To ask the Secretary of State for Transport, what estimate he made of the (a) time and (b) financial cost to motorists and road hauliers of the 40mph limit on the A14 for recent road improvement works.

The work on the A14 involved replacing central reserve safety barriers, necessitating a 40mph speed limit restriction for safety reasons whilst the barrier remained incomplete.

As this was essential safety work Highways England did not carry out an assessment of the delay costs.

To ask the Secretary of State for Transport, if his Department will promote the provision of seating facilities in public places to encourage walking.

It is for local authorities to determine what works best for their own areas, but we welcome public realm improvements that help encourage more people to make walking the natural choice for shorter journeys. Through the Manual for Streets, the Department for Transport (DfT) provides guidance to assist those in the planning, construction and improvement of our streets to deliver functional, attractive public spaces. This includes using street furniture, such as seating, to help create a sense of place, making the street a destination in its own right.

The principles that the Manual for Streets sets out are expanded for urban areas in Manual for Streets 2, published by the Chartered Institution of Highways and Transportation and endorsed by DfT.

To ask the Secretary of State for Transport, if he will make Disclosure and Barring Service checks a statutory requirement for taxi and private hire vehicle driver licenses.

The Policing and Crime Bill contains a power to enable the Secretary of State for Transport to issue Statutory Guidance to licensing authorities in relation to the safeguarding of children and vulnerable adults. There will be a consultation on draft guidance, which I intend will include guidance on Disclosure and Barring Service checks. It is expected that a consultation on this, and any Statutory Guidance, would be launched early next year.

To ask the Secretary of State for Transport, pursuant to the Answer of 13 September 2016 to Question 44873, in what month he expects the cycling and walking investment strategy to be published.

We have previously said we would publish the Strategy in the summer of 2016. Due to the very large number of consultation responses covering a wide range of issues, there has been a need to assess these and make any necessary revisions to the Strategy. We hope to publish the Strategy shortly but we are not able to specify a precise month.

To ask the Secretary of State for Transport, how many deaths occurred on rural roads in 2014 to 2015.

In 2014, 1,063 people were killed in reported personal injury road accidents on rural roads in Great Britain. This compares to an annual average of 1,702 people killed in reported personal injury road accidents on rural roads in Great Britain over 2005-2009.

Rural roads are roads outside settlements with a population of 10 thousand or more, excluding motorways.

Data for 2015 will be available in June 2016.

To ask the Secretary of State for Business, Innovation and Skills, what progress his Department has made on introducing loans for postgraduate study.

A consultation on support for postgraduate study was launched in March of this year. The consultation sought views on the Government’s intention to introduce a new loan scheme for taught Master’s study and a review of how to broaden and strengthen support for postgraduate research. Consultation responses have been analysed and the Department is preparing its response.

To ask the Secretary of State for Environment, Food and Rural Affairs, what steps she is taking to reduce the sale of exotic animals online.

We are currently reviewing animal licensing schemes, including that for the sale of pet animals, and aim to consult publicly on a set of proposals shortly. In the meantime, the welfare of all animals, including exotics, at the point of sale is protected by the Pet Animals Act 1951. The Act covers sales over the internet as long as the person selling the animals is based in Great Britain. However, we understand the concerns about internet sales and have been working closely with the Pet Advertising Advisory Group (PAAG), a group of animal welfare, veterinary, keeping and industry organisations, who have agreed, with several internet advertising sites, a set of minimum standards for animals sold over the internet. The work has so far resulted in over 130,000 inappropriate adverts being removed from the internet. We will continue to work with the PAAG so that more internet sites adopt the minimum standards.

To ask the Secretary of State for Justice, what progress has been made on the Sentencing Guidelines Council’s review of sentencing guidelines for driving offences.

Sentencing guidelines are issued by the independent Sentencing Council for England and Wales. Following the announcement by the previous Justice Secretary of a government review of driving offences and penalties, the Sentencing Council have paused their review of sentencing guidelines for causing death by driving.
