The Prime Minister spoke to the President of the United States Donald Trump this afternoon.

The leaders began by discussing the ongoing and productive discussions between the UK and US on trade. The Prime Minister reiterated his commitment to free and open trade and the importance of protecting the national interest.

The leaders also discussed the situation in Ukraine, Iran and recent action taken against the Houthis in Yemen.

They agreed to stay in touch.

The King has been pleased to appoint Professor Elizabeth Barnes, CBE, DL, as His Majesty’s Lord-Lieutenant of the County of Staffordshire on the retirement of Sir Ian Dudson, KCVO, CBE, on 15th July, 2025.

Liz Barnes (64) served as Vice-Chancellor of Staffordshire University for six years, overseeing a leap in its learning and teaching standards and championing social mobility.

Born and bred in the county, she is a Trustee of the Peter Coates Foundation, which aims to regenerate Stoke-on-Trent, and of the Aspire Trust, which provides social housing across Staffordshire.

Previously a teacher in Stoke-on-Trent, she has also co-chaired the Stoke-on-Trent Opportunity Area; been a Director of the Donna Louise Trust, providing end-of-life care across the county; and served on the board of the Local Enterprise Partnership and on the Stoke-on-Trent Children’s Services Improvement Board.

Professor Barnes lives in Abbots Bromley, near Rugeley, with her husband, Chris.

Amanda Spielman has worked in the public, voluntary and private sectors. Her main interests are in education, children’s services and regulation, where she has worked for 20 years. She served two terms as His Majesty’s Chief Inspector at Ofsted, promoting substance and integrity in education for all children and young people, and also high-quality social care. She previously chaired the exam regulator Ofqual, overseeing the programme of qualification reform.

She spent a decade with the ARK Schools academy trust, mainly as Research and Policy Director. She led a cross-government review of non-economic regulators. Her earlier career was in accounting, investment banking and private equity. She is now a trustee of the Victoria & Albert Museum and chair of the Academic Council at GEMS Education. She is also a Visiting Professor in Practice at LSE. She was born in London and brought up in Glasgow. She is married with two children.

The Prime Minister spoke to the Prime Minister of Japan Shigeru Ishiba this morning.

On trade, the leaders agreed that a trade war does not benefit anyone, and that now is the time for a cool, calm and pragmatic approach.

They agreed on the importance of likeminded partners such as the UK and Japan to work closely together to lower trade barriers. Through trading blocs such as the Comprehensive and Progressive Trans-Pacific Partnership (CPTPP) and working bilaterally, there are many options to accelerate growth.

The Prime Minister wished Prime Minister Ishiba success for the launch of the Osaka Expo next week, and they discussed the UK pavilion focussed on innovation, which underpins the UK-Japan bilateral relationship.

On defence and security, the leaders discussed deeper cooperation, welcoming the progress of the Global Combat Air Programme (GCAP) and reaffirmed their commitment to deliver the next generation of fighter jets.

The Prime Minister thanked Prime Minister Ishiba for Japan’s support for the Coalition of the Willing in support for Ukraine.

Communities will be safer and trust in local policing will be restored under plans to put police officers back in our neighbourhoods, announced by the Prime Minister today, as he delivers manifesto pledge to roll out the Neighbourhood Policing Guarantee.

New measures will ensure every community will have dedicated and specialist neighbourhood policing teams, ending the postcode lottery on law and order.

Announcing the plan, the Prime Minister will make clear that security is the bedrock on which working families build their lives, but that in recent years visible policing has fallen dramatically, with the number of people who regularly see officers patrolling in their local area halving in the past decade. 90% of crime has been left unsolved and there were one million incidents of antisocial behaviour last year alone, including big increases in street crime.

The measures will put prevention at the heart of policing. Under the government’s Neighbourhood Policing Guarantee, crimes like vandalism or antisocial behaviour will be less likely to turn into more serious and violent offences, boosting confidence and security in local communities across Britain.

The Neighbourhood Policing Guarantee will put 13,000 more officers into neighbourhood policing roles by 2029, an increase of more than 50%. The early focus of the plan will be to establish named local officers, target town centre crime and build back neighbourhood policing, meaning hard working people can feel safer and more secure in their daily lives.

The measures, announced today, will transform communities across Britain and will deliver the security communities deserve:

•                 Each neighbourhood will have named, contactable officers to tackle the issues facing their communities, helping to restore trust that policing is working to keep people safe and meaning no community feels ignored when they need help.

•                 Every neighbourhood in England and Wales will have dedicated teams who will spend their time on the beat with guaranteed police patrols in town centres and other hotspot areas at peak times such as Friday and Saturday nights.

•                 There will be a dedicated antisocial behaviour lead in every force, working with residents and businesses to develop tailored action plans to tackle record levels of antisocial behaviour, which is blighting communities.

Under these plans, communities across the country will, for the first time in 15 years, be able to hold forces to account and expect a minimum standard of policing in their area.

The government’s new Police Standards and Performance Improvement Unit will ensure police performance is consistently and accurately measured, so the government can narrow the gap between the best and worst performing forces.

This will make clear that everyone across the country, no matter where they live, can expect the same standards from the police,  with a new online tool so the public are able to check how their local force is performing and hold forces to account.

Prime Minister Keir Starmer said:

Everyone deserves to feel safe and secure on the streets they call home. It is just about the most basic right that anyone would expect. Yet for years crimes such as shoplifting and antisocial behaviour have wreaked havoc on our neighbourhoods. Policing has become reactive, picking up the pieces after crimes have occurred.

Britain deserves better. It should not matter where you live – everyone deserves local, visible policing they can trust, and with our Neighbourhood Policing Guarantee we will end this postcode lottery, putting prevention back at the heart of policing and ensuring police are back on the streets.

That’s why our Plan for Change is delivering security for working people in their communities with a return to neighbourhood policing, putting thousands of bobbies back on the beat and keeping people safe.

Home Secretary Yvette Cooper said:

The heartbeat of our Great British policing tradition is seeing bobbies on the beat, but for too long, too many communities have been feeling abandoned as crime soared and neighbourhood police disappeared, even when local crimes like shop theft, street theft or blatant drug dealing rose sharply.

That’s why this government is determined to get police back on the beat and into our town centres.

It should not matter where you live – everyone deserves local, visible policing they can trust, and with our Plan for Change and Neighbourhood Policing Guarantee we will tackle this postcode lottery and restore policing to our communities.

Today’s announcement is just one part of the government’s commitment to keep communities safe.

Through the Crime and Policing Bill, new powers will be given to police so they can better tackle crimes that matter most to communities. This includes bringing in Respect Orders to clamp down on persistent antisocial behaviour and giving police the power to seize vehicles that cause havoc to communities. The Bill will also scrap the effective immunity of theft of goods below £200 and help police go after phone thieves by removing the warrant to search properties where stolen items have been electronically geolocated.

Through the Plan for Change and mission to keep our streets safe, this government will restore confidence in local policing and making towns and communities safer places to live, work and visit.

Chief Constable Sir Andy Marsh, CEO of the College of Policing, said:

We welcome the government’s Neighbourhood Policing Guarantee, which builds on the bedrock of British policing. Our evidence shows that good neighbourhood policing reduces crime and builds trust with communities, and it remains a top priority for the College.

We also know how important neighbourhood policing is to the public. That’s why, this June, we’ll be rolling out the Neighbourhood Policing Pathway training for neighbourhood officers and staff in police forces right across the country. Our training will ensure these teams have the specialised knowledge and skills to tackle anti-social behaviour, engage with communities and build relationships that support intelligence gathering and crime reduction.

We will also continue to use our position as a national source of best practice to help forces to constantly improve how they approach neighbourhood policing. Through our Practice Bank and Smarter Practice examples, the College will continue to evaluate and share initiatives and interventions to help police forces provide the best possible service for their communities.

Neighbourhood policing is vital for building trust, preventing crime and fostering community engagement. It ensures that local officers, with their unique knowledge, can swiftly address the specific needs of their communities, creating safer and more connected neighbourhoods. Residents and businesses have made it clear, time and again, that they want an accessible local policing team, with local knowledge, dealing with the unique problems in their communities.

Police and Crime Commissioners and Deputy Mayors have echoed their communities’ voices in setting the priorities for their Chief Constables and made neighbourhood policing a priority in their Police and Crime Plans. The Neighbourhood Policing Guarantee is an opportunity to reconnect policing with the communities they serve, helping to restore the trust and confidence that is vital if we are to continue policing by consent.

The APCC welcomed the additional neighbourhood policing funding announced in January by the government, to enhance policing’s ability to deliver with additional officers and Police Community Support Officers. However, there remains significant pressure on police budgets and we will continue to work with the government to ensure policing has the resources it needs to effectively deliver neighbourhood policing for the public.

Evidence suggests that patrols alone don’t make a significant difference to cutting crime, what is effective is combining them with community engagement.

Our members regularly work with the police, partners and the local people to adopt a problem-solving approach to crime and antisocial behaviour. And yet, nearly a third of people who responded to our community survey told us they lack a feeling of safety. It is especially important for younger people; they are the age group least likely to feel safe in their neighbourhoods.

The Prime Minister spoke to His Royal Highness Mohammed bin Salman, Crown Prince of Saudi Arabia earlier this afternoon.

The leaders started by discussing recent developments on global trade tariffs. The Prime Minister reiterated his commitment to working closely with international partners to maintain global economic stability. He added that the UK will continue to take a measured and calm approach.

The leaders discussed the importance of strengthening economic partnerships to provide further certainty for businesses, and agreed to build on the good progress so far on the UK-GCC Free Trade Agreement.

Turning to defence, the leaders agreed to continue work to deepen defence and security co-operation.

A multi-billion-pound investment in a major new Universal theme park and resort in Bedford has been agreed between Universal, the government and the local council, in a move that represents a major vote of confidence in the UK economy and the future of partnerships between the UK and the US.

A multi-billion-pound investment in a major new Universal theme park and resort in Bedford has been agreed between Universal, the government and the local council, in a move that represents a major vote of confidence in the UK economy and the future of partnerships between the UK and the US.

The theme park, which is set to be one of the largest and most advanced in Europe, will bring nearly 20,000 jobs during the construction period, with a further 8,000 new jobs across the hospitality and creative industries when it opens in 2031.

Supporting the government’s Plan for Change to create economic growth and opportunities by getting people into well-paid, decent jobs across the creative, technology, tourism and hospitality sectors, Universal has committed to working with local colleges and universities to train the next generation of its hospitality workforce, including through a range of apprenticeships and internships.

As well as generating significant opportunities, the new theme park and resort will bring significant local benefits – with approximately 80% of employees at the theme park expected to come from local areas – and support a stream of ongoing work to unleash the potential of the Oxford-Cambridge corridor through growth, infrastructure revitalisation and further job opportunities.

Universal expects the site to generate nearly £50 billion for the economy by 2055, with 8.5 million visitors expected in its first year – becoming the largest visitor attraction in the UK. This will support the government to deliver its growth mission – creating higher living standards and putting more money in people’s pockets.

Today we closed the deal on a multi-billion-pound investment that will see Bedford home to one of the biggest entertainment parks in Europe, firmly putting the county on the global stage.

This is our Plan for Change in action, combining local and national growth with creating around 28,000 new jobs across sectors such as construction, AI, and tourism.

The development, working with Bedford Borough Council, will be the first Universal-branded theme park and resort destination in Europe and will be part of a larger 476-acre entertainment resort complex.

Proposed plans from Universal Destinations & Experiences, a business unit of Comcast, include a world-class theme park with several themed lands featuring Universal’s distinct brand of immersive storytelling, thrilling rides, innovative attractions and exciting entertainment, all utilising sophisticated and advanced technology. Initial resort plans also feature a 500-room hotel and a retail, dining and entertainment complex.

The Prime Minister spoke to the Prime Minister of Singapore Lawrence Wong today.

The leaders began by discussing the tariffs announced by the US last week and the impact on the global economy. They both agreed that there can be no winners in a trade war.

The Prime Minister updated Prime Minister Wong on his calls with other international leaders over the weekend, and they both agreed that it is vital likeminded partners work together to maintain global economic stability.

Free and open trade is fundamental, and the leaders agreed to strengthen collaboration between the UK and Singapore through bilateral agreements including the UK-Singapore Strategic Partnership, with ASEAN and through trading blocs such as the Comprehensive and Progressive Trans-Pacific Partnership.

On the wider bilateral relationship, the leaders committed to further collaboration on areas including technology, security and defence in the 60th year of bilateral relations.

They discussed the upcoming deployment of the UK’s Carrier Strike Group to Singapore, and the Prime Minister underlined his commitment to a free and open Indo-Pacific.

Better and faster access to NHS data for researchers with gold standard security and privacy measures.

• Latest in a series of pro-growth measures to build a strong, resilient economy with more well-paid jobs.
• Changes will help make Britain the best country in the world for medical research, driving growth that puts more money in people’s pockets as part of the Plan for Change.
• Next step in delivering the Government’s Modern Industrial Strategy and unlocking the potential of the Oxford‑Cambridge Growth Corridor.

The Prime Minister has today announced action to accelerate the discovery of life-saving drugs, improve patient care and make Britain the best place in the world for medical research.

The Government and the Wellcome Trust will invest up to £600 million to create a new Health Data Research Service. This will transform the access to NHS data by providing a secure single access point to national-scale datasets, slashing red tape for researchers.

Clinical trials will also be fast-tracked to accelerate the development of the medicines and therapies of the future, with the current time it takes to get a clinical trial set up cut to 150 days by March 2026 – where latest data collected in 2022 was over 250 days. This will be achieved by cutting bureaucracy and standardising contracts so time isn’t wasted on negotiating separate details across different NHS organisations, and ensuring transparency by publishing trust level data for the first time.

Through this new drive, patients will have improved access to new treatments and technologies. We already saw the power of health data during the pandemic and this will allow the NHS to make huge strides in patient care.

The changes are a major boost for the life sciences sector as the Government goes further and faster in delivering the Plan for Change and reshaping our economy in response to the new era of global insecurity.

They follow key steps to support the British car industry and form part of our modern Industrial Strategy, which includes life sciences. Full plans will be published alongside the Spending Review later this year.

Prime Minister, Keir Starmer, said:

Life sciences, like our brilliant car industry, is a great British success story.

The measures I am announcing today will turbo-charge medical research and deliver better patient care. I am determined to make Britain the best place in the world to invest in medical research.

That is not just good for patients and their families. It means growth that puts more money in working people’s pockets with more, better paid jobs.

Patient confidentiality will continue to be held to a gold standard with these changes – with rigorous security measures being in place, like anonymity and virtual locked rooms, to ensure no one’s health data is compromised.

The Health Data Research Service brings access to data for medical research into one secure and easy-to-use location, meaning a researcher doesn’t have to navigate different systems or make multiple applications for information for the same project.

This improvement – which will begin from the end of 2026 – will speed up the process and could set the UK on a path to cure cancer, dementia, and arthritis quicker, which will improve patient outcomes and help turbocharge the economy.

It follows the recent decision to scrap NHS England to do away with unnecessary bureaucracy and make government work better for people, patients, and the economy.

The new service will be housed at the Wellcome Genome Campus in Cambridgeshire, where Wellcome is building a range of new R&D lab and office spaces to expand the current campus’s capacity for innovative genomics and biodata companies.

Health and Social Care Secretary, Wes Streeting, said:

Our Plan for Change will unleash the unparalleled power of NHS data, catalysing our efforts to fix the broken health service.

We will unblock the barriers preventing our greatest scientists from safely accessing what they need to save patients’ lives – while keeping data secure.

The new service will give researchers a way to easily harness the data held across different parts of the NHS. The simpler it is to analyse data or identify patients to join clinical trials, the more quickly we can improve our understanding of illness and develop new treatments.

Providing a single, secure service for approved researchers will take away the significant overhead associated of locating, accessing and comparing disparate datasets. It will create opportunities for patients to access new treatments through trials that would otherwise have been hard to arrange or conduct.

We’re pleased to be providing our support to help establish the new service quickly. This public-philanthropic partnership will put public trust in the use of health data at the heart of its approach.

Dr Vin Diwakar, National Director of Transformation at NHS England, said:

We’ve seen over the past few years the vital role that research plays in improving healthcare – from the rollout of the Covid vaccine to the development of new cancer treatments – and this new service will transform how that research is carried out.

The Health Data Research Service will remove the complexities of accessing data through multiple systems while making sure the very highest security and privacy measures remain in place, including using secure data environments to protect patient confidentiality and ensure NHS data doesn’t leave NHS IT systems.

We’ll continue to seek feedback from the public as we develop the service and will only allow access to NHS data where there is likely to be a direct benefit to NHS patients – so that health researchers can get the data they need faster, and patients can benefit from advances in treatments much sooner.

Executive director of policy at Cancer Research UK, Dr Ian Walker, said:

This is a welcome and much-needed investment from the government. The information held within NHS data could help to improve our understanding of diseases like cancer and contribute to the creation of effective new treatments.

Despite its huge potential, access to this data has long been a significant challenge for the research sector, and anything that unleashes the power of NHS data, whilst protecting the security and anonymity of patients, will help enormously.

The UK can lead the world in data science for the benefits of patients both at home and abroad. It will be essential to consult with patients every step of the way.

Professor Cathie Sudlow, Former Chief Scientist and Strategic Advisor, Health Data Research UK, and author of the Sudlow Review: Uniting the UK’s Health Data: A Huge Opportunity for Society, said:

Today’s announcement of a Health Data Research Service, a central recommendation of my recently published review of the UK’s health data landscape, is a major step forward for UK health research. It has the potential to be a game-changer, by accelerating secure, trustworthy, data-driven research to improve patient care and public health for the tens of millions of people in this country and beyond.

The service should enable faster, more reliable access for approved researchers to the data needed to tackle society’s most pressing health research needs – to develop and test new approaches for preventing, diagnosing and treating health conditions such as cancer, dementia, heart disease, depression, arthritis and infectious outbreaks. It should support better studies, quicker answers for the health and care system and, ultimately, faster, better outcomes for patients and their families.

Turning this investment from the UK Government and Wellcome into something that delivers will demand focus, cooperation across multiple organisations,  attention to detail and – crucially – ongoing, meaningful involvement of patients, public and health and care professionals. However, with the UK’s rich health data assets and strong life sciences and data science research capabilities, I am confident that we can make this work for everyone’s benefit.

To make the new Health Data Research Service work, people affected by dementia must be at the heart of how the system is designed. With the right safeguards in place, trusted access to NHS data can be a powerful force for good – helping the UK lead the world in life sciences and transform the outlook for everyone affected by dementia in the UK.

Dementia is the UK’s biggest killer. Research will beat dementia, but we need to make it a reality sooner – through more funding, more partnership working, better access to data and more people taking part in dementia research.

That’s why Alzheimer’s Society welcomes the Prime Minister’s announcement today that red tape will be slashed for researchers, with a new secure, single access point to NHS data. Dementia researchers can face gridlock with a lengthy and complex process to access NHS data, navigating through various systems to gather the information they need for vital population and clinical studies.

As well as improving access to existing data, we also need to see improvements in the recording, analysis and collation of health data generally. There’s a serious disconnect between the scale and urgency of dementia as a condition and the relative scarcity of existing data on it. Having more data on dementia published will be crucial to improving diagnosis, care, and service planning.

We’re so proud that Alzheimer’s Society-funded research 30 years ago led to the breakthroughs in disease-modifying treatments we’ve seen recently.  Research we fund now, powered by better access to data, will be pivotal in unlocking more breakthroughs.

As a doctor and researcher, the announcement of a Health Data Research Service is a day many of us have been waiting for. It is a big investment in the future health of the nation.

We have a rich abundance of health data in this country thanks to the NHS. The team at HDR UK demonstrated for the first time last year that UK wide studies harnessing data on 68M people is possible for public benefit. But the system remains slow and fragmented which means that safe and secure research using the data is delayed or prevented for months and years. This is stalling advances that could benefit millions of patients and is wasting taxpayers’ money and medical charity donations invested in research.

A Health Data Research Service was the main recommendation of the Sudlow Review, which offered a set of solutions to tackle these problems and for which Health Data Research UK provided the secretariat. So I am delighted that within a few months of publication.
