    Dean Russell – 2022 Speech on the Expansion of the Ultra Low Emission Zone

    Unlike the buses, I will be on time. I pay tribute to my hon. Friend the Member for Dartford (Gareth Johnson) for calling this really important debate.

    I hope that the Mayor has been watching the debate to hear the forensic take-down of the reasons behind the policy. It has been quite powerful hearing colleagues speak about the actual facts behind this, because it is a really important debate that will affect constituents who cannot vote for the Mayor. This is about fairness and democracy. It is unfair that situations such as this will hit my constituents in the pocket and perhaps stop them from going to work, shopping or picking up their kids from school; charging them when they have no ability to stop that happening feels utterly wrong.

    I recommend that anyone who wants to know the facts behind this should watch the forensic take-down that my hon. Friend the Member for Orpington (Gareth Bacon) presented earlier. I do not think that I will be able to match the detail that he gave, but some of his key points related to the fact that even the Mayor’s consultation said that this should not go ahead. Some of the feedback from respondents that I have read includes the point that the scheme penalises workers—correct. It comes at a time of increased cost of living; that is the case, sadly, as we are living in difficult times. This is about the affordability of daily charges, and it would be to the detriment of the local economy in London and to those who want to travel near London to places such as Watford in my constituency.

    One of the key elements here is voting. Liberal Democrat and Labour Greater London Authority members voted for this, and my constituents did not have a say; again, that is completely wrong. This is ultimately putting an invisible wall around London. Some of my constituents probably will not even realise that they have gone through that invisible wall, and will be charged and impacted by something that they may not have known was coming in. As was stated earlier, this is happening in a very short period of time; it is a matter of months. There is no long consultation or period of time when people can prepare for this or buy a new car. Hon. Members have made the point that it is not easy to just go out and buy a car; the people who think that that is one of the solutions are really speaking nonsense, because the people on the lowest incomes are those who will probably be hit the hardest.

    There are some legacy issues in Watford. For a long time there has been an argument about a Metropolitan line extension to Watford, and I understand that it was TfL and Sadiq Khan who stopped that from happening. If he really cares about people using public transport he would have helped to put in the additional funding, which was already being organised by Hertfordshire County Council and other organisations, to ensure that the line would be extended, but that did not happen. The argument is now that we should not use our cars, and that seems utterly wrong.

    As I said earlier, my constituents have commented on this issue. In my intervention, I mentioned a charity that transports emergency blood and breastmilk to premature babies, and urgent medical samples—24 hours a day, 365 days a year. Its volunteers use their own cars and time, without compensation. Many of those vehicles may not be compliant, and the charity wrote to me to share its response to the proposed ULEZ expansion. It wrote to TfL, which said that it would not discount or exempt the emergency medical transport charity, citing the importance of air quality. I am sorry, but that does not seem fair or right. I get that there might be legacy situations across the country with similar schemes, but this is a new scheme. It seems utterly wrong that TfL cannot build an exemption into a brand new scheme.

    I want to talk about the new technologies coming through. I met representatives of a business in my constituency that does carbon cleaning for engines, and they showed that they can massively reduce the amount of carbon coming out of cars and reduce emissions quite extensively. I have seen nothing in the consultation and the plans for expanding the ULEZ that will allow people to use new technology and new systems, or even to start looking at ways to get exemptions so that they could keep their cars but automatically reduce the emissions.

    I join Conservative colleagues in saying that this is not a political point; this is about hard-working people who just want to live their lives. Extending the ULEZ, which will affect places outside London—I am not a London MP—seems wrong. Measures need to be taken to stop it happening, but we have no way to do that. I would like the Minister to tell us whether there are ways for us to take this issue to the Government in order to say, “Can we say to the Mayor that this is wrong?”. We need a longer period of time to bring in the expanded ULEZ, but ultimately we need to try to stop it, because it is not going to deliver the supposedly clean air that will be used as the platform for this. Actually, it is just going to cost hard-working people more money at a time of difficulty.

    I rise today for the final Adjournment debate of the year. The topic I am discussing is buses, specifically cancellations and timetables. I am very conscious that I am keeping everyone late, just like some buses for my constituents. More specifically, recent changes to timetables in Watford have caused serious issues for my constituents in their daily lives, whether they are trying to get to work, hospital appointments, GP appointments, or visiting friends and family. My request for a debate follows engagement and correspondence with my local community, including two bus community meetings with constituents. They were held with Arriva, the prominent bus service provider I will be talking about today, but there are other providers and the issues are not limited to Arriva.

    I thank the hon. Gentleman for securing this extremely important and timely debate. Does he agree that bus services are perhaps even more vital in rural areas? I think about my own constituency and Lesmahagow, which has an extremely poor service. One of the new estates in East Kilbride does not have a regular service at all. Surely it is incumbent on us all to work together, across party and across Governments, to ensure that people have vital services, particularly the most vulnerable?

    I thank the hon. Lady for her comments. That is absolutely true in rural areas, but also in urban areas. Bus services provide a really important role for our communities. That role is not political. We do not catch a blue bus or a red bus or a yellow bus—we catch a bus. The reality is that we must all work together. We must find ways to ensure we serve our community in the best way we can.

    I congratulate the hon. Member on securing the debate. I did text him before he came in to ask if it would be okay to make an intervention. When I saw the title of the debate I immediately thought of my constituency of Strangford, which is similar to his constituency of Watford. Speaking as an active representative of the rural constituency of Strangford, I have attempted to fight many battles for those who are the victims of reduced services, often without prior warning. They are often cancelled without any consultation. Does he not agree that the duty of care to isolated communities should demand at least some consultation and that if bus companies are not prepared to do that voluntarily, then this place must be the place to take action legally?

    I thank the hon. Member for his comments. To be fair, he did not need to text me. I was hoping he would join the Adjournment debate—it would be very odd if he did not. I appreciate his comments and agree wholeheartedly. Surely the point of a timetable is to ensure that people know what time buses are coming. If that timetable changes, the people who use the bus should be consulted and asked about how it will impact them, not just seen as numbers on a spreadsheet. Having spoken to local residents, I was surprised to learn that there is not a Government or local government edict that bus users must be consulted before a change to the timetable, which would seem an obvious thing to do, so I wholeheartedly agree with his comments.

    I have been actively engaging, talking and corresponding with organisations, whether Arriva or local government, so none of them will be surprised about the concerns I raise today in the Chamber. This is a constructive opportunity to say that I will not give up on raising these issues, but will work with them to ensure they are resolved in the best way possible for my constituents.

    I am delighted that my hon. Friend has secured this debate today. Warrington has recently seen about £42 million investment in its bus services. When I post on social media and talk about these issues, the overwhelming response is that it is all very well investing in the future, but if buses are cancelled and do not run that causes significant problems. Does he agree that there is a fundamental need to ensure local consultation is in place? People make decisions on where they buy their houses based on bus routes and timings for getting into work. If that all falls down, people’s lives are significantly impacted by decisions taken in a bus company office somewhere. Is consultation not fundamental when things change?

    I truly thank my hon. Friend for his intervention, because he allowed me to intervene in his debate about buses in Warrington. I recall, Mr Deputy Speaker, that you were in the Chair at the time and commented on the clear similarities between Warrington and Watford. My hon. Friend is absolutely right that timetables cannot just be looked at on a spreadsheet or on Google Maps, as they can have a detrimental impact on individuals. Bus routes can also have a really positive impact on opportunities to travel, whether for work or for leisure.

    I want to raise three key points. First, there are the timetable challenges, which are the common thread throughout this debate. Secondly, there is poor service—a real challenge—with timetable problems and buses not turning up making things infinitely worse for local residents. Thirdly, there are poor communications.

    It is worth noting that buses are used for twice as many journeys as trains, and stop at thousands of places across the country. Often, the transport debate is dominated by trains. My very first Prime Minister’s question after being elected was about the trains in Watford. Thankfully, those issues were resolved at the time but, unfortunately, the pandemic hit and the service changed again. The reality is that buses are used more. They have much more of an impact and are very important in rural and urban areas for what might be seen as shorter journeys but are harder when just walking, especially for those who might be infirm.

    In my area of south-east London, the buses are a godsend. More than that, the system allows us to check on the internet when buses are coming, with very accurate times at some bus stops. The more that happens, the more effective buses will be. I thank the local buses in my area because they hardly ever go on strike—I cannot remember a strike of the buses—but the trains do. We rely on the buses when the trains do not work.

    I thank my hon. Friend for his point on communications, which is one that I will raise near the end of my speech. Technology allows us to see where Ubers, taxis or online orders are, but that is not common across the board for buses, which makes it even harder if the timetables change and the service is not running on time.

    I have gained an understanding of the challenges with timetables by chatting to local residents. When I asked them how long they had known about the changes, they said no one had got on the bus and told them or left a leaflet. Bus users—the people who get on the bus and rely on the buses every day—are not being directly engaged when timetables are changed, but they should be asked whether the changes will have an impact on them.

    At the heart of this issue are people, not just numbers. People have the stresses of their daily lives: finishing a shift at work and needing to travel home; getting up in the morning to go to a hospital appointment; there are knock-on effects on all those things. As I will mention a bit later, I have had constituents almost in tears, telling me, “I can’t ask my boss again if I can come in late.” They say, “I’m having to cancel GP or hospital appointments or let them know that I’m going to be late, which might mean that it moves back a week or longer.”

    Bus timetables are not just about numbers; we need not just a quantitative review, but a qualitative review that asks people about the potential impact, the challenges and the importance of the route. Even if only a few people use the bus, there might be another way to support them. There are new services such as ArrivaClick that people can order for short journeys, but how can they plan for that if they do not know what sort of journeys they need to take?

    For registrations, variations and cancellations of community bus services in England, bus operators are required to give statutory notice of 70 days—28 days’ notice to the local authority and 42 days’ notice to the traffic commissioner—but there is no legal requirement for bus operators to inform passengers of the changes until the cancellation registration has been processed. That is absurd. How on earth can a service be cancelled without asking people? How can they be told only after the decision is made, even though other organisations in the process will have been told weeks or potentially months earlier? It seems very strange.

    I have made a request for the county council to review the cancelled service according to value for money criteria when it looks at bus services; I have asked it to look at how that can be supported through its own funding. However, it is not just about the funding of services, but about communications. I am aware that Hertfordshire has a website called Intalink that people can visit to see changes, but that is available after the services have been changed.

    As I understand it, Arriva reorganised its network in Hemel and Watford in April, which has resulted in a number of routes being combined. Again, it did not tell bus users or my constituents that that was happening. The Abbots Langley to Watford services were changed: they no longer service St Albans Road and now go via Newhouse Crescent on Woodside. That has meant a loss of access to St Albans Road, with longer journey times. From April, Arriva abandoned the northern section of the 8 service from Watford to Mount Vernon Hospital, meaning a loss of service for the Harebreaks and Maude Crescent areas of Watford. It was replaced and funded at a lower frequency by Hertfordshire County Council’s contract route 9 from Watford town centre to Leavesden Park. Leavesden Park also lost its daytime services into Watford on the 10 and 20 route, which were replaced by the 9 service. Those were major changes for people in my constituency, and they have been a challenge.

    I turn to poor service. A big issue in Watford has been the punctuality and reliability of bus services, which have been disappointing for the past year. The Minister may raise the fact that driver shortages have been a major issue; I will have some questions about that subject later. I believe that in this instance the services are about 20 drivers short. Such a large shortage has led to regular cancellations, with resultant overcrowding on the buses that do run.

    In my engagement with Hertfordshire County Council, it has been made aware that the Driver and Vehicle Standards Agency has contacted Arriva about its services and is working with it to improve punctuality and reliability. Following community engagement, I have written to the council and to Arriva about the matter. I understand that Arriva has given several contracted services outside Watford back to Hertfordshire County Council to free up some bus drivers for the west, which will benefit my constituents. I welcome that measure, which I understand should happen in January, helping the reliability of the services: I believe that it will free up 12 drivers.

    I appreciate that Arriva recognises the issues that have been caused by unreliable service and has been engaging with Hertfordshire County Council, but we need to ensure that we keep up the pressure on bus companies. We have had many debates in this Chamber about train services that have caused major issues for local residents. Issues with buses may not be as prominent in people’s minds, because they are very local, but when we are looking at the bigger picture across the country we have to ensure that they are addressed.

    Poor communication, which my right hon. Friend the Member for Beckenham (Bob Stewart) raised, is an issue that needs to be fixed much sooner.

    Sadly, as I said earlier, I have seen bus users at community meetings almost in tears because they simply cannot fathom how a service could be so bad—a service on which they rely so much just to get to work, or to get home at night. They may know that their kids, on the way home from school, are stuck at some bus stop in the dark, in poor weather, and may not be sure whether they will get home on time or whether they should try to leave work early and find a way of going to fetch them.

    This is an awful experience, and I have to say that it is not alien to me. I grew up not in Watford but in the west midlands, and many years ago I worked at Birmingham airport. I worked all sorts of shifts: 6 am to 2 pm, 2 pm to 10 pm, and, often, the night shift. This probably would not be allowed now, but back in the 1990s I worked 24-hour shifts. I have stood at bus stops at 9 pm, or 10 pm, or when a shift has finished early, in the dark, waiting for a bus that does not come, not knowing when the next one will arrive, and not knowing what decision to make. Have all the buses been cancelled, or will the bus arrive but drive on past the stop because it is too full to let any more people on?

    Anyone who has been a bus user understands that this is not a simple issue. It affects how people feel, it affects their trust in the system and the network, and it leads them to ask themselves, “Should I continue using the bus?” Every time there is an issue, bus use declines, which is why buses are not popular and why routes are not changed. This, as I have said, is not an isolated data-related point; it is about the people who are actually involved.

    In the modern era, by means of technology such as apps, websites and indicator screens at bus stops, it is possible to have much better information, via GPS, about where vehicles are. We see it all the time with taxis nowadays: we can physically see where a taxi is after it has been ordered. If we are at a bus stop and we know that there will not be a bus for an hour, at least we can plan around that, but standing for minute after minute wondering whether the bus is going to come and what is going to happen is a massive issue. The bus companies have an excellent opportunity to look at how they use their apps and other technology, and how they can ensure that timetables are better indicated.

    This reminds me of a point that was raised with me just the other week by representatives of East Kilbride Visually Impaired Bowling Club, which relies on communications on buses as well as indications of when buses will arrive. They described the progress being made on “talking buses”, enabling visually impaired people to know which stop to get off at and where they are in their journey. Does the hon. Gentleman, who is making a fantastic point about communications, agree that progress on these vital issues is extremely important to inclusion in public transport?

    Absolutely, and it is important for accessibility as well. People with disabilities have spoken to me about their own concerns. All the buses are accessible, but if a bus does not turn up or stops in a place that is not itself accessible, the problems are exacerbated.

    I am conscious of the time and I want to hear the Minister’s response, so I will try to speed up and make sure that we arrive at our destination—the end of the Adjournment debate—before Christmas. I know that the Government are investing a lot in transport, and I am not trying to be political or to do nothing but criticise.

    Hertfordshire County Council has been given £29.7 million for the bus service improvement plan as part of the £3 billion bus back better strategy, which is great news. The allocation of funding has been broken up for the next three years across five towns including Watford, and I am very grateful for that. Half of it is capital to invest in the buses themselves, and the other half is revenue to invest in ticketing. I understand that funding can also be used for new services or to enhance current successful services, but I think we should look at the less successful services, and ask why they are less successful and whether we need to support them further. I realise that funding cannot be used to subsidise services that are non-commercially viable or withdrawn, but, again, if we know the reasons why they are not working, perhaps we can find ways to support them.

    We have had some other recent successes. The W19 bus route, which is mostly run commercially by Red Rose Buses, was set to be withdrawn on 26 December. but that was opposed by Carpenders Park’s Conservative county councillors Reena Ranger and Chris Alley and district councillors Rue Grewal, Shanti Mara and David Coltman, working with me. After listening to the views of residents, they submitted some great evidence to Hertfordshire County Council, asking it to save the W19 bus. I am pleased to say that they agreed to increase the funding fivefold to save the W19. The revised timetable is to be registered imminently and the details will appear as soon as possible on the Intalink website. For any residents who might be listening, the service will be renumbered as the 346 and 346A to denote the clockwise and anti-clockwise routings. The key point is that when we have engagement, we can have successes, and it is important that people are listened to.

    I will start to round up, as I am conscious of giving the Minister time to respond. When organisations change timetables, it has a major impact on bus users. What might be low user numbers on a spreadsheet could mean the loss of important routes for working people, hospital visits being missed, people being late, careers being impacted and people not being able to pick up their kids on time. There are so many impacts.

    I have several asks for the Minister. Will he consider implementing a legal requirement for all companies, commercial or public, that provide a public transport service to ensure local engagement before services are changed or cancelled? Will he highlight the importance of communication and reliability of service? Overall, residents would be happy in some instances with a reduced but reliable service rather than regular cancellations and unannounced diversions. Will he consider supporting the Driver and Vehicle Standards Agency to increase the availability of testing appointments for essential services such as the bus service and ambulance drivers, to address the driver shortages, as we saw with the HGV driver shortages? I know about that because my father was an HGV driver, and it is a noble profession.

    I am conscious that this is a debate for all areas, even though there can be local issues. I am grateful to the Minister staying late for this final Adjournment debate before Christmas. As I am the last Back-Bench MP to speak before Christmas, may I also take a moment to say thank you to all the staff, to all Members across the House, to the Speaker’s team, to my own team—Victoria, Abigail, Michelle and Jayne—to all the activists who work all year round to help to put us in this place, to my amazing constituents for putting me into this place and finally to my family and friends in what has been a challenging year for many.     The Government are determined to crack down on county lines gangs who are exploiting our children and devastating communities. That is why we have invested £145 million in our county lines programme over three years. That is delivering results. Since 2019, the programme has resulted in over 2,900 drug dealing lines being closed down, including over 8,000 arrests. That is important work and it is continuing.

    I recently took part in a dawn raid with Watford police officers as part of a national operation to crack down on serious organised crime. There are of course clear victims involved in crime but, as I wore my stab vest, I contemplated the dangerous situation that we were about to enter. Can my right hon. Friend confirm what support is being put in place to keep our brave police officers safe in such situations, including mental health support for the horrific scenes that they may see in their jobs daily, and support when they encounter dangerous criminals?

    I thank my hon. Friend for his question and for taking part in the dawn raid, which I hope was a resounding success. I share his concerns about the mental health of police officers, who are often exposed to dangerous conditions and situations. The police covenant board, which I chair, met just a few weeks ago, and many of the work streams are designed to help police officers deal with mental health pressures. We have instituted a new chief medical officer position to look after serving and retired police officers, which is extremely important, and I am working closely with the Police Federation to ensure that the right support is in place.

    In Burnley, our neighbourhood policing taskforce has been doing great work breaking down doors, disrupting gangs and arresting those responsible for dealing drugs. A key driver of that is the Government’s combating drugs strategy, but most of the new funding under the strategy is geared towards treatment and prevention, which, while important, will not be effective without the deterrent of tough enforcement. Will my right hon. Friend agree to meet me and the Lancashire police and crime commissioner to talk about what more we might be able to do to make the strategy even better?

    I am always happy to meet my hon. Friend and his colleagues from Lancashire. He is quite right that there are three elements to the combating drugs strategy. One is treatment. It is important to treat drug addiction, which is the underlying cause of a great deal of offending behaviour. In addition to ensuring that we are treating people, we need to enforce, too. That is one reason why we are recruiting more police officers. I think his local Lancashire force already has an extra 362 officers, which is well on the way to the extra 509 officers it is due to have by March next year. We are also increasing resources in Border Force to stop drugs getting into the country. There are now, I think, over 10,000 Border Force officers, up from about 7,500 in 2016. So, lots of extra resources are going into enforcement and policing, as well as treatment, but both are important.

    Smashing the county lines business model and breaking up the gangs has to be a top priority, but of course it is still attractive to far too many young people. At the heart of the model is the exploitation of vulnerable young children. What more cross-agency work does the Minister think could be done that is not yet being done to ensure that a life of criminality is not a viable option?

    I agree entirely with the sentiment that the hon. Gentleman expresses. It is vital to stop younger people, perhaps early and mid-teenagers, falling into gang culture. Very often that is because they have suffered from family breakdown or are in difficult social circumstances. One action we are taking, which we need to accelerate and increase, is introducing violence reduction units. They are designed to identify individual young people at risk of falling into gangs, including county lines activities, and to take interventions, whether through social services, education or other interventions, to try to put them back on the right track. That is a Home Office-funded programme that we intend to continue, but the diagnosis the hon. Gentleman makes is exactly right.

    On that very point, last week I met an inspiring group of young students at West Thames College who are studying full time and having to work two or three jobs to make ends meet. It has not been easy for them. The message they asked me to bring here was that the best way to protect young people from going down a different route and getting sucked into county lines and violent crime is to have adequate, accessible and fully funded youth services. Does the Minister therefore regret the Government’s cuts to local councils since 2010, which have led to the decimation of universal youth provision?

    I have already referred to the significant amounts of money being put into violence reduction units, including funding some of the activity that the hon. Lady refers to—although it is not just that, it is much wider. It is important to divert younger people away from a life of crime and a gang culture that can all too easily take hold. It is for precisely that reason that we have established the well-funded violence reduction units, including in the London constituencies that both she and I represent.

    Contrary to the current rhetoric on modern slavery, thousands of British children were enslaved for sex and crime, such as county lines gangs, this year. Of the thousands of children identified as potential slaves this year, more British children were identified as potential child slaves than any other nationality. Last year, there was one conviction for modern slavery offences involving children. A woman I work with was left waiting by the Home Office for two years to be classified as a victim of slavery after she was groomed for sex and criminally exploited in a county lines gang since the age of 13. Referring to the Home Office written statement on the national referral mechanism, can the Minister confirm what “objective factors” to evident slavery means? If the Department thinks it is easy to prove slavery, why was there only one conviction last year?

    A lot of work is going on in the area. We have provided £145 million of funding to investigate and tackle county lines. That work has included 2,900 county lines being shut down. Critically, it has also included 9,500 individuals, most of whom are children, being engaged with safeguarding interventions.

    Essentially, the national referral mechanism is currently being overwhelmed with a large number of claims, many of which are connected with immigration proceedings. One reason that my right hon. Friend the Minister for Immigration wants to introduce objective criteria is to ensure that we focus our resources on genuine cases like the one that the hon. Lady describes. Rather than having the system overwhelmed by many unmeritorious claims in connection with immigration matters, it is important that we focus our attention on genuine cases like the one to which she refers.

Local radio and BBC local radio plays an incredibly important role in our communities. It is the go-to source for trusted news, and to find out quickly what is going on in the local area. It is also often a voice that connects people who perhaps are lonely at home, or who need reassurance about what is happening in their local area. If we start to make local radio national, we start to lose that connection; we start to lose the voice of the community and that impact.

    BBC Three Counties Radio, which I share with my right hon. Friend the Member for Hemel Hempstead, is very good at striking the right balance between holding people like us to account while also ensuring that the truth goes out. Roberto’s drivetime show is a good example of that. They ask us what the issue is and ask us our opinions, but they also challenge us while ensuring that the facts are put out to local people.

    When we are in the Chamber, we often talk about national issues, but actually on local radio we talk about local community matters. I remember talking on many occasions about issues such as the closure of Pryzm nightclub in my patch, or about mental health initiatives that I have been doing. That is important. Local radio gives that platform to speak to people who we will see on the street or when we go out, whether knocking on doors or at community events.

    Local radio has another key role: working within an ecosystem to create new producers, new DJs and other people who might want to work in the industry. In Watford we have a fantastic local community radio station called Vibe, and I know that some of its DJs have worked at the BBC. They do that to get experience and for career opportunities.

    I will divert slightly to my own passion for radio. When I was at De Montfort University back in the ’90s, I and colleagues were involved in setting up a new student radio station called DemonFM. I will name-check Chris North, Jonathan Bown, Emma Marston, Ant McGinley and Rob Martin; there were many more, and we would be here all day if I listed them all. At the time, there was a lot of resistance to setting up the station, but it created a whole load of people who went on to have careers in production and the radio industry. Some went on to work with the BBC or with small production companies who work with the BBC, including at local radio level.

    I mention that because, from working on that radio station, where I had my own show, “Dean’s Poetry Show”—I was a poet but not many people know it—I learnt about the behind-the-scenes work that goes on. It is not just about the presenters, who do fantastic work, and the news readers; there are also the producers and the people who do all the extra work that we may not see, including those who go out scouting for local stories and work in their local communities to find out what is happening—they watch Facebook posts and other things—to uncover the real human stories that are part of our local communities. My worry is that if the BBC goes with a national approach to local news and local radio, we will lose the humanity in that. We will lose the stories that really hit people in the heart and not just in their head, as it were. This is about the human connection.

    The hon. Member for York Central (Rachael Maskell) mentioned loneliness, which I feel strongly about and even mentioned in my maiden speech a few years ago. Loneliness is one of the biggest challenges facing society. During covid, BBC Three Counties Radio and other local radio stations really helped to get people information so that they felt they knew what was going on. It was a time of crisis and trauma, when they did not necessarily have friends knocking on their door. As I have said, we used to talk about being lonely in a crowd, and now people in the virtual world seem to be lonely in the cloud. The truth is that radio cut through that. It was an opportunity for people, perhaps while sitting at home or in the kitchen making their dinner, to listen to a reassuring voice.

    One of the best bits of advice I was ever given by someone who worked in radio was that, when one presents a show, one should talk not as if speaking to an audience but as if speaking to the listener. That is the beauty of local radio: really good local DJs—we have many of them at BBC Three Counties Radio and our local stations—talk to the listener. They reassure the individual and make them feel like they have got a friend at the other end of the line, even though they are not phoning them. The BBC’s measures and the approach that it is taking is wrong because we will lose that. I know that my constituents will feel that.

    The sad truth is that, with these measures, people will not know that it has gone until it has gone. They will not realise that it has been lost until it is too late. Such processes and decisions, which are often made centrally, without real consultation and without people realising what they will lose, are never rowed back on. The decisions are made by people sitting in tall towers with very little connection to what is going on on the ground, and that is the sad truth.

    I wholeheartedly support what has been said in this debate. I thank my right hon. Friend the Member for Hemel Hempstead for securing it and all Members for standing up for local radio today. I wish the Chamber were full so that every constituency could have their voice heard in the way that we want to hear voices from local radio.

    I should start by letting anyone watching on Parliament TV know that this is not a glitch—I am genuinely on my feet.

    It is always a pleasure to follow the hon. Member for Bradford East (Imran Hussain). I thank the hon. Member for North East Fife (Wendy Chamberlain) for introducing this important legislation. I thank all hon. Members who have spoken on this important issue. We must remember that any one of us, due to circumstances in our lives or those of our loved ones, could be a carer, and perhaps one who needs to work at the same time. The Bill affects everyone across society, but especially those incredible people who care for others. With that in mind, I am pleased to confirm that the Government will support the Bill. I thank my predecessors, my hon. Friends the Members for Loughborough (Jane Hunt) and for Sutton and Cheam (Paul Scully), for their work in this incredibly important area.

    Carer’s leave will enable unpaid carers who are balancing paid employment with their caring responsibilities to take some time out of work if required, which will provide increased flexibility to support them to stay in work. The Bill has support across the House, which I was pleased to see reflected in our debate.

    The speeches of the hon. Member for North East Fife and my hon. Friend the Member for West Bromwich West (Shaun Bailey) were incredible, especially the statistics that my hon. Friend cited. The hon. Member for Motherwell and Wishaw (Marion Fellows) gave incredibly powerful and moving testimony about her own experience. My hon. Friend the Member for Harrow East (Bob Blackman) shared his personal experience with his parents; my heart truly went out to him.

    My right hon. Friend the Member for Chipping Barnet (Theresa Villiers) is an incredibly experienced politician and a staunch and hard-working representative for her constituents. She asked whether we should legislate to go further, and she recognised the importance of the Bill and of where we are today. My hon. Friend the Member for Loughborough cited powerful statistics in support of the Bill and spoke about her work on the Bill as a Minister.

    The Bill will provide invaluable support to unpaid carers, who carry out such an important and often difficult role in looking after their loved ones. It has been wonderful to see support for it across the House and across the political spectrum today. The Government truly look forward, as I do, to continuing to work closely with the hon. Member for North East Fife to support its passage.

    With the leave of the House, I will be brief, because I know that time is running short. I thank the hon. Member for Castle Point (Rebecca Harris), who does so much to make Fridays work. Her advice and guidance to me have been invaluable.

    My researcher Kathryn Sturgeon has done fantastic work with Carers UK. Carers UK, you are absolute legends in what you do for carers and for unpaid carers—thanks for your support with the Bill. I have worked closely with Fife Carers and with Fife Young Carers; it has been great to speak to so many constituents. I thank all hon. Members for their speeches and interventions: it is important that people out there know how much this House appreciates carers and their work.

    The hon. Member for Motherwell and Wishaw (Marion Fellows) said that not all heroes wear capes. So many carers feel quite the opposite because of the burden that they face in their caring responsibilities. I am delighted to hear that the Government will support my Bill. I hope that we can send a message to carers that we do think of them as heroes, and we do appreciate what they do.

    It is an absolute pleasure to follow the hon. Member for Bradford East (Imran Hussain). I thank him for his contribution and his questions, which I will do my best to cover. If I do not, hopefully, we can cover them separately as we move forward.

    I truly thank the hon. and gallant Member for Barnsley Central (Dan Jarvis) for bringing this important legislation forward. I thank, too, all of the Members who have spoken on this important matter today, including: the hon. Members for North East Fife (Wendy Chamberlain), for Hampstead and Kilburn (Tulip Siddiq), my hon. Friends the Members for West Bromwich West (Shaun Bailey) and for Cities of London and Westminster (Nickie Aiken), my right hon. Friend the Member for Beckenham (Bob Stewart), with his incredibly powerful and moving comments, my hon. Friend the Member for Ashfield (Lee Anderson), my right hon. Friend the Member for Chipping Barnet (Theresa Villiers), and the hon. Member for Motherwell and Wishaw (Marion Fellows). I will come to some of the key points as I progress with my speech.

    I wish to echo the thanks of the hon. Member for Barnsley Central to my predecessors. I often say that anyone who takes on these roles stands on the shoulders of giants. I am very fortunate to be building on the work of my hon. Friend the Member for Loughborough (Jane Hunt), whose work has been phenomenal, and my hon. Friend the Member for Sutton and Cheam (Paul Scully), with whom I have worked closely and whose work has been even more phenomenal in helping us get to this point today.

    My right hon. and gallant Friend the Member for Beckenham and my right hon. Friend the Member for Chipping Barnet both predicted what I am about to say: I am pleased to confirm that the Government support the Bill. I look forward to working with the hon. Member for Barnsley Central in Committee. We have talked a lot about recruitment; he did an amazing job of recruiting many members to his Committee—hopefully more women than men, although I was not keeping count.

    I am pleased to support the Bill from a personal perspective. I am the father to an inspirational daughter; the husband to an incredible and smart wife; the son to a loving and hardworking mother; my sister is a cancer survivor and has dealt with challenges with such kindness and strength; and I am an uncle to beautiful nieces. The Bill is trying to support women and girls for the future to feel true equality in their lives and in the workplace. It certainly signals that to them all.

    The Bill is another example of how Parliament works so well together. When we support and challenge each other, we get the best legislation and we show the country that we are all compassionate and believe in getting the legislation right. That often means that things take a bit more time, but the trouble is the very small number of unscrupulous businesses. We heard moving comments from the hon. Member for Motherwell and Wishaw (Marion Fellows) about how when people think they can get away with things, sadly they do, and in some of the worst instances. Most businesses are honourable and do the right thing, but we have to ensure that there are no holes in the legislation, because those who want to get around doing the right thing will always find those holes. It is right that the legislation takes time and it is fabulous that we are discussing it.

    I know what a crucial issue pregnancy and maternity discrimination truly is and the pernicious effect that it can have on both the immediate and longer term prospects for women in work. More generally, it puts a drag on equality and productivity. We heard earlier about the challenges not just to the workplace and to the economy but to mental health. The Bill will make a difference not just in the workplace but at home, so that people truly have a work-life balance. That means not having to worry about things that they should not need to worry about.

    It is important to provide women who are pregnant or on maternity leave with workplace protections. Do women trying to get pregnant by undergoing fertility treatment deserve the same employment rights as those who get pregnant naturally?

    Dean Russell

    My hon. Friend has done incredible work on her private Member’s Bill. Officials and I are looking at it very closely. I applaud her for her work not just on that but generally. She is a staunch, hardworking Member for her constituents. That is why I am pleased to be here and to have taken on this important portfolio, for as long as it may last—hopefully years rather than days.

    Irrespective of who is at the Dispatch Box, the Government are committed to ensuring that the UK is the best place in the world to work and grow a business. We need a strong and flexible labour market that supports participation and economic growth. Let me put on record why the Government support the legislation. When we talk about female economic empowerment, we tend to talk about positive facilitative policies: parental leave and pay, flexible working, women on boards and so on—policies looking to drive positive action to achieve better outcomes.

    We are taking huge strides to deliver equal opportunities for women in the UK. They include mandatory pay gap reporting, the largest ever cash increase in the national living wage in 2022 and passing the landmark Domestic Abuse Act 2021. It is pleasing to see that nearly 2 million more women are in work since 2010. The number of women on FTSE 350 company boards is up by over 50% in just five years. The number of women in FTSE 100 company boardroom roles has jumped to 39% from 12.5% 10 years ago. There is a higher percentage of women on FTSE 350 company boards than ever before. As my hon. Friend the Member for West Bromwich West pointed out however, there are some very negative statistics that we need to address.

    I welcome my hon. Friend to his new position. When it comes to Ministers who should be in position, he is 1,000% one of them and I am so glad to see him in his place on the Front Bench. He has just pointed out that the statistics in other areas are not great: can he give a commitment that the Government are 100% determined to ensure that we get those stats up? The fact that in the legal profession only 28% of partners are women is not good enough. If 60% of employees are women but only 28% make partner, that is nowhere near enough.

    I thank my hon. Friend for his kind comments. Equality is not just for the sake of equality: it improves things on every level—the economy, the workplace, the challenge in boardrooms and many other areas. I was pleased to hear my hon. Friend mention that 80% of his office staff are women, because that is a powerful example of how we in this place can lead from the front. We talked earlier about mental health. I have noticed in the past few years how people here have talked much more about mental health, and now it is talked about much more in the workplace and in society. That is a really important example of this House leading. I remember a few years ago in 2015 when I had a small role in helping to support, in a professional capacity, a report by the all-party parliamentary group on women in Parliament. It looked at how we could encourage more women into the workplace and, in particular, more women into politics. We need to have that at the front of our minds at all times.

    On International Women’s Day in March this year, we announced a package of initiatives to help to open up more opportunities to women and to boost the post-pandemic recovery, including by promoting transparency and fairness in pay, ending employers asking about salary history, and supporting women who want to return to the science, technology, engineering and maths workforce. We have an extensive suite of parental leave and pay rights. Parents have access to a range of leave and pay entitlements in a child’s first year, giving working families more choice and flexibility about who cares for their child and when. Our maternity leave entitlement is also generous. To qualifying employed women we offer 52 weeks of maternity leave, of which 39 are paid, which is three times more than the EU minimum requirement. For self-employed women and those who are not eligible for statutory maternity pay, maternity allowance may be available. Both maternity payments are designed to provide a measure of financial security, to help women to stop working towards the end of their pregnancies and in the months after childbirth in the interests of their own and their babies’ health and wellbeing.

    As well as the positive steps we can encourage or require employers to take, we need to clamp down on poor and inappropriate practices, such as waiting for a woman to return from maternity leave and for the current protected period to end, and then—terribly—making her redundant. That is just so wrong. We know that one of the key drivers of the gender pay gap is the time that women stay away from work. Ensuring that women are not needlessly forced out of the workplace is therefore an important way to tackle that inequality and maximise the economic contribution that women can make. As the hon. Member for Barnsley Central explained, the incidence of pregnancy and maternity discrimination, and the poor treatment of pregnant women and new mothers, is still far too high. That is unacceptable, and why the Bill is so important.

    My right hon. Friend the Member for Beckenham—I cannot see him in his place but I am sure he will be listening elsewhere—asked whether the Government will produce guidance on pregnancy and maternity discrimination advisory boards. I will take that back to the Department, but there will be work to ensure that information is communicated far and wide so that both employers and employees are aware of those rights.

    The hon. Member for Barnsley Central and others mentioned the German model. I am conscious that there is always a question whether we can push further and faster and do more. I definitely take his comments on board, but the Government do not think that it is right to follow the German model; I will happily follow up separately with specific details about why we do not agree with going that far. However, there is merit in how the Bill takes definite strides in that direction.

    The personal stories told today have been really powerful. Emily and Natasha have been mentioned; my condolences and thoughts are with them after the challenges that they have faced. I hope that the hon. and gallant Member’s work today will ensure that what happened to them is not repeated. The hon. Member for Hampstead and Kilburn spoke about the discrimination during pregnancy that her friends faced, which was a really powerful way of bringing to life why the Bill is so important.

    My hon. Friend the Member for West Bromwich West asked about cultural change. As he alluded to in his intervention just now, this is a societal thing. We can change things through legislation, but it is often much better to ensure that we change things in society. The Bill should be the backstop rather than being front and centre for businesses—they should just do the right thing.

    My hon. Friend the Member for Loughborough did an excellent job, both as my predecessor and in her comments today. I commend her for ensuring that we have moved in the right direction with the Bill. As the hon. Member for Bradford East said, getting collaboration around the table on amendments—never mind getting a private Member’s Bill agreed by the Government—is an immense achievement, and my predecessor has kept the Bill on the table.

    My hon. Friend the Member for Cities of London and Westminster made the point that it is so essential to ensure that women can continue to pursue their career. Nobody should feel that wanting to have a family should end their career. That should never be the situation in the 21st century, or any century. We need to go full force on this.

    My right hon. Friend the Member for Chipping Barnet spoke about economic activity. She made the point that this is not just about being nice and doing the right thing; it has a substantial impact on the bottom line and on this country’s economy.

    My right hon. Friend the Member for Ashfield—I should call him my hon. Friend, but I am sure he will be my right hon. Friend at some point; he is always right honourable to me—was so eloquent, as always. He always hits the nail on the head. He made the important point that if we retain women we can also navigate the challenges of skills shortages. That is so important, especially when we consider that there are almost 1 million roles available. Let us make sure that we promote all opportunities to all people.

    The hon. Member for Motherwell and Wishaw spoke so eloquently about the challenges that she faced many decades ago. Hopefully, many of them have since been addressed in legislation, but the Bill will take things even further.

    I note the point that the hon. Member for Bradford East raised about tribunal time limits. The Government recognise that there are concerns that in certain circumstances the three-month time limit for bringing Equality Act-based cases to tribunal may not feel long enough. In July 2019 we ran a public consultation on whether the limit should be extended; the positive impact that such a change could have is clear from the responses that we received. The Government response, which was published in July 2021, committed to

    “look closely at extending the time limit for bringing Equality Act 2010 based cases to the employment tribunal”.

    We continue to consider the evidence for doing so, and we understand the positive impact that it will ultimately have.

    In conclusion, these measures will provide invaluable support and protection for parents during what should be an exciting and joyous time—pregnancy and the start of their child’s life—as they juggle work and caring responsibilities.

    The extension of MAPLE to pregnancy in a period of return to work is backed by evidence and analysis. The Government’s and the EHRC’s research, and the work of the Women and Equalities Committee and others, have established that there is a clear need for further work to help parents at these times. We must take steps to tackle the discrimination and poor treatment that some undoubtedly face.

    The Government are pleased to support the Bill. It is wholly in line with our ongoing commitment to support workers and build a high-skilled, high-productivity, high-wage economy. We look forward to continuing to work with the hon. Member for Barnsley Central and, of course, all the new Committee members who are in the Chamber today to support the Bill.

    With the leave of the House, I will briefly respond to what has been an extremely useful and constructive debate, at the end of what, according to any metric, has been quite a long week in this place.

    There have been some outstanding contributions from Members today. Everyone who spoke added real value to the debate, and I am incredibly grateful to all of them. I also thank the EHRC, the TUC, the Royal College of Midwives, Unison, the Fawcett Society and the Chartered Institute of Personnel and Development, not just for their invaluable support for the Bill but for the important work that they do. Let me, in particular, thank the Minister, who has been remarkably helpful, as was the previous Minister, as was the shadow Minister, and as have been the officials at the Department for Business, Energy and Industrial Strategy, the Clerks, and my very small team in Parliament, Richard Mitchell and Alex Foy, for all the hard work that has gone into the Bill.

    As I have said, this has been an extremely useful debate. A huge number of important points have been made—too many to mention. I think it has been acknowledged that the Bill is timely. We all know that our constituents are facing a cost of living crisis, so this is the right moment at which to introduce such legislation. We should of course recognise the pain and suffering of those who have had to endure the hardship of unfair dismissal.

    There has been general agreement on the fact that raising a family is a difficult, though important, job, but it is made much more difficult when people have to face discrimination in the workplace. I pay tribute to all who have been fighting that discrimination, including the extraordinary women who are fighting for justice in the courts. I also pay tribute to organisations such as Pregnant Then Screwed and Maternity Action for their dedicated work to protect and enhance the rights of pregnant women.

    Whatever happens today, it will still be too late for Emily, Natasha and Sarah, but, as the Minister rightly said a moment ago, their contribution to this process has been incredibly valuable. I hope that they, and all the other people who have been affected, will take some comfort from knowing that they have contributed to—hopefully—a change in the law that will help to give more than 50,000 women a year the security of returning to their job after taking maternity leave. I ask the House to support the Bill.

    Dean Russell – 2022 Statement on the Post Office Horizon IT Scandal

    The statement made by Dean Russell, the Parliamentary Under-Secretary of State for Business, Energy and Industrial Strategy, in the House of Commons on 12 October 2022.

    The Post Office Horizon IT scandal, which began over 20 years ago, has had a devastating impact on the lives of many postmasters. Starting in the late 1990s, the Post Office began installing Horizon accounting software, but faults in the software led to shortfalls in branches’ accounts. The Post Office demanded sub-postmasters cover the shortfalls, and in many cases wrongfully prosecuted them between 1999 and 2015 for false accounting or theft.

    In May 2020, the Post Office launched the historical shortfall scheme, and applications were received over the following months of that year. The scheme was designed to compensate postmasters, without convictions, and outside of those who brought the group litigation order, for the financial shortfalls that they had to make up and the losses accrued as a result. The Government have supported the Post Office in wanting to put right these historical wrongs and are therefore providing financial support to ensure that those affected receive the compensation they deserve.

    I am pleased to update the House on the positive progress that has been made to deliver compensation for those currently in the scheme. Since the Government’s last update to Parliament, a further 388 further postmasters have received a compensation offer. As of 30 September, in total 82%—1938—of eligible claimants have now received an offer, meaning that £52 million has now been offered. To date, 1,628 claimants have accepted their offers, and compensation payments totalling over £33 million have been made to them, helping to address the historical wrongs suffered by these claimants. It is the stated target of the Post Office to issue 95% of offers to existing claimants by the end of the calendar year. The Government’s ambition remains for the Post Office to have issued 100% of offers in this time.

    In addition to those claimants who are currently part of the historical shortfall scheme, the Government are aware that there are individuals who, for a variety of reasons, were unable to apply for the scheme while it was open. Today, I can announce that the Government will extend their financial support to the Post Office so that it can accept eligible late applications into the historical shortfall scheme.

    The Post Office will be writing out to all individuals who have contacted it about making a late application to the historical shortfall scheme to inform them of this.

    The Government encourage any other individuals who may have been eligible to claim compensation under the historical shortfall scheme to contact the Post Office to discuss their position. Further details will be set out on the Post Office website.

    These late claims will be managed through existing historical shortfall scheme processes, including an assessment by the independent advisory panel, to ensure claims are considered consistently with those already submitted.

    Thank you, Mr Speaker, and your team for extending the day and for staying so late in the evening to allow these speeches.

    It is with great sadness that I rise to pay tribute to Her Majesty the Queen on behalf of myself and my constituents across Watford. We have heard loving tributes from across the House today, and we all mourn her loss and will grieve together. But what is grief if not a reminder of the strength of our everlasting love? We did love Her Majesty the Queen. Many of us never met her, but, as we have heard today, we all felt we knew her. In fact, we loved her as if she were a member of our own family, and many of us often invited her to our own Christmas day, after dinner. Her image has been ever present in our lives, like family photos on our fireplaces; we may not always look at them, but we are reassured that they are there. Now she is gone, but her legacy will last forever.

    For every tear we wipe away, a precious memory remains. As we have heard, many of those memories are from visits to our constituencies, and I have stories from my constituency of Watford. In 1946, when she was still a princess, the Queen visited the Herts show in Cassiobury Park; in 1962, she alighted the royal train at Watford Junction; and in 1981 she visited Parmiter’s School

    In 1977, for her silver jubilee, she visited the Rolls-Royce factory in Leavesden. I admit to having a special family connection to that factory, because that is where my wife’s parents first met. I share this story because I still recall my in-laws’ excitement and pride when they received a letter from the Queen when they reached their diamond wedding anniversary. Sadly, my father-in-law, John, who was married to Pat, has since passed away and is always sadly missed, but I can still vividly recall the image of his proud smile when he showed me the letter from our wonderful Queen.

    Perhaps therein lies the truth about why our grief is so strong for Her Majesty: she connected with us so personally, and our memories feel like those of family. Yes, she was a constant in a world of change. Yes, her compassion brought us humanity, even when the world could seem so cruel. And, yes, her words of wisdom brought hope, even when all seemed so lost. But perhaps Her Majesty’s true majesty was that her unbounding kindness made each of us feel like we mattered to her, and that is why she mattered so deeply to us. She was loved not just because of what she was, but because of who she was—our nation’s very own great-grandmother, our compass, our matriarch, our guiding light. So I say thank you, Ma’am. You were loved by us all. In your honour, we lovingly support your son and heir, King Charles III. God save the King.

    Given the announcement earlier, I also send my best wishes and the best wishes of all those across Watford to Her Majesty the Queen.

    The announcement on energy costs today was very important. Over the summer, I spent lots of time volunteering with organisations, from the citizens advice bureau to working in the British Heart Foundation shop, and I heard at first hand about the challenges and fears that people have about the fuel crisis and their bills. We heard today about a significant package that will not only help people immediately, but deal with the long-term challenges, and we are making sure that the proposals work economically. As we all know, windfall taxes are a one-off—potentially a two-off, if we can call them that. However, once we get to the third or fourth try, they will not work, so we need something that works immediately and in the long term and which puts us on a competitive footing around the world.

    We heard an important point about the fact that, by 2040, we want to be a net energy exporter. That means many things, including not just, importantly, our fuel security, but investment in jobs, investment in education, investment in skills and investment in business to make sure that we look ahead to the long term, so that we are not in this situation again—we do not want to be—and to help other countries around the world not to be in this position again.

    I will make a final point, because I am conscious that you would like short speeches, Madam Deputy Speaker—and if anything, I am short. I studied physics at university—I am probably one of the few MPs who studied nuclear physics as part of my course, not that I was that great at it—and I think that the talk of moving forward with nuclear is so important. There has been a negative image of nuclear over many decades. The opportunity to have small modular reactors across the country that enable us to have safe, green energy that entire communities can rely on is essential. That is also about an infrastructure of skills and education.

    I massively welcome this package and think it is the right one. There is more to do, of course—as always—but I welcome this debate. We can be certain of one thing, which we need to say to all our residents who are fearful of what may come: this will support them in the short term. Although people may disagree about the long-term approach, this will support them now and in winter and they should feel reassured that they are going to be okay.

    The speech made by Dean Russell, the Conservative MP for Watford, in the House of Commons on 21 July 2022.

    I refer the House to my entry in the Register of Members’ Financial Interests, because I am a trustee of one of the charities that I will mention. I also want to say thank you to all the staff, to you, Mr Deputy Speaker, and to everyone across the House for the incredible work they do. Of course, I want to pay tribute to Sir David, who is still hugely missed by us all.

    I also want to thank my community in Watford. Across my town we have such an incredible wealth of community volunteers and supporters. Our charities include is One Vision, with Enoch and Harjit, who are friends and colleagues when it comes to working for the local community; Small Acts of Kindness; Goods for Good; Hand on Heart; Sewa Day; New Hope, which is a fabulous homelessness charity; the Peace Hospice; the Salvation Army; and the Rotary Club, with the most magnificent lady called Actar, who is an incredible force for good.

    There are also the volunteers who are working to deliver my mental health first aid initiative, which aims to train 1,000 mental health first-aiders across Watford. The team at Watford and West Herts chamber of commerce have helped deliver almost half of that target, which I am incredibly proud of and very grateful to them for.

    When I talk about mental health, of course I cannot fail to mention health services. My biggest ask of the past two and a half years, since being elected, is to get Watford General Hospital rebuilt and to have the shovel in the ground as soon as possible—as I told the Prime Minister recently, during Prime Minister’s questions, I will even go and buy the shovel myself. That brings me to an important point about frontline services.

    Earlier today, during business questions, I said that I would love to have a debate to say thank you to all our frontline emergency services. We have seen them do so much over the past week in response to fires, but just last week in my constituency, in the Meriden ward, there was an awful fire at the Abbey View tower block. Had the frontline services not got there as quickly as they did, the situation could have been a lot worse. Thankfully, there were no fatalities or serious injuries.

    I am so proud to be able to support our local services, and that includes our police. I have been working with the local police and crime commissioner to make sure we get a new Watford police station, which will be coming later this year. I look forward to cutting the ribbon—I hope I will not get into trouble with the police through that act of vandalism.

    On work with veterans, huge respect and thanks are due to Luther Blissett, the former Watford Football Club legend and England player, his partner Lauren, Liz and Norman, who have been working with veterans in Watford for a long time now. They have been setting up the former players club through which they are creating a tailor-made organisation. I say “tailor” because of the impact Graham Taylor has had and the inspiration he has been in creating Forces Reunited, which I believe will be launched today as a forces’ forum to help veterans.

    There are lots of things I would like to cover about infrastructure. I am doing work to look at bus and train infrastructure, and also, as I have mentioned in this place before, to fix Woodmere Avenue, which is an absolute nightmare. The width restriction scratches very many cars and has become almost legendary in the challenges that it has brought to local residents. I hope there is some movement to get that sorted.

    Over the past two years, I have seen how we have all come together to work together from an inter-faith perspective. The inter-faith community across Watford is truly incredible. At places like the Peace Garden where we are close to nature, all the different faiths across Watford come together for the good of our community. That ties into the environmental message and how we are trying to tackle waste in Watford. I set up my Dean’s green team, and I am very grateful to the young people who have been involved to help to make it a success. We have lots more to do, but listening to young people about the environment is critical.

    My hon. Friend makes a really important point about environmentalism. I presume that the green team does litter-picking and other interventions. When young people want to help their environment, that is one of the most positive things that they can do. They really benefit when we visit schools and then follow up with a litter-pick, as I have seen in my own constituency, because they have seen that direct action in their community.

    I thank my hon. Friend for her intervention. Absolutely—we are planning litter-picks and all sorts of things, but also looking at how we can tackle waste and food waste across the area, especially with organisations such as Random Café doing amazing work.

    Culture is at the heart of our community. We have the “Harry Potter” studio tours, but also Leavesden studios, which makes what would be Hollywood movies but are Watford movies. During the pandemic, I worked with Tom Cruise’s team to open up the global film industry. That is a story for another time, but I was very proud to be able to do that from Watford and Leavesden studios. Watford culture is incredible. On the High Street we have places such as the Pump House theatre, which recently celebrated its 50th anniversary and has the Watford Fringe coming up later this year. Please do all buy tickets; there are some fabulous acts. We also have the Electric Umbrella doing cultural work with people with disabilities. I recently pushed a yellow piano up the High Street to promote its work and support it. The Watford Workshop works with people with disabilities as well to support them. We have fantastic clubs such as the Deaf Club, which also celebrated its 50th anniversary a few months ago, and I was proud to be there.

    A few weeks ago in this place, I presented a petition to save the local Pryzm nightclub. The night-time economy is absolutely critical, and we need to support it. I was very pleased that last week we had the Second Reading of my private Member’s Bill to make sure that workers could keep their tips in hospitality and elsewhere.
