To ask Mr Chancellor of the Exchequer, on how many occasions prosecutions have resulted from visits by HM Revenue and Customs’ officials to sites in Northern Ireland where illegal fuel laundering had occurred in the last three years.

To ask the Secretary of State for International Development, what assistance her Department is offering countries in West Africa affected by the ebola virus to remedy the situation.

The UK government has contributed £683,601 to the Ebola Virus Disease in the West African Region. Through the UK’s global multilateral contributions we are supporting a regional containment strategy and in addition, strengthening the outbreak response in Sierra Leone and Liberia through bilateral assistance.

In Sierra Leone, DFID funds will be used to support improved coordination at the national level; training and equipping of health workers to competently manage Ebola cases; improved EVD case detection and supporting appropriate radio messaging and community mobilisation activities on EVD prevention and control in affected districts. In Liberia, DFID has provided chlorine and other materials for hygiene and sanitising; and training in their appropriate use. DFID programmes are ready to respond to further requests from implementing partners as appropriate. We are closely monitoring the outbreak from Sierra Leone and Liberia and internationally through DFID headquarters. We are working with WHO and national government agencies to improve our understanding of the outbreak and help to guide the response in-country and regionally.

To ask the Secretary of State for the Home Department, what discussions she plans to have with Ministers of the Scottish Government, Welsh Government and Northern Ireland Executive when assessing which refugees from the Middle East will be settled in the UK.

The Prime Minister and First Minister of Scotland have exchanged correspondence on the Syrian Vulnerable Persons Resettlement Scheme. We are working closely with the Scottish administration on the arrangements for resettling refugees, with a Home Office official attending the Scottish refugee taskforce. Discussions have taken place with representatives of the administrations of Wales and Northern Ireland.

To ask the Secretary of State for Business, Innovation and Skills, what plans he has to ensure that the six days a week universal Royal Mail service continues in rural areas.

The one price six-days-a-week postal delivery service to all addresses in the UK is clearly set down under the Postal Services Act 2011 as part of the minimum requirements of the UK’s universal service and can only be changed by Government with the approval of both houses of Parliament. The protection is exactly the same for rural areas as urban areas of the UK.

Parliament has given Ofcom the primary statutory duty to protect the ongoing provision of the universal service throughout the country and ensured that Ofcom has the regulatory powers and tools it needs to intervene if the universal service is ever at risk. To ask the Secretary of State for Culture, Media and Sport, what plans he has for the issuing of further licences for local television.

As part of our Local TV licencing programme, Ofcom advertised the following locations with a deadline of 7 January 2014: Barnstaple, Basingstoke, Derry/Londonderry, Gloucester, Guildford, Limavady, Luton, Maidstone, Plymouth, Reading and Salisbury and Ofcom is in the process of considering the resulting applications. Out of these locations, Ofcom only received applications for five: Reading, Basingstoke, Guildford, Salisbury and Maidstone. The licences for Reading, Salisbury and Guildford have been awarded by Ofcom (on 3 June 2014) and Ofcom expects to be able to make a decision on the remaining two locations, namely Basingstoke and Maidstone shortly.

Ofcom plans to invite applications for further areas later this year.

To ask the Secretary of State for Foreign and Commonwealth Affairs, on how many occasions he has raised the issues of child soldiering and progress on tackling it with his counterparts in other countries in the last two years.

Children and Armed Conflict (CAAC) is an important personal priority. I am leading a campaign to prevent the recruitment of child soldiers and to protect children from becoming victims of sexual violence in five priority countries: Democratic Republic of Congo (DRC), Somalia, South Sudan, Chad and Burma. Over the last two years, I have raised this issue with counterparts in Chad, Sierra Leone and DRC, as well as most recently with the Somali President and the Minister of the Interior in South Sudan during visits in April this year. My Right Honourable Friend, Hugo Swire MP, also discussed the issue during a visit to Burma in January.

During the recent End Sexual Violence in Conflict Summit, I hosted a Ministerial roundtable on CAAC attended by UN Special Representative of the Secretary General for CAAC. Ministers from Sierra Leone, DRC and Somalia underlined their commitment to ending the recruitment and use of children in armed conflict.

It is important that customers can make the most of their savings. This is why at Budget 2014 we announced a radical package of measures to support savers – reducing taxes for the lowest income savers, reforming the ISA regime to give savers greater flexibility as to where and how they save their money, and creating a product to help retired savers see a better return.

To ask the Secretary of State for Education, what steps his Department is taking to make e-books available from public libraries.

I have been asked to answer this question on behalf of the Department for Culture, Media and Sport. The Department for Culture, Media and Sport have changed the law so that the Public Lending Right (PLR) is now extended to e-books for on-site lending. This legislation came into force on 1 July. Due to current EU copyright law it is not possible to extend PLR to remote lending at this time, however the Government will revisit the issue as part of a continuous review of e-lending, and are in contact with the EU Commission on this matter.

The Society of Chief Librarians and the Publishers Association are currently conducting a 12 month pilot into e-lending in public libraries, working closely with four local authorities in England to carry out research into the impact of e-book lending in public libraries on authors, publishers and the library service, in order to identify a suitable and sustainable model for all stakeholders. The Department for Culture, Media and Sport are in contact with the major stakeholders of this pilot, and will follow up with its findings, which are due in March 2015.
