I remain concerned by reports of the persecution of religious and other minorities in Pakistan. We regularly raise our concerns about the protection of vulnerable groups, including women and girls, with the Pakistani Government at senior levels. The Secretary of State for Foreign and Commonwealth Affairs, my Rt. Hon Friend the Member for Runnymede and Weybridge (Mr Hammond), pressed Pakistan to guarantee the rights of all its citizens, including minority religious communities, during his visit in March. We will continue to urge Pakistan to honour in practice its human rights obligations and to uphold the rule of law.

Our concerns about minorities in Pakistan are documented in the Foreign and Commonwealth Office Human Rights Reports.

To ask Her Majesty’s Government what assessment they have made of the United Nations Fact Sheet entitled Jebel Marra Crisis Fact Sheet Issue 5

We remain concerned by the timing of the Darfur referendum due to ongoing violence and the absence of a peace agreement. In Jebel Marra the continued fighting and the level of civilian displacement outlined in the UN Fact Sheet is particularly troubling, and brings in to question the viability of holding the referendum at this time. We have raised such concerns with the Government of Sudan. We have also pressed for full humanitarian access to be granted, including at the UN Security Council and bilaterally as part our recent strategic dialogue with the Government of Sudan, led by the Foreign and Commonwealth Office’s Africa Director. Officials from our Embassy in Khartoum are monitoring the situation closely.

To ask Her Majesty’s Government, further to the remarks by the Prime Minister on 4 May (HC Deb, col 168) that there is a very strong case here for saying that it is genocide

As the Prime Minister, my Rt Hon. Friend the Member for Witney (Mr Cameron), has said, the Government’s position remains that although there is a very strong case to answer, ultimately it should be a matter for judicial authorities. The Government continues to believe that recognition of genocide should be a matter for international courts, not political bodies. It should be a legal, rather than political determination, decided by international judges after consideration of all the evidence available in the context of a credible international judicial process.
