To ask the Secretary of State for Foreign and Commonwealth Affairs, what discussions he has had with his international partners on Syrian representation at the talks in Vienna on 30 October 2015.

At the Vienna talks on 30 October Foreign Ministers discussed the crucial role of the Syrians in any political process. The UN has been asked to launch a new political process which will convene Syrian representatives for a political process on future governance, a new constitution and elections. As the Vienna Communiqué noted: “This political process will be Syrian led and Syrian owned, and the Syrian people will decide the future of Syria.”

To ask the Secretary of State for the Home Department, what steps she is taking to protect 16 and 17 year olds from child sexual exploitation.

Tackling child sexual exploitation is a top priority for this Government. We have prioritised child sexual abuse as a national threat in the Strategic Policing Requirement, setting a clear expectation on police forces to collaborate across force boundaries, to safeguard children, to share intelligence and to share best practice.
Significant progress has been made since the launch of the “Tackling CSE” report in March 2015. We have delivered the vast majority of a £7 million funding programme to support non statutory organisations that have experienced a surge in demand on their services. This funding is to support the victims and survivors of sexual abuse, including children of all ages.
Furthermore, £1.6 million has been provided over four years (April 2012 – March 2016) for 13 Young People’s Advocates providing direct and dedicated support to young people who have been victims, or are at risk of, sexual and domestic violence and/or sexual exploitation. Funding of £1.72 million per year has also been committed to part fund 87 Independent Sexual Violence Advisers posts until March 2016.

To ask the Secretary of State for Health, what discussions his Department has had with Solutions for Public Health on developing a draft commissioning policy for everolimus.

NHS England has a service level agreement in place with Solutions for Public Health (SPH), a NHS public health unit which forms part of the NHS Arden and Greater East Midlands Commissioning Support Unit.
NHS England has commissioned SPH to provide impartial clinical evidence reviews. These clinical evidence reviews are undertaken independently in line with an agreed methodology and are a critical component in informing evidence based clinical commissioning policies for directly commissioned specialised services, based on the latest published research.
However, SPH does not have any subsequent involvement in the development, drafting or consideration of NHS England’s clinical commissioning policies.

To ask the Secretary of State for the Home Department, if she will make an assessment of the effect of the Tier 2 visa scheme’s minimum salary threshold on the ability of curry restaurants to recruit chefs from abroad.

Acquiring this information on visa applications from chefs would involve examining each individual case record held by UK Visas & Immigration for the Tier 2 category. To do so would incur a disproportionate cost.
The Home Office regularly receives representations to lower the criteria (including the salary requirement) for sponsoring chefs under Tier 2, the skilled worker route. Tier 2 is, however, reserved for graduate level occupations. We continue to welcome the very top chefs who promote innovative and authentic cuisine here in the UK — and these types of skilled chefs are on the shortage occupation list. The salary threshold applied to chefs was based on expert advice from the independent Migration Advisory Committee.
We have been clear, however, that the restaurant industry needs to move away from an unsustainable reliance on migrant workers. We want to nurture more home-grown talent and encourage young people in this country who want to pursue a skilled career. This means the restaurant sector offering training to attract and recruit resident workers to meet their staffing needs.
The industry is starting to make progress in this area, recruiting and training more chefs in the UK, and this needs to continue.

To ask the Secretary of State for Transport, if he will bring forward proposals to require the DVLA immediately to (a) suspend the driving licences of people suspected to have drug-related seizures and (b) require such people to undergo medical tests before their suspension can be lifted.

The law allows the Driver and Vehicle Licensing Agency (DVLA) to revoke a driving licence after appropriate medical investigations have been carried out. In cases where a drug related seizure has been confirmed after medical investigations, the DVLA is able to immediately revoke a licence for a minimum of six months. The licence will only be restored when it has been confirmed that the driver has been free from drug misuse or dependence for an appropriate period. It will normally be necessary for independent medical assessment, including appropriate tests and consultant reports, to be carried out before the driving licence is restored.
