    Angela Richardson – 2022 Speech on Documents Relating to Suella Braverman

    The speech made by Angela Richardson, the Conservative MP for Guildford, in the House of Commons on 9 November 2022.

    Thank you, Mr Deputy Speaker, for calling me so early in the debate. When it comes to standards in public life and adhering to the ministerial code, my constituents are very quick to let me know if they think that something is not right, and my record on issues that have happened in the last couple of years shows that I would be the first in line to make a statement on that. I have had nine emails in my inbox on this issue—not the hundreds that I would normally expect to receive—and some of them are supportive of the Home Secretary. The Opposition are allowed to have a number of Opposition day debates. I am disappointed that they have not used this one for something that really matters to my constituents.

    What really does matter to my constituents in terms of what the Home Secretary is trying to tackle is the small boat crossings, which we talked about yesterday in the Chamber. They want to see that dealt with so that those who need our help and support can have it and we have the capacity to offer safe and legal routes. My constituents want the Home Office to ensure that asylum claims are processed fairly and efficiently and that we can stop the criminal gangs taking advantage of vulnerable people with those unsafe boat crossings.

    Today and this week, on the M25 not far from my constituency, Just Stop Oil protesters have been climbing gantries. My constituents are concerned about having their journeys disrupted as they go about their business. They want the Home Secretary to be providing our police with the powers they need to ensure that the protesters who have chosen to sit on motorway gantries can be removed swiftly and the roads reopened.

    My constituents care about antisocial behaviour. I know of the widespread distress of individuals who have been affected by antisocial behaviour in neighbourhoods in my constituency. I welcome the addition of 155 new police officers in Surrey, which will help to combat crime and make our community safer. They are visible. A young girl had someone expose themselves to her on a local bus. She sat at a bus stop in distress and tears. Two female police officers saw her, pulled over and helped and supported her. We are improving policing and I am seeing the results in my community.

    My constituents care about violence against women and girls being tackled and want our Home Secretary to get on and deliver the strategy to tackle that. They welcome the safer streets fund and the safety of women at night fund. I also welcome that almost £1 million of funding has been provided by the Home Office to Surrey police as part of the what works fund to provide a package of support for—

    Thank you, Mr Deputy Speaker. As a result, speeches will be short. It is not appropriate for the Government to publish information relating to confidential advice, which is sought by the Opposition’s motion. Were they fortunate enough to be in government, that advice would need to be given to them. They are asking us to publish these papers. They have to accept that we would ask the same of them if we were in opposition. On that note, I will not support the motion.

    At a time of challenges at home and abroad, it is vital that we support our pensioners through this winter. I understand the concern that is felt by many people across the country, and I am grateful to the many constituents across Guildford and Cranleigh who have chosen to share their circumstances with me. My office will do all that it can to support any constituent who reaches out for support in the coming months.

    This compassionate Conservative Government have not stood by when it comes to supporting those in need. Since 2010, the Government have increased the state pension by £2,300, giving pensioners dignity in retirement and ensuring that their buying power has kept pace with inflation. It is important to note that, had the state pension solely risen with inflation, it would be £720 lower than it is today.

    I am also grateful to this Conservative Government for simplifying the state pension regarding the years spent at home for women raising a family, ensuring that they are better off. I chose to spend 16 years at home raising my children and that sort of policy impacts someone like me. These reforms mean that more than 3 million women will, on average, be £550 better off per year by 2030 than they would have been under the policy that we inherited from Labour. The years spent raising a family will now count in full towards the new state pension. As colleagues have already mentioned, automatic enrolment has helped millions more people save for retirement and that is something of which we should be very proud.

    I look forward to hearing from the Secretary of State for Work and Pensions in due course on the findings of his annual review of the state pension. I am confident that he will make the right decision that protects and supports our pensioners. I am also looking forward to the Chancellor’s autumn statement. It is only nine days away and I can exercise patience in waiting to have that alongside the full OBR forecast. He is no longer in his place, but I worry that the Christmas presents of the shadow Secretary of State will not survive until Christmas day without being picked up, felt and shaken about. It is not long to wait. At least I hope he will get some Christmas presents this year.

    Although it is important to highlight the bigger picture, the unprecedented support that the Government are providing this winter cannot be ignored. First, I welcome the introduction of the energy price guarantee, which today—this very minute—is providing certainty to pensioners with their energy bills. I welcome the fact that the Government have gone further, and that pensioners are eligible to receive up to £850 of additional support. That support comes from a further payment as part of the winter fuel payment, the £400 discount on energy bills as part of the energy bills support scheme and the £150 council tax rebate for eligible properties.

    Starting today, many households who claim the qualifying means-tested benefit, including those on pension credit, will receive their second instalment of the cost of living payment. In Guildford, 6,800 families are eligible for that payment. There are many ways that the Government are supporting those in need this winter: income support with pension credit; increasing the warm home discount; and delivering cold weather payments, to name just a few.

    Locally, I welcome the support that is being provided by the Conservative-run Surrey County Council to help those who need it the most. I understand that all households will receive a cost of living directory of support that outlines the assistance that is on offer this winter. If anyone is in need of advice or help, I urge them to reach out. This Conservative Government will always support the most vulnerable in our society and I am confident that that commitment will endure.

    It is a privilege to speak on behalf of my constituents. I will focus my remarks on Her Majesty’s role in marking the milestones of Guildford throughout her reign.

    Queen Elizabeth first visited Guildford in 1957 with His Royal Highness the Duke of Edinburgh to mark the 700th anniversary of the town’s charter. She was presented with a traditional gift for royal visitors to Guilford, on the balcony of the Guildhall, which was a plum cake—although I am not sure whether she partook of it, given her fondness for chocolate cake instead. The Queen then visited the half-completed Guildford cathedral, signing, with the Duke, two bricks to be incorporated into the structure. There they remain, along with many thousands of others signed by Guildfordians. She will be indelibly with us in Guilford for centuries to come.

    Four years later, in May 1961, Her Majesty attended the consecration of the cathedral. It was the first new Anglican cathedral to be built in 500 years. In 2011, she returned with the Duke to mark 50 years since that consecration.

    During the second world war, Her Majesty served in the Auxiliary Territorial Service in and around the Surrey area, and retained her connection to the successor Women’s Royal Army Corps during her reign. In 1964, she opened the WRAC barracks in Guildford, which, I am glad to say, cast off its nickname of the “powder puff barracks” to become the Queen Elizabeth barracks; today, this is the community of Queen Elizabeth Park. Her Majesty returned 15 years later, in 1979, to mark 60 years of the WRAC Association, unveiling a plaque to mark the occasion. In February 1981, she opened the Royal Surrey County Hospital and spent time touring the new facility, speaking to staff and patients. She returned in 1997 with the Duke to open the amazing St Luke’s cancer centre.

    Her Majesty was also a visitor to the University of Surrey, attending the service of thanksgiving for the university’s silver jubilee in 1992 and opening the Surrey Space Centre in 1998. In October 2015, the Queen returned to open a school of veterinary medicine with the Duke of Edinburgh, when, as well as touring the facility, she spoke to Professor Noel Fitzpatrick about prosthetic limb use for dogs.

    Her Majesty was a monarch who retained an interest in the lives of her people. She returned to cathedrals she had inaugurated, hospitals she had opened, organisations of which she had been a part and universities where the future scientists, artists and leaders of her nation were being educated. That interest and warmth drew so much affection from her people. Her investment in this country and its people was total and unwavering. It was the greater part of her and she an irreplaceable part of us all. May she rest in peace and may God save the King.

    From the very beginning of the issues surrounding the prime minister’s conduct during the lockdown period and his subsequent answers to parliamentary questions, I have been consistent in my views about the standards people expect of those in high office.

    Last week, I made a statement following the publication of the full Sue Gray report that questioned whether those standards had been upheld.

    The deep disappointment I expressed in a previous statement in January has not abated.

    Given that, I will be voting no confidence in Boris Johnson this evening.

    I congratulate the hon. Member for Midlothian (Owen Thompson) on securing this important debate on the future of the UK space industry.

    My Guildford constituency is a space hotspot and is the foundation of the local space sector. Over three decades ago, Surrey Satellite Technology was formed as a spin-out company from the University of Surrey. It is still going strong today, employing 350 staff, and has achieved worldwide success in the manufacture of small satellites. From the foundations of this company in Guildford, the number of space companies and organisations in the area has grown to 185. The wider enterprise M3 local enterprise partnership area has recently become the only LEP to have been recognised by the UK Space Agency for its rich potential. It has received an award of £70,000 for activities to stimulate further growth.

    Continued investment in the sector is vital, when we think about what a company such as Surrey Satellite Technology has achieved. This includes 69 satellites launched in the last four decades and space development and training programmes for international customers, including the US, Kazakhstan, Nigeria, Chile, Thailand and South Korea. I know that the Minister will recognise how important the sector is for our exports and future trading relationship with partners all over the world.

    Government plans for an ambitious national technology satellite programme are extremely welcome. A long-term co-ordinated plan would allow industry to invest in developing new technologies in projects that play to the UK’s strengths, fostering innovation, economic growth and inspiring young people into science, technology, engineering and maths careers. Speaking of those careers, I am pleased to hear that Surrey Satellites offers an apprenticeship programme and a graduate scheme. Along with Surrey Satellites, the space sector in Guildford is the proud home to Lime Microsystems, MTS, Ricardo, SATRO, Thomson Environmental Consultants, Eosense, DMC International Imaging and the British Association of Remote Sensing Companies.

    As I was growing up, I was not one to spend my time gazing at the stars. I was more interested in people, the choices we make and how we live our lives, but I think we can all recognise that many of the things that we use and take for granted are the result of research and innovation in the space sector—google it and the list is endless. We can be proud of our UK space industry and, with the focus of this Government, I believe that we can be assured of its future success.

    It is my great pleasure to open this debate and to have the opportunity to explore with ministerial colleagues and others the potential economic benefits of a southern Heathrow rail link. My belief is that a southern rail link fits exactly with the spirit of the times. It exemplifies the ambition set out by the Prime Minister that, after the pandemic, Britain will not only have a thriving future but one that is cleaner and altogether smarter than what went before.

    This is not the first time that Members have sought to raise the issue of rail access to Heathrow from the south. Indeed, it is the very intractability of this question that causes me to bring it back to the House for further examination today, and I do so with the strong support of my neighbour and hon. Friend the Member for Woking (Mr Lord). With your permission, Mr Deputy Speaker, I wish to briefly cover that history, to look at progress since the announcement of the most recent Government initiative in 2018, to explain what economic and environmental benefits such a link could bring to the nation as a whole, as well as to my constituents in Guildford, and to provide my hon. Friend the Minister with the opportunity to bring us up to date.

    I thank the hon. Lady for giving way and congratulate her on securing this Adjournment debate. She will know that this is an issue on which I have been engaged for over four years. In 2015, Hounslow Council put forward a proposed route for southern rail access to Heathrow from London and Surrey, including a station in Bedfont in my constituency. That was important to underpin regeneration proposals around Heathrow, and its benefit-cost ratio was very favourably assessed by Network Rail. Does she agree that this is a very opportune time to reconsider the economic benefits of such a proposal, not least in terms of the skilled jobs and greener infrastructure that we so desperately need and the direct link from Waterloo to Heathrow that could come from it? Along with my wonderful hon. Friend the Member for Slough (Mr Dhesi), who is on the shadow Front Bench, I also want to mention the opportunity to consider western rail access to Heathrow, which has had Government approval since 2012.

    I thank the hon. Lady for her intervention, and I agree with her that now is the right time to look at the economic benefits and the skills and jobs that this will bring. It is exciting that this sort of project could have bids coming in from a range of providers, and the competition would be very beneficial. The Heathrow to Waterloo link could be looked at in the wider scope of the project, but I am sure she will understand that I am keen to see a line go to my constituents in Guildford. I will come on to the western link later in my speech.

    Members from outside the south-east of England often, and understandably, criticise policymakers for taking a London-centric view of issues. I would like to reassure them that London-centricity can work to the detriment even of other towns and cities in the south-east. ​Access to Heathrow is just one example of this phenomenon. It is possible to reach the airport by train on a number of services, such as London Underground’s Piccadilly line, the Heathrow Express, Heathrow Connect services and hopefully, before too much longer, the hugely impressive Elizabeth line, which will bring direct trains to the airport from City and docklands. However, it is nigh on impossible to reach Heathrow by train from a whole number of boroughs in south-west London or substantial towns such as mine in Surrey and Hampshire, even though it is possible to see aircraft taking off and landing from some of them.

    Transport authorities serving many of Heathrow’s competitor airports, such as Schiphol and Charles de Gaulle, have long since understood that a major hub for flights should also be a public transport hub. In Heathrow’s case, people can arrive by train if they like, as long as they are coming from the east. That gigantic airport, one of our drivers of economic growth, tourism and investment in normal times, and undoubtedly again after the pandemic, effectively sits at the end of a branch line.

    Clearly, there are other public transport connections to Heathrow that are not based on railways. It is served by a variety of coach and bus connections that are valuable to airline passengers and the many thousands who work in the wide range of businesses located there. Those services include a direct hourly coach link from Guildford that opened in the last two years. Nevertheless, however many buses and coaches are available, they fail to attract the substantial number of users who otherwise default to their own cars or taxis and private hire vehicles. Those vehicles congest still further the greatly overloaded road network that serves the airport, cause damage to economic efficiency and reduce the attractiveness of the region south of Heathrow to investment.

    My hon. Friend is making an excellent speech about an incredibly important topic. A direct rail link from Guildford to Heathrow would make a massive difference not only to her constituency but to mine in Meon Valley and beyond. At the moment, it takes up to two hours to get there by train and coach, as she has mentioned, but about 45 minutes or less—or half the time, anyway—by car. Does she agree that it will take cars off the road, which will have an incredible environmental impact on her constituency and the others surrounding Heathrow?

    I thank my hon. Friend for her intervention. I could not agree more. The time spent in the car on those journeys to Heathrow from constituencies that are further down the line than mine and further away from Heathrow has an impact on the environment. Those cars on the roads generate vast quantities of noxious gases and particulate matter that are harmful to the health and wellbeing of our citizens, along with substantial volumes of avoidable carbon dioxide.

    In such circumstances, some might say, “Build more roads then,” but it was recognised by Highways England in 2016 that no amount of road-building could overcome the problem. Its “M25 South West Quadrant Strategic Study” concluded that only a solution based on public transport investment could address congestion on this vital national motorway. Indeed, I understand that it is one of the most congested stretches of motorway in Europe.​
    With such a blindingly obvious need for rail access to Heathrow from the south, there have been a number of attempts to find an answer. The most significant of those was a scheme known as Airtrack devised by BAA, then owners of Heathrow, in the early years of this century. The fundamental, and ultimately fatal, flaw in the Airtrack proposal was that it was based on knitting together various sections of existing railway, with a few short additional stretches, and then greatly increasing the frequency of trains on those tracks.

    The Victorian lines were built in an era when road traffic was horse-drawn, so they intersected at multiple locations with level crossings that now serve thousands of cars and lorries every day. The increased frequency of trains over those crossings would cause the level crossing barriers, and hence the roads, to be closed for unacceptably long periods. When the opposition of road users, communities, businesses and local authorities found voice through hon. Members of this House, the Airtrack project was doomed.

    Airtrack had been conceived in part as an attempt to mitigate the major expansion of airline passenger numbers and employees at Heathrow associated with the opening of terminal 5. The one positive legacy of this story is that, beneath terminal 5, there sits in cavernous darkness a station awaiting the arrival of a railway from the south.

    I understand that similar provision exists for a western rail link to Heathrow at terminal 5. The western scheme has been under development for as long as the southern route and would contribute to making Heathrow a public transport hub on the international model I described earlier. I know the hon. Member for Slough (Mr Dhesi) has been an energetic supporter of a western link for the benefits it would bring to his constituents and I am delighted to see his interest in the debate this evening.

    Returning to a new railway for my own area, the prospect of a southern rail link to Heathrow was raised once again as part of the consenting process for the expansion of the airport by means of constructing a third runway. Without revisiting all the many powerful arguments for and against Heathrow expansion, it was noted, as part of the scrutiny of the proposal by the Transport Committee, previously chaired by the hon. Member for Nottingham South (Lilian Greenwood), that a southern rail link was urgently needed with even a two-runway airport, let alone with the third in place.

    It was in that context that my right hon. Friend the Member for Epsom and Ewell (Chris Grayling) announced, as Transport Secretary in March 2018, that a southern rail link to Heathrow would be the pathfinder scheme for a radical initiative to attract private sector investment and ideas into the design and construction of new railway infrastructure. That was a widely welcomed announcement, as it opened up the prospect of not just businesses but local authorities and local enterprise partnerships helping to accelerate the development of vitally needed new railways, rather than having to wait in a queue with many other existing schemes being devised within the traditional rail industry process. Now, more than ever, we need to allow the talent and expertise in the private sector to contribute to our levelling-up efforts across the country.

    I admire my hon. Friend’s innovative approach to championing infrastructure in her constituency. Does she agree that projects like this present an excellent opportunity for steelmaking constituencies like mine in Scunthorpe, where we make a number of world-class steel products, such as rail?

    I thank my hon. Friend for her intervention. I could not agree more. Now is the time to champion British steel. She is not only a champion for British Steel, but for the jobs that will bring in constituencies like hers. I would like to see that tie-up and opportunity.

    We have a style of action now that has been adopted by the new Secretary of State for Transport and his colleague, the Minister of State, Department for Transport, my hon. Friend the Member for Daventry (Chris Heaton-Harris), who is replying to the debate, to invite proposals from a range of stakeholders to reverse the Beeching-era rail closures. Sadly, however, more than two years have now elapsed since the original invitation for promoters to bring forward ideas for a southern rail link to Heathrow.

    Members across the House will appreciate that the machinery of Government has been disrupted by events since March 2018, but my key question for my hon. Friend the Minister is this: when will we see full throttle applied to this project? For in truth there is no conflict between this scheme potentially benefiting south-west London, Surrey, Hampshire and the wider south of England, and the Government’s levelling-up agenda for the nations and regions of the UK. Most of the infrastructure schemes envisaged for the north, the midlands and the south-west require significant amounts of public money, but the southern rail link to Heathrow does not. Private sector investors, backed by design and construction partners, are ready to get on and build this railway. I believe we should choose one of them to do just that.

    From the perspective of my own constituency of Guildford, I have been grateful for information supplied to me by the directors of Heathrow Southern Railway Ltd, whose design proposal avoids the busy level crossings at Egham, which proved so tricky for Airtrack. They envisage frequent trains from Guildford reaching terminal 5 in just 29 minutes and then continuing on to Old Oak Common for interchange with HS2 and the long-awaited Elizabeth line, before terminating at Paddington. This will be transformative for my constituents and for the capacity of Guildford and other towns similarly served, such as Woking, Basingstoke and Farnborough, to attract investment. It is little wonder, therefore, that local authorities such as Surrey and Hampshire County Councils, as well as the Enterprise M3 local enterprise partnership, want to see urgent action taken by the Government.

    In conclusion, may I say to my hon. Friend the Minister that the station is waiting at Heathrow? Let us lay down the tracks, enable the building of a southern rail link to Heathrow, and stoke the engine of prosperity in Guildford and beyond.

    Thank you, Madam Deputy Speaker, for calling me to give my maiden speech in this general debate. I start by thanking the Speaker, the Deputies, including yourself, and the Speaker’s Office for the excellent advice, care and concern that has been shown to new Members. It is greatly appreciated.

    It is a pleasure to follow the hon. Member for Newport East (Jessica Morden) and to have heard the wonderful maiden speeches from my hon. Friends the Members for Bosworth (Dr Evans) and for Wrexham (Sarah Atherton)—I have thoroughly enjoyed listening to all the maiden speeches from this intake so far.

    I am delighted to be a Member of this Parliament, which is so wonderfully diverse and representative of the communities we serve. I would like to thank the Conservative Women’s Organisation, Women2Win, and the cross-party 50:50 campaign for the investment that they made in me and for encouraging women to stand in public life.

    My predecessor in Guildford, the right hon. Anne Milton, started her political journey as a borough councillor in nearby Reigate and Banstead. With her experience as an NHS nurse of 25 years and genuine warmth of character, she was close to our community and understood ​local people and their concerns. Anne always acted with principle and did what she believed was right both for her constituents and in the national interest.

    In Government, Anne was an effective Minister in the Department of Health and later a Government Whip—indeed, she was the first Conservative woman to hold the position of Deputy Chief Whip, where she introduced better access to physical and mental health provision as well as pioneering the induction programme for new Members, which we in this intake have all benefited from. Anne Milton’s most recent post in Government was as Minister of State for Apprenticeships and Skills. I look forward to continuing to make the case for the value of apprenticeships, not least as someone who did not go to university but was able to learn and earn. I can see the enormous potential of apprenticeships as we invest in our young people as part of our future global Britain.

    I have the wonderful privilege of representing a constituency that I believe encapsulates its name in so many ways. Guildford, or “Golden Ford”, is so named because it was the natural shallow crossing point of the River Wey, where the river bed shone with golden sand. The North Downs way is a footpath that stretches through Surrey, including the Hog’s Back and the centre of Guildford, past the ancient castle built shortly after the Norman conquest in 1066. It provides stunning views—in fact, you do not have to go far from the centre of Guildford to enjoy a view, especially of our iconic cathedral, which sits proudly on the skyline.

    Beyond the town, there are many beautiful villages in the Guildford constituency, with idyllic cricket greens and friendly pubs, many of which I managed to give good custom to during the general election as a well-earned break from knocking on doors. I have been proud to call the village of Ewhurst my home for the last decade and serve as a local councillor in the neighbouring community of Cranleigh, which still competes for the title of England’s largest village.

    There are hundreds of charities registered in Guildford, and scores more in the wider constituency. It is a kind-hearted, philanthropic place, and the borough council works extremely well in partnership with those charities, helping with all sorts of issues from rough sleeping to young carers. The council also has a fantastic ASPIRE programme to promote health and wellbeing. Homelessness and rough sleeping are high on my list of priorities, and I look forward to continuing to work with the council, and with charities such as Guildford Action, to ensure that the additional funding announced by the Government in December is put to good use. I will work both on a cross-party basis and with the Government to tackle those issues as an officer of the all-party parliamentary group for ending homelessness here in Westminster.

    Community is at the heart of this one nation Conservative Government’s agenda, and Guildford is uniquely placed to forge golden opportunities in linking the fantastic University of Surrey, Surrey Sports Park, the law college, Surrey Research Park, our entrepreneurs, our computer gaming industry and our leading 5G innovation, job creation and prosperity with our cultural gems of the performing arts and our beautiful cobbled high street, with its famous retail offering of shops, cafes and restaurants.

    However, the economic revenue produced by Guildford needs to be nourished with inward investment of skill, talent and funding. I will be seeking Government investment ​in infrastructure. It is time for a masterplan for Guildford town centre, and bold innovation to reduce traffic with green technology, road improvements, and a re-purposing of the old Cranleigh to Guildford Rail line to ease congestion on the A281. We know that a vibrant local community is more than its industry; it is about its services, its schools and its hospitals.

    I am delighted to have Royal Surrey County Hospital in my constituency. Our three children were born there. The accident and emergency department looked after me during a difficult second-trimester miscarriage, and it was an NHS consultant at the hospital who diagnosed our son with autism and offered support. I was proud that the Prime Minister put our NHS at the front and centre of the general election campaign, and I give heartfelt thanks to all our hard-working NHS staff. I look forward to continuing to work on the provision of better car parking at the hospital for both staff and patients, and endeavouring to link the hospital with Onslow Park and Ride.

    Let me say, as a proud immigrant to this country from New Zealand who ventured well beyond the famous antipodean settlements of Earl’s Court and Shepherd’s Bush, that community is something that I have had to invest in and build over the last two decades. The people of Guildford have been so welcoming to me, and through my work as their representative I hope to repay their trust.

    Being the Member of Parliament for Guildford is the honour of my life, and it would not be possible without the steadfast support of my husband Jeremy, who is in the Gallery today. With your indulgence, Madam Deputy Speaker, may I also pay tribute to my parents, who are watching in New Zealand? My mother instilled in me a lifelong love of learning, and my father is immensely practical with a fine sense of humour. That upbringing will, I trust, stand me in good stead in this place, as we combine philosophical principles with pragmatism, meet our country where it is today, and work together to forge its bright future.
