The Department for Exiting the EU now has over 200 staff, and is growing fast. The overall size and scope of the new Department, including staffing and budget, are regularly reviewed. We will ensure we are appropriately staffed to deal with all aspects of the forthcoming negotiation. There are currently 43 (French) speaker slots in UKRep, for which the staff require operational language skills to undertake the post. For the wider Department there are a number of staff with language skills, however these are not currently a requirement of the posts and were not the determining factor in recruitment. We are undertaking work to identify the skills required for the future so this position may change in due course.

To ask the Secretary of State for Business, Energy and Industrial Strategy, what processes are in place to enable complaints about the Pubs Code Adjudicator to be submitted.

It will explain how the PCA will deal with any complaints about the behaviour or conduct of the Adjudicator or any member of the PCA team and how the PCA will ensure that every complaint is dealt with fairly and impartially.

To ask the Secretary of State for Foreign and Commonwealth Affairs, for what reasons representatives from Syria were not invited to the peace talks in Vienna commencing on 20 October 2015.

The US convened discussions in Vienna on 30 October with a view to binding key international players into a process. All participants agreed that any process must involve Syrians, noting in the communiqué that: “This political process will be Syrian led and Syrian owned, and the Syrian people will decide the future of Syria.” The UN has been asked to launch a new political process which will involve all the relevant representatives from Syria.

To ask the Secretary of State for the Home Department, what support she is providing to 16 and 17 year olds who have been victims of child sexual exploitation.

Tackling child sexual exploitation is a top priority for this Government. We have prioritised child sexual abuse as a national threat in the Strategic Policing Requirement, setting a clear expectation on police forces to collaborate across force boundaries, to safeguard children, to share intelligence and to share best practice.
Significant progress has been made since the launch of the “Tackling CSE” report in March 2015. We have delivered the vast majority of a £7 million funding programme to support non statutory organisations that have experienced a surge in demand on their services. This funding is to support the victims and survivors of sexual abuse, including children of all ages.
Furthermore, £1.6 million has been provided over four years (April 2012 – March 2016) for 13 Young People’s Advocates providing direct and dedicated support to young people who have been victims, or are at risk of, sexual and domestic violence and/or sexual exploitation. Funding of £1.72 million per year has also been committed to part fund 87 Independent Sexual Violence Advisers posts until March 2016.

To ask the Secretary of State for Environment, Food and Rural Affairs, if she will commission an urgent review of flood defences in (a) Leeds city region and (b) Yorkshire.

Whenever an exceptional event happens it is important to review what happened and how to prepare for the future, and the Environment Agency will always do this after a flood incident.
The flood response in Yorkshire will be overseen by Transport Minister Robert Goodwill who has been appointed as Flooding Envoy to the county and will track progress on recovery and identify lessons learnt
Work has also already started on the National Resilience Review, which is considering forecasting and modelling, resilience of key infrastructure and the way we make decisions on flood expenditure. The Review is being delivered by a cross-Government team and will be published in the summer.
£40 million funding has been committed to repair flood defences in response to the flooding. Going forward, as part of our new flood defence programme, we have been working with Leeds City Council and we are investing £33 million in a project to better protect Leeds City Centre. Construction of the new defences is already underway.

Benefit is always awarded on the basis that the level of need at the start of the award will continue at the same level throughout the period of the award. In most cases the length of award is based on an intervention date decided by the decision maker, and informed by a healthcare professional.
Where a claimant’s circumstances change or doubt arises as to the correctness of the award, the claimant or the department can instigate a review of that award before the planned end date. Where this happens the claimant may be asked to attend a face to face consultation with a Health Professional.
