To ask the Secretary of State for Culture, Media and Sport, pursuant to the Answer of 15 September 2015 to Question 9926, what steps he is taking specifically to support fibre to the premises.

We are proposing action in a number of areas to encourage the market to invest in better fixed communications infrastructure.
We intend to reform the Electronic Communications Code – the statutory framework governing rights of access to private premises. We will be implementing the Broadband Cost Reduction Directive to help reduce the cost of rolling out high speed broadband. We will review the effectiveness of the fixed planning changes introduced in England in 2013 to determine whether they should be made permanent. We will also encourage and support innovative approaches in street works which can lower the cost and speed up deployment of faster broadband.
We will continue to look for new ways to support fixed infrastructure deployment in consultation with industry.

To ask the Secretary of State for Culture, Media and Sport, pursuant to the Answer of 6 February 2014 to Question 222384, whether regional data is available on any of the campaign spend.

Regional data is not available on any of the campaign spend as media was bought on a national basis. The purpose of the campaign is to increase public awareness of, and interest in superfast broadband in order to drive take up. The Government’s Superfast Broadband programme is central to the economic growth agenda. Every £1 spent will see a return of up to £20 in net economic benefits with 89% outside of London and the South East.

To ask the Secretary of State for Communities and Local Government, how much his Department spent on training in each of the last three financial years.

This Government has taken a series of steps to save taxpayers’ money and improve overall quality of the training provision.
Civil Service Learning was established in April 2011 in response to a wide ranging review of the delivery of training across the Civil Service. The new model is delivering better value out of its investment in training, reducing duplication in procurement and making greater use of the external market to provide the training which the Civil Service requires.
The figures below illustrate the spending on the category ‘training’ over the past six years, to illustrate the efficiencies we have achieved. The dip in spending in 2011-12 was a consequence of the transition from the old regime to Civil Service Learning.

To ask the Secretary of State for the Home Department, how much her Department spent on training in each of the last three financial years.

Managers in the Home Department have received the following guidance on the number of days learning and development, including formal training, that should be provided to staff :"Every civil servant should be spending at least 5 days a year on their own learning and development targeting those skills they most need for their current and future roles."
We do not collect data centrally on all aspects of learning and development that are used to develop staff skills nor on training budgets so this could only be obtained at disproportionate cost.
Expenditure in the Home Department on training for the past 3 financial years was:
2011/12: £14,860,807
2012/13: £16,986,868
2013/14: £24,715,417
The increase in training expenditure figures in the last two years was a result of developing skills across the Home Office and in particular training new officers recruited in UK Visas and Immigration, Immigration Enforcement, Her Majesty’sPassport Office and Border Force.

To ask the Secretary of State for Health, what progress he has made in reforming the Data Access Advisory Group; and what plans there are to update the Caldicott principles.

The Health and Social Care Information Centre (HSCIC) has developed proposals to establish the Independent Group Advising on the Release of Data (IGARD), which will replace the current Data Access Advisory Group (DAAG). The new group will have an expanded remit, which is designed to drive improvements in decision-making in respect of data releases, specifically through increasing transparency, accountability, participation, quality and consistency.
HSCIC has recentlyconcluded a consultation with the public and key stakeholders on the draft Terms of Reference for IGARD.The consultationran from 16 June to 31 August 2015. Forty-three organisations and individuals responded via the online web form, by electronic document and by letter. These responses will inform the process of managing the transition from DAAG to IGARD.
Revised Caldicott principles were outlined in the Government’s response to the Caldicott Review Information: To Share or Not to Share published in September 2013. This document is available at:

To ask the Secretary of State for Business, Innovation and Skills, what guidance his Department provides to its managers on how many days training should be made available to staff.

The guidance is all staff should ensure they undertake at least 5 days of learning a year as part of the commitment in the Civil Service Reform Capabilities Plan. Learning takes place in many forms including shadowing, taking on development projects, seminars, coaching, e-learning, undertaking research and attending meetings as well as relevant courses.
