    To ask the Secretary of State for Foreign and Commonwealth Affairs, with reference to the recital in paragraph one of section C of the revised version of the draft EU decision on a new settlement for the UK, what assessment he has made of whether the objectives of political integration enjoys wide support in the union.

    There is clearly support in some governments within the European Union for further political integration, but there are other, more sceptical voices, too. The recital in paragraph one of section C makes clear that “the United Kingdom, in the light of the specific situation it has under the Treaties, is not committed to further political integration into the European Union”.

    To ask the Secretary of State for Environment, Food and Rural Affairs, if she will make it her policy that waste disposal licences are not issued by the Environment Agency to individuals with criminal convictions or to companies controlled by individuals with criminal convictions.

    The Environment Agency can already refuse an application for an environmental permit if it considers the applicant or another relevant person is not competent or unwilling to comply with the conditions of a permit. Where disclosed as part of an application, relevant convictions may be considered by the regulator as part of its assessment of an operator’s competence to hold an environmental permit.

    DECC takes its advice on matters related to public health from Public Health England.

    Public Health England has conducted and reviewed research on the effects of smart meters and has stated that the radio waves produced by smart meters do not pose a risk to health, including to those who identify themselves as electromagnetically sensitive. More information can be found at:

    To ask the Secretary of State for Environment, Food and Rural Affairs, pursuant to the Answer of 6 June 2016 to Question 38596, on beach huts: Christchurch, how Natural England plans to ensure that the proposal does not cause further harm to the geological interest.

    Natural England is working closely with Christchurch Borough Council to understand the proposal to install beach huts within the Highcliffe to Milford SSSI. It is also in discussion with local residents and geologists. The council submitted a SSSI consent application for the proposed development on 7 June. Natural England will assess the potential impacts of the proposal against the SSSI interest features and will aim to respond within 28 days.

    To ask the Secretary of State for Communities and Local Government, what estimate the Government has made of the (a) amount and (b) proportion that net revenue expenditure by local authorities will increase in England in (i) 2017-18, (ii) 2018-19 and (iii) 2019-20.

    Government does not estimate local authority net revenue expenditure. Local authorities estimate how they intend to spend their money for the next financial year and submit this information in Revenue Account (RA) budget returns. The returns from all 443 local authorities in England are compiled by the Department for Communities and Local Government. Revenue Outturn statistics published by DCLG at the end of the financial year show how local authorities actually allocate their expenditure. The latest information on the amount of net revenue expenditure estimated by local authorities in England is for 2016/17.     To ask the Secretary of State for the Home Department, how many employees of Border Force are seconded to Kos and Lesbos; and what their (a) powers and (b) duties are.

    UK Border Force currently has twelve staff deployed to support Frontex joint operations in the Mediterranean, and one staff member seconded to Frontex Headquarters, Returns Sector, in Warsaw. Eight of the twelve staff support joint operation ‘Poseidon Sea’ in Greece: two in Kos, three in Lesbos, one in Leros, one in Samos and one in Chios; and four support Frontex joint operation ‘Triton’ in Italy: two in Trapani, one in Lampedusa and one in Syracuse.

    UK staff cannot exercise any powers on Frontex operations. Border Force staff debrief migrants to gather intelligence on their routing, modus operandi and any facilitators involved; Border Force staff also screen migrants to establish their identity, to aid the host member state with documentation and return of those migrants with no right of stay in Europe.

    To ask the Secretary of State for Energy and Climate Change, how her Department plans to ensure that residents of park homes have access to smart meters; and if she will make a statement.

    The ways in which park home residents are supplied with energy and billed for its use, vary, usually reflecting the tenancy arrangements in place at park sites. Park home residents who are metered from the mains network and have a direct relationship with their energy provider fall within the scope of the smart meter rollout and should be offered a smart meter by the end of 2020.

    The supply of electricity to park home residents through a private network is not subject to the electricity supply licensing regime. This is often where the park home site sells energy on to residents. Park home owners have responsibility for any secondary metering equipment and in these situations may make the decision to install smart meters for their tenants.

    Park home sites that supply electricity to their residents should be offered a smart meter, as small non-domestic business sites are covered by the rollout.

    105,845 overseas electors were registered to vote in May 2015. The marked register, which records electors who have cast their vote, is not collated centrally. It is therefore not possible to tell how many overseas electors voted at the 2015 General Election.
