    Caroline Dinenage – 2023 Speech on Arts Council Funding for England

    The speech made by Caroline Dinenage, the Conservative MP for Gosport, in Westminster Hall, the House of Commons, on 18 January 2023.

    It is a great pleasure to serve under your stewardship, Mr Bone, and I congratulate my hon. Friend the Member for Bromley and Chislehurst (Sir Robert Neill) on securing this important debate. I will start by talking about the very difficult period during which I was culture Minister in the Department for Digital, Culture, Media and Sport. It was throughout the whole covid period, and I did not get out much; I did not get to go to many operas, ballets or performances, but I did get to work very closely with the Arts Council.

    I have to start by paying tribute to the Arts Council and to the leadership of Darren Henley and Nick Serota, who worked incredibly hard with the brilliant team at WHDCMS, led by Emma Squire, throughout the covid period. They were responsible for allocating a significant share of the £2 billion culture recovery fund. The recovery fund board was appointed swiftly, and ensured that vast sums of money were allocated very fairly and effectively at enormous pace and scale, which meant the difference between survival and closure for some of our most vital cultural institutions. Thanks to their remarkable diligence and deep understanding of the arts and culture ecosystem across the country, we avoided many of the issues that some other parts of Government faced when they were trying to dish out vast sums of cash.

    As the responsible Minister, I can tell Members that once the money starts rolling out, we really do gird our loins about the potential negative media stories that might come down the track, but they did not come. There were some great attempts from some quarters of the media to excite people about some of our funding decisions—the wonderful drag queen Le Gateau Chocolat was exceptionally grateful for her slice of the cake—but on the whole, there was very little error in a massive piece of work that was done at pace and scale. The work of the Arts Council was a bright light during an otherwise very dark period, and I have lost count of the number of institutions up and down the country that have told me they felt they were saved by the culture recovery fund.

    I do not envy the Arts Council its job. Trying to allocate limited funds is always a challenge, now more than ever, in desperate economic times and against the backdrop of a Government who are passionate about the potential of arts and culture to drive economic prosperity and levelling up to all corners of the country. Over the next few years, Arts Council England will invest £446 million per year in 990 organisations—the largest national portfolio ever, reaching more organisations than ever before. It was the most over-subscribed round ever, with 1,723 applications; if all of those applications had been successful, the investment would have been over £2 billion.

    Among the 990 successful applications were 276 new organisations. One of those is the Hampshire Cultural Trust, which will now receive £500,000 a year. It is the first time that it has been a national portfolio organisation, and I see what a tangible impact it has on my Gosport constituency, which is an area with deep pockets of deprivation and has been long underfunded by successive Governments.

    Our heritage is one of our secret weapons, but, up until now, we have not been able to harness its potential to drive investment, build communities, create opportunities and promote excellence. The newly reopened museum and gallery has been reimagined as a cultural hub, breathing new life into our high streets. The money will allow them to animate already outstanding heritage spaces and organise community-based festivals and events. It is making a difference on the ground and it will continue to do so.

    The UK’s cultural sector is among the best in the world: I would say that it is the best. It represents 12% of our service exports, and its potential for our soft power is so often undervalued and underestimated. We have a huge responsibility. The Arts Council has a huge responsibility to ensure that we continue to nurture and grow it.

    Culture has the power to drive forward regional economies, build communities and improve health and wellbeing. Arts Council funding has historically been focused on London and we need to ensure that culture is thriving in every pocket of England, but we will not level up the rest of the country by levelling down London. We need to harness the potential of the great cultural powerhouses of London. We must spread their tentacles and sprinkle a bit of their magic across the country in the same way as some of our museums and galleries have driven footfall.

    Recently, Dippy the dinosaur went on a tour. It went to the Tank Museum in Bovington. It popped up in the nave of Norwich Cathedral, reaching a whole new audience and inspiring a new generation. The ENO has done exactly the same thing with ENO Breathe, which is its wonderful, game-changing response to covid. It is operating in 85 trusts across the country, including my own. There were some bizarre and ill-judged decisions in this funding round and I think we can all agree that the decision to both relocate the ENO and cut its funding was an ill-judged one. I am pleased that there has now been some movement on that, but there is more to do to secure its future.

    I entirely agree with what the hon. Lady has said about the ENO, but it is a one-year reprieve. After that, what it pointedly said is that it wants to

    “continue to make incredible opera available for everyone, in English, with hugely subsidised tickets, completely free for Under 21s and with 10% of all seats available for £10”.

    It is working in schools and hospitals as well. That will be gone in a year’s time and, over the next three years, it will lose over 400,000 people seeing opera in that way. Surely that cannot be right.

    That is absolutely the point. The ENO not only plays a huge role in the cultural status of London around the world, but the work that it has done to attract a whole new audience and to make opera accessible to all is nothing short of remarkable. I was lucky enough to attend what they call a “relaxed performance” of “It’s a Wonderful Life” just before Christmas. The place was packed with children, people with disabilities and neurodiverse people. It was just incredible to see opera being accessible to so many and building the audiences of the future.

    I agree with the idea of devolving money outside of the capital, but we cannot do it by destroying some of the great cultural institutions that do so much and put us on the map. We must avoid these token gestures. We must also be aware of the regional ecosystems that are already well developed outside London before we start transplanting existing organisations out of London.

    The Arts Council was born out of world war two. Here we are again, with the global aftermath of covid and a war, once again, on the edge of Europe. The Arts Council has, once again, a unique opportunity to support the innovation, creativity and resilience that make our cultural industries our British superpower. I hope that we can all work together with them to enable them to harness that opportunity.

    It is a great pleasure to serve under your chairmanship, Mr Davies. I thank my hon. Friend the Member for Torbay (Kevin Foster) for securing the debate, not least because it gives me the opportunity to wax lyrical about my constituency, and its proud record of supporting the search and rescue services. My constituency is right on the border with Titchfield, where the search and rescue HQ, which he mentioned earlier, is located. The helicopters take off from my very own Gosport constituency—at Daedalus, where the Maritime and Coastguard Agency does a lot of its training.

    Today I will talk specifically about the wonderful Gosport and Fareham Inshore Rescue Service—an independent lifeboat and inshore rescue service that was founded in 1969, so has been around for a really long time. It is a declared facility to the UK coastguard, providing emergency lifeboat cover to the eastern Solent and Portsmouth harbour. Those who know the area will know that that is an incredibly busy stretch of water—certainly the busiest on the south coast, if not one of the busiest in the UK. There are Navy vessels coming out of Portsmouth, cruise ships and freighters coming out of Southampton, a significant number of yachts, personal water craft, dinghies, and a whole range of stand up paddle boarders and kite surfers; it is pretty crowded out there in the summer months. GAFIRS provides an essential service to civilian safety, and I simply cannot stress its value enough.

    GAFIRS responded to 135 incidents in 2022, making the year its busiest in 12 years and third busiest in the last 29. In those 135 incidents, it assisted 171 people, eight of whom were “life at risk”, including marine emergencies and first aid assistance on shore. Of the incidents, 126 were HM Coastguard taskings.

    GAFIRS is managed and delivered solely by a tremendous team of volunteers. We have heard all about the incredible volunteers that support the service and make it flourish. Our volunteers are of a variety of ages and come from a whole swathe of professions. They operate 24/7, 365 days a year. To put that in context, 61 of the coastguard incidents in 2022 were weekend duty day taskings, with the crew on standby at the station or afloat on patrol, but 65 were out-of-hour pager callouts—33 daytime, 14 evening and 18 night-time. Volunteers are giving their time, day and night, often at unsociable or typically non-working hours. Of course, it is a commitment not just by the volunteers, but by their families, who should not be forgotten, as they support these great sacrifices.

    Like all the other independent lifeboat services, GAFIRS relies solely on donations and receives no Government funding at all, which is why I could be found in the sea on new year’s day, alongside hundreds of my constituents in fancy dress. I was not in fancy dress myself, but my youngest son was dressed as a 6-foot tall banana and could easily be seen from any drone; he is a shy, retiring soul! GAFIRS is remarkable and very well valued by local people, which is why people are prepared to go into the sea on new year’s day dressed in a variety of different costumes.

    My hon. Friend speaks passionately about the work of the inshore volunteer lifeboat services. Does she agree that inland lifeboat services such as the Severn Area Rescue Association—which works incredibly hard at times of flooding along the River Severn, as far as Bewdley and Stourport—do just as good a job with just as many personal sacrifices in terms of time and effort as any others?

    My hon. Friend is absolutely right. The water gives us so much enjoyment and pleasure but can be a dangerous place. There are challenges up and down the country, inland and at sea, that volunteers rise to every single day.

    The response time of GAFIRS is incredible. For all 135 incidents, the average time from being alerted to being in attendance or standing down was just over 16 minutes. The volunteers are, quite simply, local heroes; lives would be lost without them. They do not only respond to a variety of incidents; my hon. Friend the Member for Clacton (Giles Watling) spoke about the importance of training people to understand the dangers, and our volunteers actively promote water safety. In 2022, they provided 29 sea safety education talks to 1,194 local children and 100 teachers and leaders.

    Before I sit down, I want to take the opportunity to thank the National Coastwatch Institution, which operates out of Fort Blockhouse and Lee-on-the-Solent. It provides eyes along the coast and is an invaluable service to local people. I am extraordinarily proud to have it and GAFIRS in my community, and I want to put on the record my enormous thanks and gratitude to them for everything they do.

    The RAF medic trade is currently undergoing a job review which will inform future pay arrangements. We expect this to be completed by summer 2014. In parallel, the Department is considering the introduction of a new pay structure across all other rank trades, including RAF medics and the closest equivalent trades in the Royal Navy and Army, as part of the Department’s New Employment Model programme. If approved the new structure would be introduced no earlier than April 2016.

    Caroline Dinenage – 2022 Tribute to HM Queen Elizabeth II

    The tribute made by Dame Caroline Dinenage, the Conservative MP for Gosport, in the House of Commons on 10 September 2022.

    The overwhelming theme of the past two days has been our late Queen’s unparalleled service, duty and dedication. Those are qualities that are particularly understood and valued in my Gosport constituency, set as it is on the shores of Portsmouth harbour and firmly in the heart of our Royal Navy community. It is home to a vast number of service personnel and veterans, people who show enormous duty, dedication and service in every aspect of their professional lives. Not solely as their commander-in-chief, Her Majesty had very strong personal links to our armed forces. Her father was in the Royal Navy, she herself served in the second world war, and of course the enduring love of her life was that very handsome naval officer. The longest serving head of any military unit, she led by example, with an entire life and reign of service and duty.

    One of my greatest memories was the Queen’s visit, just a short hop away across Portsmouth harbour, for the commissioning ceremony of her namesake, the flagship Royal Navy aircraft carrier HMS Queen Elizabeth, in December 2017. It took place in a mammoth hangar inside that colossal ship, packed full of members of the ship’s company, their families, dignitaries and many more who served in her name. I watched that tiny figure, surrounded by enormous crowds and giant objects in that vast space: she was dressed in beautiful purple and commanded the respect, dedication, love and service of all those who gathered. She exuded warmth, putting them all at their ease.

    It was quite a sight—an incredible woman, a female leader in the days decades before that was fashionable. She was in a job she had not applied for, with a responsibility she had not sought and a role that she was not even born to do. On her 21st birthday, as we have heard, she said:

    “I declare before you all that my whole life whether it be long or short shall be devoted to your service”.

    If ever in history there was a promise or commitment that was kept, my goodness it was that one.

    I have found great comfort in the past couple of days in seeing precious video clips of Her Majesty in her downtime, enjoying herself, cheering on her horses at Royal Ascot or petting her beloved corgis. It is clear, as many others have said, that she had a zest for life and a sense of mischief. She had the most incredible ability to surprise and delight us, and many have spoken of her mission with 007 and her love of marmalade sandwiches with Paddington Bear. Her Majesty once said:

    “Grief is the price we pay for love.”

    The sadness that is felt by my constituents across Gosport, Lee-on-the-Solent, Stubbington and Hill Head surely shows how much we all loved her. In the words of Paddington Bear:

    “Thank you Ma’am, for everything.”

    God save the King.

    The speech made by Caroline Dinenage, the Minister for Digital and Culture, on 30 July 2021.

    Thank you. It is a pleasure to be here with you all today, in the splendid baroque setting of the Palazzo Barberini. During my stay I have been fortunate enough to visit some of Rome’s finest architectural gems, from the Vatican Library to the Colosseum. These iconic buildings are testament to human ingenuity, creativity and imagination, all of which contribute to Italy’s rich cultural heritage.

    And it’s our shared need for ingenuity, creativity and imagination that I’m going to speak about today. The global climate crisis is one of the greatest challenges we currently face. Across the world, people, places and objects are being displaced, damaged and destroyed due to the catastrophic effects of climate change. Unless we act swiftly, the losses to our global community will be unimaginable and irreplaceable.

    If we want to halt this trajectory, we need to work together to implement our most innovative ideas and approaches to address these climate challenges;

    We recognise the role that we, as G20 members collectively, and individually as Ministers, have, to use our voices and our influence, to champion the role of culture in driving forward climate actions.

    I congratulate the G20 presidency for the tireless efforts to shape such a strong and compelling Ministerial Culture Declaration, emphasising how intertwined the culture and climate agendas are. And, for effectively reinforcing these messages at the highest level, so consistently, across all G20 tracks.

    Addressing challenges relating to climate change is at the heart of the UK government’s agenda. Climate and culture are inextricably linked and the UK is working to safeguard cultural heritage at risk, while advancing innovative, culture-based solutions to the climate crisis, in the UK, and in our international programmes.

    We firmly believe that culture-based solutions can help us adapt to current climate challenges, and mitigate future crises. We feel that any solutions or approaches must also be based on inclusivity: culture-based climate action must be sustainable and push us all to take concrete steps to embed climate change in the culture sector, and to embed culture in climate policy.

    But despite our fruitful discussions throughout this G20 track, we feel that the role of culture as a means through which to address these challenges can oftentimes be sidelined outside our own sectors.

    We, along with you all, I am sure, are eager to ensure that this does not happen, and maintain the remarkable momentum generated here at the G20 Culture Ministerial to ensure that the role of culture in addressing climate challenges achieves the recognition that it deserves.

    And the UK has committed to this in our Adaptation Communication, which was presented by our Prime Minister at the Paris Climate Summit last December. We unequivocally championed the role that cultural heritage has to play in addressing the climate crisis and I strongly encourage you all to use your adaptation communications to do the same.

    For me, the key part of what was included, and forgive me for a direct quote, was that:

    protecting cultural heritage has an irreplaceable role in preserving the long-standing spirit and individual identities of communities. In the face of our changing climate, it is imperative to build resilience of historic settlements, cities and villages and intangible culture, to enhance wellbeing, stability, security and prosperity.

    We will harness the recognised global consensus on the importance of this issue that has crystallised here, at the G20 Culture track, where cultural heritage, indigenous knowledge, adaptation and resilience are recognised as key tools through which to address the grand challenges associated with climate change.

    And we will use our platform at COP26 to focus this ambition. As Co-Presidents of COP26 with Italy, we want to underscore the commitment of our respective Governments to the role of cultural heritage within adaptation and resilience strategies and encourage the widening out of the gains made as a result of the G20 into our collective COP26 ambition and leadership.

    I firmly believe culture has a key role to play in our efforts to address the climate crisis. Cultural heritage is fundamental to what makes us all human; a threat to heritage is a threat to our shared humanity.

    l look forward to continuing to work with you as fellow G20 members, on addressing this great challenge of our time, and as we collectively work towards the opportunity of COP26. Thank you.

    Caroline Dinenage – 2021 Statement on the Online Media Literacy Strategy

    The statement made by Caroline Dinenage, the Minister for Digital and Culture, in the House of Commons on 14 July 2021.

    I am pleased to inform the House that the Government are today publishing our “Online Media Literacy Strategy”. This strategy is a complementary measure to the proposed Online Safety Bill and will play a critical role in allowing us to meet our ambition of making the UK the safest place in the world to be online.

    Through this strategy, we want to improve media literacy across the country by providing direction to the sector. We also seek to highlight the challenges that all citizens face in navigating an increasingly complex media landscape, with an amplified focus on vulnerable and disabled users.

    The strategy sets out our plans to ensure a co-ordinated approach to online media literacy education. We have established a media literacy framework that enumerates the skills we want citizens young and old to learn in order to navigate the online media landscape safely. We set out the key user groups on which we will direct particular focus to ensure an inclusive approach to media literacy. We lay out six media literacy challenges to provide direction to the media literacy sector. We also highlight the specific issue of misinformation and disinformation, and the potential for media literacy by design to assist media literate online behaviour.

    We have engaged with a broad range of stakeholders from academia, regulators, civil society and industry, drawing upon their expertise to inform the strategy. This is only the beginning of our engagement with the sector, and we will look to work even more closely with these organisations and more to ensure the maximum possible impact from media literacy activity.

    As our attention turns to delivery of the strategy, we will focus on taking forward a number of different initiatives. Alongside the strategy we are publishing the first annual Online Media Literacy Action Plan for the Financial Year 2021-22. The action plan sets out a number of initiatives to enact the strategy, from establishing a cross-sector media literacy taskforce, to working with teachers to help embed media literacy in schools, to collaborating with the Scottish, Welsh and Northern Irish Administrations through a UK media literacy forum.

    It will be important that we work productively with other key stakeholders across the sector. Ofcom has an existing statutory duty to promote media literacy. The Government’s efforts in the media literacy landscape will play a supportive and complementary role to that of Ofcom, by providing focus for organisations across the sector. We will continue to engage closely with Ofcom where there is a potential to increase the impact of our efforts.

    Media literacy is a devolved policy and so the initiatives contained in the strategy will only apply directly to England. However, we are working closely with the devolved Administrations and intend to establish a UK media literacy forum to engage with our counterparts in Edinburgh, Cardiff and Belfast and ensure we are achieving the greatest possible impact across the whole UK.

    A copy of the strategy will be placed in the Libraries of both Houses.

    This Government recognise the importance of the UK’s world-leading cultural and creative industries. We recently demonstrated that commitment by providing an unprecedented £1.57 billion package of support to help them through the covid-19 pandemic. It is therefore entirely consistent that, during the negotiations with the EU, we pushed for ambitious arrangements allowing performers and artists to work across Europe.

    Our proposals, which were informed by our extensive consultation and engagement with the UK’s cultural and creative industries, would have allowed UK musicians and other cultural touring professionals to travel and perform in the UK and the EU more easily, without the need for work permits. Regrettably, those mutually beneficial proposals were rejected by the EU. As a result, UK cultural professionals seeking to tour in the EU will be required to check domestic immigration and visitor rules for each member state in which they intend to tour. Although some member states allow touring without a permit, others will require a pre-approved visa and/or a work permit.

    It is absolutely vital that we now support our touring sectors to understand the new rules associated with working and travelling in the EU. We are delivering an extensive programme of engagement with the sector to help them understand any new requirements. That includes working with Arts Council England and various other sector bodies, to help distil and clarify the new rules.

    As my right hon. Friend the Secretary of State for Digital, Culture, Media and Sport has already made very clear, we will also look at whether we can work with our partners in EU member states to find ways to make life easier for those working in the creative industries in our respective countries. In the meantime, we will continue close dialogue with the creative and cultural sectors, to understand the ongoing impacts and ensure that that they have the right support at the right time to continue to thrive.
