    Prime Minister Rishi Sunak sets out his blueprint to boost British fruit and vegetable sector as the first UK Food Security Index is published.

    • The Prime Minister will tell the second Farm to Fork Summit at Downing Street tomorrow that the UK needs to reduce its reliance on overseas fruit and vegetables and back British producers
    • Comes as the first UK Food Security Index published to ensure the government and sector is resilient to unexpected shocks to the market and extreme weather
    • Follows a major package of support announced by the Prime Minister at the National Farmers Union annual conference to increase innovation and automation in farming

    A new UK Food Security Index will be published tomorrow [Tuesday 14 May], as the Prime Minister tells British farmers and growers that we must go further to support them and secure the nation’s food supplies.

    The first draft of the UK Annual Food Security Index will allow the government, industry and farmers to monitor the impacts of external factors, such as Russia’s barbaric invasion of Ukraine or extreme adverse weather events.

    It will set out how Government will track UK-wide food security on an annual basis, monitoring domestic food production, land use, input costs and farmer productivity. This year’s index will show that the UK farming sector is at its most productive since records began.

    The Index has been published alongside a new blueprint to grow the UK fruit and vegetable sector in order to reinforce the country’s food security. The Food Security Index highlights that currently the UK produces the equivalent of just 17% of the fruit and 55% of the vegetables that end up on British plates, significantly lagging behind meat, dairy and grains.

    The Prime Minister will also say at the summit that he wants the government to help the horticulture sector to go further to tackle this challenge. As part of this, a new Horticulture Resilience and Growth offer, which will replace the retained EU scheme, will be rolled out. Through this new scheme, the government will look to double the amount of funding given to horticulture businesses compared to the current scheme, taking it to £80m per year, including making up to £10m available to help English orchard growers access equipment, technology and infrastructure to support the growing of great British fruit.

    And the Prime Minister will launch a review into the barriers the horticulture sector is facing to upscale their businesses, including promising to cut red tape around the building of glasshouses. A further £15m will be invested into Genetic Improvement Networks to help boost access to more resilient crop varieties that require fewer inputs and cut farmer costs.

    More than 70 businesses and producers working and supporting the food and farming industry are expected to attend the Farm to Fork Summit tomorrow, including farmers, Rodda’s, Fischer Farms, Tescos, Aldi and McCains. They will discuss the challenges facing the sector, including the adverse weather conditions they have faced. The past 18 months have been the wettest on record in England, and second wettest six months across the UK. The weather conditions have severely hampered crop production and put further pressure on farmers.

    To help combat the impact of adverse weather, the Prime Minister will set out how £75 million fund to support internal drainage boards, announced at the NFU conference, will be used to protect agricultural land, including horticulture businesses, and rural communities from flooding, making them more resilient to climate change through two funds, one for repairs and one will go to building assets that boost resilience, such as pumping stations.

    Prime Minister Rishi Sunak said:“Come rain or shine, I will always back British farmers. From feeding the nation to protecting our countryside, they are vital to the security and the fabric of our country.

    “This package of support will help farmers produce more British food, delivers on our long-term plan to invest in our rural communities, and ensures the very best of our homegrown products end up on our plates.

    “I know for many farmers, the impact of adverse weather in recent months has made working the land even harder, but my message is clear, our support for you is unwavering and we will be with you every step of the way.”

    Environment Secretary Steve Barclay said: “Food security is vital to our national security, which is why today’s summit is so important, bringing together government and key representatives from the farming and food sector at Downing Street.

    “This announcement will turbocharge the growth of our horticultural sector supporting the building of cutting-edge glasshouses and innovative farming techniques to put British fruit and vegetables on our plates all-year round.

    “We will continue to invest in and support farmers to produce the best of British food to strengthen our food security, championing innovation in the sector.”

    The Prime Minister will also announce at the summit:

    • Up to £3 million towards supporting small and mobile abattoirs to support British farmers.
    • Delivering on a commitment we made in our response to the Rock Review into tenant farming and following a call for evidence, confirming that we will appoint a Commissioner for the Tenant Farming Sector (CTFS) this autumn.
    • A £72m fund to the Endemics Diseases Scheme, which will help eradicate bovine viral diarrhoea in cattle, control porcine reproductive and respiratory syndrome in pigs and tackle a range of different health conditions in sheep.
    • A £22m infrastructure grant for laying hens to help poultry farmers to improve the health, welfare and productivity of their flocks.

    The government will also support farmers to get a fair price for their products by laying new regulations in Parliament for eggs, fresh produce and pigs, ensuring they have reasonable and transparent contracts. This follows similar action for the dairy sector earlier this year. A new supply chain adjudicator, Richard Thompson, will also be appointed, to ensure fairness in the supply chain is being effectively enforced.

    Last week, the Environment Secretary announced planned automation funding of up to £50m for farmers, alongside an extension to the seasonal visa route for the next five years to ensure the sector has the labour needed while technology is integrated into packhouses and harvesting processes.

    That followed the Prime Minister’s announcement at the National Farmers Union annual conference that the government would open the largest ever grant offer for farmers this year, expected to total £427m, including an unprecedented package of funding for technology and productivity schemes.

    He told the conference that £220m would be injected into future-focused technology and productivity schemes to ensure farmers can access new equipment, including kit which increases automation to reduce reliance on overseas workers.

    The Prime Minister spoke to Albanian’s Prime Minister Edi Rama this morning.

    They began by discussing the close relationship between the UK and Albania, noting significant bilateral cooperation including on trade and investment.

    The Prime Minister highlighted the strong progress made through the UK-Albania migration partnership. Both leaders acknowledged more work needed to be done to tackle the illegal migration challenge in Europe and looked forward to discussing this further at the European Political Community meeting in the UK in July.

    They underlined the importance of ensuring stability in the Western Balkans, particularly in Bosnia and Herzegovina and Kosovo.

    Turning to the situation in the Middle East, the leaders discussed the importance of tackling rises in antisemitism across the globe and championing our shared values of tolerance and respect.

    Both leaders looked forward to speaking soon.

    Vice Chancellors from some of the country’s leading universities will join forces with the government today (9 May) to discuss actions to address the rise in antisemitic abuse on campus and disruption to students’ learning.

    • Vice Chancellors from some of the country’s leading universities will meet in No10 on Thursday to discuss efforts to tackle antisemitism on campus.
    • £500,000 funding boost for the University Jewish Chaplaincy Service to provide welfare services to Jewish students.
    • Meeting comes amidst violent protests on campuses in the USA and escalating antisemitic abuse towards Jewish students in the UK.

    Vice Chancellors from some of the country’s leading universities will join forces with the government today (9 May) to discuss actions to address the rise in antisemitic abuse on campus and disruption to students’ learning.

    The Prime Minister, Education Secretary, Communities Secretary and Security Minister will call on university leaders to ensure a zero-tolerance approach to antisemitic abuse is adopted on all campuses.

    The government has made clear that debate and the open exchange of views in universities is essential, but that this can never tip over into hate speech, harassment or incitement of violence.

    The meeting will also help to inform upcoming government guidance on combatting antisemitism on campus. Meanwhile, the Office for Students (OfS) has committed to publishing the response to its consultation on a new condition of registration, which could give OfS the power to impose sanctions where there is clear evidence that universities are failing to take sufficient or appropriate action to tackle harassment, including antisemitic abuse.

    In the Autumn Statement, the Chancellor announced £7 million of extra support to tackle antisemitic abuse in educational settings. £500,000 of this will be dedicated to supporting the work of the University Jewish Chaplaincy, boosting support for Jewish students on campus.

    The University Jewish Chaplaincy helps students deal with incidents of antisemitism and intimidation and currently supports over 8,500 students at over 100 universities in 13 regions.

    Prime Minister, Rishi Sunak, said:

    Universities should be places of rigorous debate but also bastions of tolerance and respect for every member of their community.

    A vocal minority on our campuses are disrupting the lives and studies of their fellow students and, in some cases, propagating outright harassment and antisemitic abuse. That has to stop.

    Education Secretary, Gillian Keegan, said:

    I have made it absolutely clear that universities must crack down on antisemitism and ensure that protests do not unduly disrupt university life.

    I am looking welcoming vice chancellors to No10 today to make sure together we have clear steps in place to protect Jewish students on campus.

    The Union of Jewish Students (UJS) have criticised the “toxic environment” faced by Jewish students across the country. According to the Communities Security Trust, there was an increase of 203% in university-related antisemitic incidents between 2022 and 2023.

    Ministers will make clear that universities must take immediate disciplinary action if any student is found to be inciting racial hatred or violence – and contact the police where they believe a criminal act has been committed.

    The Education Secretary wrote to Vice Chancellors on Sunday setting out government expectations in respect of the support being provided to Jewish students.

    Representatives from the Union of Jewish Students will also attend the roundtable to share their experiences and perspective.

    The PM and Education Secretary will invite Vice Chancellors to share best practice and lessons learned and seek views on how government can continue to support them in this area.

    British AI company Wayve announces $1.05 billion investment to develop the next generation of AI-powered self-driving vehicles.

    UK AI company Wayve has announced a $1.05 billion investment to develop the next generation of AI-powered self-driving vehicles today (Tuesday 7 May) marking the biggest investment in a UK AI company in history.

    Backed by SoftBank Group, NVIDIA and Microsoft, Wayve will use this investment to develop and launch the first “embodied AI” technology for self-driving vehicles in the UK.

    Embodied AI will enable self-driving (otherwise known as automated) vehicles to learn from and interact with a real-world environment, including the ability to navigate and learn from situations that do not follow strict patterns or rules, such as unexpected actions by drivers or pedestrians – going far beyond the capabilities of existing AV technology.

    Today’s investment cements the UK’s position as a world leader in these emerging industries, with both the self-driving vehicle and AI sectors bringing huge potential for economic growth as they develop. Between 2018 and 2022, the UK self-driving vehicle sector alone generated £475 million of direct investment and created 1,500 new jobs.

    As the self-driving vehicle industry grows in the UK, it is expected to be worth £42 billion and create 38,000 more skilled jobs by 2035. The AI sector also already employs more than 50,000 people in the UK and contributes more than £3.7 billion to our economy every year. By 2035, our AI market is forecast to grow to over $1 trillion.

    Founded in the UK in 2017, Wayve is a home-grown British success story and a testament to the UK’s global leadership in creating the economic and regulatory conditions for start-ups in the AI and self-driving vehicle industries to grow and thrive.

    Wayve has said that their advancements in self-driving vehicle technology have been supported by the UK’s Code of Practice: Automated Vehicle Trialling, which sets out a clear framework to support and promote the safe trailing of self-driving vehicle technology. The code of practice is world-leading in its pro-innovation and flexible approach towards the development and testing of self-driving in the UK.

    It relies on the company taking accountability for safety, without the requirement for onerous regulatory processes and red tape. Wayve has said the UK’s approach has been integral to their ability to build AI for assisted and automated driving so quickly.

    Under the Bill’s provisions all self-driving vehicles will be required to undergo robust safety testing before they are permitted to drive on UK roads. The Bill will also ensure clear legal liability when a vehicle is driving itself by creating new legal entities responsible for self-driving vehicles.

    Self-driving vehicles also have the potential to make transport safer, more convenient and more accessible, improving the lives of millions of people. With 88% of accidents currently involving human error, there is also huge potential for automated vehicles to reduce costs, injuries, and fatalities.

    Secretary of State for Science, Innovation, and Technology, Michelle Donelan said:

    The UK already has a world-leading technology sector, with the UK becoming only the 3rd country (behind the US and China) in the world to have a tech sector valued at over $1 trillion in total.

    The UK is also an Artificial Intelligence superpower – being home to 3rd highest number of AI companies and private capital investment in AI in the world. The UK also accounts for around half of all AI private capital investment in Europe and hundreds more AI companies are starting up in the UK every year, growing our economy and creating highly-skilled, well-paid jobs.

    Some of the world’s biggest AI companies including Open AI and Anthropic have chosen London as the base for their first international offices in a huge vote of confidence in our approach to AI. Microsoft recently announced a new AI hub in London, and one of the leaders in the field, Google DeepMind was also founded here over a decade ago and remains in the UK to this day.

    The government is committed to delivering a regulatory approach that drives both safety and innovation when it comes to AI, which we’ve set out in our response to the AI Regulation White Paper. The UK has not rushed to legislate due to the rapid evolution of this technology. Instead, we are focused on strengthening our understanding of the risks and empowering the UK’s expert regulators to act using their existing powers and remits.

    As part of this, we’ve also invested £100 million in the world’s first AI Safety Institute to evaluate the risks of new AI models and demonstrated global leadership shown by hosting the world’s first major summit on AI safety at Bletchley Park in November. This means that, unlike in the EU, founders are not facing sweeping legislation which attempts to regulate the development of AI across all sectors.

    Prime Minister Rishi Sunak will announce the largest-ever military aid package to Ukraine on his visit to Poland.

    • PM to travel to Poland and Germany to cement security, trade and diplomatic ties with key European allies
    • He is expected to announce a £500 million boost for Ukraine and largest-ever provision of vital munitions, including some 400 vehicles, 1,600 munitions and 4 million rounds of ammunition
    • PM to discuss the threat from Russia and UK efforts to support European security with Prime Minister Tusk and the Nato Secretary-General in Warsaw

    The Prime Minister will travel to Poland today [Tuesday 23 April] to announce a massive uplift in military support for Ukraine, including £500 million in additional military funding and our largest-ever delivery of vital equipment.

    He will meet Polish Prime Minister Donald Tusk to discuss deepening UK-Poland relations, and the leaders will hold talks with NATO Secretary-General Jens Stoltenberg in Warsaw on European security and support to Ukraine. The Prime Minister will then travel on to Germany to meet Chancellor Olaf Scholz in Berlin.

    Ukraine is facing an existential threat as Russia continues its barbaric invasion, risking the security and stability of all of Europe.

    The £500 million additional funding announced today – which takes us to £3 billion in UK military aid for Ukraine this financial year – will be used to rapidly deliver urgently-needed ammunition, air defence, drones and engineering support. The drones will be procured in the UK and the funds will support a scale-up in domestic defence supply chains.

    The Ministry of Defence will also send our largest-ever single package of equipment from the UK, designed to help push back the Russian invasion on land, sea and air. It includes:

    • 60 boats including offshore raiding craft, rigid raiding craft and dive boats as well as maritime guns
    • More than 1,600 strike and air defence missiles, as well as additional Storm Shadow long-range precision-guided missiles.
    • More than 400 vehicles, including 160 protected mobility ‘Husky’ vehicles, 162 armoured vehicles and 78 all-terrain vehicles.
    • Nearly 4 million rounds of small arms ammunition.

    Prime Minister Rishi Sunak said:

    “Defending Ukraine against Russia’s brutal ambitions is vital for our security and for all of Europe. If Putin is allowed to succeed in this war of aggression, he will not stop at the Polish border.

    “I am in Warsaw today to deepen ties with our Polish partners and commit critical new military support for Ukraine’s defence.  Ukraine’s armed forces continue to fight bravely, but they need our support – and they need it now. Today’s package will help ensure Ukraine has what they need to take the fight to Russia.

    “The United Kingdom will always play its part at the forefront of European security, defending our national interest and standing by our Nato allies.”

    Defence Secretary Grant Shapps said:

    “This record package of military aid will give President Zelenskyy and his brave nation more of the kit they need to kick Putin out and restore peace and stability in Europe.

    “The UK was the first to provide NLAW missiles, the first to give modern tanks and the first to send long-range missiles.

    “Now, we are going even further. We will never let the world forget the existential battle Ukraine is fighting, and with our enduring support, they will win.”

    In his first in-person meeting with new Polish Prime Minister Donald Tusk, the Prime Minister will also seek to deepen UK-Poland ties across a range of issues.

    Building on existing strong defence and security cooperation, he will offer to deploy an RAF Typhoon Squadron to carry out Nato Air Policing over Poland next year.

    To further boost trade and support UK companies looking to invest in Poland, the Prime Minister will also announce today an intention to triple UK Export Finance funding available for Poland from £5 billion to £15 billion – our most generous offer to a partner country to date.

    Bilateral trade between the UK and Poland has doubled in the last decade to reach £30.6 billion, with 45 million bottles of Scotch whisky bought in Poland last year and UK firms bidding for £5 billion worth of Polish opportunities across energy, defence, healthcare, and infrastructure.

    Prime Minister Rishi Sunak will meet German Chancellor Olaf Scholz in Berlin today [Wednesday] to deepen our defence and security cooperation.

    • Prime Minister and Chancellor Scholz to hold talks in Berlin on security, trade and shared issues like illegal migration
    • UK and Germany to launch new joint industrial programme to develop artillery systems
    • German companies announce investments into the UK of more than £8 billion

    Prime Minister Rishi Sunak will meet German Chancellor Olaf Scholz in Berlin today [Wednesday] to deepen our defence and security cooperation.

    As an initial step, the UK and Germany will announce plans for a joint endeavour to develop Remote-Controlled Howitzer 155mm Wheeled Artillery Systems (RCH 155), which will be fitted to Boxer vehicles.

    The joint programme is expected to create hundreds of British and German jobs, while equipping our armed forces with battle-winning capabilities for future ground warfare.

    It follows the Prime Minister’s visit to Poland on Tuesday, where he held talks with Prime Minister Tusk and the Nato Secretary-General and announced a historic uplift in UK defence spending to 2.5% of GDP by 2030.

    Prime Minister Rishi Sunak said:

    The UK and Germany are European powerhouses. Together, we are stronger – whether that is defending against Russian aggression or driving economic growth and technological advance.

    Today we are opening a new chapter in our relationship, one that will make us safer and more prosperous. At this dangerous moment for the world, the UK and Germany are standing side by side to preserve security and prosperity at home and across our continent.

    The leaders are also expected to discuss collaboration on energy and renewables, including on the export of green hydrogen from the UK and Germany, and joint efforts to tackle organised immigration crime.

    The UK and Germany are the two largest economies in Europe and Germany is our largest trading partner on the continent, with bilateral trade worth £147.7 billion last year.

    The Prime Minister will meet leading businesses in Berlin to drive further economic cooperation, as German firms announce £8 billion worth of new investment today into the UK.

    German energy company RWE have confirmed their intention to invest more than €8 billion (£6.9 billion) in the UK by the end of this decade, and E.ON energy will be investing £1bn in the UK over the next 5 years to help drive the green energy transition.

    RWE CEO Dr Markus Krebber said:

    The UK has been one of RWE’s most important core markets for decades. We are committed to continuing to contribute to the UK’s ambitious renewable energy and decarbonisation targets. We intend to invest a further €8 billion in the UK by the end of this decade into commercially viable projects.

    Uniper, another leading German energy company, has also committed to invest a further €8 billion in green transformation projects in its main markets in Germany and the UK through 2030, including in gas-fired power plants, solar and wind parks, energy storage systems, and hydrogen production units.

    Constructed on a Boxer armoured vehicles chassis, the RCH 155 is able to fire up to 9 rounds of 155mm artillery per minute and possess a powerful blend of tactical and operational mobility.

    Rounds can reach distances of around 40 kilometres, and the RCH 155 is the world’s first howitzer that can fire on the move, meaning it is more versatile in avoiding counter-artillery fire.

    The programme has the potential to bring significant economic benefits to the UK, including component construction creating hundreds of British jobs across more than 100 separate UK-based subcomponent suppliers that support the wider Boxer programme.

    RWE (Energy Investment)

    German energy company RWE has the intention of investing a further €8 billion in the UK by the end of this decade.

    E.ON (Energy Investment)

    German energy company E.ON will continue their track record of significant investment in the UK by committing £1bn over the next five years.

    Siemens Healthineers is announcing plans for a new biomarker production facility in Bedfordshire, bringing more than £20 million investment and a home for up to 40 highly-skilled jobs.

    Patrizia (Real Estate Capital Investment)

    German real estate investment manager Patrizia will invest an additional £140m in urban logistics in Greater London in the next 18 months. The investments will lead to further job creation and contributing to the modernisation of London’s urban infrastructure.

    HyImpulse (Space Investment)

    German space startup HyImpulse intends to invest up to €50m in the UK over the next 3 years. The investment will create 70 jobs at a new engineering office in Glasgow and develop the company’s launch capabilities at Scottish Space Port Saxa Vord.

    Prime Minister Rishi Sunak makes a speech during his visit to Poland.

    Well Donald, thanks very much – it’s great to be here with you.

    And I’ve come directly from visiting British troops stationed in North East Poland…

    …where they serve alongside your Polish Armed Forces, guarding NATO’s eastern flank.

    And it is a reminder of the incredible strength of our relationship.

    We are… sojusznicy na zawsze.

    Allies for the long term.

    We will never forget in Britain that it was Polish pilots that gave their lives to protect our country in the Battle of Britain.

    And today we’re proud to stand together as NATO allies…

    …two of Europe’s biggest military powers…

    … two of Ukraine’s firmest friends.

    And Donald, I want to thank you – and President Duda – for your leadership in supporting Ukraine.

    We have stood beside them for two years…

    …but this is the moment for us, militarily, to go further.

    And today I have announced a further half a billion pounds of additional support for Ukraine…

    …to provide more help on the battlefield and defend against the relentless Russian bombardment.

    And together we call on all our partners to look again at what more they can do.

    That includes acting now to unlock Russia’s frozen assets, which you and I have discussed.

    And I also want to thank you for being so clear sighted on the rising threats that are facing our continent.

    And again, on this issue we’re of one mind.

    And today I announced an historic uplift in UK defence spending to meet those threats…

    …to a new baseline of 2.5% of GDP.

    It’s the biggest strengthening of our national defence since the end of the Cold War.

    Because it’s time for us to re-arm.

    And across Europe, I think Poland and the UK are part of a growing wave of countries that are taking greater responsibility for our collective security.

    Poland is spending more of its GDP on defence than any NATO ally in Europe.

    And with today’s announcement, the UK will be spending more in cash terms than any NATO ally in Europe.

    And together we’re both firing up our defence industrial capacity.

    We’re building new frigates here in Poland.

    And as you said we’re  delivering a next generation air defence system to help defend your skies.

    And as a result of our conversations I am pleased to say we have strengthened our cooperation in all the different formats so that we can work together on this crucial issue of air defence.

    I can also announce that next year we will be deploying RAF Typhoons here as well, emphasising how important we take this issue – and we want to help police Poland’s skies.

    Air defence is critical and the UK wants to support Poland and work closely with you to do that.

    We’re also deploying over 16,000 troops here as part of the NATO exercise Steadfast Defender.

    So I’m proud that the UK is a partner of Poland and remains at the heart of European security.

    Because that’s good for our shared security, and it’s also good for our prosperity.

    I was pleased to note that our trade has doubled over the last few years reaching now £30bn.

    UK firms are investing a lot in Poland in defence, healthcare, infrastructure, and again today we talked about deepening our energy partnership …

    … And I’m glad that we’ve tripled UK export finance – support for Polish companies to buy goods and services from the UK from £5bn to £15bn in financial support. That’s the most generous offer to made to any partner.

    And again is demonstration of our close cooperation.

    And as you said we’re also working together to tackle illegal migration – which Putin and Lukashenko have sought to weaponise.

    And that’s why we sent our Royal Engineers to help secure your border.

    And why we’re joining forces with others across Europe to smash the trafficking gangs.

    And there is, as you said, so much that unites us.

    And there is an incredible affinity between our peoples.

    But, I know Donald, from our conversations, that we have something else in common…

    …that we are united by our admiration for one of Europe’s great leaders.

    I’m talking of course about Margaret Thatcher.

    She was the first British Prime Minister to visit Poland back in 1988.

    But Donald knows that, because you were there to meet her at the Gdańsk shipyard!

    Just to conclude, in her speech during that visit she described, precisely, the challenge before us today.

    She said: “experience teaches us that freedom incurs responsibility.”

    And as ever, she was right.

    And I’m pleased that together we are meeting that responsibility.

    The Prime Minister met NATO Secretary-General Jens Stoltenberg in Warsaw today.

    He set out the UK’s historic plan to steadily increase defence spending to 2.5% and fire up our national defence industrial production, ensuring we remain the foremost military power in Europe and a core contributor to NATO operations.

    The Prime Minister and Secretary-General discussed the growing threat from autocratic countries like Russia and Iran, which were increasingly aligned and assertive. They agreed on the importance of all NATO countries stepping up and keeping pace to support our collective defence, as well as industrial cooperation across the alliance.

    The Prime Minister said supporting Ukraine’s defence was also central to Europe’s security, and they discussed progress towards Ukraine’s membership of NATO. The Prime Minister looked forward to discussing this further at the NATO Washington Summit in July, and he invited the Secretary-General to attend the UK-hosted European Political Community Summit.

    Prime Minister Rishi Sunak spoke to King Abdullah II of Jordan this morning.

    He reiterated the United Kingdom’s staunch support for Jordanian and wider regional security, in the face of recent threats. A significant escalation was not in anyone’s interests.

    The Prime Minister said the UK’s focus remains on finding a resolution to the crisis in Gaza. The UK continues to work towards an immediate humanitarian pause to get far more aid in and bring the hostages safely home, leading to a longer-term sustainable ceasefire.

    The leaders discussed joint efforts to significantly step up aid to Gaza, with the UK taking part in Jordanian-led aid drops and a humanitarian land corridor to Gaza, as well as the maritime aid corridor from Cyprus.

    The Prime Minister said the UK’s ultimate goal remained a viable two-state solution for Israelis and Palestinians, and the leaders agreed on the importance of supporting a reformed Palestinian authority to deliver stability and prosperity across the Palestinian territories.

    In a major speech today [Friday 19 April], the Prime Minister unveiled a package of welfare reform measures to tackle the unprecedented rise in economic inactivity and ensure our benefits system is better targeted at those who need it most.

    • Comes amid unprecedented rise in inactivity due to long term sickness with latest figures showing almost a third of working age adults are inactive

    The Prime Minister’s new plan for welfare will end Britain’s “sick note culture”, which has resulted in a significant rise in people being unnecessarily written off work and parked on welfare.

    It comes amid concerns that the fit note system has opened the floodgates for millions of people to be written off work and into welfare without getting the right support and treatment they might need to help them stay in work.

    Data recently published by the NHS shows almost 11 million fit notes were issued last year, with an overwhelming 94% of those signed “not fit for work”. A large proportion of these are repeat fit notes which are issued without any advice, resulting in a missed opportunity to help people get the appropriate support they may need to remain in work.

    To address this, the Prime Minister announced a review of the fit note system to stop people being written off as “not fit for work” by default and instead design a new system where each fit note conversation focuses on what people can do with the right support in place, rather than what they can’t do.

    As part of this, the government will consider shifting the responsibility for issuing the fit note away from already stretched GPs, towards specialist work and health professionals who have the dedicated time and expertise to provide an objective assessment of someone’s ability to work and the tailored support they may need.

    A call for evidence will be published later today to seek responses from a diverse range of perspectives, including those with lived experiences, healthcare professionals and employers, both on how the current process works and how it can better support people with health conditions to start, stay, and succeed in work.

    The Prime Minister said:

    “We don’t just need to change the sick note, we need to change the sick note culture so the default becomes what work you can do – not what you can’t.

    “Building on the pilots we’ve already started we’re going to design a new system where people have easy and rapid access to specialised work and health support to help them back to work from the very first Fit Note conversation.

    “We’re also going to test shifting the responsibility for assessment from GPs and giving it to specialist work and health professionals who have the dedicated time to provide an objective assessment of someone’s ability to work and the tailored support they need to do so.”

    Setting out his vision for a “new welfare settlement for Britain”, the Prime Minister outlined the new challenges that have emerged since the pandemic particularly the unprecedented rise in inactivity and how the government plans to tackle them.

    Before the pandemic, we had the second lowest inactivity rate in the G7, lower than France, Germany, Italy, USA and Canada. But since the pandemic, a significant number of working aged people have become inactive due to long term sickness which has in large part been driven by mental health conditions.

    Latest figures from the Office for National Statistics suggest there are currently 2.8 million people who are ‘economically inactive’ due to long-term sickness, a near-record high. Of those inactive due to long term sickness at the start of last year, 53% reported that they had depression, bad nerves or anxiety.

    This is also driving an unsustainable increase in welfare spending as more people claiming disability benefits are now assessed as having anxiety or depression as their main condition.

    Since the pandemic, total spending on working age disability and ill-health benefits increased by almost two-thirds from £42.3 billion to £69 billion and we now spend more on these benefits than our core schools’ budget or on policing.

    The fit note process is often the first step to someone falling out of work and acts as a gateway towards some ill health and disability benefit assessments. There is also clear evidence that the longer someone is out of work, the lower the likelihood that they return to work – further exacerbating the rise in inactivity.

    The Prime Minister made the case that we need to be more ambitious about how we help people, particularly with mental health conditions, back into work and ensure they are not left behind on the benefits system.

    The Prime Minister also said:

    “We should see it as a sign of progress that people can talk openly about mental health conditions in a way that only a few years ago would’ve been unthinkable, and I will never dismiss or downplay the illnesses people have.

    “But just as it would be wrong to dismiss this growing trend, so it would be wrong merely to sit back and accept it because it’s too hard; or too controversial; or for fear of causing offence. Doing so, would let down many of the people our welfare system was designed to help.

    “Because if you believe as I do, that work gives you the chance not just to earn but to contribute, to belong, to overcome feelings of loneliness and social isolation and if you believe, as I do, the growing body of evidence that good work can actually improve mental and physical health…

    “…then it becomes clear: we need to be more ambitious about helping people back to work and more honest about the risk of over-medicalising the everyday challenges and worries of life.”

    Today’s fit note review builds on the significant steps we’ve taken so far to break down barriers to work and tackle inactivity. This includes through our £2.5 billion Back to Work Plan which is already helping over a million people, including those with mental health conditions, break down barriers to work by expanding access to mental health services and putting an additional 384,000 people through NHS Talking Therapies.

    The new WorkWell pilot is also being rolled out and will support almost 60,000 long-term sick or disabled people to start, stay and succeed in work once it has gone live in approximately 15 areas across England.

    The WorkWell services provides a single, joined-up assessment and gateway into local employment support services, to help people manage their health conditions and get back to work sooner. This is part of an ambitious programme to support disabled people and people with health conditions to start, stay and succeed in work.

    We are also testing reforms of the fit note process to integrate it more closely with WorkWell, enabling the people who need it to have a work and health conversation, with a single, joined-up assessment and gateway into local employment support services. It will also complement the role of Occupational Health in ensuring employers understand and benefit from more expert work and health support to retain and support those in work.

    The fit note call for evidence is part of five key reforms the Prime Minister outlined in his speech to put work at the heart of welfare and modernise the welfare system to ensure it is fit for the future.
