    Gavin Williamson – 2021 Statement on the Skills for Jobs White Paper

    With permission, Madam Deputy Speaker, I would like to make a statement on the publication of a Skills for Jobs White Paper on the next steps for post-16 education reform.

    Last October, I notified the House of our plans to introduce a dynamic programme of measures to reshape this country’s further and technical education landscape, which is a key part of our mission to empower everyone in this country and level up those areas that have been overlooked and under-resourced for too long.

    I informed hon. and right hon. Members that the details of how we would do this would be spelled out in a White Paper, and I am pleased to announce its publication today.

    The House needs no reminding that this country stands at a critical point in its history. We have some enormous challenges ahead. There is an urgent need to rebuild an economy injured by the covid pandemic. We have already outlined an unprecedented support package to protect jobs and offer retraining to those who have lost theirs due to covid-19, but beyond covid we must also forge a new identity as an independent trading nation. Both those challenges have exposed our need for a strong and flourishing technical education sector to fire up the jobs of the future.

    This White Paper is our blueprint for that future. It will play a pivotal role in creating jobs and rebuilding our economy. Through the lifetime skills guarantee, we will help people train and retrain at any stage of their lives. Our new flexible digital skills bootcamp training will give people the technical skills they need for great jobs through 12 to 16-week courses, and those bootcamps will expand into other sectors, such as engineering. From this April, tens of thousands of adults will be able to benefit from almost 400 free courses, which will be the first phase in the lifetime skills guarantee. These fully funded courses, which range from engineering to healthcare and conservation, will be available to adults without a full qualification at A-level equivalent or above, to help them gain skills that are in demand and that will open up exciting job opportunities for them.

    In April, we will also kickstart the expansion of higher technical education, as we work towards making it as easy to get a loan for an approved higher technical qualification as it is for a full-length degree. We will also introduce pilots to encourage more flexible and modular provision, so that courses are more accessible and convenient. Lifelong loan entitlement will be up and running from 2025 and will build on the changes we are bringing in through this White Paper. Learners will be able to fit study around work, family and personal commitments and retrain as their circumstances and the economy change.

    This White Paper is going to put employers firmly at the centre of our local skills systems, working in partnership with colleges and key local stakeholders to shape technical skills provision, so that it better supports the local economy. It will introduce German-style local skills improvement plans, which will be led by business organisations such as local chambers of commerce. Those plans will identify the skills that an area needs and spell out what needs to change to make training more responsive to employers’ needs. In turn, our further education colleges will shape the courses they offer to meet those skills needs, and we will make strategic development funding available to help them do that. We will start the ball rolling with a small number of trailblazer areas this year, and we will pilot a strategic development fund of £65 million in 2021-22 to help providers reshape provision to meet local employers’ needs.

    By putting the employer voice at the heart of skills provision, we will ensure that technical education and training gives people the skills they need to get great jobs in sectors that the economy needs and boost this country’s productivity. We will back this through £1.5 billion of capital funding to upgrade our further education colleges. Today we announced the next phase of the FE capital transformation fund, and last week we made the next wave of capital funding for T-level providers available, with £135 million available to those delivering them in September 2022.

    As far as long-term plans are concerned, we are going to move to a more coherent, simpler funding model that we will design together with the sector, and we will consult on it later in the spring. It will ensure a far more focused approach to funding. The consultation will be guided by the principles of high value, greater flexibility for providers, and enhanced accountability, which will see providers taking greater responsibility for their results. By 2030, we expect nearly all technical courses to follow employer-led standards, so that we ensure that the education and training people receive are directly linked to the skills that they will need to get a job.

    We will continue with our existing programme of reforms in areas such as employer-led apprenticeships and our T-level programme. All apprenticeship starts are now on employer-designed standards. We will support employers in making greater use of their levy contributions by improving the transfer system and having more flexible training models.

    The White Paper will also extend our network of institutes of technology to every region of the country, and we will see a corresponding increase in higher-level technical skills in science, technology, engineering and maths. In this way, we will future-proof our workforce, so that we are ready to deal with a constantly evolving economic landscape.

    All our reforms depend on our ability to recruit and retain top-quality teaching staff in the further education sector, so we will launch a national recruitment campaign for further education teachers, strengthen initial teacher education, improve the support that new teachers receive, and help to provide more opportunities for improved training and development, such as work experience, as part of our industry exchange programme.

    When the Prime Minister announced the lifetime skills guarantee last year, he spoke of how we will align our further and higher education sectors. I can tell the House that we have published the interim conclusion of the review of post-18 education and funding, which addresses some of the key recommendations made by Dr Philip Augar in his report from 2019. I have laid copies of the report of Dame Shirley Pearce’s independent review of the teaching excellence and student outcomes framework, and the Government’s response, before both Houses of Parliament. Today I have also published the post-qualifications admission reform consultation, which seeks views on whether to change the system of higher education admissions and move to a system of post-qualification admissions.

    Our proposed reform to the teaching grant for the academic year 2021-22 will allocate funding in a way that delivers value for money for students and the taxpayer, and increases support for strategic subjects such as engineering and medicine while slashing the taxpayer subsidy for such subjects as media studies. We want to ensure that our small and specialist providers, including some of our top music and arts providers, receive additional support, and that grant funding is used to support students effectively as well.

    This spring, we will consult on further reforms to the higher education system, including the introduction of minimum entry requirements to higher education institutions and addressing the high cost of foundation years, before setting out a full response to the report, and a final conclusion to the review of post-18 education and funding, alongside the next comprehensive spending review.

    The White Paper is a step change in how this country prepares people for their working lives. I know there is enormous cross-party consensus, and a real will on all sides of the House to make a real change in this sector—a change that has been needed for so long. I very much hope that all Members will work together to ensure that we can deliver on this. These proposals will ensure that people can learn the skills they need to get a great job, and have control over the means of ensuring a more fulfilling and productive life. This White Paper will be the lever to unleash our nation’s creativity and talents, and will make this country an economic force to be reckoned with. I commend this statement to the House.

    On 15 December 2020 we announced that we would be deploying the latest rapid-result coronavirus tests using lateral flow devices to secondary schools and colleges from 4 January to enable weekly screening of staff and daily contact testing of both staff and students who are a close contact of a positive case. This will help us to find those who have the virus but are not displaying symptoms and isolate them quickly.

    The asymptomatic testing programme does not replace current testing policy for those with symptoms. Anyone with symptoms, whether they are involved in the rapid asymptomatic testing programme or not, will still be expected to obtain a PCR test and follow NHS Test and Trace guidance, self-isolating until they have received their results.

    This testing programme, alongside other protective measures such as social distancing and handwashing, can support school leaders to maintain the continuity of education through the pandemic.

    We can confirm that, as planned, the rapid asymptomatic testing programme in schools and colleges is being expanded to twice-weekly testing of primary school staff. Primary schools, including attached early years settings, should expect to receive initial deliveries of home testing kits to offer regular testing to all staff from the week commencing 18 January. Deliveries to maintained nurseries will be slightly later—dates to be confirmed.

    Primary school staff will be asked to take tests at home rather than take them on-site following the recent approval of home test kits from the MHRA (Medicines and Healthcare products Regulatory Agency).

    Primary school staff will be supplied with lateral flow device (LFD) test kits, which enable self-swabbing. They will be advised to test in the morning before coming into school twice a week (3-4 days apart). The LFDs supplied do not require laboratory processing and can provide a quick result in up to 30 minutes. Staff will then upload the outcome of their test (positive, negative or void) on the gov.uk website.

    Taking part in the testing is not mandatory for staff and they will not be expected to provide proof of having taken a test, to enter the school. However, testing is strongly encouraged, and we expect all primary schools to offer tests to staff.

    Those who test positive will need to self-isolate in line with the stay-at-home guidance.

    As with all policy, this will be kept under review in light of scientific evidence, and the Government will provide further advice if necessary.

    Children’s education and wellbeing remains a national priority. Moving further parts of London to remote education really is a last resort and a temporary solution.

    As infection rates rise across the country, and particularly in London, we must make this move to protect our country and the NHS. We will continue keep the list of local authorities under review, and reopen classrooms as soon as we possibly can.

    When I visit schools around the country, it is clear that the very best combine high standards of pupil behaviour and discipline with a broad knowledge-based and ambitious curriculum, so that every child can learn and flourish.

    Our new Institute of Teaching will help equip all teachers to deliver an education like this, by training them in the best, evidence-based practices. The Institute’s cutting-edge approach to teacher training will ensure a new generation of teachers have the expertise they need to level up school standards across the country.

    Through adding diversity and innovation to the existing teacher development market, the Institute will revolutionise teacher training and make England the best place in the world to train and become a great teacher.

    With permission, I would like to make a statement regarding our plans for bringing children back to school this academic term.

    Dealing with this pandemic has always been an exercise in managing risk. Throughout, we have been adamant that the education of children is an absolute priority and that keeping schools open is uppermost in all our plans.

    The magnificent efforts of all the leaders, teachers and staff in all our schools and colleges have ensured that settings are as safe and covid secure as possible, but we must always act swiftly when circumstances change. The evidence about the new covid variant and rising infection rates has required some immediate adjustment to our plans for the new term. This is, of course, a rapidly shifting situation, but some things remain constant. We continue to act to preserve lives and safeguard the national health service, and we continue to protect education by putting children first. Above all, our response is proportionate to the risk at hand and makes every use of the contingency framework that we put in place earlier this year.

    The latest study we have from Public Health England is that covid infections among children are triggered by changes in the community rate. The study also says that the wider impact of school closures on children’s development would be significant. I am quite clear that we must continue to do all we can to keep children in school. Taking all those factors into account means that we have had to make a number of changes for the new term in order to help break chains of transmission and to assist with keeping all our children and education settings as safe as we can. The fact that we have managed to do that so successfully throughout the entire pandemic is due to the incredible dedication of all our teachers, leaders and support staff, and I know that the House will join me once more in thanking them for everything that they continue to do to keep children learning as safely as possible.

    Accordingly, we will be opening the majority of primary schools as planned on Monday 4 January. We know how vital it is for our younger children to be in school for their education, wellbeing and wider development. In a small number of areas where the infection rates are highest, we will implement our existing contingency framework such that only vulnerable children and children of critical workers will attend face-to-face. We will publish that list of areas today on the gov.uk website.

    I would like to emphasise that this is being used only as a last resort. This is not all tier 4 areas and the overwhelming majority of primary schools will open as planned on Monday. The areas will also be reviewed regularly, so that schools can reopen at the very earliest moment. Ongoing testing for primary school staff will follow later in January and we will be working to establish an ambitious testing programme, helping to break chains of transmission and reducing the need for self-isolation where students and staff test negative for the virus.

    We have already announced our intention for a staggered return to education this term for secondary age pupils and those in colleges. Because the covid infection rate is particularly high among this age group, we will allow more time so that every school and college is able to fully roll out testing for all its pupils and staff. I would like to thank school leaders and staff for all their ongoing work in preparing that. This kind of mass testing will help to protect not just children and young people; it will benefit everyone in the community. It will break the chains of transmission that are making infection rates shoot up. That, in turn, will make it safer for more children to physically return to school.

    All pupils in exam years are to return during the week beginning 11 January, with all secondary school and college students returning full time on 18 January. During the first week of term after 4 January, secondary schools and colleges will prepare to test as many staff and students as possible, and will be open only to vulnerable children and the children of key workers.

    The 1,500 military personnel committed to supporting schools and colleges will remain on task, providing virtual training and advice on establishing the testing process, with teams on standby to provide in-person support if schools require it. Testing will then begin in earnest the following week, with those who are in exam years at the head of the queue. This is in preparation for the full return of all pupils in all year groups on 18 January in most areas. To allow this focus on the establishment of testing throughout the first week of term, exam year groups will continue to have lessons remotely, in line with what they would receive in class, and only vulnerable children and the children of critical workers will have face-to-face teaching.

    As with primary schools, we will apply our existing contingency framework for education in areas of the country with very high rates of covid infection or transmission of the virus. This will require secondary schools and colleges to offer face-to-face education only to exam years, vulnerable children and the children of critical workers, with remote education for all other students if they are in one of the contingency framework areas. We are also asking universities to reduce the number of students who return to campus at the start of January, prioritising students who require practical learning to gain their professional qualifications. All university students should be offered two rapids tests on return to reduce the chance of covid being spread.

    To support remote education and online learning during this period, the Government expect to deliver more than 50,000 devices to schools throughout the country on 4 January alone, and more than 100,000 altogether during the first week of term. That is in addition to the 560,000 devices that have already been delivered, as we continue to aim for a target of distributing more than 1 million devices for the children who need them most. The programme is now being extended to include students aged 16 to 19 in colleges and schools.

    So often, we have had to close things down to try to beat this awful disease, but with schools our best line of attack is to keep them open, using the mass-testing tools that we now have available to ensure that children are able to continue to gain the benefit of a world-class education. As we continue to hear more encouraging news about the vaccine roll-out, I am more determined than ever that children will not have to pay the price for beating covid. I have spoken many times of my determination that we cannot let covid damage the life chances of an entire year of children and students. With these plans, which allow for rapid testing and the controlled return of schools, I am confident that we can minimise the latest health risks posed by the virus. I commend this statement to the House.

    We know how important it is for children to be in school, but it’s also vital that where public health advice means they can’t be, we have all-encompassing measures in place to prevent them falling behind.

    That’s why scaling up our devices scheme, alongside our tutoring offer to reach as many children and young people as possible, is so important.

    Providing one million devices is a hugely significant achievement, not only in the context of supporting children through the pandemic, but an investment in tech for our schools, colleges and children for years to come.
