    The Prime Minister spoke to French President Emmanuel Macron this afternoon.

    The leaders discussed their deep concern at Russia’s recent barbaric attacks on civilian areas in Ukraine.

    They agreed the UK and France will continue to work closely together with allies to support Ukraine and coordinate our response to Russian aggression.

    The Prime Minister and President Macron also welcomed the recent opportunity to meet in person at the leaders’ summit in Prague, and looked forward to continuing to deepen bilateral cooperation.

    The Prime Minister has approved the appointment of Sir Brian Leveson as the Investigatory Powers Commissioner (IPC) for a second three-year term, with effect from 21st October 2022.

    Background

    Sir Brian was appointed as the second IPC in October 2019, succeeding Sir Adrian Fulford. Before retiring as a senior judge in 2019, he was President of the Queen’s Bench Division and Head of Criminal Justice.

    The IPC is responsible for the independent oversight of the use of investigatory powers, ensuring they are used in accordance with the law and in the public interest. He is supported by a number of Judicial Commissioners, the Investigatory Powers Commissioner’s Office (IPCO) and the Office for Communications Data Authorisations (OCDA).

    Her Late Majesty The Queen approved the nomination of The Right Reverend Dr John Perumbalath, Area Bishop of Bradwell, for election as Bishop of Liverpool, in succession to The Right Reverend Paul Bayes following his retirement.

    Background

    John hails from the ancient Syrian Christian community in Kerala, India, and trained for ministry at Union Biblical Seminary, Pune. He worked as a youth worker for university students and as a theological educator before his ordination in the Diocese of Calcutta, Church of North India.

    He was Curate at St John’s Church, Calcutta, from 1994 and was appointed Vicar at St James’ Church in 1995. John then served as Vicar of St Thomas’ Church in 2000, as well as Chaplain at St Thomas’ Secondary School.

    In 2002, John moved to the UK and was appointed Associate Rector at St George’s Church, Beckenham, in the Diocese of Rochester. He then served as Team Vicar of Northfleet and Rosherville in addition to Diocesan Advisor for Thames Gateway Regeneration. In 2008, he was appointed Vicar at All Saints Perry Street and served also as Diocesan Urban Officer.

    John was appointed Archdeacon of Barking in 2013, in the Diocese of Chelmsford, and took up his current role as Area Bishop of Bradwell in 2018. He chairs the Churches Refugee Network for Britain and Ireland and is the Church of England’s lead bishop for Churches Together in Britain and Ireland.

    Her Late Majesty The Queen approved the nomination of The Reverend Canon Stephen Race, Incumbent of the Benefice of Central Barnsley and Area Dean of Barnsley, in the Diocese of Leeds, to the Suffragan See of Beverley, in the Diocese of York, in succession to The Right Reverend Glyn Webster following his retirement.

    Background

    Stephen was educated at St Hild and St Bede College, Durham. He trained for ministry at St Stephen’s House, Oxford, and was ordained Priest in 2003.

    Stephen served his title at St Mary’s Wigton, in the Diocese of Carlisle, and in 2005 he was appointed Vicar of St John the Baptist, Dodworth, in the Diocese of Wakefield. He was additionally appointed Diocesan Director of Ordinands (DDO) in 2008 for the Diocese of Wakefield (and subsequently the Diocese of Leeds), having served as Assistant DDO from 2005.

    Stephen was appointed Priest-in-Charge of St Mary’s Barnsley in 2014, and additionally Priest-in-Charge of St Edward the Confessor Barnsley and St Thomas Gawber in 2017. Following this, he was licensed as Priest in Charge of St George’s Barnsley in 2018 and with the pastoral reorganisations completed, he was licensed as Incumbent of the Benefice of Central Barnsley in 2019. Stephen has served as Area Dean of Barnsley since 2009 and has been an Honorary Canon of Wakefield Cathedral since 2011.

    Her Late Majesty The Queen approved the nomination of The Very Reverend Dr David Monteith, Dean of Leicester, for election as Dean of Canterbury, in succession to The Very Reverend Dr Robert Willis following his retirement.

    Background

    David grew up in County Fermanagh, Northern Ireland. He was educated at St John’s College, Durham, and trained for ministry at St John’s College, Nottingham. He served his title at All Saints’, Kings Heath, in the Diocese of Birmingham, and was ordained Priest in 1994.

    In 1997, David was appointed Curate at St Martin-in-the-Fields, in the Diocese of London, and in 2000 he became Associate Vicar. From 2002, David served as Priest-in-Charge at Holy Trinity, Wimbledon, in the Diocese of Southwark, additionally serving as Area Dean of Merton from 2004.

    In 2009, he was appointed Team Rector for Merton Priory Team Ministry and additionally went on to serve as Canon Chancellor of Leicester Cathedral. He took up his current role as Dean of Leicester in 2013. He was awarded an Honorary Doctor of Laws in 2016, from the University of Leicester, which acknowledges his role in the community including overseeing the re-interment of King Richard III in Leicester Cathedral in 2015.

    As Dean of Leicester, David has chaired the St Philip’s Centre for Interfaith Dialogue and led and chaired the Bishop of Leicester’s Rural Commission. He currently chairs the Church of England College of Deans.

    David shares his life in a Civil Partnership with David Hamilton, a palliative care and bereavement counsellor.

    • Prime Minister Liz Truss will join a virtual gathering of G7 leaders and President Zelenskyy today (Tuesday 11 October).
    • Meeting comes in the wake of Putin’s illegal annexation of four Ukrainian territories and a brutal assault on Ukrainian civilians in Kyiv and elsewhere.
    • The Prime Minister will ask countries to maintain biting sanctions and call for a full meeting of NATO leaders in the coming days.

    G7 leaders will meet today (Tuesday 11 October) to reiterate the unity of opposition to Putin’s continued brutality in Ukraine.

    In the last 24 hours Russia has stepped up its attacks on Ukrainian cities like Kyiv, killing civilians and cutting off electricity and communications. This follows Putin’s orchestration of sham referendums in an attempt to annex four Ukrainian regions.

    Today’s video call, which will also be attended by President Zelenskyy, is the first gathering of all G7 leaders since Ukraine’s counter-offensive started to take hold in Ukraine.

    The Prime Minister will use the call to urge fellow leaders to stay the course. She will point out that Ukraine’s military advances have been made possible thanks to the international support they are receiving – not just in terms of military aid, but also humanitarian assistance and the impact of western sanctions against Russia.

    The Prime Minister is also calling for an urgent meeting of NATO leaders, ensuring allies remain united and resolute in their opposition to Putin’s behaviour.

    Addressing fellow G7 leaders, the Prime Minister is expected to say:

    The overwhelming international support for Ukraine’s struggle stands in stark opposition to the isolation of Russia on the international stage.

    Their bravery in the face of the most brutal acts of violence has earned the people of Ukraine global admiration.

    Nobody wants peace more than Ukraine. And for our part, we must not waver one iota in our resolve to help them win it.

    Yesterday the Prime Minister spoke to President Zelenskyy to condemn the recent attacks on Kyiv and the annexation of Ukrainian territories, and to reiterate the UK’s support.

    This year the UK has committed £2.3 billion in military support to Ukraine, which has enabled the provision of Multiple Launch Rocket Systems, hundreds of rockets, thousands of rounds of ammunition, crucial defence vehicles and five air defence systems including Starstreak.

    As the Ukrainian Armed Forces face a difficult winter, the UK is also providing critical cold weather gear and other forms of non-lethal support to bolster their resilience.

    Later this week, all UN members will vote on Russia’s breach of the UN Charter with its annexation of Donetsk, Luhansk, Kherson and Zaporizhzhia. 141 UN member states voted to condemn Putin’s full-scale invasion of Ukraine in March, and earlier this month the majority of UN Security Council members voted against the recent annexations.

    In their call today, G7 leaders are also expected to discuss the global energy crisis precipitated by Putin’s actions. The group is currently working to finalise and implement an international cap on the price of Russian oil, which will further damage Putin’s revenue stream.

    The Prime Minister will point to this action as evidence of what the G7 can do both to constrain Putin and act as an economic NATO, defending our countries’ interests.

    The Prime Minister is working with fellow leaders to increase our energy independence and end the global reliance on malign states, such as Russia, in our critical resources.

    The Prime Minister spoke to Ukrainian President Zelenskyy this afternoon.

    She strongly condemned Putin’s appalling attacks on civilian areas in Kyiv and elsewhere today. The Prime Minister said that these are a sign of Ukrainian success and increasing desperation by Putin in response.

    The Prime Minister stressed that the UK stands wholeheartedly behind President Zelenskyy and Ukraine. Putin’s destructive rhetoric and behaviour will not diminish our resolve. The leaders welcomed the deliveries of British military aid which continue to arrive in Ukraine.

    The Prime Minister and President Zelenskyy looked ahead to tomorrow’s virtual meeting of G7 leaders, which President Zelenskyy will join. They agreed it offers an important opportunity to reemphasise the unity of opposition to Putin’s despicable campaign.
