    To ask the Secretary of State for Transport, pursuant to the Answer of 24 November 2015 to Question 16383, what assessment his Department has made of the levels of traffic flow and congestion within Horwich arising from the decision not to construct Junction 7 on the M61.

    As Horwich lies within the Metropolitan Borough Council of Bolton, it is for Bolton Council, as the traffic authority for the area, working with TfGM, to consider the traffic flows within Horwich. The decision not to build Junction 7 was taken in the 1960s, but Highways England will re-assess the pressures on and needs of the M61 along with all other parts of the strategic road network in the course of its future development of route strategies. When the next round of Highways England’s Route Strategies commences early in 2016, there will be an opportunity to make the case for the creation of a Junction 7.

    To ask Mr Chancellor of the Exchequer, what steps the Government is taking to support (a) people with savings and (b) home ownership.

    The Government is committed to helping people to own their own home and supporting savers of all incomes and at all stages of life. We have introduced the Personal Savings Allowance, which will take 95% of individuals out of tax on their savings, and created the Help to Buy scheme. This has already helped over 100,000 people purchase a home – 240 in Bolton West – and for those saving for their first home, we have introduced the Help to Buy ISA which will be available from December.

    To ask the Secretary of State for Communities and Local Government, what proportion of new residential addresses have been created on brownfield sites since 2010.

    Statistics for 2013/14 were published in August 2015 and are available at: https://www.gov.uk/government/statistics/land-use-change-statistics-2013-to-2014

    These statistics show that, in 2013/14, 60 per cent of new residential addresses, including conversions to residential use, were created on previously developed land.

    The figures in the 2013/14 publication are the first in a new series. The Department holds no historical figures for the proportion of residential addresses on previously developed land prior to this.

    To ask the Secretary of State for Education, what steps the Government is taking to promote STEM subjects and STEM career opportunities in schools.

    The government has taken action by introducing a more engaging and knowledge rich curriculum, and by improving the quality of STEM teaching though a number of measures such as offering incentives to attract top graduates into teaching. We are also funding high quality professional development opportunities for STEM teachers including industrial placements.

    The statutory guidance underpinning a school’s duty to secure independent careers guidance is clear about the importance of STEM subjects. It states that schools should ensure that, as early as possible, pupils understand that a wide range of career choices require good knowledge of maths and the sciences.

    The Careers & Enterprise Company will strengthen links between employers, schools and colleges and careers and enterprise organisations. The “Your Life” campaign, launched by the government last year, aims to change the perceptions of science and mathematics among all young people.

    To ask the Secretary of State for Communities and Local Government, what his Department is doing to ensure that brownfield land which may have been used by heavy industry is cleaned and prepared for house building in (a) Bolton West constituency and (b) England and Wales.

    We are supporting the regeneration of brownfield land through a range of measures. This includes up to £400 million to help create Housing Zones which can be used to cover the costs of land remediation, and a £1 billion fund which we intend to create to focus on unlocking homes on brownfield land for additional housing.

    We are also supporting development on brownfield sites through the existing Large Sites Programme, which provides long term loan finance and support to developers, and by releasing enough public sector land for over 150,000 homes by 2020.

    In Bolton the Homes and Communities Agency have been working with the Council and the Joint Venture ‘Horwich Vision’ since 2008 to facilitate the redevelopment of a large contaminated site – the former Horwich Loco Works for housing.

    Through the Housing and Planning Bill the Government will require local planning authorities in England to create and maintain registers of brownfield land that is suitable for housing.

    To ask the Secretary of State for Communities and Local Government, what support his Department provides to local authorities seeking a devolution deal.

    Officials in my Department as well as the Department for Business, Innovation and Skills and Her Majesty’s Treasury are in regular dialogue with local authorities and Local Enterprise Partnerships about devolution deals. In addition, a large number of Government departments and agencies are providing more specialist policy expertise both in negotiating and implementing devolution deals.

    The speech made by Chris Green, the Conservative MP for Bolton West, in the House of Commons on 8 September 2022.

    I welcome the Prime Minister’s statement, which set out two broad areas. First, we have the immediate support that she will give to so many people around the country as well as to businesses. Like many hon. Members—perhaps all hon. Members—I have had many constituents getting in touch to say how concerned they are about the cost of energy now and how fearful they are about the cost of energy this coming winter. The decisive action that she has taken is therefore incredibly welcome.

    Secondly, I would like to highlight the Prime Minister’s longer-term vision. Much of the current problem is caused by the invasion of Ukraine by Vladimir Putin and the Russian army. However, we can also look back to the oil crisis of the 1970s and see that if we are dependent on foreign sources of energy for heating our homes and powering our industry, we will always be in a vulnerable place. I therefore welcome her ambition for the United Kingdom to be a net exporter of energy by 2040. That is a hugely positive ambition for the United Kingdom, for our industry and for the sector.

    I would like to emphasise that nuclear needs to form a key part of the United Kingdom’s energy sector. It is reliable baseload energy that we can depend on come rain or shine. In the north-west of England, right across the three counties of Cheshire, Lancashire and Cumbria, there is huge talent in the sector, and by investing in that and giving the sector more security, we will protect and secure those jobs. I think also of the Springfields nuclear fuels plant near Preston. We need security for that plant to ensure that it can maintain itself and maintain its staff, the skilled engineers and skilled apprentices, on that site. We need to secure that site and many other places in the north-west of England. Warrington and the wider area also has an enormous wealth of talent.

    Does the hon. Member share my concern about one of the announcements, on fracking? I am quite confident that my community will not accept it. I know the hon. Member’s constituency of Bolton West and the beautiful rural idylls surrounding it. Does he feel that it will accept it?

    The Prime Minister is committed to respecting the views and values of local communities, and I support that. However, in the short time I have in which to contribute I am trying to focus on nuclear energy.

    We want that commitment in the north-west but also in Hinkley Point C, which is a phenomenal site and a phenomenal investment in our United Kingdom. I want our commitment to nuclear energy and the phenomenal workforce at the Hinkley Point C site in Somerset to go on to the next nuclear project and a whole series of nuclear projects, whether full-scale nuclear reactors or small modular reactors. There is huge potential and ambition, which the Prime Minister will set out and the Business Secretary will give more detail on. That is immensely positive for so many different parts of our country. I also particularly welcome the location of Rolls-Royce SMR headquarters in the city of Manchester.
