The below Parliamentary question was asked by Frank Field on 2015-10-09.

To ask the Secretary of State for Health, what proportion of eligible people took up Healthy Start vouchers in (a) Birkenhead, (b) the Liverpool, city region and (c) the UK in the last period for which figures are available.

    Jane Ellison

The following table outlines the proportion of eligible people who applied for and received Healthy Start vouchers in Wirral (including Birkenhead), Liverpool, Liverpool City Region areas and the United Kingdom using the latest data covering a four week period. The take up rate is therefore a snapshot rather than an average of all four week cycles during an annual period.

The numbers of families eligible and the take up rate for Healthy Start are not available below local authority level, so the figures for Birkenhead are included as part of the overall figures for Wirral. Numbers of beneficiaries for Birkenhead using postcode data are provided. All eligible people are contacted by the Healthy Start Issuing Unit and are invited to apply. The Department also publicises the scheme via the Healthy Start website and helpline.

Frank Field – 2014 Parliamentary Question to the HM Treasury

The below Parliamentary question was asked by Frank Field on 2014-06-30.

To ask Mr Chancellor of the Exchequer, what the income to the National Insurance Fund would be if all people over the state retirement age paid contributions.

    Mr David Gauke

HM Revenue & Customs (HMRC) currently estimate that abolishing the national insurance exemption for people of pensionable age in 2014/15 would raise around £950m in NIC receipts.

This figure is based on employee and self employed national insurance contributions (Classes 1, 2 and 4).

The estimate is based on the latest available Survey of Personal Incomes (2011/12), which has been projected in line with Budget 2014 economic assumptions.

The estimate also includes a behavioural adjustment to reflect changes in labour supply for this age group which are subject to some uncertainties.

Metropolitan Police Service. The breakdown of data requested is only available
from 2013 onwards. This is detailed in the tables below:

Frank Field – 2014 Parliamentary Question to the Home Office

The below Parliamentary question was asked by Frank Field on 2014-06-26.

To ask the Secretary of State for the Home Department, what progress her Department has made on reaching a settlement with Raytheon Systems Ltd on the e-Borders programme; and when the arbitration progress is scheduled to be completed.

    Karen Bradley

The Home Office would like the dispute with Raytheon to be concluded as swiftly
as possible. It is not unusual that an international arbitration of this
complexity should take a considerable time to resolve. The Home Office has
done everything possible to progress the Arbitration as quickly as possible.
The evidential hearings concluded in April 2013.

To ask the Secretary of State for the Home Department, what financial provision her Department has made to cover the (a) ongoing legal costs of and (b) costs of a potential settlement resulting from the binding arbitration process brought by Raytheon Systems Ltd.

    Karen Bradley

Ongoing legal costs will be met from departmental resources, although no
specific financial provision has been made for this or for the costs of a
potential settlement. The costs of a potential settlement have been recognised as a
contingent liability in the Home Office accounts since 2011-12.
