    To ask the Secretary of State for Work and Pensions, when he will publish draft regulations on housing benefit for 18-21 year olds.

    Removal of automatic housing support for 18 – 21 year olds, announced in the Summer Budget 2015, will be introduced in April 2017. The Department is liaising with a range of key stakeholders as we develop the detail of the policy and once this work is complete we will bring forward detailed proposals.

    Ministers in the Foreign and Commonwealth Office and Department of Energy and Climate Change have not discussed this issue. However, the Tibet Society has been in contact with China Department about a report they produced on the Tibetan Plateau.

    Transport in Scotland is in large part a devolved matter. However, the Secretary of State has met members of the Scottish Parliament in London and other Department for Transport ministers have visited Scotland on the following dates:

    Robert Goodwill 5 November 2015 and 21 March 2016

    Claire Perry 8 January 2016

    Andrew Jones 7 September 2016

    The visits included meetings on a variety of transport-related issues.

    To ask the Secretary of State for the Home Department, whether it is her Department’s policy to prepare for the removal of asylum seekers from the UK before they have exhausted all legal remedies in their claim for asylum.

    Section 77 of the Nationality, Immigration and Asylum Act 2002 prevents a person from being removed from the UK whilst a claim for asylum is pending, and section 78 of the 2002 Act has the same effect where an appeal is pending. In both cases this does not prevent the giving of directions for the person’s removal or the taking of any other interim or preparatory action.

    Where a person has claimed asylum and the claim has been refused preparations for removal can be made. Those preparations may involve gathering relevant information and applying for an emergency travel document.

    Government support has helped to create a thriving renewables sector and drive strong progress on UK supply chain development. According to DECC analysis based on BIS 2015: Size and Performance of the Low Carbon Economy the sector currently supports around 16,000 jobs in Scotland.

    The Government remains committed to supporting the UK’s zero emission motorcycle industry. We have been working with stakeholders on the details of the most suitable scheme and will make a further announcement shortly.

    The Secretary of State for Work and Pensions and his Ministerial team are working closely with their Scottish Government counterparts. The Secretary of State will be visiting Scotland shortly, and also attending the Joint Ministerial Working Group on Welfare.

    To ask the Secretary of State for the Home Department, how many (a) detainees, (b) security guards and (c) independent witnesses were on board the deportation charter flight from Stansted Airport to West Africa on 24 May 2016.

    Home Office records indicate that, on the 24th May charter to Nigeria & Ghana, 47 detainees were returned with 118 escorts. On this particular flight there were no independent observers.
