To ask the Secretary of State for Transport, when Lancashire County Council made its application to the Pothole Action Fund; what level its application to that fund was awarded; and if he will make a statement.

The Pothole Action Fund is worth £250 million over the next five years to local highway authorities in England, outside London. On 7 April the Government announced the share each local highway authority will receive from the £50 million available for 2016/17. Funding is allocated according to the length of the road network each local highway authority is responsible for as set out in the Department for Transport Road Statistics Publication. Lancashire County Council received £1,241,000 from the Pothole Action Fund in 2016/17.

To ask the Secretary of State for the Home Department, what the Government’s policy is on steps to increase cooperation between police forces and fire services.

The Government is committed to supporting the police and fire services to work more closely together. The Policing and Crime Bill includes a duty to collaborate and enables Police and Crime Commissioners to make the case to take on responsibility for fire and rescue locally, extending the benefits of directly elected, accountable leadership and driving collaboration.

To ask the Secretary of State for Environment, Food and Rural Affairs, what plans and funding her Department has for projects to prevent flooding of the River Lune in the Lancaster and Morecambe area.

In Morecambe, Lancaster City Council will soon complete a £10 million Government funded scheme, which will reduce the coastal flood risk to more than 8,000 properties.

Lancaster City Council, Lancashire County Council and the Environment Agency are currently developing a business case which will investigate the potential of a new scheme to reduce flood risk within the city of Lancaster.

To ask the Secretary of State for Energy and Climate Change, what assessment she has made of the likely timescale of type approval of first modular nuclear technology.

Any nuclear reactor or facility proposed for deployment in the UK will be subject to robust and independent regulatory scrutiny.

Therefore, any small modular reactor (SMR) design proposed for construction would undergo safety, security and environmental design assessment. A reactor design would only be allowed to progress if the independent regulator was satisfied it was compliant with the UK’s stringent safety standards.

At Budget 2016, the Government committed to publishing a SMR delivery roadmap that will clarify the UK’s plan for addressing SMR related regulatory approvals, along with siting and skills issues.

To ask the Secretary of State for Transport, what assessment he has made of the condition of local roads.

The Government fully understand how important it is to have a reliable quality road network, which is why we are providing a record £6 billion for local highways maintenance. We have also created the pothole action fund with a budget of £250 million dedicated to delivering better journeys.

To ask the Secretary of State for Transport, what assessment his Department has made of the potential merits of trunking the new M6 link road from junction 34.

The M6 link road to Heysham is a local road that has been funded by Government to complete the connection from the Heysham and Morecambe peninsula to Junction 34 of the M6. Neither the local authority nor the Department has raised the issue of trunking the road.

To ask the Secretary of State for the Home Department, what assessment she has made of the crime rate in Morecambe and Lunesdale in (a) 2015-16 and (b) 2014-15; and if she will make a statement.

The Crime Survey statistics published by the Office for National Statistics (ONS) show that crime in England and Wales fell by 7% in the year to the end of December 2015 (the latest period for which data is available), and by 7% in the year to the end of December 2014. Over the same period, the number of crimes recorded by the police rose (including in the Lancaster Community Safety Partnership area, which covers Morecombe and Lunesdale). ONS have been clear that rises in police recorded crime are largely the result of more victims coming forward to report certain offences and improvements in police crime recording practices.

To ask the Secretary of State for Communities and Local Government, what estimate his Department has made of the additional revenue councils will receive from local business rates as a result of devolution deals.

The Government has announced that, by the end of the Parliament, we will give all local councils new responsibilities in return for keeping 100% of locally raised business rates. In advance of 100% retention, devolution deals are already giving some areas the ability to keep 100% of the actual growth in business rates they achieve above a pre-determined baseline. This will give them an added incentive to grow their local economies and increase their income from business rates.

To ask the Secretary of State for Transport, whether any recent assessment has been made of proposals to extend the connection of junction 35 (A601M) Carnforth on the M6 to the A590 in Cumbria.

Highways England has made no recent assessment of a proposal to extend the A601(M) to the A590.

To ask the Secretary of State for Education, what recent assessment she has made of the operation of the fair funding formula for schools; and when she expects the latest revision to that formula to be implemented.

The first stage of a two-part consultation for national funding formulae for schools and high needs closed on 17 April. We are currently considering the responses. We will publish the second stage of the consultation later this year, alongside the government’s response to the first stage of the consultation. This second stage will set out the detailed design of the formulas, and will provide illustrative allocations for all schools and areas.

We have proposed to introduce the new national funding formulae from 2017-18.
