    A copy of the document was placed in the Library of the house on 20 March 2015 in response to Question 227404. Ministry of Defence (MOD) records suggest that it was not asked for by or provided directly to the Procurator Fiscal. The MOD routinely provides support to the Procurator Fiscal as required in order to support their investigations.

    The Barnett Formula was applied in the usual way to the Department for Transport’s budget at Spending Review 2015, and will continue to be applied as set out in the Statement of Funding Policy at future Spending Reviews and other fiscal events.

    To ask the Secretary of State for Defence, when the last three exercises were carried out under the Five Powers Defence Arrangements; and how many armed forces (a) personnel and (b) assets were used in each of those exercises.

    The last three exercises carried out under the Five Powers Defence Arrangements were:

    Exercise Suman Warrior 15 (27 July-6 August 2015). Eight UK Armed Forces personnel deployed on this exercise. No UK military ships or aircraft were deployed.

    Exercise Bersama Shield (8 May – 18 May 2015). 21 UK Armed Forces personnel and one JSATO DA20 (Joint Services Air Tasking Organisation) aircraft were deployed on this exercise.

    Exercise Bersama Lima (7-21 October 2014). 163 UK Armed Forces personnel and six Typhoon aircraft were deployed on this exercise.

    To ask the Secretary of State for Defence, when a Wire Strike Protection system will be fitted to the Puma helicopter; and when (a) Initial Gate and (b) Final Gate approval was granted for that project.

    The Helicopter Safety Enhancements Programme has been coordinating provision of Wire Strike Protection Systems (WSPS) across the UK military helicopter fleet. Initial Gate approval was granted in August 2012 and Final Gate approval was granted in March 2013. The Puma Mk2 WSPS entered service in June 2015; fleet embodiment of WSPS continues and is expected to be complete by the second quarter of 2017.

    To ask the Secretary of State for Defence, if he will estimate the cost of upgrading the mission software on F35B Lightning II aircraft operated by the Royal Air Force after the completion of Block 3F testing.

    The UK is part of a collaborative partnership on F-35 and therefore pays a shared contribution to the development of capability beyond the Block 3F capability. The cost of this activity, although provisionally estimated, has yet to be finalised with industry and is the subject of on-going discussion with the eight Partner Nations. As these costs will be the subject of commercial negotiations over the coming year, they cannot be made public at this time.

    To ask the Secretary of State for Defence, how many Tornado and Typhoon jets operating in the Iraq and Syria region are fitted with the TCASS II Collision Warning System.

    Six Tornado aircraft operating over Syria and Iraq are fitted with the Honeywell Traffic Alert and Collision Avoidance System (TCAS) II, a system designed to de-conflict aircraft operating in civil airspace. This is the first system to be deployed in a combat jet fleet globally, although TCAS is not used in operational theatres for security reasons.

    To ask the Secretary of State for Business, Innovation and Skills, what steps diplomatic staff based at the British Embassy in Tehran are taking to increase trade between Iran and the UK.

    I have been asked to reply on behalf of the Department for Business, Innovation and Skills.

    We want to help British businesses take advantage of the opportunities that economic re-engagement with Iran will bring. UK Trade and Investment (UKTI) are engaging with UK businesses to provide support and assistance to help ensure they benefit from opportunities as they arise. UKTI now have a presence in the British Embassy in Tehran.

    During his visit to Tehran in October, my noble Friend the Minister for Trade and Investment, Lord Maude, signed a Memorandum of Understanding with his Iranian counterpart that sets the direction for our future economic and business relationship.

    There is a desire on both sides to build a long-term bilateral relationship based on partnership, where trade and investment is a key pillar.
