    NHS leaders will face new performance-based pay system with bonuses for improved patient care and penalties for failing trust executives.

    Failing trust leaders will have annual pay rises docked under tough new measures aimed at improving NHS performance and driving progress on cutting waiting lists.

    Bonuses of up to 10% will also be on offer for top performers under the new ‘carrot and stick’ approach.

    The bold shakeup will transform NHS services from boardroom to bedside, cutting waiting lists and driving better patient care as part of the government’s Plan for Change.

    Under the new plans, the government will look to learn from some of the most effective businesses in the country to recruit top talent to struggling trusts – with leadership vacancies in badly performing areas coming with a temporary pay increase of 15%, worth up to £45,000 (note 1).

    Pay bands for senior managers will also be refreshed to attract and retain effective leaders within the NHS.

    At the same time, failing CEOs could see up to £15,000 (note 2) docked from their salaries if they run into debt or fail to deliver improvements. This is in addition to any existing processes to tackle poor performance, where persistently failing managers could be sacked if they do not turn things around.

    The bold overhaul also establishes stricter accountability for very senior managers, demanding greater financial rigour across all NHS trusts and integrated care boards (ICBs) and a drive for productivity.

    Today’s announcement comes after Health and Social Care Secretary Wes Streeting declared in November there would be “no more reward for failure”.

    Health and Social Care Secretary Wes Streeting said:

    Some of the best businesses and most effective organisations across Britain and the world reward their top talent so they can keep on delivering. There’s no reason why we shouldn’t do the same in our NHS.

    We will reward leaders who are cutting waiting times and making sure patients get better services. But bonuses and pay rises will be a reward and not a right – because I’m determined that every penny we invest through our Plan for Change is money well spent.

    Our carrot and stick reforms will boost productivity, tackle underperformance and drive up standards for patients.

    Sir Jim Mackey, NHS England Chief Executive, said:

    If we are to consistently reach the standards of care the public rightly expect, it is clear that we need to reward those who are delivering for patients.

    An important element of driving improvements must be strengthening the link between pay and operational performance at a very senior level – this happens in almost every other sector and there is no reason for the NHS to shy away from it, particularly when we rely on money that comes directly from taxpayers’ pockets.

    We will be working together with local leaders to improve transparency and ensure progress is recognised, while offering sufficient flexibility to attract talented candidates to the most challenging roles and organisations.

    Today’s guidelines setting out new penalties and rewards for trust leaders will introduce learning from leading businesses in the NHS.

    It will include strict rules for NHS bosses, who will be expected to spend budgets wisely and ensure trusts are not going into debt. The government wants to see trusts deliver more efficiency, ensuring patients get more for taxpayers’ money being invested.

    Today’s move follows some of the most ambitious efficiency targets in the health service’s history. As set out in NHS England’s planning guidance published in January, NHS organisations will need to reduce their cost base by at least 1% and achieve 4% improvement in productivity and efficiency this financial year to deal with demand growth.

    The new performance-based pay structure will help deliver on these targets, improving services and delivering better care for patients.

    As part of the plans, the government is also bringing together pay structures for senior managers at ICBs and NHS trusts to boost consistency and align standards.

    Any trust or ICB that fails to comply with the new guidelines will be required to publicly justify its decision in its annual report under a strict ‘comply or explain’ approach.

    The tough new measures form part of the government’s Plan for Change, which will see the government deliver investment and reform to cut waiting times from 18 months to 18 weeks.

    Tens of thousands more patients are getting crucial diagnostic scans within weeks under the government’s Plan for Change to slash NHS waiting times.

    Latest data shows 44,000 fewer people were waiting more than 6 weeks for procedures like endoscopies, ultrasounds and MRIs compared to February last year (2024).

    It means some patients being referred for suspected illnesses including heart conditions, spinal cord injuries and various cancers could be diagnosed faster, helping save lives.

    The government is continuing to expand community diagnostic centres (CDCs) nationwide, offering 12-hour, 7-day access to vital tests and appointments.

    The expansion is funded from the extra £26 billion investment in the health service delivered at the Autumn Budget, bringing care closer to communities who need it.

    Health and Social Care Secretary Wes Streeting said:

    I’ve been honest that fixing our NHS will be a long road, but this government is bringing in the investment and reform that’s needed to get us there.

    The additional diagnostic capacity we’ve unlocked isn’t just about numbers on a spreadsheet – it’s about giving people their lives back.

    Every ultrasound, MRI or endoscopy represents someone who can now plan their future with certainty rather than fear.

    Through our Plan for Change, we will get our NHS back on its feet and make it fit for the future.

    There are currently 169 conveniently located CDCs across the country, bringing care closer to patient’s doorsteps.

    Many of these will be opened 12 hours a day, 7 days a week where possible, making it easier for people to get their tests and appointments done at a time that suits them.

    Between July and February, around 4.5 million tests, checks and scans were carried out in CDCs – a 50% increase on the previous year.

    This equates to 18,000 more checks being delivered every day for patients to diagnose some of the biggest killers – including cancer and heart disease.

    Dr Rhydian Phillips, Director of Diagnostics and Transport at NHS England, said:

    CDCs are vital in helping ensure patients can get the all-clear or be diagnosed and treated for a range of conditions as quickly as possible.

    They are helping us to see more people than ever before and are at the heart of communities in locations that are more convenient for patients – with some even popping up in shopping centres.

    NHS staff are working incredibly hard to provide more tests and checks, while our campaigns encouraging people to come forward with worrying signs are also hugely important. If anyone has any health concerns, we would urge them to seek help and advice as it could save their life.

    More patients are being seen faster across the NHS thanks to the government’s push to slash waiting times and tackle the inherited waiting list of 7.6 million.

    Since July, more than 3 million extra elective care appointments have been rolled out, ensuring more patients can get assessed and treated more quickly.

    And the drive is having a big impact on cancer care, with an extra 80,000 patients having cancer diagnosed or ruled out within 28 days.

    The progress forms part of the government’s wider Plan for Change and its drive to meet the NHS standard that 92% of patients are treated within 18 weeks by the end of this Parliament.

    New measures to make it a criminal offence for people who are not qualified as a nurse to use the title and mislead the public.

    Anyone misleading the public and describing themselves as a nurse without the relevant qualifications and registration will be committing a crime under new measures announced by the government to protect the title ‘nurse’ in law.

    The move will help to boost protections and safety for both patients and staff, driving up standards and improving patient experience across the NHS through the government’s Plan for Change.

    Currently, anyone – including those struck off by the Nursing and Midwifery Council (NMC) for serious misconduct or criminal convictions – can call themselves a nurse. This can result in the public thinking they’re getting advice and care from an expert professional like a nurse when they are not.

    Previous reported examples of the job title being misused include someone calling herself a nurse at a large public event after being struck off and another reportedly masquerading as an aesthetic nurse.

    There will be exemptions for relevant professions like veterinary nurse, dental nurse and nursery nurse, where the title ‘nurse’ is legitimately used.

    The government is listening to nurses and recognises they are the backbone of the NHS, and today’s announcement follows campaigning by unions for the government to act on the issue, as well as by Dawn Butler MP who introduced a ten minute rule bill earlier this year to protect the title ‘nurse’.

    Through the Plan for Change, the government is driving forward vital reform to get the NHS back on its feet and fit for the future. This year, a refreshed workforce plan will also be published to ensure the health service has the right workforce in the right place at the right time.

    Health and Social Care Secretary Wes Streeting said:

    Nurses carry out lifesaving work every day, and I am determined we do everything we can to support them and safeguard trust in the profession.

    I’ve been appalled to read reports of so-called nurses spreading dangerous misinformation and harming the public.

    This new legislation will help crack down on bogus beauticians and conspiracy theorists masquerading as nurses, and those attempting to mislead patients.

    The British people hold nurses in the highest regard, and we trust them in our most vulnerable moments, so patients need to know they are genuinely being seen by a nurse. Now they will.

    This is part of our Plan for Change to fix the NHS and gets the right staff working in the right place at the right time.

    Only the title ‘registered nurse’ is currently protected in law. The new legislation will change that – ensuring that only those individuals registered with the NMC can legally use the title. Anyone violating this will be committing a criminal offence and could face a hefty fine running into thousands of pounds.

    There have been previous reports of bogus nurses misleadingly using the title. One ran a cosmetic clinic offering Botox and dermal filler treatments for several years despite not being registered with the NMC.

    Another gave a speech at a COVID-19 conspiracy rally that likened NHS nurses and doctors to war criminals – spreading misinformation about vaccines and bringing her former colleagues into disrepute. She continued to call herself a nurse despite being struck off by the NMC.

    A previous freedom of information request showed that across 93% of all NHS trusts, there were more than 8,000 people with the term ‘nurse’ in their job title who had no registered nursing qualifications. Although these people are supervised and providing important care, their job titles can cause confusion. Some, including nursery nurses, will be exempt under this new legislation.

    Duncan Burton, Chief Nursing Officer for England, said:

    The trust that people place in registered nurses is based on the rigorous training and education required to be registered as a nurse, which gives us the skills and knowledge to deliver high quality, safe and personalised care.

    Nurses value this trust and protecting the title of nurse can give added confidence and clarity to patients and the public on who is delivering their care and the skills and knowledge they have.

    There are already various safeguards in place to deter people from pretending to be a nurse. The most serious cases would be captured by fraud offences and depending on the case they can also be prosecuted for other more serious offences like causing grievous bodily harm, assault or manslaughter.

    The new legislation – expected to be laid this Parliament – will help to strengthen those existing safeguards.

    Registered nurses go through high-quality undergraduate and postgraduate degree programmes and complete a process called revalidation every 3 years – ensuring they can continually update their skill set. The new measures reflect that.

    Professor Nicola Ranger, Royal College of Nursing General Secretary and Chief Executive, said:

    This is an important moment for our safety-critical profession, after years of campaigning.

    A change in the law will recognise the knowledge, professionalism and clinical expertise that comes with being a registered nurse. It will provide better legal protections for nursing professionals and reassurance to patients.

    Crucially, this is an opportunity to begin the journey to properly valuing nursing as a profession, where respect, reward and investment match the crucial nature of our work.

    Dr Crystal Oldman CBE, Chief Executive at the Queen’s Institute of Community Nursing, said:

    Nurses and the millions of people they care for will benefit by this proposed change in legislation.

    This is a patient safety issue that the QICN has been campaigning on for some time.

    People need confidence that when the person caring for them is described as a nurse, that person really is a qualified and registered nurse.

    Paul Rees MBE, Interim Chief Executive and Registrar at the Nursing and Midwifery Council, said:

    The public should always feel confident that anyone using the title ‘nurse’ is a registered professional with all the safeguards that brings.

    We look forward to working with the government and our stakeholders to deliver on it. In the meantime, it is already an offence for somebody to hold themselves out as a registered nurse when they are not.

    Helga Pile, UNISON Head of Health, said:

    Nurses and other NHS workers rightly enjoy a high level of trust because of the brilliant and important work they do.

    Charlatans and conspiracy theorists mustn’t be allowed to harm patients or damage nurses’ reputation and good standing with the public.

    It’s only right that anyone that tries to will now feel the full force of the law.

    The Institute of Health Visiting fully supports the campaign to protect the title ‘nurse’ in legislation. This is urgently needed to protect the public and provide assurance that the person providing their care has the qualifications, knowledge, skills, expertise and professionalism to deliver safe and effective care. Nursing is a safety-critical workforce. And, in our view, there is only one clear path forward – the current gap in legislation needs to be closed as a matter of urgency.

    Background information

    The department will also establish the exemptions where ‘nurse’ can still be used as part of a professional title.

    The title ‘nurse’ is already used across multiple professions (for example, registered nurses, dental nurses, nursery nurses and veterinary nurses).

    We expect the new protection of title offence to be a summary offence. Where a person is found guilty of an offence on summary conviction they will be liable to a fine across the UK.

    These changes, which require legislative change, will be implemented within this Parliament as part of the government’s commitment to reform the regulation of health and care professionals in the UK.

    Expectant mothers will receive safer maternity care as a new NHS programme to help prevent brain injury during childbirth is rolled out across the country.

    The Avoiding Brain Injury in Childbirth (ABC) programme will help maternity staff to better identify signs that the baby is in distress during labour so they can act quickly.

    It will also help staff respond more effectively to obstetric emergencies, such as where the baby’s head becomes lodged deep in the mother’s pelvis during a caesarean birth.

    The government programme, which will begin from September and follows an extensive development phase and pilot scheme, will reduce the number of avoidable brain injuries during childbirth – helping to prevent lifelong conditions like cerebral palsy.

    The national rollout is only one step the government is taking to improve maternity services under its Plan for Change to fix the health service, as it reforms the NHS to ensure all women receive safe, personalised and compassionate care.

    Health and Social Care Secretary Wes Streeting said:

    All expectant mothers giving birth in an NHS hospital should have peace of mind that they are in safe hands.

    This vital programme will give staff across the country the right tools and training to deliver better care to women and their babies, reducing the devastating impact of avoidable brain injury.

    Under our Plan for Change, we are supporting trusts to make rapid improvements and training thousands more midwives – but I know more needs to be done. We will put women’s voices right at the heart of our reforms as we work to improve care.

    The national rollout follows a pilot in 12 maternity units that was launched in October and delivered by the Royal College of Obstetricians and Gynaecologists, Royal College of Midwives (RCM) and the THIS (The Healthcare Improvement Studies) Institute.

    The pilot has shown the programme will fill an important gap in current training by bringing multidisciplinary teams together to work more collaboratively than ever before, to improve outcomes. The programme will give clinicians more confidence to take swift action managing an emergency during labour.

    It is expected to reduce unacceptable inequalities in maternity outcomes across England – so that most maternity units achieve outcomes comparable to the highest-performing 20% of trusts.

    This government is dedicated to improving maternity services more widely and is committed to training thousands more midwives, as well as setting an explicit target to close the Black and Asian maternal mortality gap.

    In addition, we have allocated an extra £57 million for Start for Life services, helping expectant and new mothers with their infants by providing expert, trusted advice and guidance around pregnancy, birth and motherhood.

    The ABC programme supports multidisciplinary maternity teams to deliver safer, more personalised care. Hundreds of maternity staff, including obstetricians, midwives and anaesthetists, have been involved in developing and testing this quality improvement programme.

    We have heard what a difference it makes, supporting teams to work effectively together in time-sensitive and high-pressure situations. The RCOG is extremely proud to have been part of this fantastic collaboration.

    Gill Walton, Royal College of Midwives Chief Executive, said:

    Every midwife, maternity support worker, obstetrician, anaesthetist and sonographer wants to provide good, safe care – and the best way to do that is by working and training together. The ABC programme has brought together all those involved in maternity care, offering practical solutions to some of the most acute clinical challenges.

    Crucially the ABC programme tools and training have been developed based on the voices of women, families and maternity staff. This has been the key to the success of the pilot programme.

    Equally the will and drive of midwives and the wider multidisciplinary team to improve safety and outcomes for women and their families has been evident across the course of the training at the pilot sites.

    The ABC programme has the potential to reduce the devastating impact of brain injuries during childbirth and the RCM is proud to have been part of this innovative programme and we hope to see this adopted and implemented across maternity services.

    Professor Mary Dixon-Woods, Director of The Healthcare Improvement Studies Institute, said:

    The ABC programme design is based on the principle that evidence-based, co-designed patient-focused standardisation of clinical practice can reduce unwarranted variation and improve care and outcomes.

    Crucially, this needs to be supported by comprehensive improvement resources, including training, tools and assets to enable good clinical practice and teamwork and respectful and inclusion communication and decision-making with women and birth partners.

    The pilot has shown that it’s possible to train people effectively and efficiently. A national commitment to implement the programme at scale will be important in ensuring that the benefits are seen.

    Government announces 29,000 extra bone scans will be delivered each year, helping with earlier diagnosis of illness such as osteoporosis.

    29,000 extra bone scans per year will be delivered for patients across England thanks to the government rolling out 13 new DEXA scanners.

    The new scanners were promised as part of the government’s Elective Reform Plan and mark another step closer towards fixing the NHS and making it fit for the future, as set out in the Plan for Change.

    More than one in three women and one in five men will experience a fracture due to osteoporosis in their lifetime and so these scanners are equipped with advanced technology to identify with minute detail the quality of a patient’s bones.

    They will help with early diagnosis of illness such as osteoporosis, which weakens bones, making them so fragile that even a cough or sneeze could cause a painful break for people across the country.

    13 areas will receive the new equipment this year, including hospitals in West Yorkshire and North East Lincolnshire serving some of the most under resourced and rural communities, with patients already receiving invitations for appointments to use the new scanners.

    Seven of the new machines will enable trusts to offer new or extended DEXA services, improving access and reducing patient journey times. Another six scanners will replace existing machines, helping to increase the reliability and productivity of bone diagnostic services.

    Health and Social Care Secretary, Wes Streeting, said:

    Having seen the pain of a family member breaking a hip because of her osteoporosis, I know only too well how debilitating  a condition it can be.

    We know that early diagnosis of brittle bone conditions means faster treatment and better outcomes for patients, which is why I promised before the election that we would deliver an extra 15,000 scans a year. The investment the government is making in new scanners across the country will deliver an extra 29,000 scans a year, almost double what I promised.

    Our Plan for Change is cutting waiting lists by investing in our NHS, which is only possible because of the increase in employers’ national insurance.

    Sue Mann, Clinical Lead for Women’s Health at NHS England, said:

    This is a welcome targeted investment for the NHS Trusts across England set to receive these new scanners from this month – they measure tiny reductions in bone density that can help us diagnose osteoporosis in its early stages, before you break a bone.

    These scanners are key tools for prevention, particularly for some women who are known to be at higher risk of osteoporosis such as those who go through early menopause.

    Craig Jones, Chief Executive of the Royal Osteoporosis Society, said:

    This investment in scanners is really good news for people with osteoporosis.  We want to thank Wes Streeting for ensuring bone scans are part of his package to modernise scanning technology so we can catch diseases like osteoporosis earlier.

    This, and the recent good news on waiting lists, gives us confidence the NHS is beginning to turn a corner.

    Mr Haitham Hamoda, Trustee and Past Chair British Menopause Society said:

    This is very welcome news. Osteoporosis and related fractures is a significant public health issue. It is estimated that more than one in three women may sustain an osteoporosis related fracture with significant associated morbidity and mortality.

    In addition, women with premature ovarian insufficiency and early menopause have a significantly increased risk of osteoporosis and related fractures. Increasing access and availability to bone density screening and assessment will improve detection and allow earlier discussion of preventative measure and treatment.

    Dr Katharine Halliday, President of the Royal College of Radiologists, said:

    We welcome the pledge for more DEXA scanners which will help to deliver better care for patients at risk of osteoporosis.

    Increasing capacity to deliver scans in the hospitals and regions that need it most will be an important step to make sure patients receive timely, effective care no matter where they live.

    Over three million appointments have already been delivered since the end of June 2024, smashing the government’s target of delivering 2 million extra operations, scans and appointments.

    Armed forces veterans and their families will benefit from improved and targeted healthcare, the government has announced as the nation marks the 80th anniversary of VE Day.

    A new training programme will ensure NHS staff across the country are supported to meet the unique health needs of veterans, serving personnel and their families.

    The new programme will see NHS staff across England receiving dedicated training to help them identify and support patients with military backgrounds. GPs, doctors and NHS nurses will work with regional trainers to make sure they embed this support into their services.

    Veterans can require specialised care for injuries sustained in combat, as well as mental health support for conditions like post-traumatic stress disorder (PTSD) and depression.

    Many also struggle to navigate civilian healthcare systems and may not self-identify as veterans to NHS staff, putting them at risk of missing out on the additional services and bespoke services that are already available.

    Health and Social Care Secretary Wes Streeting said:

    As we mark the 80th anniversary of VE Day, we’re honouring our Armed Forces not just with words, but with action.

    Too many veterans face a system that doesn’t fully understand their needs – that changes today.

    This new training programme will help NHS staff across England give our veterans the personalised care they deserve. Through our Plan for Change the NHS will deliver for those who have delivered for Britain.

    As of April 2025, every NHS Trust in the country became officially ‘Veteran Aware’, a status which means they have been recognised for demonstrating their understanding of military healthcare needs. The three-year training programme will build on this success and will be rolled out from October 2025 across England.

    The programme, backed by £1.8 million, will support NHS bodies to demonstrate their commitment to the Armed Forces Covenant, which ensures those who serve or have served, and their families, are treated fairly and not disadvantaged because of their military service.

    The training will support healthcare providers to improve identification of Armed Forces personnel, deliver more personalised care, and ultimately improve health outcomes for veterans and their families.

    The announcement follows a £50 million boost in funding to ensure veterans across the UK will have easier access to essential care and support under a new UK-wide veteran support system, called VALOUR.

    Through the Plan for Change, the government has delivered an extra 3 million appointments since July to cut waiting lists and provided the biggest boost to GP funding in years – an extra £889 million, and on Tuesday 6 May, the government announced a further major cash injection of over £102 million to upgrade and modernize GP practices.

    The government is also bringing back the family doctor, recruiting an additional 1,500 GPs since October, and cutting red tape so GPs spend more time caring for patients.

    Patients will benefit from over 8.3 million more appointments each year as over 1,000 doctor’s surgeries receive a bricks and mortar upgrade to modernise practices.

    Backed by the government’s major cash injection of over £102 million, over 1,000 GP surgeries will receive vital funding to create additional space to see more patients, boost productivity and improve patient care, following years of neglect.

    Right now, many GP surgeries could be seeing more patients, but don’t have enough room or the right facilities to accommodate them. From creating new consultation and treatment rooms to making better use of existing space, these quick fixes will help patients across the country be seen faster.

    This represents the biggest investment in GP facilities in 5 years and is only possible because of the difficult choices made by the government to invest £26 billion into the NHS. And it is another measure helping the government shift care out of hospital and into the community, as part of its Plan for Change.

    Health and Social Care Secretary, Wes Streeting, said:

    It will be a long road, but this government is putting in the work to fix our NHS and make it fit for the future.

    These are simple fixes for our GP surgeries but for too long they were left to ruin, allowing waiting lists to build and stopping doctors treating more patients.

    It is only because of the necessary decisions we took in the Budget that we are able to invest in GP surgeries, start tackling the 8am scramble and deliver better services for patients. The extra investment and reform this government is making, as part of its Plan for Change, will transform our NHS so it can once again be there for you when you need it.

    In Norwich, Prospect Medical Practice – serving nearly 7,000 patients in some of the city’s most deprived areas – will create new clinical rooms to deliver more patient consultations.

    In the Black Country, vacant office spaces in Harden Health Centre will be converted into clinical consulting rooms, allowing more patient access to primary care.

    Dr Amanda Doyle, National Director for Primary Care and Community Services, said:

    We know more needs to be done to improve patient access to general practice and this investment in over one thousand primary care premises will help do this.

    Bringing GP premises up to a similar condition across England is important to improve patient experience of NHS services, while making primary care a better working environment as we seek to retain and recruit more staff.

    It will also help to create additional space and extend the capacity of current premises as we improve access further and bring care closer to the communities where people live as part of the 10 Year Health Plan.

    Lord Darzi’s independent report found outdated, inefficient buildings create barriers to delivering high-quality patient care and reduce staff productivity. Today’s boost will tackle this, to make services fit for the future.

    Lord Ara Darzi said:

    My review found that the primary care estate is simply not fit for purpose, with many GP surgeries housed in inflexible, outdated buildings that cannot enable safe, high-quality care. Today’s investment marks a crucial turning point in addressing this long-standing issue, helping create the modern, purpose-built primary care facilities that patients and staff deserve.

    This is the first national capital fund for primary care estates since 2020 and part of a comprehensive package of GP support, alongside recruiting 1,500 additional GPs and reducing bureaucracy.

    Projects will be delivered during the 2025 to 2026 financial year, with the first upgrades expected to begin in summer 2025.

    Today’s investment in improving GP surgeries is a much-needed step towards better access to care closer to home.

    Our reporting shows nearly one-third of patients struggle to book GP appointments, and we have long highlighted what matters in healthcare facilities: truly accessible spaces where everyone receives care with dignity. The potential for 8.3 million additional appointments from these refurbishments will make a real difference to communities waiting for care.

    Crucially, it delivers on what patients themselves have called for: modern, accessible spaces that support high-quality care. We look forward to seeing these upgrades rolled out, with a continued focus on ensuring patients everywhere get timely support in settings that support their dignity. This investment represents a meaningful step toward realising what patients have long been asking for.

    Primary care is the front door of the health service and has been managing increasing demand, yet a historic lack of capital funding in estates has been one of the biggest barriers to improving productivity and creating buildings suitable for modern health care – with a fifth of GP estates pre-dating the NHS and half more than 30 years old.

    If we are serious about shifting care from hospital to community, from sickness to prevention, and from analogue to digital, then sustained investment in primary and community estates, equipment and technology is vital.

    Professor Kamila Hawthorne, Chair of the Royal College of GPs, said:

    Our last survey of members found that two in five GPs considered their premises unfit for purpose. This not only makes for a poor experience for both patients and practice staff, but it restricts the care and services a practice can provide. Nearly 90% of respondents to our survey said their practice didn’t have enough consulting rooms, and three quarters didn’t have enough space to take on additional GP trainees.

    Today’s announcement is an encouraging interim measure that shows the Government is listening and acknowledges that inadequate GP infrastructure needs to be addressed. We now need to see this followed up by further long-term investment.

    These upgrades complement the government’s wider NHS reforms, recognising that investment alone isn’t enough and fundamental reform is essential to fix our broken healthcare system.

    The government is cutting pointless red tape through the new GP contract, expanding the NHS App to put patients in control of their healthcare, introducing the Advice and Guidance scheme to reduce unnecessary referrals, and enabling community pharmacists to prescribe for routine conditions with a new investment package.

    Together, these changes free up clinicians’ time and bring care closer to home.

    This is just the beginning of the transformation of primary care. Through our 10 Year Health Plan more care will be shifted out of hospitals and into communities where patients can access it more easily.

    This government is going further and faster than ever to turn around the NHS, making it fit for the future. Over 3.1 million elective appointments have already been delivered since July 2024, 6 months ahead of schedule.

    Millions of cancer patients will receive a faster diagnosis, helping cut treatment delays and boost survival rates as the government rolls out pioneering new technology across the NHS through the Plan for Change.

    Currently, there are over 2 million people living with cancer, many of whom face a complex journey of tests, appointments or treatments. But a trailblazing new tool – dubbed Cancer 360 – brings all that data into one central system, so clinicians can prioritise those most in need and see patients quicker – with the technology set to benefit millions over the next 5-10 years.

    This government inherited a broken NHS. Lord Ara Darzi’s independent investigation found the NHS in ‘critical condition’ – with surging waiting lists and deteriorating national health – and set out the need to improve cancer waiting time performance and cancer survival.

    Cancer 360 represents the crucial reform that must accompany investment, shifting the NHS from analogue to digital, by creating a simple dashboard showing clinicians all the information they need about their patients in one place. Instead of having to gather vital information about each cancer patient from various systems, spreadsheets, emails, and records.

    The real-time tool will help teams to easily track a patient’s progress, avert delays, and even produce personalised treatment plans. It will dramatically reduce paperwork and help ensure vital warning signs aren’t missed.

    Cancer 360 is a prime example of the government’s commitment to reform – doing things differently by harnessing digital innovation to improve patient outcomes.

    Following recent expansion of the NHS App, which has already stopped 1.5 million hospital appointments being missed and saved 5.7 million staff hours since July 2024, Cancer 360 demonstrates how we are continuing to drive the NHS from analogue to digital, giving patients better care and more control over their healthcare journey.

    The investment comes from the Autumn Budget – where the government made difficult but necessary choices to put £26 billion in our NHS. This includes the biggest increase in NHS spending since 2010, excluding COVID-19 years – including £1 billion for digital transformation projects and £121 million for the NHS Federated Data Platform (FDP). While this investment is crucial, it’s the reforms in how we use these resources that will truly transform cancer care.

    The new tool is built into the FDP, which brings patient information together from across separate systems into one safe and secure environment. Since April 2024, hospitals using the platform have typically performed 70,000 more procedures and reduced unnecessary hospital stays by almost 19% – treating more patients and freeing up valuable bed space.

    The implementation of Cancer 360 has enabled my team to monitor and safely carry our patients through their cancer pathway.

    The tool enables us to have in-depth conversations at our weekly meetings regarding a patient’s next step as well as allowing us to escalate queries directly to other teams for faster turnaround.

    The tool has reduced the amount of admin time spent by our cancer team therefore enabling them to focus on the patient journey. I have witnessed an improvement in performance, team spirit and most importantly patient experience.

    The government’s National Cancer Plan will transform the way we approach this disease, improving care and bringing this country’s cancer survival rates back up to the standards of the best in the world.

    Through the Plan for Change, the government is driving forward work to develop innovative treatments and technologies for patients. Last month the Prime Minister announced plans for a new health data research service, to transform access to NHS data so clinical trials can be fast-tracked to accelerate the development of the medicines and therapies of the future, in turn helping boost the UK’s world leading life sciences sector and drive growth.

    The National Institute for Health and Care Excellence also recently announced thousands of cancer patients will benefit from new artificial intelligence which detects skin cancer. In addition, it was confirmed that the NHS will become the first health system in Europe to offer a new injectable form of nivolumab – one of the most widely used cancer treatments in England.

    This forms part of the government’s wider ambitions to cut waiting lists under its Plan for Change. With a total of 3 million additional appointments already delivered 6 months early, the government is exceeding its own targets and driving down waiting lists at pace, which have fallen for 6 months in a row and by 219,000 since July 2024 – evidence that reform and investment together can deliver real results for patients.

    Millions of patients are getting a cost of living boost as the government freezes prescription charges for the first time in three years.

    • NHS prescription charges in England will be frozen for the first time in three years, keeping the cost of a prescription below a tenner.
    • The decision means £18 million saving to help with cost of living for millions who regularly pay for prescriptions as the government delivers security for working people through its Plan for Change.
    • Freeze comes weeks after this government agreed record investment for community pharmacies to fund local services for patients.

    Millions of people across the country will see the cost of their prescriptions frozen for the first time in three years from today – as the government puts money back into the pockets of working people as it delivers on the Plan for Change.

    The move will save patients around £18 million next year – keeping prescriptions under the cost of a tenner, at £9.90 for a single charge. Those who are already exempt from paying their prescription will continue to be so.

    Three month and annual prescriptions prepayment certificates will also be frozen for 2025/26.

    Annual charges can be made in instalments meaning those requiring regular medicines will be able to get them for just over £2 a week.

    The prescription charge freeze builds on wider government action to tackle the cost of living crisis, including the rollout of free breakfast clubs, expanded childcare through 300 new school-based nurseries, lowering the cost of school uniforms, and extending the fuel duty freeze – all aimed at easing financial pressures on families across the country.

    Secretary of State for Health and Social Care, Wes Streeting, said:

    This government’s Plan for Change will always put working people first, and our moves today to freeze prescription charges will put money back into the pockets of millions of patients.

    Fixing our NHS will be a long road – but by working closer with our pharmacies we’re saving money and shifting care to the community where it’s closer to your home.

    We made the difficult but necessary choices at the Budget to fund moves like this and change our NHS so it can once again be there for you when you need it.

    The announcement follows news last month of the government agreeing funding with Community Pharmacy England worth an extra £617 million over 2 years.

    And the investment comes alongside reforms to deliver a raft of patient benefits, as part of the government’s agenda to shift the focus of care from hospitals into the community, so that people can more easily access care and support on their high streets.

    This freeze is only possible thanks to the government’s difficult but necessary choices at the Budget to bring in a £26 billion boost to the health service.

    Chancellor of the Exchequer, Rachel Reeves, said:

    We promised to build an NHS fit for the future, and that started with the £26 billion funding boost I delivered at the Budget, to repair and improve the many vital services it provides.

    Since then, waiting lists are falling, staff are better paid and supported, and today, £18 million has been kept in patient’s pockets by freezing prescription charges – easing the cost of living through our Plan for Change, delivering for all.

    Jonathan Blades, Head of Policy at Asthma + Lung UK, said:

    The freezing of prescription charges is a welcome first step and will provide some short-term relief for people with lung conditions during the ongoing cost of living crisis. Living with a long-term lung condition like asthma and chronic obstructive pulmonary disease (COPD) is expensive and rising prescription costs only make it harder for people to manage their condition and stay well.

    Around 89% of prescriptions in England are already dispensed free of charge to children, over-60s, pregnant women, and those with certain medical conditions. This freeze will not impact that scheme.

    In addition to the freeze on charges, the NHS low income scheme offers help with prescription payments, with free prescriptions for eligible people in certain groups such as pensioners, students, and those who receive state benefits or live in care homes.

    Alongside action to rebuild the NHS, the government’s Plan for Change is focused on growing the economy to improve living standards across the country. This further freeze will only improve that.

    Millions of patients are benefiting from greater choice and flexibility in the way they access healthcare as the Prime Minister welcomes a major milestone in the rollout of the NHS App today (28 April 2025).

    Latest data shows 1.5 million appointments have been saved thanks to the government’s accelerated rollout of the NHS App, which helps patients access treatment more conveniently so that it fits around their lives, rather than the other way round.

    Making sure patients get greater power over how and when they can book their treatments and appointments is at the heart of the government’s plans to end hospital backlogs and improve care through the Plan for Change.

    Users can manage appointments, view prescriptions, access their GP health record and receive notifications at the touch of a button, reducing stress on healthcare services and providing easier access to information and services.

    The government has exceeded its first target under the plan, to increase the number of hospitals allowing patients to view appointment information on the app up to 85% by the end of March 2025 – reaching 87%, up from 68% in July 2024.

    Prime Minister Keir Starmer said:

    Our NHS has been stuck in the dark ages – held back by old fashioned systems where patients are struggling for appointments and unable to access their own data.

    We saw during the pandemic how apps can totally transform everyday access to health services. So there’s no excuse for the lack of progress in the NHS we’ve inherited.

    NHS reform has to come through better use of tech – it’s the fuel we need to power change.

    As we deliver our Plan for Change to end hospital backlogs, I want to see more and more people having the option to use the app, so that everyone benefits from more control and choice over their treatment.

    Measures to expand the use of the app were set out earlier this year in the government’s elective reform plan, which set out how patients will be offered a wider choice of providers and an easier, quicker way to book appointments.

    The move comes as the government steps up the use of health data to accelerate the discovery of life-saving drugs and improve patient care. Earlier this month, the Prime Minister announced an investment alongside the Wellcome Trust of up to £600 million to create a new health data research service. This will transform access to NHS data by providing a secure single access point to national-scale data sets, slashing red tape for researchers and boosting the UK’s world-leading life sciences sector.

    This government is determined to get our NHS fixed and fit for the future – and this is just one of the innovative ways through the Plan for Change that we’re helping patients, cutting waiting lists and saving taxpayers’ money all at the same time.

    By putting the latest technology into the hands of patients so they can access services quicker, we’re freeing up more time for doctors and nurses to focus on treating people and getting waiting lists down.

    This government is doing things differently. Every missed appointment and wasted staff hour saved means another patient getting the care they need as we drive a digital NHS revolution through our Plan for Change.

    Since July 2024, the increased use of existing app features has saved almost 5.7 million hours of staff time, including 1.26 million clinical hours across care settings – together with the 1.5 million missed appointments avoided, the NHS App has helped save the equivalent of £622 million.

    The app has spared staff from tasks such as managing appointments, completing questionnaires, ordering repeat prescriptions and taking patient details, freeing up frontline staff to focus directly on patient care and treatment.

    And new analysis shows patients are getting faster treatment, with trusts that offer services through the app and patient online systems cutting waiting times for more elective care patients than those who do not.

    Trusts who use the app’s key features saw a 3 percentage point increase in the number waiting less than 18 weeks in November 2024. This would equate to up to 211,000 more treatments meeting the 18-week target over the same time period if expanded to all hospitals across the country.

    With more patients able to access correspondence digitally through the app, almost 12 million fewer paper letters have been sent by hospitals since July 2024 – saving £5.2 million in postage costs. Forecasts for this year show the use of in-app notifications for planned care will prevent the need for 15.7 million SMS messages – saving the NHS a further £985,000.

    To assist elderly and more vulnerable patients, the NHS is now offering the public support in how to access online health services including the NHS App at 1,400 libraries across England.

    Dr Vin Diwakar, NHS National Clinical Transformation Director, said:

    The NHS App is leading the way in switching from analogue to digital services, empowering over 37 million users with faster access to information and slashing waiting times.

    With services now live in 87% of hospitals it is also boosting NHS productivity, cutting the number of missed appointments and freeing up almost 5.7 million staff hours since July alone.

    Saffron Cordery, interim Chief Executive of NHS Providers, said:

    Any innovations that give patients more control over their care, reduce the risk of missed appointments and free up valuable staff time so that they can focus on patients are a step in the right direction.

    While it’s really positive that even more hospitals are now offering services through the NHS App, trust leaders know that not everyone has access to or feels comfortable using technology. That’s why it’s welcome that alongside paper letters and phone calls, the NHS is offering more support to help elderly and more vulnerable patients access online health services including via the NHS App.

    Investing in digital technology and infrastructure in the NHS is vitally important to the government’s ambition of moving from an analogue system to a fully digitised one. This will be crucial in the ongoing improvements to NHS productivity, as well as meeting patient demand and providing safe and quality care.

    The NHS App offers the potential to increase patient access, integration, and efficiency across the health service. It can help to reduce duplication and save the time of staff on admin tasks and things like repeat prescriptions.

    This is why it is so important that funding in the App as well as the wider digital transformation agenda continues long term.

    Planned NHS App upgrades are set to include the ability for patients to choose from a wide range of providers through the app, book tests at convenient locations, such as their local community diagnostic centre and receive test results quickly through the app, before choosing the next step.

    The app drive is part of the government’s wider ambitions to shift NHS services from analogue to digital and cut waiting lists under its Plan for Change. With a total of 3 million additional appointments already delivered 6 months early, the government is exceeding its own targets and driving down waiting lists at pace, which have fallen for 6 months in a row and by 219,000 since July 2024.

    The milestone follows the government’s announcement that 4.5 million tests, checks and scans were carried out in community diagnostic centres (CDCs) between July 2024 and February 2025, a 50% increase on the previous year. Alongside this, NHS waiting lists in the areas with the highest economic inactivity have been slashed by almost 50,000 between October 2024 and February 2025 – a number larger than Stamford Bridge stadium.

    Dr John Dean, Clinical Vice President of the Royal College of Physicians, said:

    We welcome the continued rollout and improvements to the NHS App with the aim of putting patients in control of their own health. A focus on incrementally building functionality in the NHS App to support patients to manage their own healthcare will lead to better, more connected digital systems that work better for staff and patients, freeing up time and increasing productivity.

    We are keen to work closely with NHS England and the government to ensure that the NHS App is rolled out and improved in ways that most benefit patients and clinicians. It is also vital that we ensure sufficient mitigations are put in place so that those without access to the app are not excluded from accessing the same quality of patient care.

    It’s very encouraging to see how digital tools like the NHS App are giving patients greater power over their healthcare, from managing appointments to accessing important health information. The NHS figures showing 1.5 million prevented missed appointments and 1.7 million staff hours saved demonstrate just how transformative this innovation can be.

    While this digital progress is vital and the 20% increase in hospital participation is welcome, we must also ensure no one is left behind. Digital access remains a barrier for many, so we welcome the initiative providing support for online health services at 1,400 libraries across England. This kind of practical support needs to remain a key priority as services continue to modernise.
