christian Wakeford). He paints a rather Dickensian picture, but that view is not widely shared—certainly not by my constituents, who are not without hope. They recognise that we are going through a challenging period and that it is incumbent on all of us as a nation to put our shoulders to the wheel and get on with it.

    The hon. Member for Eltham (Clive Efford), who is no longer in his place, talked about the level of earnings and economic growth today compared with 2007. In 2008, we went through a massive financial crisis that required significant taxpayer intervention, which reminds us that when the taxpayer has to intervene, it does not come for free—there are consequences for the wider economy and everybody in it. Just as having to deal with that financial crisis made us poorer in the long run, so too does fighting a fatal disease and defending freedom against the actions of a dictator.

    All those things that we collectively decide to take action on cost the taxpayer—every taxpayer in this nation—and have an impact on our economy, but those are the choices that we make, because they are the responsible and right thing to do. Nothing comes for free; everything has to be paid for by taxpayers. The more tax we take from them, the more we limit their ability to contribute to the economy.

    Every Budget is a balance of decisions about how best to support those who need it, of course, and how best to fund our public services, as well as how best to generate the revenue to pay for them. Sometimes, those policies pull in different directions, but we should never forget that all the money that we take from taxpayers is theirs. When we make a change to the pension tax regime, therefore, we are not giving money away to the rich; we are letting them keep more of what they earn, which is the right thing to do. The virtue of that is not only that they keep more of what they earn, but that we incentivise doctors to work for longer and address that capacity within the health service, and we incentivise everyone to work more and contribute to the economic life of the country.

    Collectively, we in this place spend an awful lot of time—I say this as somebody who spent their whole career in the public sector, which makes me somewhat unusual on the Conservative Benches—debating public services and how much we should pay public sector workers, because that is what we decide to fund from here. I often think, however, that we take for granted the private sector’s ability to generate the wealth that pays for those services.

    That is why yesterday’s Budget was important. Opposition Members can find ways to criticise it, but it focused on the need to tackle inflation, which we all know impoverishes people and kills jobs, so it is right to nip it in the bud. We also know that inflationary pressures are made not here but by global factors, which is why we need to ensure that we are not too short-termist in addressing some of those demands. If we agree to high wage demands for public sector workers, they will fall through to the private sector. Last week, I met a local employer who employs 200 people and, frankly, his business cannot sustain the wage demands he is facing from his employees without making job cuts. That is the reality of the situation. So the more we can do to combat inflation, the more we can restrict the damage it will do to our economy in the long run.

    As I said earlier, we really need to champion our private companies and make sure that we are providing the best possible conditions for them to flourish. I want to highlight a few success stories, because I am very proud of the businesses I represent in my constituency, and some of them are great British brands. Not many Members will know that the mayonnaise in their sandwich will have been made in Purfleet in my constituency. If they go to the opera, everything they see on stage will have been made in Thurrock. Every newspaper they buy has come through the port of Tilbury. These are the businesses that really keep our life going. We are looking to the future, too. We have a new investment in Tevva trucks in Tilbury, which is bringing the manufacture of hydrogen-powered trucks to this country.

    There is plenty to be hopeful about and plenty to be ambitious about. What we need to do is make sure that we are creating the best possible conditions for our businesses to flourish, to provide high-paid jobs and to generate the wealth of this country. That is what we are going to do on the Government Benches, and everybody will be better off if we succeed.

    May I thank the hon. Member for Birmingham, Yardley (Jess Phillips) for the speech she has just given? I thank her for doing what she has just done each year because, by taking this step, she has drawn a huge amount of attention to this issue, and we are all talking about it a lot more as a consequence. Personally, I am grateful, and women up and down this country should also be grateful.

    I am very pleased to see the Minister of State, Ministry of Justice, my right hon. Friend the Member for Charnwood (Edward Argar) witnessing that speech in his place. I hope he will take this in the spirit in which it is meant when I say that I hope he was listening, because we still have a culture in this country in which our criminal justice system devalues women when it comes to being victims of crime. It is all very well for us to pass these wonderful laws in this place about equality, saying, “We’ve got the Equality Act, isn’t it marvellous”, but behaviourally there is still massive prejudice and discrimination against women, and nowhere is that more clear than with the murder of women. If a man murders his wife, he is treated less severely by the courts. That surely is wrong, and it is something we must absolutely tackle.

    It is so depressing that when, over recent months, we have seen higher-profile cases of this nature hit the headlines, it is done in a very voyeuristic way. We still end up talking about these women, who have been victims of terrible violence, as if it is some kind of soap opera, and that just is not good enough.

    I thank the hon. Member for her powerful speech on this subject. Does she agree with me about the role of the media in reporting these crimes? This goes back to that tragic murder, but essentially a number of these men are depicted as family men for whom something just went wrong, but they should be viewed as what they are—murderers.

    The hon. Lady makes her point very powerfully. The way the media reports these things is like a soap opera, not a crime. It is about creating a story out of someone being the victim of a hideous act of violence. She is quite right to highlight the fact that people say, “Oh, it’s a family man who has done this”, and “Well, they were feeling so diminished because they’d lost their job”. That happens, and at the same time we have female sex workers murdered every week of the year who do not even merit a mention. That just illustrates the pervasiveness of the culture in this country that still treats women as objects, and it is still very much a world that runs according to men.

    I am standing here listening to myself, and thinking, “God, what happened to you, Jackie?” When I was growing up in the 1980s, I thought the battles of feminism were won. I never thought I would be standing here banging on about the rights of women, but as time progresses I just think we are going backwards. It is almost as if Parliament has passed these laws to establish equality, and that means it is all right—job done—but the job has not been done at all. In many respects, this has gone backwards. I do not want to be treated like a delicate little flower, but, because we have a law that does not do that and that establishes my rights, that has given a lot of men a behavioural excuse not to treat me with respect and not to recognise the fact that, being a woman, I do have vulnerabilities. I do have vulnerabilities, and I am quite happy to accept that. I know some of my male colleagues think that I do not, but I do.

    Does my hon. Friend agree with me that one of the things the Government have done in the last 10 years, by making relationships and sex education mandatory for all school-age children, is to start to embed in the education of all our children in this country what a good relationship looks like, which is going to be very pertinent when it comes to the treatment of women in the future?

    I agree with my right hon. Friend, but I have a word of caution on that, because it has to be with the right materials. I am afraid that we have a bit of a wild west out there, because we have had all kinds of organisations bidding for Government money to produce materials for this space, and I certainly feel that some of the materials I have seen are not appropriate to be shared with school-age children.

    Would my hon. Friend join me in urging Ofsted to do a deep dive on this issue, so that it can look at exactly the point she has made? It is an issue I have raised with Government Ministers and with Ofsted directly.

    I think that point is actually a very good one. To guarantee the quality of these tools and the content there needs to be a degree of inspection. We know we will find bad actors everywhere in society, and perhaps in schools we need to make sure that we do have that protection.

    Very briefly, because I know there is a lot of pressure on time, is it not also important that the people who deliver these courses—the teachers in the room—have to be specialist teachers, rather than leaving it to a maths teacher?

    I actually have less sympathy with that point. I think we should all understand what standards of good behaviour are, and it should be intrinsic. Frankly, no teacher should be allowed in a classroom if they do not understand respect. It comes down to that ultimately, and I think all teachers should be equipped with that.

    If my right hon. Friend and my hon. Friend do not mind, I will make some progress, because at the moment my speech has been entirely interventions.

    I am glad to see the right hon. Member for Kingston upon Hull North (Dame Diana Johnson) in her place because I want to talk about abortion. It is very important that we in this place—the mother of Parliaments, this advanced democracy—challenge ourselves about whether the laws we have are really fit for purpose, particularly when on things such as abortion we are quite good at lecturing the rest of the world. My fundamental view is that our abortion law is currently not safe. The most important thing we can do in this place is make sure that our laws do no harm. I have said this before in this House, but the law we have regulating abortions—the Abortion Act 1967—is older than me. I have not worn too well, but, frankly, that has worn even worse. It is in desperate need of reform. I am afraid that while we treat this as an issue of conscience, we are failing women, because that law predates medical abortion. It deals with a situation where the only terminations women could have were surgical, which, as we all know, are more dangerous, and the law is drawn up on that basis, which is why it relies on two doctors having to certify that the procedure is necessary. Do we really need two doctors now, when we have the availability of medical abortion? I just do not think it is necessary.

    Back in the 1990s, when Kenneth Clarke was Secretary of State for Health—so we are going back a long way—the abortion law was amended at that point to enable abortions to take place in settings different from the licensed establishments that the state approves of. However, it took until the pandemic for that to be made a reality, and the reality made was not the one intended at the time the law was passed in the 1990s. It recognised that we now had medical abortion, which could be administered safely by pill, and the whole idea, when Ken Clarke accepted that amendment, was that we would be able to access abortions in places such as family planning clinics and places of beauty, instead of the stigmatised list of places that have to be regulated by the Secretary of State. That, by the way, has made sure that our abortions are a monopoly service provided by two providers in the independent sector; they are very rarely done by the NHS. Earlier this week, we discussed the Public Order Bill and the whole issue of protest, but would there really be so much protest if abortion services were more embedded in our established national health service, instead of being shunted away into the back streets somewhere, which makes them a target?

    It is worth remembering that an early Conservative woman Member of Parliament, Margaret Thatcher, in 1967 both voted to decriminalise male homosexual acts and stayed up all night to help get David Steel’s Abortion Bill through the House of Commons.

    Can I put it to my hon. Friend that, given that it is now so common and that there are over 200,000 abortions a year in this country—it takes two to tango, so that is 400,000 people contributing, some perhaps more than once, but not many—we ought to make it easier? People who decide that having an abortion is appropriate, should be able to do it easily and safely, without embarrassment.

    That is exactly the point that I was coming on to make. I absolutely respect why Members of this House have ideological objections to abortion and why they will always vote to restrict it. However, the fact is that abortion is an established right in this country, and it is our obligation to ensure that those laws are safe and that women can access abortion as early as possible in their pregnancies. That is actually the most important thing and the safest thing, and that is why they must be much more readily available.

    Let me make a point to the Front Bench—which I fear will fall on deaf ears, just because we continue to see this as an issue of conscience, rather than of safety—that this is something that really ought to be reviewed. I would suggest to the Minister that we have, in our women’s health ambassador, Lesley Regan, someone who, as a former head of the Royal College of Obstetricians and Gynaecologists, is eminently qualified to undertake a review, perhaps not to make recommendations, but to just highlight how the current abortion law is not fit for purpose, so that we can properly review how we might improve it.

    The way in which the Abortion Act is established is not encouraging a healthy debate about the issue either—on both sides, I might add. That is the starting frame of reference, so we end up in this ridiculous debate about time limits. Ultimately, we just need to get away from that and think about it as a health procedure. When that Act was passed back in 1967, it was a radical and empowering measure that advanced women’s rights, but here we are, more than 50 years later, and we need to take a good look at it.

    I will give way to the right hon. Lady, because I know that she has very passionate and informed views on this, and has done so much on this issue.

    I am grateful to the hon. Lady. I am so pleased to hear her make this speech. What is even more worrying is that, while the 1967 Act is more than 50 years old, it is of course underpinned by the Offences Against the Person Act 1861, which is a Victorian piece of legislation that says that abortion is a criminal offence. Really, until we decriminalise abortion and treat it as a healthcare matter, we really will not get rid of the stigma. That seems to be the thing that we need to do in this country—decriminalise it and treat it as a healthcare matter—which I think the hon. Lady is supportive of.

    Absolutely. It must be treated as a healthcare matter. However, on the point that the right hon. Lady raises about the 1861 Act, I looked into that when I was a Minister, to see how many convictions there were, and, to be honest, we still need to have some kind of protection maintaining the criminality of abortion where there could be coercion involved. Again, these are issues that are still crimes against the woman.

    I am grateful to the hon. Lady for giving way again, and I will be very quick, but decriminalisation does not mean deregulation. Of course, all the healthcare laws that apply to our clinicians, nurses and everybody else would still need to apply, so things such as coercion absolutely would be regulated for and treated as an offence. However, the underlying issue of women being criminalised in that Offences Against the Person Act has to go.

    I think the fact that the right hon. Lady and I are having a ding-dong about this, while we actually want the same outcome, illustrates just how badly that debate has taken place, because of the bookends of the 1861 Act and the 1967 Act. Again, it comes back to us all wanting better outcomes and a safe system for women. That should be our starting point, not those two pieces of legislation. We can probably strengthen the protections for women regarding coercion if we look at it in that way.

    As usual, I like to use this speech to challenge ourselves about what we are not getting right for women. But I have not got until midnight on Sunday, so I will have to be a bit more limited in what I am able to tackle. However, I am pleased to have been able to say what I have about abortion today.

    I also want to come back to the point, which the right hon. Member for Kingston upon Hull North made in her speech, about indecent exposure. I absolutely amplify her overall argument. To be honest, flashing is not seen as a crime. It has been totally normalised. I heard on the radio, just this week, that as many as 50% of women have been victims of that crime. I cannot emphasise enough that sexual violence is something that escalates, so the moment that some things are tolerated, that behaviour will only increase. Wayne Couzens is perhaps the best example of that.

    This is where I come back to equality laws and advances that are meant to empower women. I want to talk about the whole issue of contraception. Yes, it has given women the opportunity to take control of their fertility and enjoy their sexuality, and all the rest of it, but it has also generated a culture in which men feel even more entitled, and where girls are feeling more and more forced to become sexualised beings, earlier perhaps than they are ready to. That is why I feel very strongly that we need to keep our safe spaces.

    I would just like to point out to my hon. Friend—who I really value and who is saying some great things—that I do not think it is contraception that has led to many of the challenges that young women are facing today, especially more violent dangers and sex. The contraceptive pill has been around for 70 years, but the violence that women face today is also linked to pornography and other issues.

    I am sorry, but my right hon. Friend is clearly not understanding what I am saying at all.

    Yes—well, she has had no sleep. The point is that we have a culture where girls are expected to be sexualised at an earlier and earlier age, and more and more of that behaviour is being tolerated. We have a situation where we have the growth of gangs, and we talk about boys stabbing each other, but we do not talk about the sexualised sharing behaviour that happens among those gangs.

    Going back to my earlier point, that is why we really need to jealously guard our safe spaces. We have had this debate a number of times before, and, similarly to the abortion debate, we end up debating things on a very polarised basis when, actually we are talking about safety.

    I was very concerned to read in Parliament’s gender guidance that the advice given to anyone, in regards to gender, is that people should be encouraged to use the facilities that they feel comfortable with. I then went on to read that, as part of the restoration and renewal project, 70% of our toilets will be gender-neutral, and the remaining 30% will be split evenly between males and females, so we will only have 15% of toilets, under that will be female-only.

    At the risk of upsetting some of my male colleagues here—actually, I think some of them are not very comfortable with shared-gender spaces either, mainly because they do not find men’s toilets very nice, and are even more embarrassed to have to share them with women, if truth be known—it is important that women have their own spaces, so that we can maintain our privacy and dignity.

    Again, that comes back to the point about indecent exposure, because those of us who jealously guard the need for women to have their own toilets and changing facilities are not scared of trans people; we are scared of male sexual predators. The truth of the matter is that a male sexual predator will use every tool at his disposal to get access to his victims.

    Ultimately, this is a behaviour that none of us understands, but there are some men who are actually very proud of showing off their penises—God knows why, because they are not the best things to look at at the best of times. They love their penises so much that they want everyone else to see them. Well, we don’t.

    For that reason, I will not apologise about continuing to maintain my defence of us having our own facilities that men, for whatever reason, will not have access to. We now have to work hard to establish that proper respect. While more than 50% of women are victims of indecent exposure, we have not reached the level of respect that every woman in this country deserves from their male counterparts. It is incumbent on all of us. I know we are mainly women here today in the Chamber, but I also say to my male colleagues here, thank you for being here, and please do your bit to ensure that we all enjoy that freedom as well.

    The speech made by Jackie Doyle-Price, the Conservative MP for Thurrock, in the House of Commons on 9 December 2022.

    It is with great pleasure that I add my support to the Bill of my right hon. Friend the Member for Tunbridge Wells (Greg Clark). I congratulate him on bringing forward what is actually quite a radical measure. There is an outbreak of consensus across the House today, but we should reflect on the fact that these issues have been causing nuisance and misery for women for generations. We have had women representatives in this place for over 100 years, and it is amazing that it has taken us this long to bring forward a measure that, as the hon. Member for Walthamstow (Stella Creasy) said, will be liberating, because we as women have all had our freedoms compromised by having to tolerate behaviour that should have been ruled unacceptable a long time ago.

    I listened very carefully to my right hon. Friend’s speech, and he presented his Bill in such an articulate and factual fashion that he made it unarguable. That is a great contrast with what I heard a Prime Minister say from the Dispatch Box only this year: that we should not criminalise this as it would cause too much work for the police. That statement on its own tells us that women remain second-class citizens before the law of this country, because women are not the problem here. Women are the victims; the problem is the behaviour, and that behaviour absolutely must be tackled.

    It is also great to follow three great champions of women in this place: we wheeled out the star turns today, in no small part down to my right hon. Friend, who helpfully reminded us all that this Bill was coming forward today, but it is great to see them here. I pay particular tribute to my right hon. Friend the Member for Romsey and Southampton North (Caroline Nokes), who has been dogged in her pursuit of Ministers on this issue. As she pointed out, only in 2019 she was vilified for making a public claim on this topic, and in that very short space of time this debate has been transformed. So this is a good day for women in Parliament.

    I am pleased that the Minister said the Government support this measure. I am, however, slightly concerned by what she said about establishing intent, because the behaviours that the Bill is designed to tackle should be unacceptable in any context. Let me draw an analogy. When the Mayor of London reduced the speed limit on the Embankment to 20 mph, I got two speeding tickets because I did not know. I did not intend to break the law, but I had committed an offence because the law had changed and I was in breach of it. I had no real grounds on which to defend myself, because the behaviour was wrong. That is exactly the standard that should be brought to bear here, particularly as some of these crimes will be committed by groups of men in gangs, cajoling each other and egging each other on. Somebody may feel that they could argue, “Well, it wasn’t a problem. I didn’t intend to cause any offence. We were just having a bit of fun.” That cannot be acceptable; there can be no question of allowing any kind of loophole.

    We have heard repeatedly in this House that women have to take decisions every day of the week about their safety. As my right hon. Friend the Member for Romsey and Southampton North outlined, we need to bring those to life to make the whole House realise what we are talking about. She talks about wearing her trainers to walk home, and that is the kind of thing we do. I am sure I am not alone in putting my hood up to make sure that no one can see me. Even now, as a woman in her 50s, I am still making these decisions; these things do not just affect young women. However, I want to speak specifically about young women this morning, because some of the experiences they have during their teens, as they start to become noticed for being women, can cause real harm. Young girls can be traumatised by the attention they attract from men. I have said before in this place that, for young women going through puberty and through changes in their body that they are not comfortable with, it can be traumatising to have uncomfortable male attention overlaid on to that.

    Let me relay a conversation I had recently on a school visit. All of us go into schools and talk about being Members of Parliament. Sometimes those visits are really good, and sometimes they are quite hard work and it takes a while to get the students going and asking questions. This visit was for International Women’s Day, when I went to speak to a group of girls who were all 13 or 14 years old. It was hard work; they were not being very forward. Then, I just chucked in, “So, how many of you in this room have been victims of street harassment?” I am not naive about this sort of stuff, but even I was shocked, because every single one of them had a story. One particular girl, bless her, was quite inspirational. She was 14 but could have passed for much older, and she told a story about how she had been followed. She had started to feel threatened, because this man was coming up quite close and he kept making suggestive comments to her.

    Bless that girl, at 14 years old, she deliberately walked to where there were a lot of people in a shopping centre, turned round and hollered at him. I suspect that that was not the first time he had done that to any girl. I also suspect he will think twice about doing it again after she did that. This was a 14-year-old girl doing that. If we are expecting our teenage girls to have that degree of courage, bravado and strength, we are expecting an awful lot of them. The reality is that what should be tackled is that aggressive, entitled behaviour. What that man was doing was basically saying, “My entitlement to get enjoyment from ogling you, young girl, trumps your ability to say no.” The fact is that we have allowed our laws to continue to absolutely embed that principle in all aspects of our law. This Bill will help to change that.

    The other aspect of that visit was that a male teacher was in the room, and the beauty of it was that, as each one of their girls shared their experiences, you could see the revelation for him. At the end of the meeting, he spoke quite emotionally to the girls and said, “Look, we need to do something about this in school. We need to start telling the boys how you feel when they behave like this.” I thought, “That’s great. I have done a good day’s work here,” and off I tootled. A few weeks ago, I was attending a church service and this girl up to me, grabbed hold of my arm and said, “I just wanted to thank you, because I was in that room when you came to school. I have now become the head girl and we have a project running all the way through the school and we are all talking about it.” I thought, “Fantastic,” but this is the lived experience of teenage girls up and down the country.

    There is lots of criticism of the fact that there are too many cars outside schools. We have to get people on to public transport, but for girls it is like a war zone. We talk about how there is not a single women in this House who has not experienced this stuff, and public transport systems are probably one of the worst places to be. When introducing policies to achieve net zero, we need to think about some of the implications of these things. It is why things such as this Bill are so important to make everybody safe.

    I am pleased that opinion is changing, and changing very rapidly. One of the reasons for that is that the terrible incident of Wayne Couzens, and the dreadful crimes that he perpetrated, forced everybody to stop in their tracks, and perhaps tell all the men in this House that it could happen to anyone. These are not crimes that are just directed at people in more deprived communities, lower-income groups or people who have been through the care system. They can, and do, happen to anyone.

    I remember speaking to a ministerial colleague who told me that he had gone home and expressed his shock at what happened, only to have the revelation from his wife and sister that this was our lived experience all the time. Another colleague, after I had been on one of my regular diatribes on this subject, told me that now when he gets into the lift in Parliament with a woman he feels really uncomfortable in case he is intimidating her. I thought, “Good. We’re achieving something.” When men start to think about how their behaviour affects women, we are doing something right, so I make no apologies for making him feel uncomfortable.

    The truth is that society has looked the other way for too long. We have seen these behaviours normalised, and women have been expected to just suck it up, and we have. Some women still think that it is “just bants”. Well, it is not bants; it can do harm. As I said, this is about power. This is about men using their collective accepted powers to reassert their power over women. Again, it comes as something of a shock that, for all our messages of equalities and efforts to get more women into Parliament and to create more equality of opportunity, some men still use low-level behaviours to intimidate women. They would use powers to intimidate other people as well, but women are perhaps the softest target to make inadequate men feel superior. It just is not okay to do that.

    Lewd cat-calling, which covers some of the behaviours that we are talking about, can also make women feel very uncomfortable about their bodies. I return to the issue of how uncomfortable it can be for teenage girls. It is no surprise to me that so many teenage girls are exploring new gender identities at the moment, because the attention that they are receiving from men can be so unwelcome. If I think back to my time as a teenager, we did not have the amount of porn, one click away on the screen of a phone, that we do now. In those days, porn was much more restricted. Highly sexual images of women, and women’s bodies, were not as freely available.

    The truth is that boys will have seen the kind of stuff that used to be on the top shelf of a newsagent before they reach their teens. It is no surprise, therefore, that a sexualised view of girls starts to materialise much quicker. As my right hon. Friend the Member for Romsey and Southampton North outlined, so much of the sexually aggressive behaviour that girls experience starts in schools. There is a broader behavioural pattern here. One of the most important things about the Bill is that it will send a message to society that this behaviour is not okay—that it is wrong and harmful. As for the idea that we should worry about the volume of work that the police will have to do as a consequence of the Bill, that is not the issue. This is about sending out the message that we are not prepared to tolerate this behaviour any more.

    I want to underline the point that the hon. Member for Walthamstow made about the Bill changing the culture of how women view the police in this area, because the crimes that will be escalated and reported are such things as rape and domestic violence. The message will be sent out that the criminal justice system is on the side of women. Culturally, we have to put up with things that cause us harm but which the law trivialises. Automatically, that does not put us in a good position to have respect for the institutions of the law. The fact that the police will have to record incidents will mean that they take the whole issue of gender crime more seriously.

    As consequence of the Bill’s implementation, I would like to see, and I am confident that we will see, much more willingness on the part of victims and law enforcement to pursue these serious crimes. I look forward to the rape conviction rate being higher. We all share that objective, but we have never really examined how the wider aspects of the law affect women and get in the way culturally. That is also the reason why so many incidents of domestic violence go unpunished. It has been a long time since women were treated as the property of their husbands and fathers-in-law, but behaviourally, those issues have left a legacy. That means that women are not treated fairly in the criminal justice system when it comes to getting justice.

    In summary, I am hugely supportive of the Bill and I am grateful to my right hon. Friend the Member for Tunbridge Wells for promoting it. I am pleased that the Government support it, but we need to challenge much more on the wider issues of the law and the behaviour of all our institutions to make sure that we tackle violence against women—the fact that we call it “violence against women and girls” rather than “male violence against women and girls” epitomises the problem. We have always made it the victim’s problem, a woman’s problem, but it is not; the perpetrators are the problem. The perpetrators are men and we should send a very strong signal that some behaviours will not be tolerated and that we will do all we can to protect women and girls.

    It is a pleasure to serve under your chairmanship today, Ms Elliott. I am very grateful to follow the hon. Member for Bristol South (Karin Smyth). I reflected on what she said, and I agree with every word. For a number of years, we have heard about how much emphasis this Government place on tackling violence against women and girls, but the statistics that she outlined show that so much of that is talk. It is about time that we started delivering, and making those interventions that challenge men and male behaviour.

    Let us not mince our words: this is male violence against women and girls; these are crimes perpetrated by men. In this place, men often take rather too much comfort in talk about great advances in equality, but the day-to-day lived experience of women is still poor. As the hon. Member for Bristol South outlined, we take decisions every day to protect our own safety. It is well documented that female Members of Parliament receive more abuse and harassment than their male counterparts. In 21st century Britain, that is not good enough, and we need collective action to tackle it.

    I am pleased to see that some male Members have chosen to participate in the debate. I am not surprised to see my hon. Friend the Member for Totnes (Anthony Mangnall), who has always shown some support for these issues, but I want to see a few more. It would be nice to know that more of our male colleagues are genuinely concerned about our day-to-day lived experience. I lay that down as a challenge. It is rather a substantial one for the Minister: it means that he perhaps has to compensate for the lack of interest among his colleagues. I hope that he receives my chastisement on their behalf.

    In the week that we heard in Parliament from Olena Zelenska about the atrocities committed by Russian soldiers in Ukraine, we are told that as many as 30% of the women of Ukraine have been victims of sexual crimes in the conflict. That is a clear reminder that rape remains a weapon of war. We talk about the preventing sexual violence in conflict initiative, which is good work, but what it rather euphemistically describes is the organised process of rape. We hear that in Ukraine the youngest victim is just four years old, and the oldest is 85. That is the brutality of war, but until very recently the experience of women in war was not routinely considered. I am pleased and proud that this Government have taken up that initiative—the conference was this week. However, it is all very well us telling the rest of the world and virtue signalling about the issue, but we still have to sort things out here. I am afraid that sexual violence remains a real challenge and a lived experience for everyone.

    It feels a bit “first world” to talk about some of the problems that we face here, but the trauma faced by any woman who is a victim of sexual violence is significant and lifelong. We must ensure that we deliver on our promises. We have enshrined in the NHS a commitment to a lifetime therapeutic care pathway for any victim of sexual violence. In practice, that does not happen. We know that very many women still wait for counselling months and months after an incident, and we know that is a barrier to bringing perpetrators to justice. When women relive what has happened to them, they re-traumatise themselves. They need support, but the NHS commitment is just words. Up and down this country, the local commissioning required to deliver it is not happening. We see victims of sexual violence as items of evidence. Their experience of trying to secure justice is utterly dehumanising.

    I could go on much longer, but I will obey your strictures, Ms Elliott. In this place, we too often approach these issues from the perspective of the pointy-elbowed middle classes, and the most vulnerable in our society are left behind. I will not stop beating up Ministers in debates like this one until we have proper protection for women in prisons. We are seeing sex offenders self-identifying as women and being able to enter women’s prisons; we had a rape only very recently. That has to be tackled. And I will not be happy, either, until someone engaged in sex work who is murdered receives as much attention as a nice, pretty middle-class girl. I will leave it there.

    It is a great honour to speak on behalf of the people of Thurrock in my tribute to our already much-missed Queen Elizabeth II.

    It has been moving and comforting to listen to the tributes here in Westminster and in the media. This is an amazing nation, and Queen Elizabeth epitomised the best of it. In what we have heard in the Chamber over the past two days, we have been reminded of just how important a position the monarchy has in our system of government, and how intricately involved she was in all our affairs of state. She applied herself to that work with such dedication. Her weekly audiences with the Prime Minister were not just a formality; they were an important part of how Prime Ministers are held to account on behalf of her subjects, and of course an opportunity for them to access her great wisdom. I very much enjoyed hearing the accounts of former Prime Ministers yesterday.

    I had the good fortune of meeting the Queen when she visited Parliament 10 years ago. Unsurprisingly, I never tire of talking about Tilbury, as many Members know, and I am afraid that Queen Elizabeth also had that enjoyment. The one thing that everyone knows about Tilbury is that Queen Elizabeth I made her famous speech there. Well, Queen Elizabeth II also has an association with Tilbury.

    In 1953 there was a massive tidal event in the North sea that led to many thousands of deaths in north Europe, including 300 in this country, and Tilbury town had to be evacuated. The Queen visited Tilbury and, again, it was one of those occasions when she did so well. At times of national tragedy she showed leadership, giving comfort and reassurance to those affected, and we will miss that. Over the years she has given such comfort to thousands upon thousands of people. In that respect, we have lost our anchor—the anchor that steadied the ship in rough seas—and the focus of great celebration.

    We have already seen in the tone taken by King Charles III in his address to the nation that that leadership is passing into safe hands. We send King Charles our good wishes, our respect and our admiration as we mourn the loss of our much-loved Queen Elizabeth. May she rest in peace. God save the King.

    I shall endeavour to do so, Madam Deputy Speaker, but I have quite a lot to say on this, because I am so disappointed. The ministerial code really does matter, and it says everything about the leadership and culture of our style of Government that some of the responses to Lord Geidt’s resignation from some quarters of the Government have been rather disappointing. It is really important that everyone in public service abides by the rules of the game. That is what maintains respect and honour in all our institutions.

    There are a few messages that I would like to land. The end does not justify the means, and, taking back control does not mean pleasing yourself, must be clear principles. Those two principles need to be looked at in the context of Lord Geidt’s resignation, because he has been clear that he was, in effect, being asked to give the Government a bye to wilfully break their international obligations under law. That is not acceptable, and, frankly, that should not be acceptable for any self-respecting Conservative Member of Parliament, because if there is one thing that we do believe in, it is constitutional propriety. It is about upholding the law, and that is central to the ministerial code. It is really important that we sustain that.

    We are the Conservative party, the party of Margaret Thatcher and Churchill, not the party of Donald Trump. That is exactly what we are talking about. If such law breaches are sanctioned—even if there are the best of motives, such as to save our steel industry—I am afraid that sets a precedent for people to use law breaches for much more malevolent intentions. It should be in the DNA of Conservative Members, for whom constitutional propriety is so important, to ensure that we play by the rules of the game, however politically inconvenient, because there is always more than one route to achieve an outcome.

    This is fundamentally not British behaviour. If there is one thing in the British DNA, it is a belief in fair play and upholding the rules. Our global reputation is built on our respect for the rule of law and how we have exported that around the world. It is incumbent on all of us to ensure that we uphold the most important standards.

    I remind Conservative colleagues that also central to the British brand is belief in free trade, but Lord Geidt felt compelled to resign—he was being asked to turn a blind eye to waiving our obligations in respect of the WTO—on an issue that seems to be the complete antithesis of the ethos underlying why we left the European Union in the first place. The world expected us to be free traders, yet our actions fly in the face of that.

    It is essential that the Government, in taking the matter forward, look at who should be the next ministerial adviser—although anybody would be taking a massive reputational risk in taking the job without being offered some very clear guarantees. Perhaps the biggest question mark facing our credibility in government right now is not about policy but about our behaviours. We have had two years of one story after another, with perhaps the most notorious being partygate, and that has led the public substantially to conclude—the jury were already out on us anyway—that we do not live in the real world and, “It is one rule for them and another for the rest of us”. We need to reboot public confidence by actually respecting our obligations under the law and maintaining that the ministerial code is important. Central to that is upholding the law.

    My request to the Government is really to take stock. We have seen not just the recent resignation of Lord Geidt —actually, we have lost two advisers on ethics—but the Greensill scandal, which also raised issues about how the ministerial code applies to outgoing Ministers, who are still obliged to abide by it even though there is no sanction to deal with them. We have heard evidence in PACAC from Lord Pickles, as chair of the Advisory Committee on Business Appointments, that the volume of inquiries that he is getting is rather more than the small honorarium that his members are asked to deal with.

    Essentially, we have got a regime that relies on everybody behaving appropriately. When everybody knows what represents good behaviour, and everybody is prepared to behave and to do the right thing, we can get by with a light-touch regulatory regime. The romantic in me thinks that we still can, but, day by day, that confidence is being diminished. I do not want to see any kind of statutory regulation of Ministers under the ministerial code, but if we are going to avoid that, it is incumbent on the Government to seize and recognise the difficulty that our current standards regime is in. I ask the Government in all sincerity to properly reboot this and have a proper look at the ministerial code.

    By way of illustration, when I became a Minister, the ministerial code was given to me as a flimsy photocopy at the bottom of my first box. No importance was set on it, yet the code should come from the top. We expect the principles of the code to be in the DNA of all our Ministers when they are delivering their obligations and undertaking their duties. This is not just a little bit of PR to say, “Aren’t we all doing terribly well?” This is fundamental to how we should operate our Government, and we need to really articulate that message and have a proper regime for overseeing that.

    The Public Administration and Constitutional Affairs Committee will always be here, and we will still shine some light on those issues that we are not very happy about. In fact, we have probably spent more time looking at these things than we ever intended to, being rather more interested in constitutionally nerdy positions than in ferreting out scandals, but I would much prefer that we had far less material in that regard. Institutions such as PACAC and the Committee on Standards are still here. We do not need to go down the road of statutory regulation, but we do need the Prime Minister and all Government Ministers to recognise that the rule of law and upholding the law are not just optional extras; they are essential.

    It is a pleasure to follow the right hon. Member for Kingston upon Hull North (Dame Diana Johnson), who represents an exciting area of the country on the Humber. Thurrock may be in the south-east, but I share her exasperation about London-centric policy making, which has gone back decades. In that sense, we should welcome the commitment to levelling up, although she set quite a high bar for proving what it means in practice. I share some of the concerns that she has expressed. When I look at my local road infrastructure in Thurrock, I can see that a national approach has not served us especially well. We must make sure that levelling up really means something in practice.

    We are talking today about making this country the best place to grow up and grow old, and it is the greatest country in the world. When I look at what is happening around the world, I think, “Aren’t we lucky to be here in the United Kingdom?” When I read our newspapers, watch our TV or listen to Opposition Members, I often think that this country is much better than they say it is, and that should be celebrated. That is not to say that we cannot do better and there are not challenges that need to be addressed.

    In this place, we talk too often about how much we are spending on solving a problem, rather than about the outcomes that we are trying to deliver. Success is not measured by how much we spend; if we try to measure it in that way, we end up with a very short-term approach that does not fix the problem. That is why we end up having the same debates over and over again.

    One area I want to highlight in that regard is social care. For the last 10 years, we have been obsessing about how we pay for social care, without properly looking at how we design a social care system that is fit for purpose. The challenge is that we are all living longer, and we have not revisited our systems and policies to address that. We need a life course approach to our housing. We know that falls are the biggest source of elderly ill health, so why are we not doing more to incentivise people to approach how they live in a way that suits their new length of life?

    We also need to give younger people hope that they will be able to buy their own home, and this is where the two policies come together. Too often, we look at policies in silos. Why are we not encouraging people to make better use of their housing assets for their whole family? We can incentivise granny annexes, and we can give young people some hope by ensuring they have greater access to the wealth in their parents’ home. If we can do that, we will save money in the health service, because unnecessary hospital stays are much more expensive than dealing with a little inheritance tax problem, which might unlock some investment.

    Housing is a big challenge, and we need some radical approaches to it. Council housing is a big part of it, and we must have a Macmillanesque expansion of our housing supply. We can deal with that by having fixed-term tenancies, to make sure that we are giving the most help to those most need it and not having homes being stuck.

    I also wish to say something more widely about health, because I have always said that government perhaps works too well for the pointy-elbowed middle classes who are good at fighting for their interests and not for those who most need it. In that respect, I am disappointed that we have not made more progress with reform of the Mental Health Act 1983. It is now four years since Sir Simon Wessely brought forward his review. We spent a great deal of time consulting users, who often had to relive their own trauma in order to give us their advice. So we have really let those people down in delivering material change. We know that deprivation of liberty can be an important part of looking after people with severe mental ill health, but we also know that it is misused, as Sir Simon Wessely’s report shows.

    I have little time left, but I wish to highlight a couple more things we need to properly address in that regard. We are still using the Bail Act 1976 to remand people in custody for their own protection. The criminal justice system should not be the place where we deal with people with severe mental ill health; in 21st-century Britain, that is completely unacceptable. We have made much of acting to remove prison cells and police cells as places of safety, and I assumed that we were making considerable progress on that—I thought that this was used in a very limited way. So I was horrified to hear from Her Majesty’s inspectorate of prisons that in the three women’s prisons it visited last year 68 women had been remanded for their own protection. That is not acceptable and I want more speed in dealing with it.
