    I listened very carefully to the Lord Chancellor’s comments about Members present and past who had legitimate concerns about new-build prison proposals in their constituencies. She will no doubt be aware of the proposals for a new mega-prison in Buckinghamshire on farmland adjacent to HMP Spring Hill and HMP Grendon. Those proposals are deeply unpopular in my constituency, first, on fairness grounds—they are affecting communities just one mile from the construction of HS2, which are already under siege from big construction—and, secondly, because the prisons in Buckinghamshire cannot recruit to the vacancies that they already have. Fully staffing a brand new prison is just not going to happen, so I ask the new Lord Chancellor to do my constituents the courtesy of sitting down with me so that she can hear why this particular proposal just will not work.

    I thank the hon. Member for his question. May I gently say that this is part of the problem? I am not going to get into the specifics of his particular constituency or those particular planning proposals—those proposals are already within the planning system, as the shadow Lord Chancellor, the right hon. Member for Melton and Syston (Edward Argar), alluded to in his remarks—but prisons have to be built in this country. We have to do more building, we have to do it more quickly, and we have rightly said that we will always treat prisons as of national importance. That was actually a change brought in by the previous Government to unlock the delays that they had faced for many years, particularly when concerns were raised by their own Members of Parliament.

    We take too long to build any kind of infrastructure in this country. That will not be the approach of this Government, so while I am very happy to consider any proposals that any Members of this House have about specifics in their constituency, the reality is that prisons will always be deemed by this Government to be of national importance, and they will be built.

    I beg to move, That the Bill be now read the Third time.

    Throughout the Bill’s passage so far, I have sought to make the case for what is essentially a very simple idea, but one that could potentially have a huge impact on the people and businesses up and down the land who suffer so badly when the equipment that they need to go about their business is stolen. This applies predominantly to quad bikes and all-terrain vehicles, which are specified in the Bill, but secondary legislation would enable the Bill to be expanded to cover other equipment such as tradespeople’s tools.

    When such equipment is stolen, it is not just a minor inconvenience. It is not just a case of saying, “Well, we will go down to the shops, or go on Amazon and order another.” Thefts such as these can put people out of work or out of business for days, weeks or even months, with considerable costs to meet before the insurance is paid—or indeed, in some cases, if it is paid. I am confident that the provisions in this Bill to demand that immobilisers are fitted to all new quads and all-terrain vehicles at point of sale and that forensic marking—of a standard that will make a significant difference—is applied to those pieces of machinery will, first, deter would-be criminals from stealing them in the first place and, secondly, give our hard-working police officers up and down the land a meaningful tool to be able to say, “We know where that piece of equipment came from. We know where it was stolen from. We know who the rightful owner is.” That will enable them not only to return it to the rightful owner, but, more significantly, prevent its resale, taking away the point of anybody’s wishing to steal it in the first place. Let us be honest: the thieves of quad bikes, machinery and equipment are not stealing those things to use them. They are not using the quad bikes to round up sheep anywhere; they are not stealing power tools to do some DIY at home. They are stealing that equipment to sell and monetise it, and if they cannot do so because of the forensic marking upon it, they will not steal it in the first place.

    The genesis of this Bill was a community Facebook page in my Buckingham constituency, following a spate of thefts from trades vans in the town. Local people put their heads together and came up with the idea for a mechanism to disincentivise the resale of stolen goods, starting with trying to set up a national database of serial numbers. Over the months since I was lucky enough to be drawn in the private Member’s Bill ballot, I have worked closely with the police and many others to work out how we can make such a mechanism work. I give a lot of credit and thanks to Superintendent Andy Huddleston, a Northumbria officer who is the national lead on rural crime.

    Through consultation with police forces, including my own home force in Thames Valley, where Superintendent Hutchings leads the rural crime taskforce, with other police officers, the National Farmers Union, the Countryside Alliance, the Country Land and Business Association and many farmers in my own patch, as well as the manufacturers and the organisations representing them, we came up with what I hope is a consensual set of measures that will make a difference. We have shaken down all the things that could get in the way; for example, the original idea of serial numbers was quickly dismissed, because for many manufacturers those serial numbers are not unique. Instead, we opted to put everything into forensic marking and to include measures on immobilisers specific to quad bikes.

    Those less familiar with rural communities might ask, “Is this such a huge priority?” I must say categorically that it is. Quad bike thefts have been running at between 800 and 1,100 per year in recent years. Conferring with the police earlier today, I reconfirmed some of the latest figures. Let me give a comparison: in January 2022, across the country, 52 quad bikes were stolen, but in January this year that number was up to 78. The numbers for larger machinery, particularly agricultural machinery, are even more frightening: in January 2022 there were 29 thefts of large machines, but in January 2023, I am afraid the number was up to 131. In February 2022 it was 19, but in February this year it was 122.

    Such theft is a considerable problem for rural communities across the whole of our United Kingdom; NFU Mutual, which insures the vast majority of agricultural machinery in the country, has released figures suggesting that it paid out approximately £2.2 million on agricultural thefts in 2021 alone. Likewise, the Countryside Alliance’s rural crime survey shows that 43% of respondents had been the victim of rural crime, with 32% of them saying that the crime was the theft of equipment.

    Equipment theft is a huge problem that we have to tackle, and this framework Bill gives my right hon. Friend the Minister the ability in secondary legislation to define the forensic marking standards that are needed and, indeed, to expand forensic marking to equipment types beyond quad bikes, ATVs and side-by-sides. I am confident that this will make a massive difference by preventing crime and ensuring that people who rely on such equipment to go about their daily business, be that farming, food production or another trade, have much greater confidence that their equipment is safe and will be there when they start work.

    I understand there is some criticism that the cost to the end user will be an additional burden but, given that forensic marking costs between £20 and £30 per product and an immobiliser fitted at the point of sale, rather than in the factory, costs between £70 and £100, the cost of ensuring that equipment is safe and has less chance of being stolen is not very high at all, particularly when we factor in the expected reduction in annual insurance premiums for such products, which many in the industry inform me will more than offset the initial cost of this measure at the point of purchasing a new quad bike, a new tractor GPS unit or whatever equipment it might be.

    The police say the Bill will make a huge difference and, having grown up in a police family, I put an enormous amount of trust in our police. I want to ensure that the professionals who go out each day to keep us and our property safe have every power, resource, law and regulation they need to deter would-be criminals, and to bring to justice those who commit crime. I have great confidence that this Bill will do that.

    I am grateful to the Minister for supporting the Bill’s passage so far. Likewise, I am grateful to the Opposition for supporting it on Second Reading and in Committee. I hope that spirit of co-operation will continue under the new shadow Minister, the hon. Member for Aberavon (Stephen Kinnock). With the support of colleagues, I look forward to the Bill passing and going to the other place before finally, I hope, becoming an Act.

    It is a pleasure to serve under your chairmanship, Ms Fovargue. I congratulate my right hon. Friend the Member for Aldridge-Brownhills (Wendy Morton) on securing an incredibly important debate, as the other place continues its deliberations over the Levelling Up and Regeneration Bill. I worked alongside my right hon. Friend the Member for Chipping Barnet (Theresa Villiers) and my hon. Friend the Member for Isle of Wight (Bob Seely) on many amendments. We will start to see some big wins in protecting the countryside from development on green belt, open countryside and greenfield sites, which will push the Government much more towards their stated aim of brownfield development.

    I will start by trying to define what we are talking about. It is not just the green belt. That is a technical term. The green belt is vital to many constituencies, but in mine, we have very little technical green belt. What we have is 335 square miles of open countryside. Ninety per cent of the land in the constituency that I am fortunate enough to represent in this place is agricultural.

    I echo the points made by the hon. Member for Hemsworth (Jon Trickett) and my right hon. Friend the Member for Chipping Barnet when I say that it is important to remember when we debate these matters that there is a point to the countryside. It is not just there to be pretty and beautiful, although it is both of those things. It is not just there for people to enjoy for leisure: to walk, camp and do all of the things we enjoy the countryside for. It has specific purposes. First, obviously, to produce the food and drink that we all enjoy eating and drinking. It is part of the vital backbone to our national economy. It is also important to things such as water management, allowing drainage to run, rivers to flow and chalk streams to be vibrant and active. The more we build over open countryside, green belt and agricultural land, the greater the risk there is to those things.

    I will give a couple of examples from my own constituency. When the Levelling Up and Regeneration Bill was in Committee, I used the village of Ickford as an example when speaking to some of the amendments on flooding. The village is small and close to the Oxfordshire border with Buckinghamshire. Deanfield Homes has almost finished building nearly 90 homes on a site there —a site that has always been known to flood. It is on the flood plain of the River Thame.

    Throughout the planning process, every excuse under the sun was accepted. Every clever scheme that was introduced for clever drainage solutions, or whatever it might be, was proposed and ultimately accepted by the Planning Inspectorate. Of course there are no surprises in the fact that that land continues to flood to this day, to the extent that the developers have even raised the level at which they are building the houses, with the fancy graphics used on the marketing materials even showing enormous slopes in the back gardens to allow water to run off, which of course goes into the existing and older properties in that village.

    Only this week, I heard from a concerned constituent in the village of Haddenham, which has seen considerable development over recent decades, who reported a development at the back of their house on The Clays, off Churchway. The drainage pond that was put in as the developers started to dig foundations has been way above its natural level for some time. The amount of concrete that is going into those foundations is forcing the water towards their cul-de-sac, which is surrounded by walls made out of a cob unique to Buckinghamshire called wychert that, if it gets wet, quickly falls down.

    We therefore have to ensure that we encourage the development of the houses and commercial properties that we need on brownfield and regeneration sites; I very much appreciate the soundbite that my right hon. Friend the Member for Aldridge-Brownhills came up with, namely “the regeneration generation”. It is important that we are cautious about the impact that development on the countryside has on flooding.

    The big issue, of course, is food security. The more we build over our countryside—our farmland and prime agricultural land—the lower our self-sufficiency in food will drop. We are already down to about 60%. Of course we will never hit 100%, because there are lots of things that we like to eat and drink that cannot be grown in this country. Nevertheless, the more we build over our agricultural land, the more reliance we will have on imports, which is crazy.

    I was pleased when, off the back of an amendment that I tabled to the Levelling-up and Regeneration Bill, the Government and the Secretary of State for Levelling Up, Housing and Communities agreed to put into the consultation on the new NPPF a reference that food production can be “considered” in the planning process for the first time. That is important and I urge the Minister to ensure that that change makes it through to the final NPPF. More than that, however, I urge her to ensure that planning authorities up and down the land are given a clear instruction that that is now available to them and they can use it.

    A big flaw in the current NPPF—the previous NPPF, if we can call it that—is that the best and most versatile agricultural land was often walked all over and ignored by planning authorities and indeed the Planning Inspectorate. It would therefore be much appreciated by my constituents if the Minister could give some assurances in her response about the pressure that the Government will apply to planning authorities and the Planning Inspectorate on the provisions that will hopefully, in the not-too-distant future, be in the Levelling-up and Regeneration Act and the new NPPF.

    My last point is about consistency within the Planning Inspectorate, because if we are to achieve the ambition of the homes, commercial properties and solar panels that we need being on brownfield sites, or on rooftops in the latter case, rather than across our fields, we will need consistency in the planning process. I have a perverse case that has come to light regarding land—open countryside —that was always believed to be protected as a buffer zone next to the town of Princes Risborough in my constituency. Despite two previous decisions by the Planning Inspectorate saying that the land should be protected, a third planning inspector has now granted retrospective permission to a number of plots that have been developed on the site, so the residents of the hamlet of Ascot and the nearby hamlet of Meadle are up in arms. We need consistency from the Planning Inspectorate when it considers such matters and—if it can be achieved through the Minister’s good offices—we need that clarity to be pushed down, not only to planning authorities but to the Planning Inspectorate.

    The facts speak for themselves. As my right hon. Friend the Member for Aldridge-Brownhills, the hon. Member for Wirral West (Margaret Greenwood) and others have mentioned, the plots are out there on brownfield land. The CPRE’s data is pretty clear: there is space for 1.2 million homes. The Government’s manifesto talked of an ambition to build 300,000 houses, whereas brownfield development can deliver 1.2 million without touching a blade of grass on the green belt—precious agricultural land, open countryside, nature reserves and so much more. I urge the Government to be bold in their ambition to move towards brownfield development.

    The hon. Member has made the case very clearly. Does he agree that we need a much more positive way to talk about brownfield development? Wirral Council’s plans for the Wirral, which is a peninsula, involve the development of the east side of the borough, which has brownfield sites with fantastic views of the Liverpool city skyline. Brownfield sites can be incredibly exciting urban developments that people will want to live in, but we need the political drive to make sure that they happen. The design of many brownfield sites can be very attractive for people.

    I fundamentally agree with that proposition. Lots of brownfield sites offer spectacular views—whether of a skyline or out towards the countryside. The big challenge is political ambition, but we also need recognition within the tax system through the infrastructure levy to ensure that prospective developers do not look at a brownfield site and a comparator in the green belt or open countryside and say, “It is far cheaper for us to develop the countryside.” If we had a sliding scale to make it cost-neutral to the developer, so that they paid far less in the infrastructure levy or another form of taxation to develop a brownfield site, that would be a quick political win to get us to the brownfield development that I think all right hon. and hon. Members who have spoken in the debate want to see.

    What recent discussions she has had with her US counterpart on reducing market barriers at the state level in the US.

    We are taking tangible steps to improve our trade relationship with our largest bilateral trading partner, the United States. We have already signed state-level memorandums of understanding with Indiana, and North and South Carolina, which we are using to address barriers and promote British business in priority areas such as procurement, renewable energy, automotive, and life sciences. Together, those states imported more than £3.3 billion of UK goods in 2021. In December, the previous Minister for Trade Policy met counterparts in California to discuss an MOU, and counterparts in Utah to advance our talks. We are also making progress with Oklahoma and Texas, alongside our regular engagement with states across the US.

    I welcome my hon. Friend’s answer, particularly the priority areas he outlined. However, from financial services to online shopping, digital trade is at the heart of doing business with our closest ally—the United States. Will my hon. Friend update the House on the progress made on removing barriers specific to such digital trade with individual states?

    Nigel Huddleston

    My hon. Friend is absolutely right to highlight the importance of the digital economy. We very much see digital trade as an excellent area to focus on, deepening ties between the US and the UK. As part of that, we are keen to explore where we might be able to facilitate co-operation and promote digital trade with the US at state level. Further, the US-UK trade dialogues in Baltimore and Aberdeen last year helped to identify a range of trade-related areas for the two countries to collaborate on, and we agreed to strengthen further our bilateral trade in a range of areas, including on digital trade.

    After failing to get a trade deal with the United States, the Government have resorted to signing non-binding agreements with separate US states. The Minister’s answer to the hon. Member for Buckingham (Greg Smith) on the different sectors was interesting, but the Government have refused to confirm what economic benefits these agreements will bring to the UK economy. I give the Minister another chance: will he tell me what value in pounds and pence these agreements will bring to our economy?

    Again, I am somewhat disappointed that the Opposition are talking down the opportunities we have. These MOUs seek to bolster the already strong trading relationships with US states, which, as I said, are worth £3.3 billion of UK goods. As we move through and implement the MOUs—we have good faith and goodwill with the people we have been negotiating with—we will inevitably increase our trade volumes. The US is already our strongest and most important trading partner, accounting for about 16% of the UK’s overall trade, and growing.

    In my constituency, companies are able to sell to Europe, the far east, South Africa and south America, but they have difficulty selling their products—foodstuffs that come from our farms across Strangford in Northern Ireland—to the US. Will the Minister give some indication of what can be done in conjunction with the Department for the Economy in Northern Ireland to open those doors to sales?

    We are fighting for opportunities right across the UK. As I said, the US is a really important trading partner. With the MOUs, we are seeking further opportunities, but we are also working on removing trade barriers and inhibitions to trade. For example, since leaving the EU, we have secured major trade deals with the US, reinstating beef and lamb imports and ending damaging steel and aluminium tariffs, so we are working in individual sectors to try to find further opportunities at both state and federal level.

    I very much welcome the package of support announced this afternoon and the enormity of the total support package, but may I push my hon. Friend a little on what is energy intensive? Padbury Meats, a butcher in my constituency, wrote to me over the weekend. It is a healthy business with a huge gross income per annum, it employs six staff and has no borrowings. Thanks to careful decisions, it managed to buy a freehold and therefore pays no rent, but it has seen a fourfold increase in its energy bills since the invasion of Ukraine and is not making a profit. The owner is personally subsidising the business through their own savings, which is not sustainable. Instead of looking at specific energy-intensive industries, will he look at the proportionality of energy bills to total revenue to determine which businesses, such as butchers who have huge fridges and walk-in freezers, need support?

    My hon. Friend makes an important point. The first part of my answer may disappoint him, but I want to be clear. The additional support, particularly for manufacturing, is not just about energy intensity but trade intensity. There are two measures that determine if sectors are entitled to support: whether they are above the 80th percentile for energy intensity and the 60th percentile for trade intensity. So, it may be that the sector does not fit in that category. But that is why—I appreciate the support is less generous, but it is still significant—alongside the additional support for the intensive users, there will still be a universal scheme offering a discount from April this year to March next year.

    I join my hon. Friend the Member for Harrow East and other right hon. and hon. Members in reiterating my call that the Government should proscribe the IRGC. It is impossible to separate the Iranian regime’s violent repression of its own civilian population from its broader ambitions for regional dominance and to develop a nuclear weapon. Today, the International Atomic Energy Agency board of governors convenes for an important meeting to discuss Iran’s many nuclear transgressions. Will the Minister assure me that the UK will be leading efforts to call for a motion of censure in the light of Iran’s flagrant breaches of the imploding joint comprehensive plan of action nuclear agreement?

    That is another important point. There are many dimensions to what is going on in Iran, but it is clear that Iran’s latest actions have made progress on tackling the Iranians’ nuclear activity much more difficult. As I have said, we are considering the next steps with our international partners, but it is vital that Iran co-operates with the IAEA.

    As if the acquisition of the Best Western Buckingham Hotel, costing hotel staff their jobs and putting unacceptable pressure on local services, were not bad enough, Buckinghamshire Council learned at third hand from a London borough just this morning that an asylum seeker who is under investigation for a very serious offence was transferred to the asylum hotel in Buckingham by the Metropolitan Police but was not escorted into the premises, and has since gone missing. Does my right hon. Friend agree that that process is wholly unacceptable, as were the lines of communication which meant that my local council learned the facts from a London borough rather than from the Home Office or the police, and will he give a commitment that everything possible is being done to apprehend that individual and ensure that until the investigation has been completed the individual is in secure accommodation?

    It is a pleasure to follow my hon. Friend the Member for Hastings and Rye (Sally-Ann Hart). I congratulate my hon. Friend the Member for North Devon (Selaine Saxby) on securing this important debate for rural communities across our whole United Kingdom, not least the 335 square miles of rural north Buckinghamshire that I have the privilege of representing in this place.

    I associate myself with the points multiple hon. Members made to quash the myth that rural communities are all universally wealthy without pockets of deprivation. In my constituency, there are certainly communities that are struggling and need support. The energy crisis has really highlighted that, following on from the points that my hon. Friend the Member for Penrith and The Border (Dr Hudson) made about off-grid households. It took until September for Whitehall to acknowledge that off grid existed. The £100 scheme is too universal and does not address the real fuel poverty that exists in off-grid households, not least those that are not on oil and do not have the space to have a liquefied petroleum gas tank but are on the 47 kg LPG bottles, which I believe are up to something like £88 plus VAT a bottle now and, on full burn, only last for 19 hours. I urge my hon. Friend the Minister to take that point back to the Treasury, because if we do not get the basics right for rural communities it is very difficult to level up rural communities and deliver for everyone.

    I was struck by the figures my right hon. Friend the Member for Ludlow (Philip Dunne) gave that rural communities receive for their public services 37% less than their urban counterparts. Clearly, that is not right and we absolutely need to address it to ensure that every community across our United Kingdom gets, as my hon. Friend the Member for South Dorset (Richard Drax) said, their fair slice of the cake. For communities like mine, when it comes to public services it is not just the core funding that is a challenge. It is also the way we remunerate the expenses of some of the lowest paid but most vital and important public servants. Carers often have to go in their own cars to visit patients and those they are caring for. Often, they do not even get the 45p a mile set out by His Majesty’s Revenue and Customs, which, as we all know with rising prices at the fuel pumps, does not actually cover costs in the first place. That needs to be addressed urgently.

    For my constituency, there is something that needs to be tackled very, very urgently: projects that are done in the name of levelling up, but do anything but level up north Buckinghamshire. I have two railways being built through my constituency. One is HS2. It is totally toxic—a destroyer of farms, countryside and our very way of life—and I have spoken in total opposition to it many times in this House. The other is East West Rail. While we welcome that railway, which will bring vital connectivity, those responsible have made, if I may put it in such a way, a bit of a hash of building it.

    The unintended consequences need to be resolved through cross-governmental work to ensure that where big infrastructure projects are being built, whether they are welcome or not, they are not allowed to disrupt the day-to-day lives of communities. Only this morning, for example, I learned that the Crooked Billet pub in Newton Longville has closed its doors for the last time and is being handed back to the brewery, because the endless road closures from East West Rail have starved them of their trade. When the Addison Road bridge in Steeple Claydon was closed for months on end earlier this year, the Prince of Wales pub’s takings were £2,000 a week down. That is a devastating amount for a rural village pub to lose. There was no compensation—nothing whatever. W. G. Hill & Son just outside Marsh Gibbon has effectively been shut down by East West Rail replacing a bridge next to that business, as it cannot now legally get its HGVs underneath the bridge.

    All those businesses have essentially been allowed to fail in the name of levelling-up projects. I urge the Minister to look at that very carefully to ensure that, in the future when infrastructure projects are built, we do not allow communities and businesses to suffer in that way—not to mention the state of our roads, which have literally been ripped up by the sheer volume of HGV movements around the large infrastructure projects. Buckinghamshire Council is doing its best; it has a £100 million programme to resurface roads across the county. However, when others are doing the damage, it is not fair that council tax payers have to pick up the bill.

    I welcome the infrastructure first moves that the Government are introducing, but there needs to be some retrospective action on GP access in my constituency. Long Crendon lost its surgery last year. It secured land through a development, but it desperately needs the funds to build the new surgery; that needs attention. Likewise, on the Kingsbrook development just to the east of Aylesbury, the integrated care board is trying to claw back the section 106 money to spend it on other surgeries. I urge the Minister to take urgent action to ensure that infrastructure first can be retrospective, too.

    It is humbling to take part in this very special session as we mourn Her late Majesty Queen Elizabeth II. We have heard powerful tributes and wonderful words. As I have sat and reflected for coming on 10 and a half hours of those wonderful tributes, I have thought that, actually, there might not be the words in our language—there might not be the phrases powerful enough—to express the sheer scale of the significance of the reign of Her late Majesty to our country, the overseas territories, the Commonwealth and the whole world. But on behalf of my constituents in the towns of Buckingham, Princes Risborough and Winslow, and the villages that surround those ancient market towns to make up the Buckingham constituency, I wish to pass on my condolences to the whole royal family, to our new King, His Royal Highness Charles III, and to the new Prince of Wales, for the profound loss that they feel as a family and we share as a nation.

    As I looked back through the history books, I saw that Her Majesty was gracious to visit my constituency on a great number of occasions. Looking at the pictures, you can see the joy on people’s faces as she greeted them. Be it a walkabout in the town of Buckingham, when she visited the university while Lady Thatcher was its chancellor, or her visit to Waddesdon. There are the pictures that hang in The Stag, newly reopened, of her visit to the village of Mentmore some time ago. You could see the joy in people’s faces as she joined them. We have lost a most incredible lady, a world statesman, and someone whose like, I fear, we will not see again.

    From the great privilege of watching His Majesty King Charles III on the screens in this Chamber earlier, I am full of hope and confidence that he will carry on her legacy; that he will be a great King. On behalf of all my constituents and myself, I say may Her late Majesty Queen Elizabeth II rest in peace, and God save the King.

    It is a pleasure to follow the powerful and thoughtful contribution of my hon. Friend the Member for Newcastle-under-Lyme (Aaron Bell). I start by raising a number of issues on all things rail. We know that rail numbers are down by a fifth since the pandemic, and yet the Government persist in building High Speed 2, a topic on which I have spoken in opposition on multiple occasions since my election to this House. Indeed, it is good to see my hon. Friend the Member for Wellingborough (Mr Bone) on the Front Bench. He was with me in the Lobby the other day when we voted against HS2 going further north.

    The reality on the ground, accepting that the thing is being built, is that HS2 Ltd continues to be anything but a good neighbour. I have spoken in the Transport Committee, in this Chamber and in Westminster Hall giving countless examples of where HS2 is making people’s lives a misery. It is bringing in HGV movements through villages where they simply should not be going. It is closing roads at a moment’s notice. It is not dealing with landowners in a fair or proportionate way when it takes their land. The latest complaint to reach me over the past 24 hours is about land that HS2 has taken but done nothing with, where poisonous weeds such as ragwort are being allowed to take hold and bleed across as seed moves into land where cattle, sheep and other animals can be affected by it. HS2 has been apprised of that time and time again, and yet it has done nothing. I urge the Government to clamp down on HS2 Ltd and ensure that it becomes the good neighbour it purports to be.

    Likewise, the construction of East West Rail continues to be a nightmare for my constituents. It is the railway we want—it will bring greater connectivity to Buckinghamshire with a new station at Winslow—but its construction brings similar misery to that of High Speed 2. It looks as though East West Rail will launch with entirely diesel rolling stock, to boot. I urge the Government to reconsider that urgently and to look at hybrid options, hydrogen or a newer, greener technology. It is simply preposterous in this day and age for a new railway to be built with diesel- only stock.

    Likewise, I urge the Government to give us some clarity, because there has been some speculation in recent days that perhaps the whole of East West Rail will not be completed, and that the part that goes beyond Bletchley towards Cambridge may not be built. This House needs urgent clarity on that when we return in the autumn.

    Moving on to a planning matter, the Ministry of Justice had proposed building a mega-prison in my constituency adjacent to HMP Grendon and HMP Springhill, on land that it partially owns but that also involves the compulsory purchase of a farm. Buckinghamshire Council’s strategic sites committee wisely rejected the proposal. It was not a technical rejection at planning; the proposal in fact breached policies BE1, BE2, I2, NE1, NE4, NE5 and S1 of the local plan, as well as paragraphs 7, 8, 57, 58, 99, 105, 174, 180 and section 16 of the national planning policy framework. It was by no means a technical refusal, yet unfortunately the Ministry of Justice is seeking to appeal that and to cost taxpayers probably hundreds of thousands of pounds in legal fees. It is simply not right or fair that that project continues to hang over my constituency and the villages of Edgcott, Grendon Underwood, Steeple Claydon and others around. I urge the Government to reconsider and to pull that appeal.
