PRESS RELEASE : UK Government confirms £3.3bn spending settlement for restored Northern Ireland Executive [February 2024]

The press release issued by the Northern Ireland Office on 13 February 2024.

The UK Government has written to the NI Minister of Finance outlining the detail of the spending settlement worth in excess of £3.3 billion.

The significant, fair and generous spending settlement will allow the Northern Ireland Executive to stabilise public services, better manage public finances, increase opportunities for improved infrastructure and investment, pave the way for transformation of public services, and enable the delivery of a pay award (2023-24) to public sector workers.

The letter to Dr Caoimhe Archibald confirms that the UK Government package will:

    • Provide a needs-based factor in the Barnett formula to be set at 24% from 2024-25. This reflects the different levels of need in Northern Ireland and ensures Northern Ireland receives the right level of funding for its public services into the future;
    • Stabilise public finances with over £1 billion of funding made available;
    • Tackle the acute situation that the health service in Northern Ireland faces by providing £34 million for hospital waiting lists;
    • Enable flexibilities on debt repayment to support management of general pressures;
    • Provide funding in 2023-24 to help address public sector pay;
    • Increase the spending power of the Executive to pave the way for transformation by repurposing over £700 million of existing and new UK Government funds; and,
    • Increase the Northern Ireland Executive’s annual capital borrowing limit by 10% in 2024-25 which will then increase annually in line with inflation.

In addition, the UK Government has committed to open discussions with the Executive on a new Fiscal Framework for Northern Ireland.

The UK Government remains determined to support the Executive to unlock the opportunities that this package presents. The package therefore contains built in commitments to ensure progress at pace for the people of Northern Ireland. This includes publishing and implementing a plan to deliver sustainable finances –  including delivery of a balanced budget for 2024-25 by raising a minimum of £113 million through locally generated income as outlined in discussions in December- as well as publishing a comprehensive and costed long-term strategic infrastructure plan setting out priority areas for action and how it will support prosperity and growth. It will be for the Northern Ireland Executive to determine if they will consider a different course of action as part of their sustainability plan to deliver the public services that Northern Ireland needs.

Welcoming the letter, Secretary of State for Northern Ireland Chris Heaton-Harris said:

“This package tackles the immediate budget pressures facing the restored Executive and allows it to take action to rapidly stabilise public services, while increasing opportunities for investment and improved infrastructure.

“It also paves the way for vital transformation of public services, and will deliver well-deserved pay awards for public sector workers.

“It is now for the Northern Ireland Executive to use this significant financial package to take forward the vital work of public service transformation and the commitment to deliver sustainable finances –  ensuring better outcomes in the day to day lives of the people in Northern Ireland.”

  • PRESS RELEASE : Foreign Secretary visits Eastern Europe to shore up support for Ukraine and tackle illegal migration [February 2024]

PRESS RELEASE : Foreign Secretary visits Eastern Europe to shore up support for Ukraine and tackle illegal migration [February 2024]

The press release issued by the Foreign Office on 13 February 2024.

Foreign Secretary David Cameron visits Bulgaria and Poland to shore up support for Ukraine and promote action to tackle illegal migration.

    • Foreign Secretary David Cameron will travel to Bulgaria and Poland this week before meeting counterparts at the Munich Security Conference.
    • demonstrating support to key NATO allies, his trip will build on work to increase defence production and bolster support to Ukraine
    • he will promote action to tackle illegal migration with the UK supporting Bulgaria to stop illegal migrants using the country as a transit route to the UK, with £1.2 million of support

Almost 2 years on from Putin’s illegal invasion of Ukraine, the Foreign Secretary will visit Bulgaria and Poland before travelling to the Munich Security Conference. The trip will underline the UK’s commitment to international security and demonstrate how the UK is increasing operational cooperation for countries around Europe grappling with the huge challenge of illegal migration.

Ukraine will be on the agenda throughout the visit, with the Foreign Secretary focused on work with partners, including Bulgaria and Poland, to ensure Ukraine has the support it needs. Discussions will include how to strengthen Ukraine in the war now, ensure Ukraine wins if Putin prolongs hostilities and to lay the foundation of Ukraine’s long-term future.

The Foreign Secretary will also discuss how the UK is stepping up its support for the key NATO allies, including to build resilience, end dependence on Russian energy and tackle cyber threats and disinformation during talks with his counterparts. Later in the week, the Foreign Secretary will attend the Munich Security Conference, urging allies to boost defence production for Ukraine.

During the visit, the Foreign Secretary is expected to say:

Putin believes he can get away with aggression. That he can wait out the West.

We have the resources, the economic might and the expertise. We need to show that we have the will to see this through.

We must stand up for freedom and match our words with action. On sanctions. On support for Ukraine. On defence production.

And we must show unity – we must all stand with Ukraine and let them – and Russia – know that they have our support for the long haul.

The Foreign Secretary will also see first-hand joint work taking place on illegal migration in Bulgaria. This will include visiting Border Force officials in Sofia to understand how UK-Bulgaria cooperation is disrupting the supply of small boats and other parts destined for illegal channel crossings, breaking the business model of people-smuggling gangs.

As a key country on the route of criminals transporting small boats equipment across Europe, the UK is providing £1.2 million of training and capacity support to Bulgaria, including border surveillance drones, vehicle search training, search dog training equipment and thermal imaging devices.

This funding expands the work the UK and Bulgaria are doing to tackle organised immigration crime through increasing intelligence sharing and practical support. Up to 50% of all those using the Balkans as a migration route into Europe are believed to come through Bulgaria, which has become the main transit route for dangerous equipment used to facilitate small boat crossings in the Channel.

In Bulgaria, Foreign Secretary David Cameron is expected to say:

We need to work side-by-side on the challenges that endanger our security and prosperity, such as tackling the scourge of people-smuggling gangs and illegal migration – only by collective resolve can these threats be overcome.

  • PRESS RELEASE : Build on brownfield now, Gove tells underperforming councils [February 2024]

PRESS RELEASE : Build on brownfield now, Gove tells underperforming councils [February 2024]

The press release issued by the Department for Levelling Up, Housing and Communities on 13 February 2024.

Big city councils must prioritise brownfield development, building new homes in right places and protecting the Green Belt.

Building homes on brownfield land will be turbocharged under a major shake-up to planning rules to boost housebuilding while protecting the Green Belt.

As part of its long-term plan for housing, the government has announced today (13 February 2024) that every council in England will be told that they will need to prioritise brownfield developments and instructed to be less bureaucratic and more flexible in applying policies that halt housebuilding on brownfield land.

The bar for refusing brownfield plans will also be made much higher for those big city councils who are failing to hit their locally agreed housebuilding targets. Planning authorities in England’s 20 largest cities and towns will be made to follow a ‘brownfield presumption’, if housebuilding drops below expected levels. This will make it easier to get permission to build on previously developed brownfield sites, helping more young families to find a home.

The raft of policy measures announced today show the government taking immediate action on its long-term plan for housing, which will deliver homes in the areas that need and want them the most – such as in big cities, where there is the highest demand and existing infrastructure to support new development. The focus on brownfield land and urban development is part of the government’s plan to take a common sense to delivering the housing that is needed, protect the countryside and Green Belt.

In this Parliament the government has delivered the highest number of new homes in a year for three decades. These reforms will further support developers aiming to undertake major regeneration on brownfield sites,  giving them more certainty by ensuring their plans are not unnecessarily blocked or held up by red tape. Analysis published today as part of the London Plan Review shows that new brownfield presumption in the capital could potentially result in up to 11,500 additional homes per year. And by extending the reforms across the country, more homes will be unlocked than if action had been taken in London alone.

consultation on these proposals launched today (13 February) and will run until Tuesday 26 March, and the government will look to implement these changes to national planning policy as soon as possible.

The government plans to introduce these changes in London as a result of poor housing delivery in the capital, putting rocket boosters under brownfield regeneration projects.

The government is also helping developers overcome tiresome bureaucracy by slashing red tape that stops derelict sites and unused buildings being turned into new homes. Legislation laid in Parliament today will extend current permitted development rights, so that commercial buildings of any size will have the freedom to be converted into new homes – this means shops, offices, and other buildings all quickly repurposed, resulting in thousands of quality new homes by 2030.

Millions of homeowners will also be empowered to extend their homes outwards and upwards, as the government is today launching a consultation on proposals that would see more new extensions or large loft conversions freed from the arduous process of receiving planning permission.

    Prime Minister Rishi Sunak said:

We pledged to build the right homes in the right places – protecting our precious countryside and building more in urban areas where demand is highest. Today’s package is us delivering on that.

We are sticking to our plan and are on track to meet our commitment to deliver one million homes over the course of this Parliament, and the changes announced today will deliver the right mix of homes across England.

    Housing Secretary Michael Gove said:

Today marks another important step forward in our Long-Term Plan for Housing, taking a brownfield first approach to deliver thousands of new homes where people want to live and work, without concreting over the countryside.

Our new brownfield presumption will tackle under delivery in our key towns and cities – where new homes are most needed to support jobs and drive growth.

In a major intervention before Christmas, Secretary of State Michael Gove asked Christopher Katkowski KC to lead a review of the London Plan – in light of consistent disappointing housing delivery in the capital. Today the Department for Levelling Up, Housing and Communities has published Katkowski’s review which recommended a presumption in favour of brownfield development.

However, to tackle development in the country’s other large cities and towns, the government is proposing to apply this presumption to all of the 20 most populous urban areas where development has fallen below acceptable levels. This new approach will put rocket boosters under brownfield regenerations projects across the country and provide the new homes the country needs, without affecting existing protections including for residential gardens, and ensuring protection for the character of suburban neighbourhoods.

Christopher Katkowski KC, Lead Reviewer of the London Plan said:

I am delighted to see the idea which I together with my colleagues on the London Plan Review came up with of a planning policy presumption in favour of delivering new homes on brownfield sites being taken forward on a wider scale as part of a suggested change to the NPPF. The inspiration for the brownfield presumption came from the NPPF in the first place and so it is good to see the idea being brought back to its roots as an additional lever to encourage the delivery of new homes. I see this as a worthwhile and welcome change.

    Further information

    • National Planning Policy Framework currently provides for a presumption in favour of sustainable development to be applied to a local authority where it scores below 75% in the Housing Delivery Test. The government is proposing that, for the twenty urban uplift areas, this presumption should be applied for applications on previously developed land (brownfield land) where an area scores below 95%.
    • The London Plan Review indicates that if a brownfield presumption in London resulted an acceleration of decisions to a rate in line with the next four largest cities or returned residential applications to the pre-London Plan approval rate and the rates of net additions previously achieved from those approvals, there could be between 4,000 and 11,500 additional homes per year in the capital.
    • We are already on track to meet the manifesto commitment to build one million homes over this Parliament. The government have delivered over 2.5 million more homes since 2010, including almost 696,000 affordable homes and supported over 876,000 households into home ownership. This Parliament we have delivered the highest number of new homes in over three decades, helping create the highest number of first-time buyers in single year in two decades.
    • Between 1997 and 2010, average housing delivery was over 170,000 a year. Since 2019, we have delivered over 233,000 new homes a year on average.

    Further quotes:

    Mark Allan, Chief Executive, Landsec

Landsec has been campaigning to unlock more economic growth, more homes and more jobs by refocusing national planning policy on the opportunities provided by brownfield urban regeneration. The emphasis on maximising housing development in urban areas set out today means that we can seize some of those opportunities, deliver more homes and secure better outcomes for cities and the people who live there.

David Thomas, Chief Executive, Barratt Developments

We welcome any efforts to make it easier to get planning permission, particularly for brownfield regeneration which is already naturally a more complicated and capital-intensive process. Industry and local and national government need to work together to find ways of delivering more new homes more quickly, including on previously developed land, and this is a positive step.

Simon Carter, Chief Executive, British Land

Today’s announcement is another important step towards unlocking the potential of brownfield urban regeneration. British Land has consistently advocated for practical, deliverable planning reform which prioritises brownfield development, accelerates the pace of housing delivery and helps to secure long-term sustainable growth, by intensifying development in urban areas where it is needed most.

    Baroness O’Neill of Bexley said:

London needs more housing and I welcome the government’s focus of ensuring we see more homes on brownfield sites. Our communities rightly want to see greenbelt and parks protected from development and that means we have to concentrate on regenerating existing brownfield land.

Nicholas Boys Smith, Interim Chair, Office for Place said:

It’s right to focus development wherever possible within existing towns and places. More intense streets can be good for places, for the prosperity of local business and for the weight with which we collectively tread upon the planet. Any step, such as this one, which encourages brownfield and infill development is welcome. I would encourage all local councils to put in place clear, visual and robust design codes, as required by the new Levelling Up and Regeneration Act, to ensure that new development makes old places better.

Minister for London, Greg Hands said:

Maximising the potential of brownfield sites is a proven catalyst to create thousands more homes in London, helping people secure the homes they need whilst protecting our precious green belt and regenerating our high streets.

Prioritising these sites is vital to the government’s plan for housing and will deliver new homes for the people of London.

Stephen Teagle, Chief Executive, Countryside Partnerships, Vistry Group said:

There is an urgent need to address the crisis of a long-term undersupply of new homes and these changes, making the best use of urban brownfield land and supporting pragmatic determination of planning applications, is key so that we can get building.  We stand ready to deliver new mixed tenure homes and communities to provide the most basic of human need – a safe and secure home.

PRESS RELEASE : UK signs landmark economic partnership with Nigeria [February 2024]

The press release issued by the Foreign Office on 13 February 2024.

Business and Trade Secretary visits Nigeria to sign a landmark UK-Nigeria economic partnership.

    • Kemi Badenoch to sign first-of-its-kind trade and investment partnership
    • Partnership will build on strong UK-Nigeria trading relationship worth £7 billion and unlock new opportunities in sectors such as legal, financial services and energy
    • Visit comes as UK energy firm Konexa sign deal to support Nigeria’s transition to sustainable energy

The UK will today [Tuesday 13 February] sign a partnership with Nigeria to boost trade and investment and unlock new opportunities for UK and Nigerian businesses.

The Enhanced Trade and Investment Partnership (ETIP) is the first the UK has signed with an African country and is designed to grow the UK and Nigeria’s already thriving trading relationship, which totalled £7 billion in the year to September 2023.

The partnership will create opportunities across a breadth of sectors crucial to both economies, such as financial and legal services.

It will see the UK and Nigeria’s shared aspiration to facilitate each other’s lawyers practising foreign and international law in each other’s jurisdictions – a step which could significantly enhance legal services collaboration and exports. It will also pave the way for further collaboration in the film and media industry and encourage world-leading UK education providers to offer high quality education in Nigeria.

Nigeria is the biggest economy in Africa and one of the world’s fastest growing economies – predicted to be in the top 20 by GDP by 2035. It is also predicted by the UN to nearly double its population to over 370 million people by 2050

Business and Trade Secretary Kemi Badenoch said:

This partnership with Nigeria – the UK’s first with an African country – will allow us to work together and seize the opportunities that lie ahead.

Nigeria has one of the fastest growing economies in the world. UK businesses have already seen huge success here and I look forward to seeing how we continue to grow this relationship.

Business and Trade Secretary Kemi Badenoch will sign the ETIP alongside Nigerian Trade Minister Doris Nkiruka Uzoka-Anite in Abuja on Tuesday 13 February.

While in Nigeria she is also visiting the site of a new Charterhouse school, the first UK independent school in West Africa, and meeting with the Governor of the Central Bank of Nigeria and the Nigerian Finance Minister to unblock trade barriers facing UK businesses.

Nigerian Minister for Trade Doris Nkiruka Uzoka-Anite said:

The UK is one of our long-standing strategic partners with whom we share strong ties, and it gladdens me that this relationship is set to deepen as we sign the Enhanced Trade and Investment Partnership.

This partnership will see Nigeria-UK relations move beyond one of shared history and strong ties to one of shared economic prosperity. From increasing market access and supporting our vibrant businesses, to creating more jobs and accelerate greater investments in sectors of mutual interests.

TheCityUK International Managing Director Nicola Watkinson said:

Nigeria is an important growth market for the UK-based financial and related professional services industry and TheCityUK welcomes the signing of the new ETIP. We look forward to continuing our engagement through the working groups to increase market access and remove regulatory frictions.

While in Nigeria, Business and Trade Secretary will also witness the signing of a landmark energy agreement between UK based energy firm Konexa and Nigerian power generation company North South Power (NSP).

The agreement will enable Konexa to supply Nigerian Breweries PLC with 100% renewable power, promote sustainable development and clean energy adoption, and lead to infrastructure investments of over £14 million.

    Konexa CEO Pradeep Pursnani said:

This is a very important milestone for Konexa, North South Power, Nigerian Breweries, and all our investment partners. Over the last few years, Konexa has been working on a disruptive model that matches customer energy demand with renewable energy supply.

We are looking forward to investing more than £120m in renewable energy generation, transmission, distribution, and battery storage solutions to help our customers transition away from the use of fossil fuel.

Significant progress has been made in resolving trade between the UK and Nigeria in the education and financial sectors, which has created a more favourable trading environment for UK businesses.

A recent resolution helped to remove restrictions to Transnational Education investment in Nigeria worth around worth around £55 million over 5 years, meaning leading UK education providers, like Charterhouse, can establish campuses in Nigeria.

The financial services sector is also a key area of collaboration. Achieving a remittance resolution has helped to streamline multiple foreign exchange windows into a single import and export window, making it easier for UK businesses to trade with Nigeria.

    Notes to editors

  • PRESS RELEASE : Climate change, environmental degradation and biodiversity loss are exacerbating conflict – UK Statement at the UN Security Council [February 2024]

PRESS RELEASE : Climate change, environmental degradation and biodiversity loss are exacerbating conflict – UK Statement at the UN Security Council [February 2024]

The press release issued by the Foreign Office on 13 February 2024.

Statement by Ambassador Barbara Woodward at the UN Security Council meeting on Climate, Food Security and Conflict.

Thank you President, and thank you for organising this debate and to our briefers for their briefings which have underlined the interdependence of climate, security, and peace.

Climate change, environmental degradation and biodiversity loss are exacerbating conflict, contributing to global food insecurity, and threatening international peace and security.

And as Executive Secretary Stiel said earlier, the less action that is taken to address climate change, the more conflicts this Council will find on its agenda.

And those who are impacted by conflict, or facing severe humanitarian needs, are often the least resourced to adapt to the climate and environment crises.

These linked challenges require a coordinated international response and I offer three approaches in this regard:

First, we take early action to prevent and resolve food security crises. This was a key theme of last year’s Global Food Security Summit, co-hosted by the UK, the UAE and Somalia, where the UK announced its new Resilience and Adaptation Fund to help climate adaptation and increase anticipatory approaches.

We should build, too, on the successes of COP28, and increase climate finance to fragile and conflict-affected states. The UK endorsed the Emirates Declaration on sustainable agriculture, resilient food systems and climate action and pledged $126 million to help vulnerable countries tackle climate change, including support for early warning systems and disaster risk finance.

Second, we invest in innovation to increase sustainable, climate-resilient food production. The benefits of scientific advances should also be accessible to all, especially to smallholder farmers whose plight the President highlighted earlier.

The UK is driving scientific advances in food and agriculture, including through the CGIAR agricultural research organisation and the Gilbert Initiative.

Finally, President, we should support humanitarian, development, peacebuilding and climate actors to take a holistic and integrated approach to resilience, development, security and climate change.

As the President said earlier, collectively we should ensure that current and projected climate impacts are fully integrated into conflict risk assessments. And we should target climate work in fragile and conflict-affected countries in a way that addresses the causes of crisis, while also ensuring climate finance is conflict-sensitive.

The UN system, including its cadre of Climate Security advisers, is well-positioned to coordinate climate, food security, and peace efforts. This Council can support this by encouraging a coherent, integrated response, including within Council mandates.

President, the number of participants in today’s debate underlines the concern among the UN membership at the threat these interlinked challenges pose to international peace and security. It is incumbent on this Council to respond to these challenges.

    I thank you.

PRESS RELEASE : The UK will continue to stand with Ukraine, defend the Charter and call out Russian disinformation – UK Statement at the UN Security Council [February 2024]

The press release issued by the Foreign Office on 12 February 2024.

Statement by Ambassador James Kariuki at the UN Security Council meeting on Ukraine.

Thank you President, and I thank ASG Jenča for his briefing.

Colleagues, Russia has called this meeting in an attempt to distort history. Once again, the Russian delegation seeks to use this Council in a desperate effort to justify Russia’s unprovoked, unnecessary and illegal invasion of Ukraine.

The Russian Permanent Representative claimed that Putin’s war was necessary to prevent conflict and alleviate suffering in the Donbas. That it was Ukraine and its partners who were responsible for undermining the Minsk agreements.

Members of this Council know better. It was Russia’s aggression that killed the Minsk process. It was Putin who declared that the Minsk agreements no longer existed. And it was Russia that systematically failed to implement its obligations, freely signed up to, under the Minsk agreements, which the Council endorsed unanimously in resolution 2202.

Two years ago, we urged Russia in this chamber to act in the interests of peace and to give the Minsk agreements a chance.

The United Kingdom consistently called on all parties to implement their commitments under the Minsk agreements in full, right up until Putin signed a decree recognising Donetsk and Luhansk as so-called independent entities. Three days later, he invaded Ukraine.

Since then, millions of people across Luhansk, Donetsk and other temporarily Russian-controlled territories have suffered terribly because of Russia’s invasion. Russia’s actions have deprived them of humanitarian assistance, despite consistent calls by the General Assembly, that Russia allow humanitarians safe access to these areas.

President, the Russian Permanent Representative made various claims about the ICJ today. The courts found that Russia had violated international law in three ways. It discriminated against Ukrainians. It failed to investigate allegations of terrorist financing. It failed to comply with the court order not to aggravate the dispute with Ukraine. And of course, Russia has failed to comply with the provisional measures of March 2022 ordering Russia to leave Ukraine.

President, the truth is this war is entirely of Russia’s choosing. Putin’s decision to launch his illegal and barbaric invasion in February 2022 shows us clearly that he was never interested in peace.

We urge Russia once again to end its illegal invasion, withdraw from Ukraine and respect the principles of the UN Charter. Until then, the UK will continue to stand with Ukraine, to defend the Charter and to call out Russian disinformation.

    Thank you.

  • PRESS RELEASE : Major campaign to fight fraud launched [February 2024]

PRESS RELEASE : Major campaign to fight fraud launched [February 2024]

The press release issued by the Home Office on 12 February 2024.

Stop! Think Fraud, the National Campaign Against Fraud, launches today.

A major campaign to transform the fight against fraudsters launches today (12 February 2024).

Stop! Think Fraud is backed by leading counter fraud experts who are uniting under one voice to provide consistent, clear and robust anti-fraud advice to the public.

Fraud accounts for around 40% of all crime in England and Wales, with an estimated 3.2 million offences each year. The latest data from the Crime Survey of England and Wales shows it has reduced by 13% over the past year. The estimated cost of fraud to society is £6.8 billion in England and Wales.

Fraud has also more than doubled in Scotland over the past 9 years and reports spiked in Northern Ireland during the pandemic, with a decline now being observed.

The evidence led campaign draws on the expertise of leading counter-fraud experts and includes an online fraud hub which will provide concise, simple to follow advice. It will also signpost victims to relevant organisations for further advice and support.

Impactful adverts will also be prominently displayed in public settings, from billboards to radio, and from TV screens to social media. It is anticipated the campaign will be seen by 95% of adults in the UK over the coming weeks.

    Home Secretary James Cleverly said:

Our bold Fraud Strategy is continuing to deliver for the British people.

This new campaign is a powerful tool to add to our arsenal, which already includes a world-first agreement from tech firms to prevent online fraud and the rollout of a National Fraud Squad that has 400 expert investigators.

I encourage everyone to stop, take a moment to think about fraud, and share this messaging far and wide.

    Security Minister Tom Tugendhat said:

Fraud ruins lives. Following this advice will give people the best tips to stop fraudsters from stealing their hard-earned cash, and point them towards all the help and information on offer.

Our Fraud Strategy is successfully turning the tide against fraudsters. This new campaign will share the details we all need to defend ourselves and our friends.

Stop! Think Fraud is a ground-breaking step forward against the most prolific crime type in the UK and delivers on the Fraud Strategy’s commitment to release a public awareness campaign.

It has been created to empower a mass audience, with a new website providing vital guidance on how to spot fraud, stay safe and what to do if targeted. The web address will be www.gov.uk/stopthinkfraud.

The campaign has far reaching support among the tech, financial and retail sectors, as well as law enforcement, victim care agencies and consumer groups. Supporting agencies have pledged to prominently display the Stop! Think Fraud advice and share it among their stakeholders.

They will also update pre-existing fraud advice they have shared in public places and replace it with the Stop! Think Fraud messaging and branding.

This one clear set of advice will remove confusion, which was a risk with so many different campaigns previously existing in the same space.

Temporary Commissioner Pete O’Doherty, from the City of London Police, said:

As the national lead force for fraud we wholeheartedly support Stop! Think Fraud and hope it will raise a much greater understanding of what fraud is and how to avoid it.

Fraud accounts for around 40% of all crime in the UK, so it’s vitally important to reach all corners of the country with this campaign to help protect everyone from the devastating financial and emotional impacts of fraud.

Alongside this campaign, we will continue to deliver on the National Fraud Strategy set by government and launch the replacement service for Action Fraud later this year.

Nick Sharp, Deputy Director for Fraud at the National Crime Agency, said:

Fraud is the most prevalent crime in the UK, impacting on millions of victims both financially and emotionally.

It is a priority for the National Crime Agency to reduce the harm that fraud causes – and the NCA has been working closely across a range of sectors to ensure that messages that help empower people to protect themselves are based on the collective knowledge of the law enforcement community.

The Stop! Think Fraud campaign is a major milestone that will build awareness of how to be better protected from becoming a victim, and how best to prevent and report fraud.

Felicity Oswald, Chief Operating Officer of the National Cyber Security Centre, said:

Prioritising basic security measures, such as enabling 2-step verification for your primary email account, is crucial to protect you against online fraud and increasingly sophisticated scams.

Following the advice from Stop! Think Fraud will help significantly reduce your risk of becoming a victim of fraudsters.

The launch of Stop! Think Fraud is a significant milestone in the Home Office’s delivery of the Fraud Strategy, published in May 2023.

Key strategy pledges already fulfilled include the agreement of the world’s first charter to prevent online fraud, the rollout of the National Fraud Squad and the appointment of a government anti-fraud champion, a post occupied by Simon Fell MP.

Another strategy commitment will be delivered next month, when the Home Secretary welcomes interior ministers from international partners to London for the first ever Global Fraud Summit.

Representatives from Interpol, the EU Commission and the United Nations Office on Drugs and Crime will also be present, alongside some of the biggest companies and consumer groups in the world.

Wayne Stevens, National Fraud Lead at the charity Victim Support, said:

Fraud is a devastating crime. It’s essential that the public have access to reliable and up-to-date information about how to protect themselves – we’d urge everyone to take a look at this new guidance.

Sadly, there is still a lot of shame and stigma around fraud. For those who are targeted this stigma makes the experience even worse and often stops them seeking help.

We want everyone to understand that, if you are the victim of a fraud, it’s never your fault. We are available 24/7 to provide you with independent, free support.

Marc Allera, CEO, BT Group’s Consumer Division said:

As an industry, network operators have a responsibility to our customers to do all we can to help them spot and stop scams. So we’re fully behind the UK Government’s new National Campaign Against Fraud.

We’re constantly investing and deploying new technologies to prevent fraud taking place across the UK’s telecommunications infrastructure – and we know that partnerships across government, industry and law enforcement are critical to fully tackle the issue.

This campaign is a great example of that collaboration in action, and provides clear and simple guidance everyone can follow to help protect themselves from fraud.

Matt Hepburn, Fraud Spokesperson at TSB, said:

Fraudsters continue to bombard the public with fake texts, calls and scam content online – so it’s vital that we all remain alert to the threat.

The Home Office campaign is a powerful way of reminding millions of consumers to be wary of scams that reach us online, via social media, or through our phones.
