    Applications for the Windrush Day Grant Scheme have been opened by the Department for Levelling Up.

    Applications for the Windrush Day Grant Scheme have been opened by the Department for Levelling Up, today (18 January 2023).

    Community groups, charities and councils will now be able to bid for their share of the £750,000 pot of funding to celebrate the 75th anniversary of the arrival of the Windrush community in their local areas.

    Each area can bid for up to £50,000 to fund celebratory parades, educational resources, arts and sporting projects, providing they are focused on the contribution of the Windrush generation and their descendants.

    Currently in its fifth year, the scheme will for the first time be open to applications from Northern Ireland in recognition of Windrush communities who resided there.

    Communities Minister Lee Rowley said:

    “The 75th anniversary of the arrival of MV Empire Windrush at the Port of Tilbury, marks a seminal moment in our nation’s shared history.

    “This government is fully committed to honouring the Windrush generation and their immense contribution to this country. This funding will really help local communities come together, honour the past and celebrate our country.”

    To date, the government has dedicated £3.75 million in funding toward honouring the Windrush legacy. This includes £2.75 million across five years of the Windrush Day Grant Scheme, and £1 million allocated to the National Windrush Monument.

    Last year 35 projects across England were given a share of £500,000 funding to help commemorate Windrush Day. They included:

    • The establishment of the Bristol Windrush Reggae Choir, a six-month project that included vocal workshops and specially commissioned music.
    • A one-day festival at the National Maritime Museum, Greenwich, celebrating many aspects of UK Caribbean life, from music and dance to food and storytelling; and
    • A Windrush exhibition across museums, cultural centres, schools and colleges in Huddersfield, West Yorkshire together with live performance and online workshops.

    More than 100 projects awarded share of £2.1 billion from Round 2 of government’s flagship Levelling Up Fund to create jobs and boost the economy.

    • Successful bids include Eden Project North in Morecambe, a new AI campus in Blackpool, regeneration in Gateshead, and rail improvements in Cornwall

    Landmark levelling up funding will breathe new life into more than 100 communities, with up to £2.1 billion awarded today to transformational projects across the United Kingdom. These include Eden Project North visitor attraction in Morecambe, a new AI campus in Blackpool, a new rail link in Cornwall, and a major regeneration scheme in Gateshead that will create jobs and grow the economy.

    Major government investment will benefit millions of people across England, Scotland, Wales, and Northern Ireland and spread opportunity to historically overlooked areas – with £672 million to develop better transport links, £821 million to kick-start community regeneration, and £594 million to restore local heritage sites.

    A total of 111 areas have been awarded funding from the second of the government’s flagship Levelling Up Fund, providing greater investment in communities that will create new jobs, drive economic growth, help restore people’s pride in the places where they live, and spread opportunity more equally. Secretaries of State will be visiting winning projects across the UK to see how local leaders will deliver for local people.

    This will drive forward the Prime Minister’s priority to grow the economy by levelling up and provide the foundations for building a better future in communities across the UK. By working as one United Kingdom, the country is better able to collectively tackle the individual challenges faced by every region and nation across the country.

    The government has also confirmed there will be a further round of the Levelling Up Fund, providing more opportunity to level up places across the UK.

    Prime Minister Rishi Sunak said:

    Through greater investment in local areas, we can grow the economy, create good jobs and spread opportunity everywhere.

    That’s why we are backing more than 100 projects with new transformational funding to level up local communities across the United Kingdom.

    By reaching even more parts of the country than before, we will build a future of optimism and pride in people’s lives and the places they call home.

    Projects awarded Levelling Up Fund money today include:

    • Eden Project North will receive £50 million to transform a derelict site on Morecambe’s seafront into a world class visitor attraction. It will also kick-start regeneration more widely in Morecambe, creating jobs, supporting tourism and encouraging investment in the seaside town.
    • Cardiff Crossrail has been allocated £50 million from the fund to improve the journey to and from the city and raise the economic performance of the wider region.
    • Blackpool Council and Wyre Council will receive £40 million to deliver a new Multiversity, a carbon-neutral, education campus in Blackpool’s Talbot Gateway Central Business District. This historic funding allows Blackpool and The Fylde College to replace their ageing out-of-town centre facilities with world-class state-of-the-art ones in the heart of the town centre. The Multiversity will promote higher-level skills, including automation and artificial intelligence, helping young people secure jobs of the future.
    • Nearly £27 million has been guaranteed for a new roll-on, roll-off ferry for Fair Isle in the Shetland Islands. The service is a lifeline for the island, supporting its residents, visitors and supply chains, and without its replacement the community will become further isolated.
    • A total of £20 million is going towards the regeneration of Gateshead Quays and the Sage, which will include a new arena, exhibition centre, hotels, and other hospitality. The development will attract nearly 800,000 visitors a year and will create more than 1,150 new jobs.
    • A £50 million grant will help create a new direct train service, linking 4 of Cornwall’s largest urban areas: Newquay, St Austell, Truro, and Falmouth/Penryn. This will level up access to jobs, skills, education, and amenities in one of the most economically disadvantaged areas in the UK.
    • There is £5.1 million to build new female changing rooms in 20 rugby clubs across Northern Ireland.

    The UK government will also today launch an interactive map online so people can see which projects in their area are receiving Levelling Up Fund investment. This will be available at https://levellingup.campaign.gov.uk/.

    Levelling Up Secretary Michael Gove said:

    We are firing the starting gun on more than a hundred transformational projects in every corner of the UK that will revitalise communities that have historically been overlooked but are bursting with potential.

    This new funding will create jobs, drive economic growth, and help to restore local pride. We are delivering on the people’s priorities, levelling up across the UK to ensure that no matter where you are from, you can go as far as your talents will take you.

    Chancellor of the Exchequer Jeremy Hunt said:

    This is a major down payment on local jobs, growth and regeneration, all part of our mission to level up opportunity across the country.

    To unlock more growth right across the country, we are making it easier for locally-elected leaders to make things happen without banging on a Whitehall door by extending devolution deals to all areas of England that want them by 2030.

    The successful bids announced today follows the allocation of £1.7 billion to 105 projects from Round 1 of the Levelling Up Fund in 2021. The government confirmed last year that Round 2 funding would match Round 1 but increased this by more than £400 million after receiving a high number of transformative bids – taking the total allocated so far from the fund to £3.8 billion.

    Today’s allocations also come on top of significant action already taken by the government to level up communities across the country. This includes opening 7 freeports, signing 6 devolution deals, connecting 740,000 homes and business with gigabit broadband, and helping 70 community groups take ownership of their cherished pubs, clubs and local landmarks at risk of closure.

    The Towns Fund has been providing funding of up £25 million, to 101 towns in order to boost local economies outside of big cities and deliver vital infrastructure.

    More than £670 million from the Levelling Fund has been allocated to 26 projects across the United Kingdom to improve transport links.

    This includes £40 million for the West Yorkshire Combined Authority to transform its bus services, especially in areas of deprivation and for communities who do not have access to a car.

    The North East Combined Authority will receive nearly £20 million to buy more than 50 new electric buses. This will provide more than 3,000 seats for passengers, improve air quality, reduce congestion and support businesses in the region.

    Belfast International Airport will receive £2.3 million to purchase an electric bus fleet, which will have significant benefits for travellers and local people with better air quality and reduced noise.

    Nearly £27 million has been guaranteed for a new roll-on, roll-off ferry for the Shetland Fair Isle in Scotland, providing a lifeline for the community, visitors and vital supply chains.

    Revitalising towns and cities

    Over £760 million is being provided to regenerate towns and cities and unlock thousands of new homes.

    This includes £20 million to regenerate Accrington town centre, which will see the renovation of the Grade II listed Accrington Market Hall into a bustling food hall and trading space and the refurbish of the vacant and dilapidated Burtons Chambers and Market Chambers into band-new office spaces.

    There is £18 million for a transformation of Cleethorpes seafront, including the historic market square and regenerating Pier Gardens.

    The construction of Willenhall Garden City in Walsall will be accelerated by a £20 million grant, which will unlock a £210 million regeneration plan, enabling the delivery of new homes, parks, and a railway station.

    More £17 million will level up Leek Town Centre through a refurbishment plan that will upgrade the old market halls for new business use, upgrade the public library and museum, and create a swimming facility as part of wider town centre regeneration.

    Restoring local heritage

    £545 million will restore local landmarks and protect them for generations to come.

    This includes nearly £18 million to transform the Grand Pavilion in Porthcawl, one of the most recognisable buildings in South Wales, which is currently deteriorating after years of piecemeal refurbishments.

    There is £20 million to restore the Grade II listed Haigh Hall in Wigan, which will rejuvenate the area and make the site a popular destination for culture, community, events and hospitality.

    All areas were invited to bid for Round 2 by August 2022.

    £300,000 was allocated from the Community Ownership Fund to transform the Old Town Hall in Whithorn, Galloway.

    The funding will help the town hall become more accessible, functional and support working towards Net-Zero.

    Plans for the building

    The Grade B listed Georgian town hall is set to turn into a new social enterprise that will offer training to young people in:

    • traditional stonemasonry
    • joinery skills

    It will also showcase energy efficiency innovation for hard-to-treat Georgian buildings.

    Disused and unloved brownfield sites across England will be regenerated to deliver thousands of new homes and jobs, the Department for Levelling Up, Housing and Communities announced today (18 January 2023).

    From today, councils across England will be able to bid for a share of £60 million from the Brownfield Land Release Fund 2, which will help to bring neglected urban areas back into use, support regeneration projects and boost local economies.

    The funding will deliver 5,800 new homes by March 2027, create around 18,000 new jobs in the housing and construction sector, while helping thousands of first-time buyers into homeownership.

    This is part of the Government’s plan to prioritise brownfield land for new housing, transforming underused sites into places where people want to live and work, while protecting our cherished green spaces.

    £35m of the £180 million fund has already been allocated to areas from Exeter to Sunderland and the remaining funding will be made available to councils over the next 2 years.

    The full brownfield fund will deliver 17,600 new homes and 56,000 skilled new jobs over the next 4 years, helping to transform communities and level up the country.

    Minister for Housing Rt Hon Lucy Frazer said:

    We want to turn neglected areas into thriving new communities, as part of our mission level up the country.

    To do this we must prioritise brownfield land to deliver new homes for people, in the right places.

    The £60 million fund we are opening today provides another fantastic opportunity for councils to drive regeneration in their towns and cities – and help more young families onto the housing ladder.

    Cabinet Office Minister Alex Burghart said:

    This funding is absolutely vital for stimulating growth and helping local areas reach their full potential.

    Neglected land such as this is ready for investment and this funding will pave the way for more than 5,800 young people and families to take their first step onto the property ladder.  This is great news for businesses and even better news for local people, who are seeing housing as well as jobs moving to their area for decades to come.

    Cllr James Jamieson, Chairman of the Local Government Association, said:

    The LGA is delighted to continue to partner on the Brownfield Land Release Fund (BLRF2) through our One Public Estate Programme. Councils are at the forefront of housing delivery, with BLRF2 supporting them to meet the needs of their communities by releasing their surplus land for new, high quality, energy efficient homes.

    The application window for this round will close on 31 March 2023 with successful projects expected to be announced over the summer.

    £35 million was released from the fund in November 2022 to 41 councils, supporting 59 regeneration projects from Exeter to Sunderland. Over 2,200 homes – including over 800 affordable homes – will be built for local communities. Examples include:

    • Chorley –  £650,000 will remediate the site within the town centre, which housed the former theatre and more recently the bingo hall. This bring forward delivery of 29 high-quality energy efficient new homes, reinvigorating the town centre through the formation of a new civic square in front of the historic town hall.
    • Blackburn – £220,000 to unlock 30 new affordable homes and bungalows for independent living, addressing the needs of an older population and the demand for more homes for affordable rent.
    • Darlington – £223,000 will enable the delivery of 27 homes close to the new government hub at Darlington Economic campus. The homes will introduce new green corridors to improve access to and from the town centre.

    This scheme builds on the success of the first Brownfield Land Release Fund, which saw £77 million help councils release over 160 brownfield sites for around 7,750 new homes across the country.

    Post pandemic, Bromsgrove Town Centre needed a boost. With a £14 million award from the Levelling Up Fund, the town can recover.

    The investment will be used for projects such as the redevelopment of the former Market Hall.

    New hub for town centre

    The first major project is the Market Hall, which has been vacant since 2010. It is set to become a vibrant cultural and commercial hub. This will bring new businesses and footfall into the town centre.

    The new site will be home for:

    • flexible office space
    • multi-purpose events
    • gallery space
    • food stalls

    Both the council and residents welcome the project.

    this is a really good use of the space, flexible working for collaboration and individual focus time.

    The investment has also been welcomed by Councillor Karen May, Leader of Bromsgrove District Council. She said:

    UK’s longest urban park

    The Linear Park will:

    • connect the West of Portsmouth to the Eastern edge
    • include enhanced cycling and walking facilities

    Investing in Hilsea Lido

    The levelling up investment will redevelop the lido to include:

    • good quality changing facilities
    • children’s water play
    • event space
    • spectator areas

    Portsmouth International Port

    Portsmouth International Port offers more destinations to Europe than any other UK port. Building on this success, the redevelopment will let the port manage an estimated 250,000 extra passengers a year.

    The new port terminal will also include:

    • an exclusive cruise lounge
    • a new check-in area
    • a sky garden

    With these works passengers will be able to enjoy a modern and accessible port.

    Following a rigorous recruitment campaign Professor Richard Prager has been appointed to the role, succeeding Professor Alan Penn. Professor Prager is currently Head of the Department of Engineering at Cambridge University and Academic Director of Cambridge Online Education. He is a Chartered Engineer and Fellow of the Royal Academy of Engineering, the Institution of Engineering & Technology, and of Queens’ College Cambridge.

    In this role Professor Prager will support the science and engineering profession in the department, offer advice on specific initiatives and work with other CSAs across government to enable work to be informed by appropriate data and scientific principles.

    Commenting on his appointment, Professor Richard Prager said:

    I am delighted to be joining the Department for Levelling Up, Housing and Communities and to have a chance to build on the strong scientific and engineering foundations that Professor Alan Penn has created. I will be particularly interested to contribute to the department’s work in sustainable housing, building safety and the integration of evidence across different aspects of society. I am also looking forward to collaborating with CSAs from other departments on broader strategic projects.

    The team of government chief scientific advisers aim to ensure, through advising ministers and senior officials, policy decisions are evidence-based and supported by the highest-quality scientific evidence and understanding.

    • New sites are expected to bring forward an estimated £10.8 billion of private and public investment and create over 75,000 new, high-skilled jobs

    Two new Green Freeports will be established in Inverness and Cromarty Firth and Firth of Forth, the UK and Scottish governments have jointly announced today (Friday 13 January), helping to create jobs, drive growth and level up the country.

    Backed by up to £52 million in UK Government funding, the new sites are expected to bring forward an estimated £10.8 billion of private and public investment and create over 75,000 new, high-skilled jobs.

    Bidding opened earlier this year and consortiums submitted their bids for their share of the cash, which were jointly considered by the UK and Scottish governments. As part of the process, the successful locations had to demonstrate to officials and ministers from both governments how they would regenerate local communities, deliver decarbonisation, establish hubs for global trade and foster an innovative environment to support levelling up.

    Prime Minister Rishi Sunak said:

    Working together delivers results – and I am absolutely delighted that the First Minister and I can announce the delivery of our shared ambition for people in Scotland today with not one but two excellent Green Freeport areas.

    In extending the benefits of freeports to Scotland, we are unleashing the potential of the Firth of Forth and Inverness and Cromarty Firth – backing the delivery of thousands of high-quality green jobs for future generations, as we continue to make gains on our commitments to transition to net zero.

    Levelling Up Secretary Michael Gove said:

    Inverness and Cromarty Firth and the Firth of Forth are fantastic areas for these new Green Freeports to set up, ensuring the benefits are felt right across Scotland. This will help to create exciting new jobs, boost business and encourage investment in the local areas and beyond.

    Deputy First Minister John Swinney said:

    This is a milestone achievement in the process to deliver Green Freeports for Scotland. Inverness and Cromarty Firth Green Freeport and Forth Green Freeport will support businesses to create high-quality, well-paid new jobs, promote growth and regeneration, and make a significant contribution to achieving our net zero ambitions.

    A rigorous joint selection process has been followed. The successful applicants showed a strong determination to embed fair work practices, including payment of the Real Living Wage, and to enshrine net zero initiatives in their work.

    We look forward to working closely with them to ensure they deliver maximum positive impact and become operational as soon as possible. We will also work with the unsuccessful bidders to consider how they can build on the plans set out in their bids to deliver jobs and growth in their regions outside the Green Freeports programme.

    Scotland has a rich history of innovation, trade and manufacturing and as we look to seize the many opportunities achieving net zero offers, the creation of these internationally competitive clusters of excellence will help us to create new green jobs, deliver a just transition and support our economic transformation.

    Following a joint assessment process, UK and Scottish Government have selected Inverness and Cromarty Firth Green Freeport and Forth Green Freeport as the winning bids. Each will now be granted up to £26 million in funding over the next few years, primarily to address infrastructure gaps which are currently holding back investment.

    • The Forth Green Freeport aims to drive a transition to net zero by 2045 through attracting up to £6bn worth of investment and creating 50,000 jobs, generating £4.2bn in additional Gross Value Added in the first 5 years. The Green Freeport will have a focus on renewables manufacturing, alternative fuels, carbon capture utilisation and storage and shipbuilding, as well as the development of a new creative hub. The site includes the ports at Grangemouth, Rosyth and Leith, Edinburgh Airport, and a site at Burntisland.
    • The Inverness and Cromarty Firth Green Freeport aims to create 25,000 jobs and generate £4.8bn in investment for the area, with a focus on floating offshore wind, nuclear and hydrogen that will drive a transition to net zero by 2045. An expansion of the Inverness Campus and Powerhouse is also planned, along with proposals to deliver innovation and skills support. The site includes the Ports of Inverness, Cromarty Firth and Nigg and Inverness Airport.

    We expect both Green Freeports to become operational in late 2023.

    Scottish Secretary Alister Jack said:

    I’m delighted to see Inverness and Cromarty Firth and Firth of Forth awarded Green Freeport status. Each can now be granted up to £26m in UK Government funding that will spark innovation, create high-quality jobs and encourage regeneration for the benefit of the whole of Scotland.

    UK Freeports are a key part of the UK Government’s Levelling Up strategy – they will bring prosperity and growth that is crucial as we tackle the challenges associated with rising energy prices and the increased cost of living.

    Working jointly with the Scottish Government, we had some very strong and creative bids to consider. We are excited about the opportunities the Green Freeports will bring to improve infrastructure and generate investment, all while taking a step closer to our Net Zero goals.

    This builds on the UK Government’s successful Freeport programme in England, where are all 8 Freeports are open for business, and sites in Plymouth and South Devon, Solent, Teesside, Liverpool and East Anglia recently being granted final government approval.

    Freeports in Liverpool and East Anglia have received final government approval meaning the majority of English Freeports are now fully up and running.

    • Freeports will play key role in creating tens of thousands of jobs and driving economic growth with billions of pounds of investment

    Freeports in Liverpool and East Anglia have received final government approval today (Tuesday 10th January) meaning the majority of English Freeports are now fully up and running.

    Freeport East and Liverpool City Region will join Freeports that are already delivering jobs and investment across areas including Plymouth, Solent, and Teesside, as part of the government’s mission to level up, spread opportunity and drive economic growth. This is in addition to £52 million invested to bring two Green Freeports to Scotland, as well as at least one Freeport in Wales. The locations of these will be announced in due course, and discussions are ongoing to extend the Freeport programme to Northern Ireland.

    Taking full advantage of the freedoms of leaving the EU, businesses in Freeports will be offered generous tax incentives and a simplified customs procedure, unlocking much-needed investment and high-quality jobs. The two Freeports will now receive up to £25 million seed funding each from the government over the next few years, on top of potentially hundreds of millions of pounds in locally retained business rates to upgrade infrastructure and stimulate regeneration in their local areas.

    Combined, the six fully operational Freeports are expected to generate millions of pounds in investment and thousands of highly skilled jobs, boosting local economies and benefitting the whole of the UK.

    Levelling Up Minister Dehenna Davison said:

    Freeports are magnets for investments, putting places like the Wirral and Harwich on the global stage and the frontier of innovation.

    With £25 million of seed funding, these Freeports will unlock local expertise and skills to boost key local industries, create jobs and grow our national economy.

    We are maximising the opportunities of leaving the European Union to drive growth, boost innovation and encourage investment in the UK.

    Freeport East which is on the world’s major trade routes connecting the UK directly with markets around the world will become a world-leading centre for clean energy production, offering a unique set of opportunities and support for investors, traders, manufacturers and suppliers. The Freeport estimates that it will deliver thousands of new jobs and generate £5.5 billion over 10 years, for the local economy.

    Located at the UK’s biggest western facing port, Liverpool City Region will drive growth in the UK’s advanced manufacturing, biomanufacturing, logistics, and low carbon industries. It estimates that it will deliver thousands of new jobs and £850 million for local economies.

These announcements will bring new investment and new jobs to Felixstowe, Harwich and Merseyside. The establishment of freeports in these areas builds on strong maritime foundations and we welcome the continued confidence Government has in ports to drive sustainable growth.

    With Freeport East and Liverpool focused on clean energy, advanced manufacturing, biomanufacturing, and logistics, they will help strengthen our maritime clusters and grow our maritime sector, complimenting the freeports launched at the end of last year.

    The freeport programme is catalysing economic growth and job creation in coastal towns and cities around the UK. As we start the year, we look forward to growing the role of maritime in the levelling-up mission.

    Freeports benefit from a package of measures, comprising tax reliefs, customs advantages, business rates retention, planning, regeneration, innovation and trade and investment support.

    Liverpool City Region Freeport and Freeport East join three newly operational Freeports announced at the end of last year, including Teesside Freeport which will drive investment and industrial growth in renewables; Plymouth and South Devon Freeport which will harness the region’s marine and defence expertise to deliver thousands of skilled jobs into the region; and Solent Freeport which will grow its ambitious maritime economy, making the Solent a thriving hub for the world’s marine and maritime sector.

    Dame Alison, who has been a DLUHC Non-Executive Director since April 2021, will step into this role for a full three-year term ending on 8 December 2025.

    Speaking on her new appointment, Alison said:

    I’m delighted to accept this role in helping support the Department, and its skilled team, to deliver such an important, challenging and exciting agenda.

    I am delighted that Alison has been appointed as DLUHC’s Lead NED. I would like to thank Alison for her interim leadership over the past nine months, during which time she has provided invaluable insight and support. I look forward to continuing our work together on the department’s top priorities.

    Alison is an experienced property professional and business leader with over 30 years of delivering sustainable urban regeneration and transformation across many parts of the UK. She is an independent Non-Executive at Cadogan and Thomas White Oxford, a commissioner of The Royal Commission 1851, Chair of MACE group’s Advisory Board and a member of Imperial College London’s Property Committee.

    Previous public sector roles include: Chief Executive of The Crown Estate; 8 years helping to win and subsequently deliver London 2012 as a Director in the Olympic Delivery Authority; and leading major city centre regeneration projects in Manchester and Sheffield. She has also been on the Boards of the UK Green Building Council, Berkeley Group Plc, St Modwen Properties, Imperial College London, and the CBI.

    She was made a Dame in 2019 for services to the public sector and services to the Exchequer.
