    To ask Mr Chancellor of the Exchequer, what assessment he has made of the potential effect of an interest rate rise on customers whose mortgages are held by UKAR; and what support is available to assist such customers to switch providers.

    This Government’s long term economic plan has kept interest rates at record lows for hardworking people across the country.

    Many lenders impose affordability stress tests on their mortgage lending decisions to ensure that the mortgage will remain affordable should interest rates rise. The Financial Conduct Authority’s Mortgage Market Review rules, which came into force in April this year will require all mortgage lenders to conduct such a stress test.

    Although UKAR does not engage in new lending, UKAR runs a range of modelling scenarios to understand the potential effects of interest rate rises on customers. This work helps UKAR to identify customers who may be susceptible to higher interest rates and to engage with such customers at an early stage.

    UKAR assists all customers who wish to switch mortgage providers.

    NRAM and Bradford and Bingley are managed by UK Asset Resolution Limited (UKAR) which was established in 2010 to manage the disposal and rundown of outstanding assets at Bradford & Bingley and Northern Rock Asset Management in an integrated way, with a view to creating value for the taxpayer. UKAR is managed at arm’s length from Government, on commercial principles.

    It is therefore not for the Chancellor to discuss detailed commercial matters with UKAR.

    To ask the Secretary of State for Justice, in which secure units young people ordinarily resident in Scotland have been accommodated in each of the last five years.

    The Youth Justice Board (YJB) are responsible for placing young people under 18 years of age in custody in England and Wales, and make every effort to place them as close to home as possible. The appropriate placement of young people into the secure estate is undertaken on a case-by-case basis and is based upon a combination of factors unique to each young person entering custody.

    According to the most recent snapshot of data held by the National Offenders Management Service (NOMS), taken in September 2014, there was one young person ordinarily resident in Scotland being accommodated in an under-18 Young Offender Institution in England and Wales. Information about where this young person was held cannot be disclosed as this could possibly result in the identification of the offender, which could lead to a potential breach of the Data Protection Act.

    In snapshots taken each September between 2010 and 2013, there were no young people ordinarily resident in Scotland being accommodated in under-18s Young Offender Institutions in England and Wales. There is no data held for Secure Children’s Homes and Secure Training Centres.

    There have been no recent discussions between the Secretary of State and the Scottish Government on the accommodation of young people from Scotland in the youth secure estate in England.

    All guidance specialists working for Pension Wise will receive high quality and rigorous training, whether they are delivering guidance face to face or over the phone. They will be required to pass a certificated test to demonstrate they have the necessary technical knowledge and guidance skills to deliver the guidance. The training programme is designed in accordance with FCA standards, and will be accredited by the Chartered Insurance Institute, a well-respected professional standards body in the financial services industry.

    HM Treasury’s delivery partners, TPAS and Citizens Advice, Citizens Advice Scotland and Citizens Advice Northern Ireland are currently recruiting guidance specialists. Recruitment strategies and the setting of pay scales is the responsibility of individual delivery partners.

    At Budget 2014, the Chancellor allocated a development fund of up to £20m to establish the initial guidance service. Spending on advertising will be published as part of the government’s Transparency Agenda. Initial funding to The Pension Advisory Service (TPAS) and the Citizen Advice organisations will be included in the HM Treasury Accounts to be published in July.

    I have had no such discussions. It would be for the Scottish Government to work with the key football bodies in Scotland on governance matters as they saw fit. I continue to encourage the football authorities in England to introduce improved measures around regulation and governance to their sport.
