To ask Her Majesty’s Government what representations they are making to the government of Israel regarding the extension of the Separation Barrier in the Cremisan Valley and its effect on Christian families who previously occupied that land.

    Baroness Anelay of St Johns

Officials from our Embassy in Tel Aviv have raised the issue of the separation barrier though Cremisan Valley with the Israeli authorities on several occasions, most recently on 1 September. On 9 July, the Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Bournemouth East (Mr Ellwood), issued a press statement which was clear that the UK is deeply concerned by the Israeli Supreme Court’s decision of 6 July to allow the construction of 1.2km of the Separation Barrier through the Cremisan Valley. If built, this section of the Separation Barrier will restrict 58 Palestinian families from accessing their land, which will have a detrimental effect on their livelihoods.

To ask Her Majesty’s Government what representations they are making to the government of Israel following the stop-work order issued by the Israeli Civil Administration in relation to the construction of a football field in the Muslim village of Wadi Foquin in the Bethlehem district of the West Bank.

    Baroness Anelay of St Johns

While the British Government has not raised this specific case with the Israeli authorities, we frequently lobby the Israeli government on this issue more broadly: we urge them to take steps to enable Palestinian construction, most recently on 17 September with Deputy Head of Israeli Office for the Coordination of Government Activities in the Territories (COGAT).

    Lord Maude of Horsham

Firearms, firearms component parts and ammunition are the only items of military equipment subject to import licensing controls.

To ask Her Majesty’s Government what representations they have made to the government of Israel concerning Israel offering refuge to Palestinians fleeing Syria.

    Baroness Anelay of St Johns

We have not made any representations to the Government of Israel on this issue.

The UK has pledged £1billion to date – our largest ever humanitarian response to a single crisis – to provide humanitarian assistance and long-term support to hundreds of thousands of vulnerable people living in Syria and refugees across the region, which includes Palestinian refugees who have also been affected by the crisis.

To ask Her Majesty’s Government what recent discussions they have had with the government of Israel concerning the right of return for Palestinians.

    Baroness Anelay of St Johns

We continue to be clear with both sides that there must be a just, fair and agreed settlement for refugees as part of a negotiated two-state solution. On 10 September during the visit to London of Prime Minister Netanyahu, the Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron), raised the need for the parties to return to negotiations.

    Baroness Warsi

The Government has made no assessment on this issue. However, the Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Richmond (Yorks) (Mr Hague), has made clear that it is vital that all security operations are conducted with due care and proportionate use of force.

Taking the new Global Goals as our starting point, a number of reviews are underway across DFID to ensure that DFID maintains a high quality and high impact development programme. We will report findings and programming recommendations over the coming months.
