PRESS RELEASE : Post-Brexit trade deals to come into force this month driving economic growth across the UK [May 2023]

The press release issued by 10 Downing Street on 4 May 2023.

The Prime Minister will meet tomorrow with his Australian and New Zealand counterparts for talks ahead of the King’s Coronation.

    • Benefits of ground-breaking free trade deals with Australia and New Zealand to be unleashed for British businesses and consumers later this month
    • First trade deals negotiated from scratch by the UK and tailored to our strengths as a services-led economy
    • Trade deals deliver on the Prime Minister’s priorities to grow the economy and drive innovation

British businesses and consumers will soon be able to reap the benefits of the UK’s first trade deals negotiated from scratch since leaving the European Union with the agreements set to come into force this month.

Expected to increase bilateral trade with Australia by 53% and with New Zealand by 59% in the long term, the two game-changing free trade agreements are anticipated to go live across all three countries from midnight on 31 May.

It comes as the Prime Minister meets both the Australian Prime Minister, Anthony Albanese, and the Prime Minister of New Zealand, Chris Hipkins, tomorrow for talks in Downing Street ahead of the Coronation.

Both trade deals will drive economic growth and innovation across the UK, Australia and New Zealand through the removal of tariffs on all UK goods exports, open unprecedented access for services, cutting of red tape for digital trade, and by making it easier for UK professionals to live and work in Australia and New Zealand.

It comes just weeks after the UK concluded negotiations to join the Comprehensive and Progressive Trans-Pacific Partnership (CPTPP), a free trade area worth £9 trillion, putting us at the heart of a trading powerhouse.

    Prime Minister Rishi Sunak said:

As some of our closest allies, and greatest friends, I am delighted our first built from scratch trade deals are with Australia and New Zealand.

These landmark deals squarely deliver on my priorities to drive economic growth, boost innovation and increase highly skilled jobs across the UK, ensuring we and our closest friends continue to prosper for generations to come.

Business and Trade Secretary, Kemi Badenoch, said:

With these two deals the UK is using our status as an independent trading nation to tailor agreements to our country’s economic strengths. Alongside our recent conclusion of talks to join CPTPP, the government is forging a bold new future alongside the world’s most dynamic and fast-growing economies.

Putting these trade deals into action will help create new opportunities for business, boosting wages and helping spur economic growth.

The UK and Welsh Governments have now made the final legislative changes needed to bring the trade deals into action.

Services are central to the UK’s economy, accounting for around 80% of its economic output and workforce, and one of its biggest export success stories. The provisions in these deals complement our strengths and will help deliver on the PM’s priority of growing our economy.

UK professionals from scientists and researchers to lawyers and accountants will have access to Australian work visas without being subject to its changing skilled occupation list. Brits will also be able to work more freely in New Zealand through commitments which enable UK service suppliers to deliver contracts.

    Other UK benefits include:

    • Investment opportunities and access to government contracts, including putting British businesses on equal footing to compete for an additional £10 billion of Australian public sector contracts per year and high investment screening thresholds for UK investors in New Zealand
    • Tariff free access to both markets for all British goods and flexible rules of origins, giving businesses a competitive edge over international rivals
    • Reaffirmed commitments to the Paris Agreement and opportunities to grow our low-carbon economy, with tariffs on environmental goods liberalised
    • Removal of UK import tariffs on majority of goods from Australia and New Zealand, reducing prices for UK consumers on favourites such as wine and manuka honey and lowering costs on machinery parts for UK manufacturers
    • Progressive rules on digital trade and free flow of data, cutting red tape for SMEs and easing trade while protecting intellectual property, brands and innovations

There are robust protections for British farmers in both deals, including staging tariff liberalisation for sensitive goods over time.

Both countries are key members of the Comprehensive and Progressive Trans-Pacific Partnership (CPTPP), a huge trade bloc in the Indo-Pacific.

Businesses have welcomed the news, including:

Grimshaw, a global architecture practice with its origins in the UK, where it is known for its work on the global Eden projects as well as Waterloo Station, London Bridge station and the line-wide design for the recently opened Elizabeth Line.

It has been working in Melbourne since 2002 – instigated by its first project in that city, Southern Cross Station. In Sydney, the studio was established in 2010 and has designed and delivered important projects in infrastructure as well as commercial architecture, tertiary education and research laboratories including the Sydney Light Rail, Martin Place Metro Station and the recently completed Poly Centre, 210 George Street. Both studios have grown to now comprise nearly a third of Grimshaw’s world-wide staff.

It has also been working in New Zealand for almost a decade on the City Rail Link. In June 2023, it is due to formally launch its new studio in New Zealand and its Auckland premises will open with approximately 20 full time staff.

Mark Middleton, Global Managing Partner at Grimshaw, said:

Our approach has always been characterised by the same motivations and thinking which are the very essence of free trade – the movement of people and goods without restrictive tariffs or conditions. But with the advent of the new UK-Australia Free Trade Agreement, we can now approach the mobility of our architects through simplified and liberated arrangements for transfers between our studios.

Also of great importance to us is the integration into the UK-Australia FTA of the assurance that architects from both countries can provide services under contract in either country. This, combined with the provision that those architects within our practice who now wish to transfer between the UK and Australia can work for four years, double the previous term, provides us with much welcomed certainty as we construct our teams and extend our collaboration. This important development is mirrored in the UK-New Zealand agreement where UK architects can now transfer to our Auckland studio for three years.

With the formalisation of the new Australian and New Zealand FTAs, we now operate with a much welcome assurance that our business can continue to attract both our global collaborators and new talent to our Australasian studios, assuring our continuing growth and prosperity.

Seed & Bean, founded in London 2005 with the idea to create an ethical range of confectionery. The company previously exported to Australia and New Zealand, however this ceased due to COVID. It maintains an ambition to export to both nations again and the Free Trade Agreements (FTAs) would help do that.

Seed & Bean’s Chief Chocolatier Oliver Shorts said:

The trade deals with Australia and New Zealand will help us reduce the landed cost of our organic chocolate bars into the two countries. One of the big barriers to entry are the costs involved in getting the goods in, and this will allow us to help any potential distributor margins and permit the product to be a more viable opportunity in the market.

As part of the two Free Trade Agreements, originating British food and drink products will benefit from reduced tariffs.

The Fifth Wheel Company, which manufactures luxury leisure vehicles in North Wales. The company’s export sales make up over 40% of its annual turnover with its products reaching as far as Australia and New Zealand.

Fifth Wheel’s Technical Director, John Gethin Whiteley, said:

We believe our products are the best in the world and the Australia and New Zealand trade agreements will allow us to increase our export sales to these regions. As the Fifth Wheel concept is a recognised method of towing in Australia and New Zealand, and the appetite from the public is ever growing to live off grid and explore, we see a massive potential for our products in this marketplace and are actively looking for partners to help us grow.

As a result of the Free Trade Agreements, tariffs on all products will be removed making it more competitive for UK manufacturers to export their products to these markets.

  • PRESS RELEASE : Prime Minister Rishi Sunak’s plan to tackle fraud [May 2023]

PRESS RELEASE : Prime Minister Rishi Sunak’s plan to tackle fraud [May 2023]

The press release issued by 10 Downing Street on 3 May 2023.

” Fraud now accounts for over 40% of crime. It costs us nearly £7 billion a year and we know these proceeds are funding organised crime and terror. What’s more, new technologies are making these scams easier to do and harder to police.

It’s time to take the fight to the scammers and fraudsters, and put an end to these crimes which can devastate lives and livelihoods within seconds.

Today, we’re launching our new plan to tackle fraud.

This is how the new measures will affect you.

We’re going to stop scams reaching people in the first place

Modern technology has opened up new ways for criminals to bombard people with a barrage of fake calls, texts, emails and WhatsApp messages.

Here’s how we’re going to stop it:

    • We will outlaw so-called “SIM farms”, technical devices that allow criminals to scam texts to thousands of people at the same time
    • We will work with Ofcom to stop more cases of number ‘spoofing’, where scammers impersonate UK numbers and trick people into thinking they’re speaking to banks, telephone companies or other legitimate businesses
    • We will ban cold calls on all financial products, so that anyone who receives calls trying to sell them products such as crypto currency schemes or insurance will know it’s a scam

We will bring more fraudsters to justice

Here’s how we’ll make sure the scammers responsible face up to their crimes:

    • By launching a new National Fraud Squad led by the National Crime Agency and the City of London Police – backed by 400 new posts
    • We’ll step up work with international partners and make greater use of the UK’s intelligence community to identify and disrupt more fraudsters overseas

We will empower people to better protect themselves

We know that often when you fall victim to a scam, people feel upset, panicked, or embarrassed about being caught out, or worried about whether they’ll ever get their money back.

Here’s how we’ll help protect you:

    • By investing £30 million in a state-of-the-art reporting centre which will be up and running in the year
    • We’re also working with tech companies to make it as simple as possible to report fraud online. Regardless of which social media platform you are on, you should be able to find the ‘report’ button within a single click
    • Looking at giving banks more time to process payments, to allow suspicious payments to be investigated and stopping people from falling victim to fraudsters

Our plan will help protect you and your loved ones from these scams and the predators who perpetrate them. The time has come to put the fraudsters out of business. And that’s what I’m determined to do.”

PRESS RELEASE : Record £1.9 billion UK-Poland missile export deal set to bolster European security [April 2023]

The press release issued by 10 Downing Street on 28 April 2023.

The UK and Poland have signed a major £1.9 billion export agreement to roll out a British air defence system across the European nation.

    • Prime Minister hails landmark deal between UK firm MBDA and Poland as major boost for Euro-Atlantic security
    • £1.9 billion contract for British-designed air defence system will support hundreds of highly skilled jobs across the UK
    • Deal will provide cutting-edge, long-term air defence capability to key NATO ally

The UK and Poland have signed a major £1.9 billion export agreement to roll out a British air defence system across the European nation.

UK firm MBDA will complete the landmark deal with the Polish government this morning [Friday 28 April], agreeing to provide Poland with cutting-edge, ground-based-air-defence capabilities that will protect the country for generations to come.

The export win will also support hundreds of jobs across the UK, delivering on the Prime Minister’s priority to grow the economy, and deepening ties with our key European ally.

The deal is one of the largest bilateral European air defence deals of its kind in NATO and is the culmination of months of close collaboration between the UK and Poland.

It will see the UK equip 22 Polish air defence batteries with UK Common Anti-Air Modular Missiles (CAMMs) and launchers, under a programme called PILICA+.

    Prime Minister Rishi Sunak said:

We have played a crucial role in boosting Euro-Atlantic defences since Putin’s barbaric invasion of Ukraine, and this landmark agreement between the UK and Poland is another example of how, alongside our allies, we are committed to protecting our security for generations to come.

As well as bolstering European air defences, this £1.9bn deal will also support highly skilled jobs in both countries, delivering on my pledge to grow the economy, and creating better paid jobs and opportunity right across the UK.

The sophisticated missiles can be deployed to protect high value, mobile assets such as deployed military forces or critical national infrastructure.

MBDA’s British-designed CAMM is the latest generation air defence system in service with both the British Army and Royal Navy. It is already deployed to Poland with the British Army to protect its airspace following Putin’s barbaric invasion of Ukraine.

The system can engage advanced air and missile targets up to 25km away and is capable of hitting a tennis ball-sized object travelling beyond the speed of sound.

The missile deal, which will support more than 500 jobs at MBDA UK, is the latest in a string of defence deals with Poland, including an agreement to collaborate on the procurement and operation of three Arrowhead-140 frigates – a variant of the UK warship, and an agreement to work closely on Air Defence Complex Weapons last year, including an order for the urgent delivery of an initial set of CAMM systems.

    Defence Secretary, Ben Wallace said:

I am delighted that the UK and Poland’s deep and historic defence ties take another step forward with the signing of the largest ever UK defence export deal with Poland.

We are committed to supporting Poland’s defence modernisation plans and this upgraded air-defence programme will ensure that Poland and the UK have the ability to continue safeguarding our people and bolstering NATO security.

Managing Director of MBDA UK, Chris Allam said:

We are deeply proud that Poland is placing CAMM at the core of their layered air defence systems. This landmark Polish-UK cooperation will provide a major boost to Poland’s air defence capabilities and bring our defence industries closer together, enabling sovereignty and supporting jobs in both countries.

The UK and Poland are close Allies, with hundreds of British troops deployed to the country at any one time. That includes the recent deployments of Challenger 2 tanks and Sky Sabre air defence systems to Poland.

  • PRESS RELEASE : Initial £100 million for expert taskforce to help UK build and adopt next generation of safe AI [April 2023]

PRESS RELEASE : Initial £100 million for expert taskforce to help UK build and adopt next generation of safe AI [April 2023]

The press release issued by 10 Downing Street on 24 April 2023.

Prime Minister and Technology Secretary announce £100 million in funding for Foundation Model Taskforce.

    • Prime Minister and Technology Secretary announce £100 million in initial start-up funding for taskforce responsible for accelerating the UK’s capability in rapidly-emerging type of artificial intelligence – on top of £900 million investment into compute technology at Budget
    • foundation models, including large language models like ChatGPT and Google Bard, are AI systems trained on massive data sets which can be used for a wide range of tasks across the economy
    • investment will fund new government-industry taskforce to ensure sovereign capabilities and broad adoption of safe and reliable foundation models, helping cement the UK’s position as a science and technology superpower by 2030

£100 million to kickstart the delivery of the government’s major ambitions for the UK’s capability in safe and reliable foundation models has been announced by the Prime Minister and Technology Secretary.

The Taskforce, modelled on the success of the COVID-19 Vaccines Taskforce, will develop the safe and reliable use of this pivotal artificial intelligence (AI) across the economy and ensure the UK is globally competitive in this strategic technology.

Foundation models – including large language models like ChatGPT and Google Bard – are a category of artificial intelligence systems trained on huge volumes of data such as text, images, video or audio to gain broad and sophisticated capabilities across many tasks.

With AI set to contribute billions of pounds to UK GDP, the work of the Taskforce will help deliver on the Prime Minister’s priorities to grow our economy, whilst generating better outcomes for people across the country through better public services. Research suggests that the broad adoption of such systems could triple national productivity growth rates.

In areas like healthcare, this type of AI has enormous potential to speed up diagnoses, drug discovery and development. In education it could transform teachers’ day-to-day work, freeing up their time to focus on delivering excellent teaching.

This technology is also predicted to raise global GDP by 7 percent over a decade, making its adoption a vital opportunity to grow the UK economy. To support businesses and public trust in these systems and drive their adoption, the Taskforce will work with the sector towards developing the safety and reliability of foundation models, both at a scientific and commercial level.

The investment will build the UK’s ‘sovereign’ national capabilities so our public services can benefit from the transformational impact of this type of AI. The Taskforce will focus on opportunities to establish the UK as a world leader in foundation models and their applications across the economy, and acting as a global standard bearer for AI safety.

The funding will be invested by the Foundation Model Taskforce in foundation model infrastructure and public service procurement, to create opportunities for domestic innovation. The first pilots targeting public services are expected to launch in the next six months.

The Taskforce, announced as part of the Integrated Review Refresh last month, will bring together government and industry experts and report directly to the Prime Minister and Technology Secretary.

This follows last week’s Cabinet meeting where Ministers agreed on the transformative potential of AI, the vital importance of retaining public confidence in its use, and the need for regulation that keeps people safe without preventing innovation.

    Prime Minister Rishi Sunak said:

Harnessing the potential of AI provides enormous opportunities to grow our economy, create better-paid jobs, and build a better future through advances in healthcare and security.

By investing in emerging technologies through our new expert taskforce, we can continue to lead the way in developing safe and trustworthy AI as part of shaping a more innovative UK economy.

Science, Innovation and Technology Secretary Michelle Donelan said:

Developed responsibly, cutting-edge AI can have a transformative impact in nearly every industry. It can revolutionise the way we develop new medical treatments, tackle climate change and improve our public services, all while growing and future-proofing our economy.

We need to act now to seize the opportunities AI can offer us in the future. We’re backing our expert taskforce with the funding to make our ambitions for an AI-enabled country a reality and keep the UK at the front of the pack in this emerging technology.

To ensure such leadership, the greatest capability we can develop is in the safety and reliability of such systems. This will ensure that the public and business have the trust they need to confidently adopt this technology and fully realise its benefits. That is exactly what this taskforce will prioritise.

The taskforce will be led by an expert Chair, who will be announced later in the summer. Matt Clifford, Chair of the Advanced Research and Innovation Agency, will advise the Prime Minister and Technology Secretary on the development of the taskforce while the appointment is ongoing.

Foundation models rely on significant compute power, and this investment comes on top of around £900 million for a new ‘exascale’ supercomputer and a dedicated AI Research Resource to equip the UK with the processing power it needs to support the next generation of AI innovation. The Taskforce will play a crucial role in ensuring the major, multi-year funding announced at the Budget for compute is strategically invested to prioritise and strengthen the UK’s capability in foundation models.

The Taskforce will ensure the UK’s capability in this rapidly developing area is built with safety and reliability at its core, in line with the approach set out in the AI Regulation White Paper published last month.

Doug Gurr, Chair,  The Alan Turing Institute, said:

We congratulate the government on this exciting investment which will keep the UK at the cutting edge of this transformative technology and look forward to continuing to work with all the relevant partners to help develop breakthrough AI applications in a safe, reliable, trustworthy and ethical way.

Marc Warner, CEO of Faculty, said:

Artificial intelligence is an epoch-defining technology, which – if deployed safely and responsibly – will revolutionise how we live and work. To reap the rewards and manage the risks, the UK urgently needs the public and private sector to work effectively together to seize the vast opportunities from foundational models. It is welcome to see initial funding towards this goal, which will help ensure safe deployment and protect national security, whilst harnessing AI’s power to transform public services.

The funding follows Business Connect, an event bringing government and industry together to focus on making Britain the most innovative economy in the world. DSIT Minister of State George Freeman led a panel on the government’s work in digital technology and life sciences and, together with the Chancellor, spoke about how these high-priority sectors could help accelerate economic growth across the UK.

    • Comes as PM welcomes creation of 11,000 jobs as a result of inward investment since October, in vote of confidence in UK economy

Business Connect, launching today, creates a new platform for businesses to engage with Prime Minister Rishi Sunak’s pro-growth, pro-enterprise Government, as part of efforts to deliver on the people’s priorities to grow the economy.

Over 200 of the UK’s highest profile CEOs and c-suite business leaders will gather in London for the event, representing key growth sectors including tech, life sciences and advanced manufacturing.

Speaking directly to delegates at the event, the Prime Minister will underline his commitment to optimise the conditions for businesses to thrive and in turn, drive growth – recognising that Government cannot achieve its economic priorities alone.

As a result of increasing business confidence in the UK, latest figures show 1800 jobs a month have been created since October.

    Prime Minister Rishi Sunak said:

“I am working every day on our five priorities – to halve inflation, grow the economy, reduce debt, cut waiting lists and stop the boats.

“Business Connect provides the next fantastic opportunity to demonstrate how we are growing the economy. We are bringing together some of the UK’s biggest companies and investors for meaningful dialogue – and I’m a Prime Minister passionate about working with business to unlock opportunity and progress.

“Since taking office, I’ve spoken to over 1000 business people – because they are the innovators and change-makers at the heart of our economy, supporting jobs, attracting investment and driving growth.

“The UK can be proud of its business credentials. Through the creation of 162 tech unicorns, smarter regulation and world-leading universities – we’ve got the right ingredients to double down on growing the economy.”

In his first ever LinkedIn Live event on Monday morning, a range of entrepreneurs, SMEs, innovators and young people, who are key to growing the economy, will also have the opportunity to ask the Prime Minister any business question – whether that’s looking at the future of British fintech or how we can reach net zero.

Building on his long-term plans to create a more innovative economy, the Prime Minister will unveil a new ‘innovation’ category at the Great British Entrepreneur Awards this evening, hosted by the Chancellor at Downing Street. The new award will recognise bright, innovative ideas that deliver new products and services and can drive our economy forward.

    Chancellor Jeremy Hunt said:

“We want the UK to be the best place in the world to start, grow and invest in a business. At Spring Budget we took steps to reduce business taxation, boost access to talent, and get smarter with our regulation – and that was just the beginning.

“It’s absolutely vital that we’re listening to – and working with – industry leaders, innovators and disruptors as we deliver on our priority to grow the economy.”

Business and Trade Secretary Kemi Badenoch said:

“The UK succeeds when our businesses succeed. Our door is always open at the Department for Business and Trade, we’re here to help companies bring in valuable investment, create jobs and grow the economy.

“By securing high-quality trade deals, scrapping market access barriers around the world and cutting needless red tape that holds businesses back, I will ensure the UK remains one of the best places in the world to start and grow a business.”

    Debra Crew, CEO-designate, Diageo, said:

“Such high level engagement by the Prime Minister and other members of the Government is really welcome for Diageo. We see Business Connect as a great opportunity to promote international trade in Scotch and spirits, an export powerhouse that is bringing jobs and investment to Scotland and across the UK.”

C.S. Venkatakrishnan, Group Chief Executive, Barclays, said:

“I am pleased to join the UK Government and business leaders in the discussion about the growth opportunities that lie ahead for the United Kingdom. The UK continues to be a prominent financial centre that sits at the heart of global capital markets and Barclays continues to support the UK Government’s ambitious plans to drive prosperity and economic growth for people and businesses here in the UK and beyond.”

Alex Baldock, Group Chief Executive, Currys PLC, said:

“It’s important that business can make its voice heard in government at events like today’s. Given the size of the retail sector in the UK, we’re well placed to help power the UK’s growth. I’m looking forward to discussing with ministers the skills, infrastructure, regulatory and tax environment we need in order to do so.”
