    New CEO brings wealth of infrastructure leadership experience to new body supporting the implementation of the government’s 10-year infrastructure strategy.

    The National Infrastructure and Service Transformation Authority (NISTA) has today announced the appointment of Becky Wood as its new Chief Executive Officer.

    Last October, Chief Secretary to the Treasury Darren Jones announced plans to create a new National Infrastructure and Service Transformation Authority (NISTA), bringing together the former Infrastructure and Projects Authority (IPA) and National Infrastructure Commission (NIC).

    Formally launched at the beginning of this month, NISTA will look to fix the foundations of our infrastructure system by bringing strategy and delivery under one roof, addressing the systemic delivery challenges that have stunted growth for decades.

    Supporting delivery of our roads, railways, schools and hospitals, it will help overcome the barriers to delivery of UK infrastructure, as well as provide expertise on private finance and implementing the 10-year infrastructure strategy.

    With extensive experience in infrastructure leadership, particularly in the UK transport and international sectors, Becky will bring significant expertise, skills and knowledge to the role.

    Darren Jones, Chief Secretary to the Treasury said:

    I am delighted that Becky is going to lead NISTA as the new CEO, she brings a wealth of experience from the public and private sector overseeing some of the biggest transport projects around the world in the past decade. Her appointment is an important milestone for NISTA’s work in getting a grip on infrastructure delivery, powering growth across the country and delivering on our Plan for Change.

    • The National Infrastructure and Service Transformation Authority, formally launched on 1 April 2025, brings together the functions of the Infrastructure and Projects Authority and National Infrastructure Commission, under HM Treasury NISTA is part of a three-pronged approach to addressing the fundamental constraints to infrastructure investment, sitting alongside the 10-year infrastructure strategy, which sets out a long-term plan for the country’s infrastructure, and the new Planning and Infrastructure Bill to unblock planning constraints.
    • She is currently a partner at the consultancy firm EY, and prior to that was a Commercial Advisor at the Infrastructure and Projects Authority. For ten-years Becky oversaw major infrastructure developments at the Department for Transport, serving as the Senior Responsible Officer for the Crossrail, Thameslink and Intercity Express programmes. We are committed to maintaining pressure on those who seek to destabilise Haiti via the implementation of sanctions, and we call on authorities to fully implement the sanctions regime in Haiti.

    We are tackling the real problems that drivers face by lifting miles of roadworks and cracking down on disruptive streetworks.

    • 97.5% of major roads across the country will be roadwork free over the Easter holidays, speeding up journey times and improving living standards
    • government intervention is set to save drivers up to £500 a year on pothole related car repairs and fuel duty, easing the cost of living and delivering the Plan for Change
    • comes alongside hefty fines to minimise disruptive street works as government doubles fines and applies charges up to £10,000 a day for those overrunning to clear more roads

    Drivers are set to benefit from up to £500 of savings per year and see smoother Easter getaways as 1,127 miles of roadworks are lifted, the Department for Transport (DfT) has announced today (16 April 2025).

    It comes as RAC data shows hitting a pothole can cost drivers up to £460 in repairs. That’s why the government is putting £1.6 billion into the hands of local councils from this month to get fixing our roads – enough to fill 7 million extra potholes, going far above and beyond the government’s manifesto commitment.

    To further protect motorists given continued cost-of-living pressures and potential fuel price volatility amid global uncertainty, the government has frozen fuel duty at current levels for another year to support hardworking families and businesses, saving the average car driver £59.

    Together, this means that drivers could save up to £500 a year from the government’s measures, saving motorists money, improving living standards and getting Britain moving as part of the Plan for Change.

    The government is also speeding up journeys for the 19.1 million drivers the AA estimate will make car trips on Good Friday, as National Highways lifts 1,127 miles of roadworks over the bank holiday.

    Around 97.5% of major roads across England will be completely free from roadworks, speeding up millions of journeys and boosting connectivity across the country to drive growth – the key priority in the government’s plan for change.

    Transport Secretary, Heidi Alexander, said:

    Cutting journey times and saving drivers money every year is all part of our Plan for Change to raise living standards and put more money in people’s pockets.

    We are tackling the real problems that drivers face by lifting 1,127 miles of roadworks over Easter and cracking down on disruptive streetworks to make journeys to see loved ones as smooth as possible.

    This government is also saving drivers up to £500 a year, with councils soon to receive their record £1.6 billion pothole funding and the continued freeze on fuel duty.

    Improving our national infrastructure and rebuilding Britain is critical to achieving growth – the top mission of the government. That’s why since entering office the government has unlocked 7 major road schemes backed by £580 million. This includes the recently approved Lower Thames Crossing which will be a key strategic route for drivers, freight and logistics – improving connectivity between the south and the midlands, linking up our ports and unlocking regional growth.

    This includes £200 million for the A47 Thickthorn Junction and £290 million for M3 Junction 9, plus £90m for local road schemes like the:

    • A130 Fairglen Interchange
    • South-East Aylesbury Link Road
    • A350 Chippenham Bypass
    • A647 scheme in Leeds

    This is a total of over £580 million for schemes to get Britain moving.

    On top of this, the government recently announced a further £4.8 billion for National Highways to protect the country’s strategic road network, which provides critical routes and connections across the country. The funding will ensure this vital network is kept in good repair and remains fit for the future whilst delivering essential improvement schemes to unlock growth and housing development.

    Many drivers are already seeing faster journeys on motorways, as over 270 miles of roadworks have recently been lifted following National Highways completing its National Emergency Area Retrofit programme last month, which saw roadworks on the M1, M3, M4, M5, M20, M25 and M27 lifted.

    National Highways is reminding drivers to properly prepare for Easter travel by relaunching its ‘TRIP’ campaign, encouraging drivers to ‘Top-up, Rest, Inspect, Prepare’. The guidance aims to prevent breakdowns which can lead to delays and unexpected costs.

    Significant routes to benefit from roadworks being lifted or completed in time for the Easter getaway include:

    • over 130 miles of roadworks on the M25
    • more than 100 miles on the M1 between London and Chesterfield
    • more than 70 miles on the A27 between Polegate, East Sussex and Havant, Hampshire
    • 49 miles on the A34 between Oxford and Winchester
    • almost 50 miles on the M27 between Southampton and Portsmouth
    • over 45 miles on the M4 between Hayes and Hungerford
    • 44 miles on the M2 between Rochester and Faversham
    • 37 miles on the A303 near Andover
    • 31 miles on the A47 between Great Yarmouth and Peterborough

    Disruptive streetworks by utility companies are also being tackled under this government’s clampdown, with doubled fines and charges of up to £10,000 per day for utility works that overrun at weekends and bank holidays. This will help make sure works finish on time, and roads can be fully reopened to traffic.

    The most congested roads also see the highest charges, under lane rental schemes – meaning utility companies are charged more on the busiest roads and at the busiest times. At least 50% of the revenue raised from these will go into mending more potholes, so that even more roads can be improved. There are currently 5 lane rental schemes running across England, with applications for 8 new schemes.  This month saw East Sussex starting its own lane rental scheme, to deter disruptive utility companies and save drivers many hours off weekend car journeys.

    The government is also introducing measures to implement a new digital service that will speed up roadworks, slash traffic delays and reduce accidental strikes on pipes which currently amount to 60,000 per year, costing the UK economy £2.4 billion.

    With holes being dug in UK roads every 7 seconds, the National Underground Asset Register, part of the Data (Use and Access) Bill, will create a map of the country’s underground pipes and cables, allowing construction workers to instantly see their exact location – a process which currently takes 6 days.

    Technology Secretary, Peter Kyle, said:

    Technology must be first and foremost used to make people’s lives better, and that includes tackling the misery of traffic caused by road works.

    That’s why we are creating a comprehensive digital map of underground cables and pipes in England, Wales and Northern Ireland. The map will mean construction workers and utility companies will know exactly what lies beneath before they dig, helping to prevent accidental damage like bursting water mains.

    Our laws will not only back our mission to make British roads safer and journey times quicker, but also grow our economy by £400 million each year as part of our Plan for Change by reducing disruption to motorists and businesses.

    Andrew Butterfield, National Highways Director of Operational Services, said:

    We expect the roads to be busy with people looking to make the most of a long Easter weekend. That’s why we are making journeys easier by removing a huge number of roadworks.

    Drivers should also take time to plan ahead. Two of the top 3 causes of breakdowns are tyre issues and empty fuel tanks. You can help prevent any breakdowns by following our advice: top up your fuel, oil and screenwash, plan your journey, check your tyres and prepare for all weather conditions.

    Dan Joyce, Operations Director at Kwik Fit, said:

    The removal of roadworks for Easter is welcome news for drivers, so it will be even more frustrating if something else gets in the way of a smooth holiday journey.

    There are many easy checks drivers can make themselves to avoid problems. Tyre pressure and tread, along with topping up fluids, are the key ones to carry out.  If anyone has any concerns about their car’s condition, they can book a free check with Kwik Fit and have one of our expert teams check it over to make sure they’re safe on the roads.

    AA President, Edmund King OBE, said:

    Bank holiday weekends tend to remind us of the importance of having a good road network without roadwork delays or plagues of potholes. Hence, we very much welcome the lifting of roadworks as record numbers hit the roads this weekend and the government’s efforts to address the pothole pandemic and reduce disruptive streetworks. Drivers can help by making sure their tyres are properly inflated, oil and coolant levels are correct, and that they plenty of fuel or charge if driving an EV.

    Andy Turbefield, Head of Autocentres Quality, Standards and Policy at Halfords, said:

    Potholes are more than just a nuisance; they’re a threat to road safety. Every day in our garages we see the damage they do to tyres and wheels, steering and suspension and exhaust systems. Addressing Britain’s pothole crisis will not only save motorists money, it could also save their lives.

    RAC breakdown spokesperson, Alice Simpson, said:

    With a ‘hat-trick of hold-ups’ expected on Thursday, Friday and Saturday, the lifting of roadworks should help ease journeys to popular destinations like the West Country, the south coast and East Anglia. A quick check of your vehicle before leaving could avoid an expensive and unwanted breakdown.

    Welsh Secretary visits businesses in the region to discuss their contributions to the UK Government’s clean energy and economic growth missions.

    The Secretary of State for Wales Jo Stevens has spent two days (10th & 11th April) in north Wales meeting leading businesses in the region and discussing their contributions to the UK Government’s clean energy and economic growth missions. The missions are cornerstones of the UK Government’s Plan for Change, which aims to raise living standards across the UK and put more money in people’s pockets.

    At Heidelberg Materials’ cement works in Padeswood near Mold, the Secretary of State heard about a pioneering Carbon Capture and Storage (CCS) project, which aims to decarbonize cement production and contribute to the UK’s net-zero goals.

    Heidelberg Materials is proposing a £600 million plus investment at its Padeswood works which would enable it to capture up to 800,000 tonnes of CO2 per year and create around 50 new jobs.

    At Enfinium’s Parc Adfer facility in Deeside, the Secretary of State saw how the plant today converts unrecyclable waste into energy and other useful products and the company showcased their plans to retrofit a Carbon Capture Plant.

    The CCS project represents a £200 million investment in North Wales’s green economy and Enfinium estimates that it has the potential to actively remove up to 125,000t of carbon from the atmosphere each year from the organic material the plant already processes.

    Secretary of State for Wales Jo Stevens said:

    It’s fantastic to see north Wales at the forefront of plans for Carbon Capture and Storage. It’s a technology that has huge potential for helping us achieve our net zero ambitions.

    As part of our Plan for Change we want to encourage innovation and investment like that being shown by these North Wales companies, bringing economic growth as well as the well-paid secure jobs of the future.

    Simon Willis, CEO at Heidelberg Materials UK, said:

    We were delighted to welcome Jo Stevens to Padeswood and to have the opportunity to showcase our plans for the site.

    Our CCS project, which was granted planning permission earlier this month, would bring significant investment and opportunity to the region, boosting the north Wales economy and securing the long-term future of hundreds of skilled jobs.

    Once operational, it would also provide net zero building materials for major projects across the country, setting the construction industry on a path to decarbonisation and helping the UK government meet its 2050 net zero targets.

    Enfinium CEO Mike Maudsley said:

    We were delighted to welcome the Secretary of State for Wales to our Parc Adfer facility in Deeside, to discuss our plans to invest in the region and help grow the green economy in North Wales.

    To deliver net zero, Wales and the UK needs to find a way to produce carbon removals at scale. Installing carbon capture at Parc Adfer will not only decarbonise Wales’s unrecyclable waste, but it will also transform the site into the largest carbon removal project in Wales.

    While in north Wales the Secretary of State also saw cutting-edge businesses in the area’s life science sector.

    Wockhardt UK Ltd is a subsidiary of a global pharmaceutical company which has its UK headquarters in Wrexham. The site also has a sterile injectable manufacturing facility which has been instrumental in producing the AstraZeneca/Oxford COVID-19 vaccine.

    During her visit Jo Stevens toured the laboratory and manufacturing areas, met with apprentices, and discussed the company’s impact on the regional economy. She reiterated the UK Government’s commitment to supporting the life sciences sector and driving sustained economic growth through investment and innovation.

    In her final engagement the Secretary of State for Wales visited Ipsen Biopharm, a global biopharmaceutical company with a neuroscience centre of excellence in Wrexham.  She saw their work to develop and manufacture neurotoxins, which are used to treat people living with neurological conditions.

    Ipsen has invested more than £100 million into its Wrexham site over the last three years, in order to expand its research and development (R&D) as well as manufacturing capabilities.The site uses 100% renewable energy across its production and research units.

    I welcome the Irish Government’s commitment to co-operate with the Omagh Bombing Inquiry through this memorandum of understanding.

    This is a very positive step that will help enable the independent Inquiry to do its job and provide answers for families.

    The Omagh bombing was a heinous atrocity committed by the Real IRA at a time when communities in Northern Ireland were looking forward to peace and stability.

    It caused immense pain and suffering to the many families who lost loved ones and to those who were injured. They will always be in our thoughts.

    • Florin-Petrica Bodale was a building contractor and sole trader, operating in Harrow.
    • He claimed his business had a turnover of more than £200,000 to claim the maximum Covid Bounce Back loan.
    • He was sentenced to 13-months imprisonment, suspended for 18 months, following a hearing at Snaresbrook Crown Court.

    A building contractor who fraudulently claimed a £50,000 Covid Bounce Back loan has received a 13-month suspended sentence.

    Florin-Petrica Bodale operated as a building contractor offering plumbing, heating and air-conditioning installation and was based in Harrow, London.

    In November 2020, the 34-year-old successfully applied to a bank for a Covid Bounce Back loan of £50,000.

    But an Insolvency Service investigation found that he had falsely claimed the company’s turnover was £240,000 to receive the maximum loan available.

    In reality, the turnover of the company was around £22,000 – meaning he was only entitled to £5,500.

    On 10 April 2025, at Snaresbrook Crown Court, Bodale was sentenced to 13-months imprisonment, suspended for 18 months, for one count of fraud by false representation.

    He was also ordered to complete 250 hours of unpaid work.

    Insolvency Service Chief Investigator David Snasdell said:

    Florin-Petrica Bodale falsely claimed a much higher turnover for his business and the reality of this is a notable sentence on top of his earlier disqualification as a director.

    These loans were intended to help keep small businesses afloat, not to take money from the public purse that businesses were not entitled to.

    We will continue in our efforts to bring those who abuse this scheme to justice.

    In 2022, before the criminal investigation, Bodale signed a ten-year bankruptcy restriction undertaking which also included a ten-year director disqualification following a civil investigation by the Insolvency Service.

    The court noted that he had repaid some money as part of the bankruptcy process.

    Measures were introduced during 2020 to support businesses affected by COVID-19 such as loans, grants and tax allowances. The Bounce Back loan scheme helped small and medium-sized businesses to borrow between £2,000 and £50,000, at a low interest rate, guaranteed by the Government.

    The Bounce Back loans were made on the condition that they were not to be used for personal purposes, but could be used, for example, to purchase a company asset such as a vehicle, if it would provide an economic benefit to the business.

    Two years on from this war starting, with frontlines shifting again, I fear many onlookers feel a sense of déjà vu. The country’s fraught history also means that some conclude that further conflict is effectively inevitable.

    Many have given up on Sudan. That is wrong. It’s morally wrong when we see so many civilians beheaded, infants as young as one subjected to sexual violence, more people facing famine than anywhere else in the world.

    We simply cannot look away. And as I speak, civilians and aid workers in El Fasher and Zamzam IDP camp are facing unimaginable violence.

    With over four million refugees having fled the country, and instability spreading far beyond Sudan’s border, it’s also strategically wrong to forget Sudan. And that’s why, as Foreign Secretary, I refused to turn away. I felt a duty to confront this war’s horrors head on.

    I have been to the Sudanese border and met with survivors. I have called out attacks on civilians and humanitarian workers in the United Nations.

    And I have doubled our aid to Sudan, and today I am announcing a further £120 million worth of support. But the biggest obstacle is not a lack of funding or texts at the United Nations, it’s lack of political will.

    Very simply, we have got to persuade the warring parties to protect civilians, to let aid in and across the country and to put peace first.

    And so we do need patient diplomacy. Bringing together this group today, focusing of course on the areas where we agree and building out from there is very very important today, indeed. Today’s goal is then to do just that. We all want to see Sudan’s sovereignty and territorial integrity upheld.

    We all want to see a united state, with functioning institutions. We all want to see Sudan’s civilians protected, and the millions of displaced people able to return to their homes.

    This is a strong basis to agree the steps needed then to relieve suffering and to end this awful war. I hope across our three sessions, we can agree a set of principles for our future diplomatic engagement.

    When I met with Sudanese refugees in Chad I was frankly humbled by their resilience. In the face of unimaginable trauma, they had not given up on their country or the communities around them.

    For their sake, we cannot resign ourselves to inevitable conflict. We cannot be back here one year from now, having the same discussion. So today, let’s show them and the world we have not given up on them. We have not given up on Sudan.

    I am hugely grateful for the support from the African Union, and to my colleagues from France, Germany and the EU in supporting the shared endeavour.

    Joint Statement from Ukraine, Germany and the United Kingdom, co-chairs of the Ukraine Defence Contact Group (UDCG).

    On Friday 11 April the National Armaments Directors (NADs) from over 40 nations met at the NATO Headquarters in Brussels. They were supported by multiple international government organisations.

    They agreed to ensure that the commitments made in the UDCG Ministerial Format are rapidly converted into contracts with industry and the tangible delivery of support to Ukraine to ensure Ukraine is able to sustain the resolute defence of her sovereignty and her people and negotiate a lasting and secure peace.

    The UDCG NAD Format, co-chaired by Ukraine, Germany and the UK and building on the work of the US since its inception, will report its progress to the June ministerial meeting.

    Lord Pickles attends meeting in The Hague to discuss progress and challenges relating to the restitution of Holocaust-era assets.

    On 2 April, UK Special Envoy for Post-Holocaust Issues Lord Pickles attended a meeting of the Special Envoys Network on Holocaust-era Restitution in The Hague. The meeting was hosted by the Netherlands’ National Coordinator on Combating Antisemitism, Eddo Verdoner, alongside the World Jewish Restitution Organisation and the Dutch Ministry of Justice and Security.

    The US Special Envoy for Holocaust Issues Ellen Germain updated that 32 countries had now signed up to the Best Practices for the Washington Conference Principles on Nazi-Confiscated Art. She made a special plea to those countries who had signed the original Washington Conference Principles on Nazi-Confiscated Art 25 years ago to sign up to the best practices document.

    Lord Pickles made the point that no country is immune from restitution claims. He reported that the Tate Britain art museum was set to reunite the great-grandchildren of a Belgian Jewish art collector with a painting looted from his home by the Nazis.

    The oil painting ‘Aeneas and his Family Fleeing Burning Troy’ by English painter Henry Gibbs was stolen from the home of Samuel Hartveld after he fled Antwerp with his wife in May 1940. The piece, dating from 1654, was one of hundreds of thousands the Nazis plundered from Jewish families during World War II.

    Its restitution has been a slow process, often involving legal battles and complex international searches. The return of the painting will mark the latest triumph for a special panel set up by the UK Government to investigate such works that have ended up in Britain’s public collections.

    The UK Spoliation Advisory Panel ruled the Aeneas painting was “looted as an act of racial persecution”, and has arranged for it to be returned to Hartveld’s heirs in the coming months.

    Lord Pickles welcomed the success of the Special Envoys Network on Holocaust Era Restitution in developing the best practices document, and in firstly tackling restitution of movable property.

    However, he acknowledged that there were still many Holocaust survivors and their families who had waited 80 years for justice and recognition of their loss of property.  He added that bureaucratic inertia had delayed the resolution of too many restitution claims for too long.

    Lord Pickles reflected that in some countries, the regulations were so stringent that it was very difficult for survivors who no longer live in the country of their birth to receive any restitution. This is a particular obstacle for survivor communities living in the US and Israel, as well as those in the UK. He stressed that it was time to focus on getting individual property back to their rightful owners, before it is too late.

    Lord Pickles said,

    Eighty years after the Holocaust, we have undoubtedly made progress, but there is still so much more to be done, and so little time left to do it. Meetings like this are essential for moving from principles to action. We owe it to survivors, their families, and future generations to ensure that justice is not only promised but delivered.

    On 3 April, the special envoys travelled to Amsterdam to visit the recently opened Dutch National Holocaust Museum. This is the first museum to tell the entire story of the persecution of the Jews in the Netherlands.

    Rachel Reeves could use her latest budget to match the Scottish Child Payment UK-wide, after research from the Child Poverty Action Group (CPAG) found that child poverty rates in Scotland have fallen compared to the rest of the UK.

    The question is, will she? And will Scotland’s Labour MPs also challenge her to do so?

    According to the CPAG, child poverty fell in Scotland, with the three-year average poverty rate falling in Scotland from 24% to 23% – with the latest one-year data showing a fall from 26% to 22%.

    Meanwhile in England it has risen from 30% to 31%, from 23% to 24% in Northern Ireland, and from 29% to 31% in Wales

    The CPAG states that “the key reason for this divergence is the introduction of the Scottish Child Payment” and that “this shows the impact investment in social security has on child poverty”.

    It also warns the Westminster government that child poverty is set to rise even higher in the absence of any poverty-reducing reforms, reaching 4.8 million by the end of this parliament in 2029.

    The report by the CPAG was soon followed by another, published by the Changing Realities study of the London School of Economics and Political Science (LSE), which concluded that Labour could lift 700,000 children out of poverty if it adopted the SNP policy.

    These warnings come after the Westminster government’s own impact assessment revealed that the latest benefit cuts announced by Rachel Reeves will push 50,000 more children into poverty.

    The SNP has consistently called for the UK government to match the Scottish Government’s action on child poverty by matching the Scottish Child Payment.

    Instead of scapegoating struggling families on benefits for the UK’s ills the Chancellor should be using her spring budget to deliver the real and long-overdue action needed to tackle the increasing levels of child poverty in the rest of the UK.

    It is a mark of shame on a Westminster Labour government that child poverty is rising and expected to hit record highs by the end of this parliament.

    Westminster Labour government policies are now actively pushing children into poverty and holding Scotland back.

    Rachel Reeves could deliver emergency action now by matching the Scottish Child Payment UK-wide. As the Child Poverty Action Group and LSE have revealed it has made a difference by reducing child poverty in Scotland.

    As a result of the SNP government’s leadership, Scotland is the only part of the UK where child poverty is expected to fall – it’s time the Westminster Labour government matched this action.
