    Ben Everitt – 2022 Speech on West Coast Main Line Services

    I join colleagues in congratulating my hon. Friend the Member for Ynys Môn (Virginia Crosbie) on securing this debate and the Backbench Business Committee on scheduling it.

    Like so many colleagues here today, I am speaking on behalf of thousands of constituents who rely on their rail services, particularly the west coast main line, but are being thoroughly let down and deserve a far better service. As one of the major cities, and indeed the newest city, along the west coast main line, Milton Keynes is served by both Avanti West Coast and London Northwestern Railway. However, even if my constituents are lucky enough even to have a train turn up at all, the trains are often delayed, unreliable and overcrowded. I spend many a journey between Milton Keynes and London sat on the floor in between the carriages. It is a pretty miserable experience, apart from a few weeks ago when I was sitting in what is probably my usual spot on the floor just outside the toilet and I was joined by a bunch of lasses from Milton Keynes who were going to a Halloween party. We managed to strike up some conversation and they were good enough to share their cider. I had a nice journey down and arrived in London with a temporary tattoo, which is gone now. But we should not rely on generosity and community spirit to take the misery out of these journeys.

    Many constituents have got in touch to share their poor experience, especially with Avanti West Coast. As Milton Keynes is one of the major community cities into London, my constituents need a punctual and reliable service to get into work, but often they just do not get one. The train service in Milton Keynes is often so bad that my constituents are resorting to driving to London stations such as Cockfosters, which is a 46-mile journey, and then taking the tube into London, rather than taking the train from Milton Keynes. In an extreme case, a constituent has shared that, due to the cancellation of two of the regular morning commuter services, they now pay more than £800 a month for a first-class ticket, just to guarantee that they will get a seat. Without paying for first class, they would face one of those overcrowded journeys that I end up on—and almost more often than not they are still paying for the privilege of being late.

    Given Milton Keynes’s important and strategic location in the region, connected by rail to other major cities such as Birmingham and Manchester and well placed within that Oxford and Cambridge arc, any disruption in the rail service causes serious problems to my constituents’ everyday lives: not just difficulties in getting to work, but disruption and delays in visiting friends and family and getting to important appointments. In another case, a constituent has shared that they find the service offered by Avanti “abysmal”, with only one train an hour running from Birmingham and Manchester, down from three an hour. They have resorted to using the coach.

    The problem is more than a lack of timing and reliable trains; there is also a lack of accessibility. Another constituent has been in touch, a wheelchair user who shared that, shockingly, the rail service is completely inaccessible to him on his own and often there are no staff available to help. In 2022, it is unacceptable that wheelchair users are left abandoned with no support to use the rail service.

    The situation simply cannot continue. Not only does it impact my constituents, but it poses a risk to the growth and the economy of Milton Keynes as a whole. Year on year, Milton Keynes has consistently been ranked as one of the United Kingdom’s fastest-growing economies. In fact, a recent study named Milton Keynes as the fourth fastest-growing economy by the end of 2022, increasing year on year by 3.3% and adding £500 million to the local economy.

    However, one of the major factors in that growth is our location and our transport connections. That is why huge local employers such as Santander move their headquarters there. But why would Santander continue to invest in our city, and why would talented people continue to choose to work, live and set up their businesses here when they cannot rely on the train arriving on time or with the capacity to take them on their journey?

    Does the hon. Gentleman agree that the Department for Transport should conduct economic analysis of the damage that Avanti has caused to each constituency it serves? I tabled a written parliamentary question on that earlier this year, but the response from the Government was not helpful.

    Far be it from me to direct my hon. Friend the Minister, but it does seem that the hon. Gentleman has an excellent point. What I assume he is getting at is that the growth of not just Milton Keynes’s economy, but economies around the country is being put at risk by these poor services. Potentially, there may be data out there that we can draw on, though I would not want to draw the Department’s resources too far from the clear focus on improving services, so I will leave that with the Minister to take forward.

    The problem is that, while we recognise the importance of maintaining a good service on the line, we need to take things forward. We need to improve. I welcome the fact that the Government are putting pressure on Avanti to improve its services. We have heard in this debate about the short-term extension of the contract until April 2023—I note that there is no particular enthusiasm for anything more than a short-term extension at this point. That extension is not rewarding failure; it is a clear and urgent message to Avanti that it must improve its service and its performance or face losing the franchise.

    I have spoken to Avanti recently. It is positive that it is getting the point because, importantly, it has apologised and accepted that its service is not good enough. I understand that changes are on the way, with nearly 100 additional drivers added to the service between April and December this year, so we could see slight but welcome improvements to the service. However, this is very early days and my constituents and I are incredibly wary. I urge the Government to continue to actively monitor the service on that line and, more importantly, to hold the company to account, so that if we do not see drastic improvements to the reliability, punctuality and frequency of the service, that contract is removed. If we do not make those changes, Milton Keynes and other stops along the west coast main line risk being left behind. With so many opportunities for growth and success coming to the new city of Milton Keynes, it would be a real tragedy if all those benefits were put at risk due to a failing train operator.

    It is an honour to follow the cougher and splutterer from North Shropshire. She did it very well; I did not notice her coughing and spluttering.

    It is my pleasure to speak to amendment 3, which is in my name. The Bill is a landmark piece of legislation, which will go a long way to pushing the Government’s ambition to level up our country.

    One area of particular significance to Milton Keynes North is affordable housing. I have long campaigned and advocated for the need to build more affordable homes, as that is the best way to bring down house prices and to help families get on the housing ladder. As of now, developers are incentivised to build the highest-value properties they can when they get the chance, and this only serves to exacerbate the problem, as the hon. Member for North Shropshire (Helen Morgan) illustrated in her speech just now. It is an issue in my constituency. Sprawling estates of executive homes have been built with no intention to meet the needs of my constituents. The housing crisis that we face in this country is unprecedented and requires vital intervention from the Government to address. Too few homes are being built, and the homes that are being built are becoming increasingly unaffordable. As a result, people never get on to the housing ladder. Affordable housing developers can provide beautiful homes for those who want to remain in their communities, and we need to work with them to ensure that they are supported in doing so.

    On affordable housing, we could be doing much more right now to ensure that as many new homes are brought forward as possible. If we want to address the housing crisis directly, we must tackle the issue at source. That is why I tabled amendment 3, which would provide an exemption from the infrastructure levy for affordable housing as defined in annex 2 of the NPPF. We want to see more affordable housing built throughout the country, and I see the amendment as a simple, straightforward way of achieving that. It is a massive bit of legislation with a massive amendment paper, yet my amendment is just one and a half lines long, so I implore colleagues to add it to the Bill.

    The Bill currently has no automatic exemption for housing from the infrastructure levy. My right hon. Friend the Secretary of State has indicated that such an exemption will apply in the regulations, but I think that it really should be in the Bill. This small tweak to the levy would make a great difference in the short term and pay real dividends in the long term.

    Thank you for calling me, Madam Deputy Speaker. I am normally called last!

    It is a pleasure to follow my hon. Friend the Member for Keighley (Robbie Moore), who made a thoughtful and insightful speech, and it is a pleasure to speak in this debate. As my hon. Friend the Member for Harrow East (Bob Blackman) mentioned in his introduction, he once promoted another private Member’s Bill that dealt with a very similar issue. I pay tribute to the work that he put into that first Bill, which made it all the way to becoming law—the Homelessness Reduction Act 2017. It is tremendously satisfying for a Back Bencher to be involved in making laws in this way, especially when it is for such good reasons. Let me also welcome the Minister to her place: it is wonderful to be working with her, and I look forward to getting stuck in on multiple issues, not just this one.

    Many people have been involved in getting my hon. Friend the Member for Harrow East to this point, but I can say from the perspective of the Select Committee, of which I am a member, that a considerable debt is owed to the whistleblowers who have shone a light on the terrible conditions in which some people are living. As we have heard, some of the conditions to which they are subjected amount to what is effectively a gang environment, so those who come forward are doing something that is incredibly brave as well as incredibly useful. I also appreciate the work of the charities Shelter and Crisis and that of the all-party parliamentary group for ending homelessness, co-chaired by the my hon. Friend the Member for Harrow East.

    The work that has already been done is fantastic, but this debate is about the work going forward. The Bill is primarily aimed at dealing with rogue landlords and the regulation of supported exempt accommodation, and it will strengthen the enforcement powers that are available to local authorities, as was pointed out earlier by the hon. Member for Birmingham, Ladywood (Shabana Mahmood). If passed, it will become the first piece of legislation to regulate directly the standard of support provided to residents of this kind of accommodation in England, which is no mean feat.

    Currently, unscrupulous housing agencies are allowed to profit from the housing benefit system, and that is simply not right. There has been an increase in demand for supported housing—in fact, there has been an increase in demand for housing across the board—but at the same time, the exempt accommodation sector is in need of huge and urgent reform. Rogue landlords have been exploiting loopholes in the regulation, making obscenely huge profits while not ensuring that the accommodation they provide meets the standards that occupants deserve. Throughout the Select Committee’s inquiry, we encountered many cases in which rogue landlords are using exempt accommodation simply as a cash machine, and, as I mentioned in an intervention earlier, that can involve property deals that are international.

    The scale of this problem is disgraceful. Landlords drive the rent high while pushing standards down, forcing marginalised, vulnerable people to live in unsafe, unfit housing. The system is so warped that—in my view—it aids organised crime. Indeed, the hon. Member for Birmingham, Ladywood used the word “gangsters”, and I agree with her. The Committee’s report describes the conditions in exempt accommodation as “beyond disgraceful”, and says that there has been a “complete breakdown” of the systems that should protect residents. The Bill will tackle these issues head-on. It will bar rogue operators from entering the market, while ensuring that action is taken against bad-faith actors. We should be clear, of course, that even though there are gangsters out there getting away with this, the vast majority of the operators in this sector are good people who are in it for good reasons: supporting the most vulnerable of our society. We need to be mindful of that and ensure that, in putting this legislation together, we do not get in their way. I will come later to how we can use this legislation to drive up standards in the sector as a whole and focus on sharing good practice.

    However, we need to focus on driving out the bad behaviour, so this is about growing the quality of the provision and ensuring that those examples we have heard about today—of residents in cramped, inappropriate accommodation, often grouped with exactly the wrong type of person—can be resolved. We want to ensure that the growth of exempt accommodation in certain areas is managed, because of the impact on local communities. Again, that comes back to data; we need to understand where the exempt accommodation is and who is in it, which in turn will solve the problem of the lack of regulation, so that we can get a grip of the governance of the providers and stamp out the exploitation of the system by those unscrupulous landlords.

    My hon. Friend the Member for Ipswich (Tom Hunt), who is sadly no longer in his place, paid fulsome tribute to my hon. Friend the Member for Harrow East, but it is not just him who is full of admiration for our hon. Friend. Crisis has worked closely with him in the development of the Bill and it, too, is fulsome in its praise:

    “Overall, this is about changing the national narrative and discourse around supported housing. Crisis knows how key exempt accommodation sector can be to helping people rebuild the lives so they don’t have to go back to rough sleeping.

    When the system works well, people receive the support they need in accommodation that is suitable for them. This Bill will be vital toward ensuring that this can be achieved.”

    I wholeheartedly agree.

    Let us look at a few of the key measures in the Bill. It introduces a supported housing advisory panel, to be drawn from across the sector. That is important, because it is not just about the housing; it is about recognising the complex multiple needs of the people in the housing. They come from all areas of society—they can be refugees, care leavers, people with disabilities, people who have been previously homeless or sleeping rough, recovering drug addicts, victims of domestic abuse and, as the shadow Minister rightly pointed out, people recently released from prison. We know that in the critical 12-week period after release those people really need support and structure around them, helping them to turn their lives around and get on the straight and narrow.

    So this is mostly about the needs of the people within the supported accommodation, but it is also about looking toward the demand. The local supported housing strategies would therefore place a duty on the local housing authorities in England to review the exempt accommodation in their districts and then publish those findings. That will help us to highlight the future needs and feed in that data, which we simply do not have at the moment and which will be so crucial to managing that issue as we go forward. Again, it will help us to identify and root out rogue operators.

    Then we come to the national supported housing standards, which are the critical bit about identifying good practices, which are across the whole sector. Let me be clear again that there are some good people doing good things for good reasons and getting good outputs for the most vulnerable in our society in this sector.

    My hon. Friend is making a powerful contribution. Something that has been highlighted today is that there is good practice in this sector. The hon. Member for Birmingham, Perry Barr raised the point that people who are in the right place in this sector doing the right thing will engage with this legislation and then we can shine a spotlight on this best practice, which will really raise standards and drive out bad practice.

    I could not agree more. The entire point is to identify those national standards and ensure that they are met, and the Bill does that in two ways. First, it legislates for the power to introduce the licensing scheme to support exempted accommodation. That is optional between districts, but it is an additional power. Further, it supports exempted accommodation that falls outside the definition in subsection 12(2), and includes a power to introduce licensing for that accommodation as well.

    In the Select Committee, when we were scrutinising that question, I wondered whether that was perhaps regulatory overkill. As my hon. Friend the Member for Heywood and Middleton (Chris Clarkson) said:

    “The law should be a scalpel, not a machete.”

    However, the scale and complexity of the issue we are trying to deal with is so vast that we need a variety of tools within our locker. That is not to say that they will all be used at every point. Therefore, there is a good reason for putting in these licensing schemes and potentially following up with some form of compulsory registration, although I am sure we will come on to that in later stages of the Bill—sort it out in the Lords, as I have heard before.

    We know that we will have the powers to put that scheme together and that the licensing scheme can work with a system of compulsory registration, but the most important and critical factor in what could potentially be a bureaucratic Frankenstein of a piece of legislation is that it works with other Acts. It works together with the Housing Act and the forthcoming Social Housing (Regulation) Bill, so there is a neat legislative fit, filling in those cracks in the legislation that are being used as loopholes by unscrupulous landlords to scam their way into making a fortune from the most vulnerable in our society.

    It is a pleasure to follow my hon. Friend the Member for Sevenoaks (Laura Trott), who gave a warm and glowing tribute—we have heard many over the past 48 hours. There have been many anecdotes and many recurring themes. I am aware, Mr Speaker, of your guidance, and the guidance of Mr Deputy Speaker, on timing and repetition. It is on the latter that I fear I may have an issue, because I am speaking after my hon. Friend the Member for Milton Keynes South (Iain Stewart), who essentially gave the speech that I wanted to give, but better. I am grateful to him for remaining in his place, possibly to see what I come up with.

    With the House’s indulgence, I will just share a personal reflection. It is a huge honour and genuine privilege to serve Her late Majesty the Queen in this place as a Member of Parliament, and as MP for Milton Keynes North, and an honour to pay tribute to our late Queen on behalf of its people. This summer, in her jubilee year, she bestowed city status on Milton Keynes, and that means so much to its people. People from outside Milton Keynes often say, “Well, what exactly does it mean to the people of Milton Keynes?” Indeed it is quite baffling and hard to explain. We got a letter, sent on Her late Majesty’s behalf, that does not quite explain what it means, but says at some length what it does not mean. In lieu of giving the speech I prepared, I thought I might read some of it:

    “I am delighted to inform you that I was able to make a favourable recommendation for Milton Keynes to receive city status and that this has been approved by Her Majesty The Queen.

    As you will know, this honour does not confer any additional functions, funding or powers nor does it confer upon the Mayor or Provost, the title of Lord Mayor or Lord Provost, the grant of this privilege being an entirely separate matter.

    However, this is a rare honour granted by HM The Queen, and given the standard and number of applications was very high you should be very proud.”

    We are so proud. Thank you, Your Majesty. It is an honour that goes well beyond any of the others listed in the letter. It is in our souls. I am proud to have served the Queen, and am proud to serve our new King. Long live the King.

    I am sure we can all agree that the diversity and range of broadcasting here in the UK is a hallmark of a free and democratic society. Indeed, television is one of our most popular exports, and a huge source of soft power. We project Britain, and our ideals, through billions of TV screens around the world. I am a ’70s baby, early ’80s child. I was about eight when my parents first got a television, and I was absolutely glued to it, so Channel 4 really has been part of my life growing up. Indeed, people remember the excitement of acquiring the fifth channel.

    Channel 4 is a modern, forward-thinking broadcaster providing millions of customers with unique content while, as we have heard, supporting and promoting the independent production sector. I reflected this morning on what Channel 4 shows I have enjoyed watching. I realised that aside from “Humans”, all the others are from about 20 years ago—“Brass Eye”, “Spaced”, “The IT Crowd”, “Father Ted” and so on. Plenty of shows produced by Channel 4 subsequently have pushed the boundaries of broadcasting, even if I have not watched them. I am told that one of them is called “Naked Attraction”. These shows, and many more, illustrate the vast range and depth of the creative talent at Channel 4. Importantly, the Government are keen to maintain and foster that in future, which is why they are taking action.

    The media and television landscape has changed dramatically over the past decade, with the rise of subscription streaming services such as Netflix, Disney+ and Prime Video, all of which have been mentioned. They demonstrate the shift in the landscape. We can now access content through a range of devices at any time, wherever we are. We need to adapt. The world is changing and there is a new landscape, so public service providers must evolve. We have an increasingly competitive market. No Government can fully give powers to any company to adapt to this. Government ownership, in the context of that competitive market shift, is holding Channel 4 back from being able to adapt to the new state of play. Adapting, in the case of Channel 4, means diversifying and broadening revenue streams. It means having unrestricted freedom to create and produce its own content, fully utilising the creative talent that it is known for across the country.

    These significant structural changes require investment —lots of it—and speed of delivery. That scale of change is best achieved through private ownership. During these testing times for many throughout this nation, it is not fair to ask the taxpayer to bear the burden of any resulting risks. More broadly, these challenges are linked to the Government’s levelling-up strategy. We want to empower the UK’s creative industries, wherever they are across our nation, by investing in independent production and creative skills, creating more jobs and opportunities for everyone. I welcome the fact that the Government seek to use the proceeds from the sale of Channel 4 to enable that investment.

    The media Bill will empower Channel 4 by enabling it to pursue and track its own creative direction, bolstering the UK’s public service broadcasting sector. If we increase competitiveness, we drive growth and prosperity across our nation—something I am sure we can all agree, across this House, is a desirable outcome. Clearly—this will not be a shock—I am not on the side of the doom-mongers and the pessimists, or, as others call them, the Opposition. We heard a blast from the past earlier with all the stuff about big American companies coming over to take our assets. It is Corbynism again—Corbynism in an Islington lawyer suit. Channel 4 has a bright future. It has the capacity and the tools to succeed without the constraints of public ownership.

    I have been listening to my hon. Friend with interest. How is Channel 4’s future brighter when it stands by itself if it is sold to a competitor? What is the gain?

    I welcome the intervention. The gain is that the risk is not with the taxpayer; Channel 4 would be unburdening the taxpayer from the risk of future borrowing.

    Channel 4 does have a bright future. It is a successful broadcaster in its own right, and it can stand on its own feet, but the risk of borrowing against the taxpayer is not something that the Government want to get into. Ultimately, for Channel 4 to flourish, the Government must step out of the way.

    It is a pleasure to follow the hon. Member for Coventry North West (Taiwo Owatemi). She made a typically punchy and political speech with much to disagree on.

    I do agree with the hon. Member on her diagnosis of the current issues with the planning system. There the agreement stops, however, because I am optimistic about the solutions proposed to democratise the system and make planning fairer and more transparent. There is much more work to do getting stuck into the detail, but optimism trumps pessimism on this account.

    Planning and development is not the only challenge this country faces, of course. We have dealt with many challenges—the biggest challenges facing our country in living memory—and it has been the innovation of our people, our Government and our businesses that has got us through it. My hon. Friend the Member for Rugby (Mark Pawsey), who is not in his place now, pointed out earlier that private sector innovation is key to unlocking economic growth, the subject of this debate. Government innovation also helped us to get through the crisis. Both the unprecedented furlough scheme and the brilliant kickstart scheme, put together in a targeted, interventionist way, have helped us to become the fastest-growing economy in the G7 and to build back better.

    I am glad to see that this innovative thinking has continued through Her Majesty’s Gracious Speech. Importantly, that innovation will drive up skills and economic growth in my Milton Keynes North constituency, truly putting us on the map as the Silicon Valley of Europe. I understand that that is a bold claim to make: how can we compete with the tech giants of the United States? However, it would be unwise to underestimate the people and the businesses of Milton Keynes. In Milton Keynes we have a proud record of harnessing innovation, entrepreneurialism and creativity to tackle the challenges of the modern world.

    We are home to many exciting technological innovations such as driverless car trials. We therefore welcome the transport Bill and the unashamedly pro-technology approach that the Government are taking. The transport Bill will truly revolutionise the way we travel, bringing the benefits to the environment and to people. For those who are vulnerable in our communities—who struggle with mobility or their sight—self-driving vehicles will be transformative, connecting them to the outside world and ensuring their independence. With the UK market set to be worth about £41 billion by 2030—that is 6.4% of the global market, so we can have a bigger slice of that pie—it is vital that the United Kingdom leads the way in the development of this technology. The transport Bill will be the first step to doing that.

    But if we are truly to look towards the future, I hope that the Bill can go further. Those who have visited Milton Keynes, or indeed heard me bang on about Milton Keynes in the past few years, will have seen or heard of our much-loved Starship robots buzzing along our streets delivering our groceries—food, coffees, and even beers to a barbecue, if you happen to run out of beers, as in my experience. They may be small in stature but they are mighty in the positive impact that that they have. They have not only supported local business but helped to solve the problems of the last mile of delivery—the most expensive and carbon-intensive part of the supply chain. These robots have helped to remove nearly 400,000 kg of carbon from the atmosphere and have taken over three quarters of a million miles of car journeys off the roads in Milton Keynes. I encourage the Minister to ensure that the scope of the transport Bill supports and enables the expansion of companies such as Starship, bringing us closer to our net zero targets and our ambition to embrace the technologies of the future.

    Yet if we hope to see this technology in action and being a success, we need to ensure that we have the skills and jobs to sustain it. The best way to do this is through investing in and levelling up our education. Whether through the Schools Bill or through the lifetime skills guarantee, this Government are providing people of all ages and backgrounds with the right opportunities to succeed. While it is right that we provide those opportunities, I urge the Government also to consider investing in the institutions that will be able to deliver the teaching of these vital skills. We need to teach the skills for the jobs that we cannot even conceive of yet. Those institutions include Milton Keynes University—a pioneer in the education field. MKU represents a new approach to higher education that is designed with business and for business to give students the skills and knowledge they need to meet the needs of our local economy, both now and in future. Degree apprenticeships in robot engineering or cyber-security may seem alien now to some of us in this House, but these graduates will be leading the charge in future years. With that in mind, I implore colleagues in the Treasury to consider the case for MKU more thoroughly, as it will transform our economy at both a local and a national level.

    I truly feel that this will be a critical year for Milton Keynes, as we are expected to have one of the UK’s fastest-growing economies over the next two years, but to maximise that growth, we must invest in the skills, technologies and institutions of the future.
