    The Major Projects Authority has not downgraded the Work Programmes project rating. The rating was amber in 2012/13 and has remained amber in 2013/14.

    To ask the Secretary of State for Culture, Media and Sport, what recent steps his Department has taken to further the provision of high speed broadband in the Heart of the South West area.

    Devon and Somerset has already received nearly £32 million to provide superfast broadband to 95% of premises by early 2016. We have recently announced a further £22.75 million to extend coverage to 95% by 2017 . Devon and Somerset will also be the location for one of the pilots looking at the potential to go beyond 95% coverage.

    To ask the Secretary of State for the Home Department, if she will make it her policy to allow the IPCC to consider complaints regarding police conduct from third parties.

    Section 12 of the Police Reform Act 2002 sets out who can complain to the
    Independent Police Complaints Commission (IPCC). A person can be considered as
    having been authorised to act on behalf of another for the purposes of making a
    complaint if he or she has, and is able to produce, written consent from that
    other person.

    To ask the Secretary of State for the Home Department, what guidance her Department provides to the police on managing public protests; and what discussions she has had with chief constables and the IPCC on the management of such protests.

    Managing public protests is an operational matter for the police. Guidance on the management of public protests is contained in the College of Policing Authorised Professional Practice.

    The Home Secretary and Home Office Ministers regularly meet with Chief Constables and the Independent Police Complaints Commission on a range of policing matters as part of the process of policy development, delivery and assurance.

    The deployment of staff and efficient use of the departmental estate is always subject to review. At the present time, there are no plans to relocate Departmental staff to the South West in the next five years.

    To ask the Secretary of State for Work and Pensions, with reference to his letter of 20 March 2014, what the evidential basis is for his statement that allowing people receiving employment and support allowance to do some work within a specified 52 week period is the best way of encouraging a move towards work of 16 hours or more a week.

    The permitted work rules in Employment and Support Allowance are based on those which applied to Incapacity Benefit. This approach was supported by evidence contained in DWP Research Report 268 “Final outcome from Permitted Work Rules”.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what assessment he has made of the effect of the Russian annexation of Crimea on the Moldovan government’s commitment to signing an Association Agreement with the EU.

    The Government of the Republic of Moldova began to negotiate an Association Agreement with the EU in January 2010. Negotiations concluded in June 2013 and the text was initialled at the Vilnius Eastern Partnership Summit in November 2013. Throughout this period, the Moldovan government has been clear in its wish to achieve signature of the Association Agreement as early as possible. This position has not changed in recent weeks.

    The Conclusions of the European Council held on 20 and 21 March 2014 confirmed the aim of the EU to sign the Association Agreement no later than June 2014. The UK is working with our European partners to ensure the conditions are in place to meet this deadline, including through the appropriate Parliamentary scrutiny.

    The UK supports Moldova’s choice of European integration, which will help to bring greater stability, prosperity and democracy to all Moldovan citizens. We have been clear in dealing with Russia that Moldova should be able to make its own choices, including on European integration, without pressure from third countries.

    To ask the Minister for the Cabinet Office, what the average time taken to process applications for redundancy payment is through My Civil Service Pension; and what steps he is taking to reduce the time taken.

    MyCSP Ltd, a mutual joint venture, provides scheme administration for the Civil Service pension arrangements under a contract managed by the Cabinet Office.

    Redundancy schemes under the Civil Service Compensation Scheme are covered by separate commercial arrangements between MyCSP Ltd and each individual employer.

    The average time for completing these individual exercises is not collated centrally.
