    The Prime Minister spoke to Egyptian President Abdel Fattah el-Sisi this evening about the situation in Gaza and the wider Middle East.

    He welcomed the opening of the Rafah crossing today for the first British and other nationals and injured Palestinians to leave Gaza. The Prime Minister thanked President Sisi for his efforts and said the UK would continue to work closely with Egypt and Israel to ensure all British citizens can leave Gaza safely.

    The leaders talked about urgent work to increase the flow of humanitarian aid into Gaza, and the Prime Minister updated on plans for a second UK aid flight to support the work of the Egyptian Red Crescent. He said ensuring life-saving aid and medical treatment reaches civilians by all available routes is a top priority and the UK stands ready to provide further support.

    The Prime Minister and President Sisi also discussed diplomatic efforts to secure the release of hostages held by Hamas, prevent escalation in the wider Middle East and achieve long-term peace and prosperity for the Palestinian people.

    The Prime Minister welcomed the United States Vice President Kamala Harris to Downing Street for the first time this afternoon.

    Ahead of travelling to the AI Safety Summit tomorrow, they discussed the need for global collaboration on the novel opportunities and risks presented by frontier AI, including issues like bias and disinformation. The Vice President thanked the Prime Minister for hosting the first summit to take forward these discussions.

    The Prime Minister welcomed the shared focus on AI safety, including the announcement of a new US institute that will work closely alongside the UK’s AI Safety Institute to boost research into the capabilities and risks of this technology.

    The Prime Minister and Vice President also spoke about the humanitarian crisis in Gaza. The Prime Minister reiterated Israel’s right to defend itself against terror as well as the need to get more humanitarian aid into Gaza and to free hostages taken by Hamas. Both agreed that the UK and US were aligned in these efforts and would continue to work with partners in the region to ensure stability.

    The Prime Minister and Vice President also stressed the importance of continued support for Ukraine and close collaboration on the fight against Russian aggression.

    Leading AI nations have reached a world-first agreement at Bletchley Park establishing a shared understanding of the opportunities and risks posed by frontier AI.

    Leading AI nations, convened for the first time by the UK and including the United States and China, along with the European Union, have today (Wednesday 1 November 2023) reached a world-first agreement at Bletchley Park establishing a shared understanding of the opportunities and risks posed by frontier AI and the need for governments to work together to meet the most significant challenges.

    The Bletchley Declaration on AI safety sees 28 countries from across the globe including Africa, the Middle East, and Asia, as well as the EU, agreeing to the urgent need to understand and collectively manage potential risks through a new joint global effort to ensure AI is developed and deployed in a safe, responsible way for the benefit of the global community.

    Countries endorsing the Declaration include Brazil, France, India, Ireland, Japan, Kenya, the Kingdom of Saudi Arabia, Nigeria and the United Arab Emirates.

    The Declaration fulfils key summit objectives in establishing shared agreement and responsibility on the risks, opportunities and a forward process for international collaboration on frontier AI safety and research, particularly through greater scientific collaboration. Talks today, with leading frontier AI companies and experts from academia and civil society, will see further discussions on understanding frontier AI risks and improving frontier AI safety.

    Countries agreed substantial risks may arise from potential intentional misuse or unintended issues of control of frontier AI, with particular concern caused by cybersecurity, biotechnology and disinformation risks. The Declaration sets out agreement that there is “potential for serious, even catastrophic, harm, either deliberate or unintentional, stemming from the most significant capabilities of these AI models.” Countries also noted the risks beyond frontier AI, including bias and privacy.

    Recognising the need to deepen the understanding of risks and capabilities that are not fully understood, attendees have also agreed to work together to support a network of scientific research on Frontier AI safety. This builds on the UK Prime Minister’s announcement last week for the UK to establish the world’s first AI Safety Institute and complementing existing international efforts including at the G7, OECD, Council of Europe, United Nations and the Global Partnership on AI. This will ensure the best available scientific research can be used to create an evidence base for managing the risks whilst unlocking the benefits of the technology, including through the UK’s AI Safety Institute which will look at the range of risks posed by AI.

    The Declaration details that the risks are “best addressed through international cooperation”. As part of agreeing a forward process for international collaboration on frontier AI safety, The Republic of Korea has agreed to co-host a mini virtual summit on AI in the next 6 months. France will then host the next in-person Summit in a year from now. Further details on these events will be confirmed in due course.

    This ensures an enduring legacy from the Summit and continued international action to tackle AI risks, including informing national and international risk-based policies across these countries.

    The Declaration, building upon last week’s announcement of the UK’s emerging processes for AI safety, also acknowledges that those developing these unusually powerful and potentially dangerous frontier AI capabilities, have a particular responsibility for ensuring the safety of these systems, including by implementing systems to test them and other appropriate measures.

    Prime Minister Rishi Sunak said:

    This is a landmark achievement that sees the world’s greatest AI powers agree on the urgency behind understanding the risks of AI – helping ensure the long-term future of our children and grandchildren.

    Under the UK’s leadership, more than 25 countries at the AI Safety Summit have stated a shared responsibility to address AI risks and take forward vital international collaboration on frontier AI safety and research.

    The UK is once again leading the world at the forefront of this new technological frontier by kickstarting this conversation, which will see us work together to make AI safe and realise all its benefits for generations to come.

    Today’s agreement signed by attendees from across the globe, offers an important first step as we begin 2 days of vitally important discussions here at Bletchley Park.

    We have always said that no single country can face down the challenges and risks posed by AI alone, and today’s landmark Declaration marks the start of a new global effort to build public trust by ensuring the technology’s safe development.

    Bletchley Park marks the start of a long road ahead, and the Summit will kickstart an enduring process to ensure every nation and every citizen can realise the boundless benefits of AI.

    Minister Lee is delighted that Korea will be the co-hosts of the mini virtual summit. Korea is a world leader in technologies like AI and recognises the importance of multilateral cooperation to ensure AI technologies are designed, used and governed in safe ways.

    To mark the opening of the Summit, His Majesty The King delivered a virtual address, via video to the AI Safety Summit this morning as proceedings got underway. His Majesty pointed to AI being one of the ‘greatest technological leaps in the history of human endeavour’ and hailed the technology’s enormous potential to transform the lives of citizens across the world through better treatments for conditions like cancer and heart disease. The King also spoke of the ‘clear imperative to ensure that this rapidly evolving technology remains safe and secure’ and the need for ‘international coordination and collaboration’. The King’s address signed-off with thanks for the vital role attendees will play over the next two days, laying the foundations for a ‘lasting consensus’ on AI safety to cement its place as a force for good.

    The Prime Minister spoke to Israeli Prime Minister Benjamin Netanyahu this afternoon.

    The Prime Minister stressed the importance of rapidly increasing the flow of humanitarian aid to Gaza and welcomed Israel’s commitment to facilitate significantly more deliveries. He said the UK would support all efforts to ensure life-saving aid reaches those in need, including temporary humanitarian pauses.

    The Prime Minister reiterated the UK’s resolute backing for Israel’s right to defend itself against terrorism, while emphasising the importance of taking all possible measures to minimise civilian casualties.

    He said the UK is focused on securing the safe return of hostages and urgently ensuring British nationals and others can leave Gaza, via the Rafah crossing or other routes.

    The leaders also discussed the situation in the West Bank and the long-term goal of a two-state solution. The Prime Minister noted the importance of all sides avoiding actions that would inflame tensions and keeping hope alive for a more secure and prosperous future for both Israelis and Palestinians.

    The Prime Minister and Prime Minister Netanyahu agreed to remain in close contact on the next steps.

    Millions of people across the country are set to receive significant cost of living support ahead of winter, with the government freezing bus fares in England and the second instalment of the cost-of-living payment – worth £900 in total – landing directly in bank accounts from today.

    • Significant cost of living support to come into effect from today as millions of households set to receive second £300 payment
    • Comes as £2 bus fare cap in England extended with millions of people also set to benefit from lower travel costs
    • Prime Minister continues to support families with the cost of living ahead of winter as we are on track to halve inflation

    Millions of people across the country are set to receive significant cost of living support ahead of winter, with the government freezing bus fares in England and the second cost-of-living payment – worth £900 in total – landing directly in bank accounts from today.

    The bus fare cap had been due to rise to £2.50 but we are keeping the fares down at £2 until the end of next year to help millions of people make significant savings on their travel costs. The fare cap has helped cut bus fares in England outside London by 7.4% between June 2022 and June 2023, with even bigger savings in rural areas where fares have dropped by almost 11%.

    This extension is only possible due to the redirected HS2 funding as part of our Network North plan and takes the total government investment to keep bus fares down to nearly £600 million – with over 140 operators signing up to continue offering the cap across more than 5,000 routes.

    Over 8 million households across the UK will also receive the second of up to three payments from today, totalling up to £900 through 2023/24 with a further cost of living payment due to be made to eligible households by Spring next year.

    These payments are entirely tax-free, will not count towards the benefit cap, and will not have any impact on existing benefit awards. Those who are eligible will be paid automatically and do not need to apply for the payment or do anything to receive it.

    Prime Minister Rishi Sunak said:

    I know that winter can be a particularly challenging period for many families across the country. That’s why we have put in place a package of immediate support for vulnerable households over the coming months.

    We are lowering travel costs through the bus fare cap, which we are able to do because of our long-term decision to cancel phase 2 of HS2. We are also providing an extra top up to help pay energy bills and direct payments to cover the cost of day-to-day essentials.

    But the best way to put more money in the pockets of hardworking people is to focus on the long-term decisions that will help not only them, but future generations too. We’re on track to halve inflation which will help people’s wages go further, and we’re growing the economy to create better paid jobs and opportunities across the country.

    We are also committed to helping vulnerable households across the UK with their energy bills over winter. Winter Fuel Payments – boosted again this year by an additional £300 per household Pensioner Cost of Living payment – will provide pensioners with up to £600 to help with heating costs over the colder months.

    On top of this, nearly three million low-income households are also eligible for a £150 rebate on their winter electricity bills through the Warm Home Discount. From tomorrow (1st November) Cold Weather Payments will also come into effect to provide eligible households £25 extra a week when the temperature is zero or below for more than seven days across the UK.

    Transport Secretary Mark Harper said:

    Buses are the most popular form of public transport and help people across the country get to work, attend medical appointments, and see loved ones – that’s why we are extending the ‘Get Around for £2’ scheme all the way to 31 December 2024.

    Extending the £2 bus fare cap has only been possible with the redirected HS2 funding secured by this Government making the right long-term decisions for a brighter future, delivering immediate benefits and helping people save money.”

    Mel Stride, Secretary of State for Work and Pensions, said:

    Tackling inflation is the best way to boost people’s incomes, but as we work to halve it, we are protecting the most vulnerable households from high prices with this latest Cost of Living payment.

    Thousands of Work Coaches based in Jobcentres across the country are on hand to help people find work or enhance their skills, and I encourage anyone wanting to strengthen their finances and unleash the benefits of work to contact their local Jobcentre to see what help is available.

    Taken together, these measures build on the significant cost of living support already provided to eligible households throughout last year – now worth an average of £3,300 per household over this year and last.

    We have also gone further by:

    • Increasing benefits in line with inflation, meaning more than 10 million working age families will see an average increase of around £600.
    • Maintaining the Triple Lock earlier this year to give around 12 million pensioners the largest ever cash increase to the State Pension.
    • Extending the Household Support Fund for another year in England to help families with essential costs with £1 billion of extra funding.
    • Increasing the National Living Wage by its largest ever cash amount for 2 million workers – worth over £1,600 to the annual earnings of a full-time worker – and committing to increase it to over £11 an hour from April 2024.
    • Cutting fuel duty by 5 pence and freezing the increase, worth £100 to the average driver this year.
    • Covering up to 85% of childcare costs for working households on Universal Credit, up from 70% under the legacy system – currently worth over £19,500-a-year for families with two or more children.

    The government has a strong record on supporting the most vulnerable and lifting households out of poverty, with the latest data showing there were nearly 1 million fewer workless households since 2010 and 1.7 million fewer people in absolute poverty after housing costs over the last decade.

    We know the best route out of poverty is through work, which is why we’ve introduced a package of measures worth £3.5 billion to break down the barriers for people to find jobs and fulfil their potential. This includes our flagship Universal Support scheme which will get thousands more people into jobs with a personal adviser providing wraparound support for up to a year while they find their feet.

    We encourage people in need of additional support over winter to check their eligibility through our Help for Households website for the various cost of living schemes that are place.

    The leaders discussed the humanitarian crisis unfolding in Gaza, and the Prime Minister once again expressed his deep condolences for the tragic loss of civilian life.

    The Prime Minister set out the intensive diplomatic and practical efforts the United Kingdom is making to rapidly increase the delivery of life-saving aid to Gaza, following the announcement that the UK will double aid funding for Palestinian civilians. President Abbas thanked the Prime Minister for his active engagement in the region.

    President Abbas also updated on the security situation in the West Bank. The Prime Minister emphasised the importance of making progress on the peace process to ensure that Palestinian civilians in both Gaza and the West Bank can live in security and prosperity.

    He said the UK would continue to support diplomatic action to protect Palestinian civilians, prevent wider escalation and secure a peaceful and lasting resolution to the crisis.

    The Prime Minister spoke to French President Macron today following the expansion of Israel’s military operation against Hamas.

    The leaders stressed the importance of getting urgent humanitarian support into Gaza. They agreed to work together on efforts both to get crucial food, fuel, water and medicine to those who need it, and to get foreign nationals out.

    They expressed their shared concern at the risk of escalation in the wider region, in particular in the West Bank. The Prime Minister and President Macron updated on the conversations they have had with leaders in the region to stress the importance of working to ensure regional stability.

    The Prime Minister and President Macron agreed that it was important not to lose sight of the long-term future of the region and, in particular, the need for a two-state solution. They underscored that Hamas does not represent ordinary Palestinians and that their barbarism should not undermine the legitimate aspirations of the Palestinian people.

    The leaders said they would stay in close contact with one another and with leaders in the region.

    The Prime Minister spoke to President Volodymyr Zelenskyy this morning to reiterate the UK’s support for Ukraine.

    The Prime Minister underscored the UK’s long term and unwavering commitment to Ukraine’s sovereignty and territorial integrity and reiterated that the conflict in the Middle East would not change that.

    The principle of a rules based order, in which people could live in peace and stability, needed to be protected both in Ukraine and the Middle East, the Prime Minister added.

    President Zelenskyy updated on the situation on the battlefield and the leaders praised the courage and success of Ukraine’s Armed Forces as they continued to push Russian forces back.

    They also discussed the situation in the Black Sea and underlined the importance of ensuring grain was able to depart Ukrainian ports. The UK would continue to support Ukraine’s efforts to keep grain following, and work with allies to coordinate defensive support to help protect critical national infrastructure, the Prime Minister added.

    The leaders agreed to stay in close touch.

    • This will inform discussions at next week’s AI Safety Summit at Bletchley Park, which aims to build a shared global understanding of the risks posed by frontier AI.
    • Prime Minister Rishi Sunak will today give a speech on how we have a global responsibility to understand and address the risks surrounding AI, in order to realise all its benefits and opportunities for future generations.

    new paper into the capabilities and risks from frontier AI has been published for the first time by the UK Government today (Thursday 26 October), as the Prime Minister is set to give a speech on the global responsibility to address the risks head on and make the most of the opportunities AI can bring.

    There are a range of views in the scientific, expert and global communities about the risks in relation to the rapid progress in frontier AI, which is expected to continue to evolve in the coming years at rapid speed. The report published today draws on various sources, including UK intelligence assessments.

    One of the key objectives of the AI Safety Summit – the first ever global summit to discuss AI safety – is to come to a shared understanding on the emerging risks, which can then inform how nations manage them. It also highlights the need for countries around the world to understand the pitfalls presented by frontier AI to unlock its enormous benefits.

    The publication will serve as a discussion paper at next week’s summit. It forms part of the UK Government’s action to take long-term decisions for a brighter future, leading the way globally on AI safety. It is in the long-term interest of the country to understand and grip the risks of AI in order to seize the enormous opportunities it brings to improve people’s lives, public services and economic growth and productivity.

    The publication comes ahead of a speech by the Prime Minister today on AI. He will set out how the UK Government will do what is right to make AI safe, cement the UK as a global leader in AI safety, and ensure we can harness its benefits to build a better future for generations to come.

    In his speech, Prime Minister Rishi Sunak is expected to say:

    “AI will bring new knowledge, new opportunities for economic growth, new advances in human capability, and the chance to solve problems we once thought beyond us. But it also brings new dangers and new fears.

    “So, the responsible thing for me to do is to address those fears head on, giving you the peace of mind that we will keep you safe, while making sure you and your children have all the opportunities for a better future that AI can bring.

    “Doing the right thing, not the easy thing, means being honest with people about the risks from these technologies.”

    The report is made up of three parts:

    • Capabilities and risks from frontier AI: A discussion paper on the need for further research into AI risk. It covers the current state of frontier AI capabilities, how these might improve in the future, as well as the risks they currently present, including societal harms, misuse and loss of control.
    • Safety and Security Risks of Generative Artificial Intelligence to 2025: A report drawing on sources including intelligence assessments, which states that generative AI development has the potential to bring significant global benefits but will also increase risks to safety and security by enhancing threat actor capabilities and increasing the effectiveness of attacks.
    • Future Risks of Frontier AI: A report from the Government Office for Science, which considers key uncertainties in frontier AI development, the risks future systems might pose, and a range of potential scenarios for AI out to 2030.

    The Summit will focus on risks at the frontier of AI around the misuse of AI by non-state actors to perform harms like cyber-attacks or to design bioweapons, as well as risks around the loss of control of AI, where systems may act autonomously in a way that does not align with our intentions or values.

    Recognising that AI can have broader impacts on society too, the Summit will also include discussions on the risks from the integration of frontier AI on society like election disruption, bias, crime and online safety. There is also a vast amount of work taking place to address other risks from AI in other international forums and at national level.

    Technology Secretary Michelle Donelan said:

    “This marks a watershed moment, as the UK becomes the first country in the world to formally summarise the risks presented by this powerful technology.

    “There is no question that AI can and will transform the world for the better, from making everyday tasks easier, to improving healthcare and tackling global challenges like world hunger and climate change. But we cannot harness its benefits without also tackling the risks.

    “No country can do this alone, which is why we will be welcoming governments, academics, civil society groups and businesses to Bletchley Park next month to build a shared understanding of the risks while discussing how we can develop and use AI safely and responsibly so that it changes lives for the better.”
