Frank Field – 2015 Parliamentary Question to the Department for Culture, Media and Sport

The below Parliamentary question was asked by Frank Field on 2015-10-09.

To ask the Secretary of State for Culture, Media and Sport, what steps he has taken to encourage Premier League football clubs to pay all staff, including those employed via external contractors, at least the Living Wage as defined by the Living Wage Foundation.

    Tracey Crouch

I welcome the fact that Chelsea Football Club have signed up to be an accredited living wage employee, not just paying their direct staff but contractors too. That is a big step forward, and one that I expect all Premier clubs to follow. I will press home that message to the Premier League’s Executive Chairman as part of the regular dialogue we have on a range of football matters.

Frank Field – 2015 Parliamentary Question to the Department for Education

The below Parliamentary question was asked by Frank Field on 2015-10-09.

To ask the Secretary of State for Education, what the annual cost is of providing free school meals on schools; and what proportion of this sum is spent on universal infant free school meals.

    Mr Sam Gyimah

The Department for Education does not hold information on the annual cost of providing benefits-based free school meals (FSM). It allocates the Dedicated Schools Grant (DSG) to local authorities on a per pupil basis. Local authorities distribute DSG to schools on the basis of a local formula, in which FSM can be used as a proxy for deprivation. It is then for schools to decide how to use their budget, including how much to allocate to pay for benefits-based free school meals.

The below Parliamentary question was asked by Frank Field on 2014-06-26.

To ask the Secretary of State for the Home Department, what progress her Department has made on reaching a settlement with Raytheon Systems Ltd on the e-Borders programme; and when the arbitration progress is scheduled to be completed.

    Karen Bradley

The Home Office would like the dispute with Raytheon to be concluded as swiftly
as possible. It is not unusual that an international arbitration of this
complexity should take a considerable time to resolve. The Home Office has
done everything possible to progress the Arbitration as quickly as possible.
The evidential hearings concluded in April 2013.

Frank Field – 2015 Parliamentary Question to the Department of Health

The below Parliamentary question was asked by Frank Field on 2015-02-20.

To ask the Secretary of State for Health, what steps he is taking to improve patient care for people with idiopathic pulmonary fibrosis.

    Jane Ellison

In 2013, the National Institute for Health and Care Excellence (NICE) published a clinical guideline on idiopathic pulmonary fibrosis (IPF), providing evidence based advice to support clinicians in diagnosing and managing people with IPF which it expects to review in June 2015. Since then, it has published a quality standard for IPF in January 2015. This sets out the markers of high quality in the care of people with IPF and is designed to drive up standards and to reduce inequalities and variation. NICE has also recommended pirfenidone (Esbriet) as a possible treatment for some people with IPF through its technology appraisal programme.

NHS England commissions some services for patients with IPF as part of its specialised services remit. Its respiratory interstitial lung disease (adult) service specification, which includes IPF, sets out what it expects to be in place so that providers can offer evidence based safe and effective services. This specification is currently being updated to ensure it includes the most up to date guidance on IPF including the recently published NICE quality standards. Commissioning of rehabilitation, oxygen services and acute admissions for exacerbations are covered by local commissioning arrangements.

In line with the conventions of the House, correspondence between Ministers and MPs are confidential as far as the Department is concerned, and it is a matter for the MP to decide whether to make it more widely available. The Department has no issue if the Rt Hon Member for East Ham chooses to place a copy of the letter in the library.

To ask the Secretary of State for International Development, how many programmes based in Papua New Guinea have been considered for funding since April 2004; and how many have received funding.

    Mr Desmond Swayne

DFID does not have a bilateral programme with Papua New Guinea. DFID has funded proposals through challenge fund procedures like the Civil Society Challenge Fund (CSCF) which can be viewed on the Development Tracker: http://devtracker.dfid.gov.uk/location/country/.
