    Thank you, Mr Vice-President,

    We commend the Office’s continued engagement in South Sudan, including through the provision of technical assistance and capacity building.

    While we recognise that technical assistance and capacity building is a vital part of the wider international support needed, it is not the sole answer to addressing South Sudan’s human rights, humanitarian and security situation. It needs to be accompanied by strong human rights scrutiny and accountability.

    The situation in South Sudan is dire.  Attacks on civilians, sexual violence against women and girls, and restrictions to media freedom and civic space have become the norm. With approximately 2 million Internally Displaced Persons in South Sudan, we regret the government of South Sudan’s postponement of the visit by the Special Rapporteur on IDPs, which would have strengthened support from the UN and wider international community on this important issue.

    Five years since the Peace Agreement was signed, we call on the government of South Sudan to implement its roadmap, including by establishing justice and accountability mechanisms, and ensuring free, fair and safe elections for its people.

    Enhanced Interactive Dialogue on the Democratic Republic of Congo. Statement delivered by the UK at the 54th United Nations Human Rights Council.

    Thank you Mr Vice-President,

    We thank the Minister from DRC and other speakers for their presentations at this important dialogue and the Team of Experts for their report.

    The UK remains deeply concerned by ongoing human rights violations and abuses in the conflict affected areas of DRC. We are monitoring preparations for elections, which we hope will be peaceful, transparent and credible. However, continued restrictions on democratic space are worrying, including reports of intimidation, harassment and arbitrary arrests. We continue to urge the government of DRC to respect civic space, freedom of expression and media freedom, in accordance with Congolese law and the constitution.

    We remain concerned by periodic violent protests against MONUSCO [United Nations Organization Stabilization Mission in the Democratic Republic of the Congo], and while we acknowledge DRC’s request to accelerate MONUSCO’s withdrawal, this must be done in a way that ensures the protection of civilians. We are also deeply troubled by the appalling incident in Goma on 30 August, where according to official reports at least 57 civilians were killed.

    We also call on the government of DRC for a swift, well-coordinated and comprehensive response to the increased levels of sexual violence and exploitation in eastern DRC, particularly the institutionalised brothels in IDP [internally displaced persons] camps. We also call for the full, safe, equal and meaningful participation of women in the decision-making processes to this response.

    We would like to ask the speakers what more can the government of DRC do to address conflict-related sexual violence and exploitation, and how can the international community support this.

    Next phase of domestic recruitment campaign ‘Made with Care’ launches today to encourage people with the right qualities to begin a career in adult social care.

    • Campaign to reach millions of people via video on demand, radio and digital channels
    • A range of free and easy-to-use resources will be provided to the adult social care sector to support employers filling in their vacancies

    People looking to make a genuine difference to people’s lives are being encouraged to join the adult social care workforce through a government recruitment campaign launching today.

    The ‘Made with Care’ campaign is returning for a third year, with advertising promoting the wide range of opportunities available to people across England to build a career in adult social care and help people live happy, healthy, fulfilling lives.

    Minister for Care Helen Whately said:

    Our care system depends on dedicated care workers who make a difference to the lives of so many people in need of support. This campaign helps build that vital workforce.

    I encourage anyone considering the next step in their career, whether just starting out or thinking of their next move, to go online and explore the wide range of opportunities in the care sector.

    Running until the end of March 2024, campaign advertising will appear to millions across video on demand platforms such as ITVX, Sky Go and Channel 4; radio and digital audio channels such as Spotify and social media and digital channels like Facebook and Instagram, to direct job seekers to www.adultsocialcare.co.uk.

    This year’s campaign builds on the success of last year, which saw over 244,000 candidates search for a social care job on the website after seeing the campaign.

    The campaign aims to show the amazing work that care workers do, celebrate the way they empower the people they care for and shine a light on the emotional rewards of the role, to inspire more people to consider a career in adult social care.

    Many entry level roles don’t require any specific qualifications – training will be provided on the job, and there are a variety of roles available so those interested in care work can find a job that will fit around them.

    Minister for Employment, Guy Opperman MP added:

    From care assistants to support workers, there are vacancies across England with a variety of employers that could help jobseekers take their next step on the career ladder.

    Anyone interested in a social care role should tap into the free resources available, including our Find a Job portal and their local Jobcentre.

    Beverley Tarka, President of the Association of Directors of Adult Social Services said:

    There aren’t many jobs where you can really make a difference to people’s lives, but social care gives you the opportunity to do that every day.  From helping people to live independently, to taking part in their communities and doing the things that help them to enjoy life whatever challenges they might face.

    I’ve worked in adult social care for more than 30 years and everyday it feels a real privilege to have such a positive impact for people in my community.  There are currently 152,000 opportunities to improve people’s lives, and I hope this campaign will encourage people to think again about a job in social care.

    Oonagh Smyth, CEO of Skills for Care, said:

    The figures from our Adult Social Care Workforce Data Set show that, in 2022/23, the sector had around 152,000 vacancies on any given day, so we need to tell a really compelling story about how rewarding a career in social care can be. In particular, we need to try to attract more men and younger people, who are under-represented in the workforce.

    We hope this new campaign will help to attract more people into vital care roles – and we’d encourage employers to use it to support their local recruitment efforts.

    While the campaign will look to encourage the public to consider if a career in social care may be suitable for them, the Department of Health and Social Care is also calling for all care providers to list their vacancies on the Department of Work and Pension’s ‘Find a Job’ portal, to ensure job seekers visiting the campaign website (www.adultsocialcare.co.uk) can find roles in their local area.

    Department for Work and Pensions is also working hard to boost hiring for the sector ahead of the Winter with an expected 100 multi-sector jobs fairs planned, where social care jobs will be on offer between October and Christmas. Jobseekers can speak directly with employers at these events.

    At www.adultsocialcare.co.uk, people will be able to find everything they need to research a career in adult social care and, crucially, search and apply for adult social care jobs near them – with support to perfect their CV and advice on interviews.

    The campaign is designed to encourage applications from the right personnel but also to make the recruitment process easier with free resources to help providers fill their vacancies.

    These will include:

    • Free printable and digital assets with flexible branding to use when advertising job opportunities
    • The ability to advertise job roles for free on adultsocialcare.co.uk with an audience of thousands

    The government is fully committed to the 10-year vision to reform adult social care. Our Next Steps to put People at the Heart of Care plan sets out how we are spending £700 million over two years, including £250 million for the workforce to develop their skills and careers, on top of our £7.5 billion investment to help reduce adult social care waiting times and increase capacity.

    This funding will ease pressure and build a stronger NHS to ensure the people of our country get the care they need and deserve.

    The speech made by Michelle Donelan, the Secretary of State for Science, Innovation and Technology, at Sci-Tech Daresbury on 4 September 2023.

    Today is a landmark moment; obviously not just for PSIQuantum or for Daresbury Lab, but also for British science and innovation – which I am very proud to represent.

    The state-of-the-art facility that you’re unveiling this afternoon is testament to the towering strengths of the UK’s quantum sector.

    The fact that we rank amongst the fifth in the world is quite remarkable really.

    And we boast the largest number of quantum startups. More than any of our European counterparts.

    So, as you already said, many would define us as a science superpower but we as a government have a goal to make sure that we are judged that way by everybody by 2030.

    The work that you’re doing here is really part and parcel of that agenda.

    And look, we are home to some of the very brightest and the best minds in quantum engineering and many of them of course are based here at PSIQuantum. And I’ve had the pleasure of discussing with some of you your incredible work this afternoon. Thank you for sparing the time to show me around your facilities.

    I’ve learned about your exciting partnership with the Hartree Centre, and helping businesses to seize the opportunities of supercomputing data analytics and AI to go for growth and create more high skilled jobs that the future needs and requires.

    Indeed, as a government. We’ve long recognised the tremendous potential of these technologies to truly transform our economy but also our society for the better…

    …So, through the National Quantum Computing centre and the SparQ programme, we have been investing big in piloting [quantum’s] use so that British businesses can stay ahead of the curve; and I know that the Hartree Centre is a key ally in this shared vision.

    But what especially impressed me today, however, is hearing about the wealth of benefits PSIQuantum’s research really could deliver for the British people in the future.

    I think that is the exciting thing that obviously gets you up every morning and gets you to work, but it’s something that I think that the British public are also excited about and it’s something that we need to be collectively talking about more.

    Whether it’s of course, uncovering patterns in genetic data, helping our NHS design treatments that are tailor made to individual patients’ makeup…

    …Or whether it is in fact simulating complex chemical processes, allowing us to design ever more efficient batteries and helping us to plot a clear achievable path to net zero.

    You are at the forefront of this agenda.

    Incredible that PSIQuantum – as the largest privately backed quantum computing company in the world – has chosen Britain and, in fact, this area in the North West to locate…

    As a person that originates from the North West I can say I’m extremely proud that you’ve chosen this location.

    And it is also a resounding vote of confidence in the plan my department set out earlier this year in our national quantum strategy. A bold vision backed by some £2.5 billion pounds in the next 10 years to drive the adoption of quantum technologies throughout our economy…

    …to scale up small quantum businesses into big global players…

    And, of course, to keep [the UK] at the cutting edge of this technology now and in the future.

    Key to this plan is throwing our full support behind dynamic tech clusters – one of which is Daresbury where we stand today.

    And as we’ve already heard about, [it boasts] a very prestigious record of three Nobel Prizes.

    That is why we have set ourselves a clear target to spend £20 billion pounds per annum in research and development by next year, which is record levels of funding.

    And at the same time, we’re increasing this investment outside the greater South East by a third so areas like the Liverpool City Region, like the Warrington facility, and the rest of the North West remain hotbeds for science, innovation and technology in the decades to come.

    You and I know that this investment alone, however great, is no guarantee of success.

    As you know transformative leaps in technology like quantum are owed in no small part to our collaboration with international research organisations like CERN.

    Every year, in fact, almost 1000 UK based researchers from over 50 institutes carry out work in CERN.

    And in the past decade alone over 20,000 UK scientific papers have been cited with CERN articles including many of the UK’s most influential physics papers.

    I want the UK to remain at the very forefront of this pioneering research and to ensure that we are leading the way when it comes to remarkable discoveries.

    As the second largest contributor to CERN, I’m determined that our return on investment is also maximised and that we unlock the full potential of our membership.

    And that is why today my department has published a new UK strategy of engagement with CERN…

    …One that will let the UK seize the opportunities, maximise these opportunities, and ensure that our membership really can deliver in five key ambitions – research excellence, skills, the UK’s commercial impact, our international leadership and our ability to inspire our communities.

    Practically, this means more high impact papers, more highly skilled technicians, engineers, scientists calling Britain their home.

    It means British inventors and innovators being the partners of choice for international collaboration, and the UK taking on more positions of international leadership.

    It means more of our children and our grandchildren growing up with a real appreciation of science and technology and the profound impact that they can have on our lives.

    That is certainly our vision. But we are under no illusion that it is all of you in this room that are making that a reality and a possibility every single day.

    Now, in the run up to today’s events, I was of course reading about PSIQuantum’s meteoric rise over the last few years. How it has smashed investment targets, attained unicorn status and become one of the world’s most truly valuable quantum technology companies on the planet.

    This has been a tremendous success story. Everybody who has who has been involved in it should be truly proud of themselves.

    With the government working with very best for our scientific community, with industry and with true innovators like PSIQuantum, I do believe that we can solve some of those grand challenges that we’ve spoken about today and truly reshape the world together. Thank you.

    £2 million advertising campaign empowering residents to report issues and make complaints as part of efforts to improve social housing conditions.

    • Builds on progress to improve conditions, including Awaab’s Law.

    Housing Secretary Michael Gove is urging tenants in social housing to put pressure on failing landlords to improve their living conditions, with the government’s latest launch of the ‘Make Things Right’ campaign going live today (9 October 2023).

    Social housing residents are being encouraged to report issues and make complaints to address hazards in their home in the next phase of the England-wide advertising campaign.

    Residents should feel confident to challenge unacceptable conditions and notify their landlord when things go wrong. The government wants to inform tenants of their rights and ensure they escalate complaints to the Housing Ombudsman if concerns are not addressed swiftly or appropriately.

    Building on the success of previous campaigns, the £2 million campaign will see adverts promoted across radio and social media.

    Landlords have a responsibility to take action when complaints are made and support will also be available for them, to ensure they are supporting residents in the best possible way.

    Given that 10% of social homes failed to meet the Decent Homes Standard last year, this is a serious wakeup call for landlords who must do better to provide decent and safe homes for their residents.

    Housing Secretary, Rt Hon Michael Gove MP said:

    Social landlords who fail their residents time and time again must be held to account.

    The continued success of our Make Things Right campaign gives residents a greater voice to bring about real change – making sure they know their rights to stand up to bad landlords and go to the Ombudsman when issues remain unresolved.

    Our Social Housing Act is now law and Awaab’s Law remains a firm reminder of the importance for all tenants to have the right to live in safe and decent homes while being treated with fairness and respect.

    Social Housing campaigner, Kwajo Tweneboa, said:

    I have said from the very beginning, nobody should live in a home that’s falling apart or unsafe. If a landlord wouldn’t, neither should their tenants.

    Report to your landlord, complain to your landlord and if they still refuse to take action report them straight to the Housing Ombudsman.

    As part of the government’s mission to improve the quality of social housing, the Housing Secretary has been naming and shaming landlords who have not taken their responsibilities seriously.

    Ground-breaking changes through the Social Housing Regulation Act, which has now received Royal Assent, will introduce new powers for unlimited fines and emergency repairs that landlords will have to pay for.

    Following the tragic death of 2-year-old Awaab Ishak, it is more important than ever to hold landlords to account when they have clearly failed their tenants.

    New reforms will mean residents can better understand their rights and strict time limits will be introduced to take swifter action in addressing hazards such as damp and mould.

    A new consultation is now open for views to help deliver part one of Awaab’s Law, improving tenants’ access to information about their rights when the Housing Secretary issues a new direction to the Regulator. A further consultation to address hazards will follow in the coming months.

    Since last year, it has been quicker and easier for residents to raise complaints directly with the Ombudsman, removing requirements to write to an MP or local councillor first and wait 8 weeks after completing the landlord’s process.

    Referrals to the Ombudsman have spiked in demand with a 78% increase in March compared to the same month a year before.

    Richard Blakeway, Housing Ombudsman, said:

    Effective complaint handling is vital to ensure issues are resolved at the earliest opportunity.

    A landlord’s complaint process should be accessible for any resident that wishes to make a complaint. The process gives landlords a fair opportunity to put things right for residents when things have gone wrong, whether that be through a repair, apology or offer of compensation.

    If residents are still unhappy after the landlord’s final complaint response, they can bring their complaint to us at the Housing Ombudsman. We’re free, independent and impartial in order to help residents and landlords find a resolution to their complaint.

    The campaign will run across England from today to 31 March on social media and online search. There will be two phases of more intense advertising with adverts on commercial radio, digital audio, and community radio in non-English languages; the first until November and second from February 2024.

    Adverts will give tenants key information about their rights, the responsibilities of their landlord, and give step-by-step advice about how to make a complaint via the Make Things Right campaign website.

    Social media advertisements – in image and animation formats – will target social housing residents on Facebook, Reddit, Instagram and NextDoor.

    Radio advertisements will run across commercial radio stations (including Capital, Gold, Heart, Hits Radio, Kiss, Magic, Smooth and more). The adverts will also run on community radio broadcasting across regional and national stations in English and also translated in Arabic, Polish, Romanian, Urdu, Punjabi, and Bengali.

    Advertisements will also run on digital audio streaming platforms such as Spotify, Amazon Music, and SoundCloud, as well as on podcasts across the platforms.

    Paid search advertising via search engines such as Google and Bing will be leveraged to drive users to the campaign website, which gives advice on how to complain.

    communications toolkit for landlords and partners (like advice organisations, charities, and community groups) have been made with printable posters and leaflets, as well as social media posts.

    Local Authorities and regional transport operators will study how self-driving vehicle technology can improve local transport in remote, rural, and urban areas, as they are awarded a share of £1.3 million in joint UK government and industry funding to study the feasibility of self-driving mass transit solutions across the UK.

    Northumberland, Solihull, Inverness and the Isle of Skye are some of the rural areas that will benefit from £1.3 million in funding for six projects.

    Studies will look into how self-driving vehicle technology could be cheaper, emit less carbon, and increase transport safety and security.

    The grants, part of the Centre for Connected and Autonomous Vehicles’ Commercialising Connected and Automated Mobility programme, will help local places to build evidence on utilising emerging transport technologies to connect underserved communities to employment centres, education opportunities, and healthcare services.

    The projects add to nearly £850,000 of previous joint government and industry funding awarded to four feasibility studies looking into potential routes where automated vehicles could operate exclusively from other traffic, to relieve congestion on the A414 through Hertfordshire and Essex, parts of Eastern Cambridge, Birmingham and Solihull, and Milton Keynes.

    Self-driving vehicles could revolutionise public transport and passenger travel, especially for those who don’t drive, better connect rural communities and reduce road collisions caused by human error.

    The joint government and industry funding winners are:

    Autonomous Healthlink (Northumberland)

    The project will study the feasibility of a zero emission self-driving system on a segregated route between Seaton Delaval Station to the Northumbria Specialist Emergency Care Hospital in Cramlington. The study will aim to increase accessibility to the hospital to support the Northumbria Healthcare NHS Foundation Trust’s plan to develop the site and increase patient services.

    • Partners: Milestone Transport Planning Limited (Lead), Dromos Mobility Limited, Pegasus Planning Group Limited, Newcastle University
    • Grant Awarded: £155,911

    Blythe Rural Automated Vehicle Operations (West Midlands)

    The project will study the feasibility of a shuttle service utilising two different self-driving vehicle technologies on a short hop of the Strategic Road Network on the M42, and within the Midlands Future Mobility initiative . The route will connect Blythe Valley Business Park to the UK Central Hub (Arden Cross HS2 interchange, Birmingham International Airport and Railway station). The outcomes from the study could inform self-driving mobility challenges nationwide.

    Commercialising Connected and Automated Vehicle Services in the Scottish Highlands and Islands (Inverness and Isle of Skye)

    The project will study the commercial potential of a self-driving vehicle service in the Scottish Highlands and Islands. The service will link Inverness College University of the Highlands and Islands Campus to key locations in Inverness and connect ferry passengers to public transport at Uig Pier on the Isle of Skye.

    • Partners: University of Glasgow (Lead), Aurrigo, The Highlands and Islands Transport Partnership, Darwin Innovation Group Ltd, Highland Country Buses Ltd.
    • Grant awarded: £160,443

    Dromos Connected and Automated System (Bolton)

    This project will study the feasibility of an on-demand, 24/7 self-driving system running on a decommissioned railway corridor connecting the Bolton Transport Interchange to the Royal Bolton Hospital. It will consider the potential to expand and integrate the service through infrastructure and mobility projects.

    • Grant awarded: £199,760

     HertsLynx Connected and Automated Mobility On-Demand (Hertfordshire)

    This project will study a self-driving service using on demand responsive transport technology serving passengers in the Maylands Business Park region, containing market leaders in logistics and distribution with more than 650 businesses that employ over 20,000 people. The routes will connect Maylands to Harpenden Station and St Albans.

    Integrated Mixed Traffic Mobility for Hertfordshire Essex Rapid Transit (Hertfordshire)

    This project extends a study examining the feasibility of Dedicated Driverless Spaces for articulated buses running on segregated routes and public roads of the Hertfordshire Essex Rapid Transit network. The route will link Watford and St Albans town centres.

    PRESS RELEASE : Starmer launches community policing guarantee to get “more police in your town, fighting antisocial behaviour, taking back our streets” [October 2023]

    Keir Starmer will today launch Labour’s Community Policing Guarantee to make streets safe again.

    Announcing the five-point plan in his speech to Labour Party Conference, the Labour leader will pledge guaranteed town centre patrols through 13,000 more neighbourhood police and PCSOs on the streets.

    The Community Policing Guarantee also includes new commitments to ensure local people are involved in setting local policing priorities, tough new sentencing for assaults on retail workers, tougher police action on shoplifting and stronger powers for local councils, police and courts to introduce zero tolerance zones in town centres to stop antisocial behaviour.

    In his speech, Keir Starmer is expected to “call time on wasteful police procurement” which funds Labour’s plan for new officers and say that Labour’s community policing guarantee will deliver “more police in your town, fighting anti-social behaviour, taking back our streets.”

    This comes as research shows 50 per cent of the public say they never see an officer on the beat – up from 27 per cent when Labour left office in 2010. Criminal damage affecting town centres is up nearly 20 per cent on pre-pandemic levels, and more than 20 million people have personally experienced or witnessed ASB in the last 12 months.

    Labour’s Community Policing Guarantee

    Labour will put police back in your town centres and neighbourhoods to make streets safe again, with increased patrols and 13,000 more neighbourhood police & PCSOs on the streets.

    1. Police on the beat again

    We’ll bring back proper neighbourhood policing by ensuring every part of the country has more local officers and PCSOs, and guaranteed town centre patrols with tougher powers. We’ll give every community a named officer they can get in touch with, so policing gets back to what it’s supposed to do.

    2. Zero tolerance of antisocial behaviour

    Getting tough with those who blight our towns, with new powers to ban repeat offenders from town centres and stamp out public drinking and drug use. Every local area will have a dedicated lead focused specifically on tackling anti-social behaviour.

    3. A crackdown on shoplifting and violence 
    We’ll reverse the Tories’ decision to downgrade the response to shoplifting under £200, making it easier to take action against repeat offenders and ending the farce of offending impunity, and creating a new specific offence of assault against retail workers.

    4. Put communities back at the heart of policing

    We will give local people and businesses a say in how their local area and town centre is policed, ensuring the police work with them on deciding priorities.

    5. Make community policing something to be proud of

    We will ensure that the path to career progression in policing is through getting to know your community – and ensure all neighbourhood officers are properly trained to be problem-solvers, not just recorders of crime.     Keir Starmer will today promise to get Britain its future back, saying that his five missions will usher in a decade of national renewal “totally focused on the interests of working people.”

    The Labour leader will draw a contrast between his plan and the last 13 years of Tory rule, saying that with his leadership Labour will “turn our backs on never-ending Tory decline with a decade of national renewal” and give the British people the “government they deserve.”

    The speech will answer the question ‘why Labour?’, explaining how economic growth, safer streets, cheaper homegrown British power, better opportunities, and a rejuvenated NHS will get Britain its future back.

    Starmer will warn that the path back from 13 years of Tory decline will be hard. But he will speak with optimism and hope about Britain’s future, saying: “What is broken can be repaired, what is ruined can be rebuilt.”

    He will promise that Labour will “get Britain building”, unleashing a “big build” that ensures “the winner this time will be working people, everywhere.” He will contrast this with Rishi Sunak going to Manchester last week to scrap Manchester’s train line and the failure of successive Tory governments to plan for Britain’s future.

    He will also commit to fighting the next election on economic growth, saying: “An economy that works for the whole country, will require an entirely new approach to politics: mission government, ending the Tory disease of ‘sticking plaster politics’ with a simple Labour philosophy that together we fix tomorrow’s challenges, today.”

    The focus on growth, building and national renewal stands in marked contrast not just to the Tories but to the way Labour has talked in the past. Starmer will tell party conference that the sweeping changes made to the Labour Party under his leadership mean it is, “a changed Labour Party, no longer in thrall to gesture politics, no longer a party of protest… Those days are done. We will never go back.” Instead, he will say, Labour is now, “a party of service… country first, party second.”

    The Labour leader will also talk about the importance of the Union, saying that the result in Rutherglen has proven that Labour is the party that can unite all the nations of Britain, “reigniting the flame” to “face a modern age of insecurity” together.

    Starmer will say: “There’s nothing more important. The Scottish people are not just looking at us, they’re also looking at Britain. For the first time in a long time we can see a tide that is turning. Four nations that are renewing. Old wounds of division – exploited by the Tories and the SNP – beginning to heal. Let the message from Rutherglen ring out across Britain: Labour serves working people in Scotland because Labour serves working people across all these islands.”

    Speaking about how the cost-of-living crisis has impacted families across the country, Starmer will say that “we should never forget that politics should tread lightly on peoples’ lives, that our job is to shoulder the burden for working people – carry the load, not add to it.”

    He will say that the test of success will be giving working people their futures back by making their lives easier, freer and more secure: “We have to be a government that takes care of the big questions so working people have the freedom to enjoy what they love. More time, more energy, more possibility, more life. We all need the ability to look forward, to move forward, free from anxiety. That’s what getting our future back really means.”

    “It boils down to this: can we look the challenges of this age squarely in the eye and amidst all the change and insecurity find the hunger to win new opportunities and the strength to conserve what is precious.”

    Summarising the challenge facing Britain and Labour’s response to it, Starmer will promise: “A Britain strong enough, stable enough, secure enough for you to invest your hope, your possibility, your future”, and one where people can be “certain that things will be better for your children. ”

    Labour has announced a sector deal for the automotive industry as part of their modern industrial strategy which will give British industry its future back.

    The party’s comprehensive plan, drafted in partnership with industry, addresses issues at every stage of production, from securing resilient supply chains and a skilled workforce, to supporting British manufacturing, to removing the barriers for consumers to transition and increase demand for electric vehicles.

    The sector deal will secure British automotive manufacturing for decades to come, generating two million electric cars and creating 80,000 high skilled jobs. This will be first of several plans for sectors key to achieving the party’s missions to deliver the highest sustained growth in the G7.

    Labour’s plans will also be a much welcome boost for motorists wishing to make the switch to cheaper to run electric vehicles in a cost of living crisis. The plan will ensure access to charging points and introduce new clear battery stickers to help consumers understand real life range and battery health when they buy second hand electric vehicles.

    Labour’s auto strategy will deliver:

    • New battery factories with priority planning permission to get spades in the ground
    • Support colleges to specialise in technical skills needed to build electric vehicles
    • Provide ten year funding cycles for automotive R&D, to match that given to aerospace
    • Set binding targets and redirect funding to ensure reliable charging coverage in every part of the UK
    • Introduce clear battery stickers on new electric vehicles giving customers real life range times
    • Standardised battery health tests so customers can buy second hand electric vehicles with confidence
    • Quality standards on data on charging apps to bring all the information needed together in one place
    • Push government to work with European partners secure a delay on the Rules of Origin requirements
    • Secure critical mineral partnerships with ally countries
    • Tackle uncompetitive energy prices through our mission to make the UK a clean energy superpower delivering a cheaper, zero-carbon electricity system by 2030.

    The speech made by Ed Miliband, the Shadow Secretary of State for Energy Security and Net Zero, in Liverpool on 9 October 2023.

    I want to thank my shadow ministerial team Sarah Jones, Kerry McCarthy, Jeff Smith and Alan Whitehead and it is a pleasure to follow my friend, our brilliant Scottish Labour leader Anas Sarwar.

    We meet here with confidence that there is a spirit of change in the air.

    We meet here with the conviction that we Labour are on the side of the British people once again.

    We meet here with the belief that we can bring the long dark night of Tory rule to an end.

    Listening to the Tories last week it’s clear that they just don’t get the fundamental struggles people are facing.

    A deeply painful cost of living crisis; A deeply entrenched economic crisis; And a deeply dangerous climate and nature crisis.

    And Rishi Sunak has a desperate and dishonest new line.

    That if we dither and delay in tackling the climate crisis we can somehow solve our economic problems.

    But friends, he’s wrong. He’s dead wrong.

    Their record says it all.

    Your energy bills have rocketed because they didn’t build a clean energy future and that left us exposed to Putin’s war

    They banned onshore wind and energy bills went up.

    They cut energy efficiency and bills went up again.

    And just last month they trashed offshore wind, the crown jewels of British energy and bills will stay UP for years to come.

    Every time they turn their back on a clean energy future, they leave us exposed to global fossil fuel markets, at the mercy of dictators and petrostates, and they drive up bills and make us more insecure.

    And even as you’re paying record bills, they still refuse a proper windfall tax on the oil and gas companies.

    So what the Tories call ‘green crap’ is not the cause of the cost of living crisis.

    It’s a crap government that will never stand up for working people.

    And when Rishi Sunak tells renters they should be forced to live in damp, cold homes and landlords don’t need to insulate them, that won’t cut bills, it will raise them.

    When he tells the world that Britain is backing off the global clean energy race, that won’t encourage businesses to create jobs and invest, it will drive them away.

    The Tories’ climate culture war is not just anti-planet.

    It’s anti-security, anti-prosperity, anti-worker, anti-business, anti-jobs, anti-future, anti-young people, and it’s anti-Britain.

    We’re not going to let these Tories cancel our country’s future.

    Now Sunak tries to spin that he’s still committed to tackling the climate crisis but look at the people celebrating what he’s done.

    Jacob Rees-Mogg, Liz Truss, and to top it all, Donald Trump congratulated him.

    The British people don’t want a pound shop Republican Party.

    They don’t want an energy policy written by Truss and Trump.

    Let’s send these Tories to where they belong.

    Let’s recycle them from government to opposition.

    And chuck them into the 7 dustbins of history.

    And let me say this: give me the integrity, decency and values of our leader and my friend Keir Starmer against the weakness of Rishi Sunak any day of the week.

    And I am proud that Keir’s 2030 mission is for the greatest investment in homegrown energy in British history.

    We’ll double onshore wind.

    We’ll treble solar.

    We’ll quadruple offshore wind.

    We’ll invest in nuclear and hydrogen and carbon capture and tidal power.

    That’s the new Britain we can build together.

    And with a Labour government, Britain will finally have what the Tories have refused for 13 years— a proper warm homes plan.

    Saving hundreds more off your bill.

    Creating tens of thousands of good jobs.

    Lifting millions out of fuel poverty.

    Insulating 19 million homes.

    And who will make this happen?

    Labour local authorities.

    That’s the new Britain we can build together.

    Tory energy policy has failed and let’s face it, Tory trickle-down economics has failed too.

    So we’re going to do things differently.

    Now some people will tell you we don’t have public ownership of energy in Britain.

    Of course, we do.

    It’s just by state-owned firms from other countries.

    France’s EDF, Sweden’s Vattenfall, Denmark’s Orsted.

    Other countries own nearly half of our offshore wind because they know it creates jobs and wealth for them.

    If it’s good enough for them why not us?

    Under Labour, the British people will own things again, build things again, profit as a country from these investments again.

    GB Energy, owned by the British people, built by the British people for the benefit of the British people.

    That’s the new Britain we can build together.

    A key industry of the future is floating offshore wind.

    But just get this: under the Tories our largest floating wind farm wasn’t built in Britain.

    It was built in Spain, assembled in the Netherlands and then was towed into place off the Scottish coast.

    I say: not under Labour.

    GB Energy will invest in floating wind so Britain can lead the world.

    And as Rachel said this morning, we will ensure we have the grid we need and rewire our country.

    Power for Britain, wealth for Britain, jobs for Britain.

    That’s the new Britain we can build together.

    And this is about a partnership to build the future: public investment unleashing private investment.

    Our national wealth fund will invest, alongside the private sector, in our ports, hydrogen and saving our steel industry and communities.

    And unlike with the Tories, this won’t be crumbs of help after change has blown through communities.

    It’s a proper plan to build our future prosperity for every part of Britain.

    Our British Jobs Bonus.

    £2.5bn of public money to crowd in and direct the tens of billions of private investment.

    To our industrial heartlands, to our coalfield communities, to our coastal communities, to our oil and gas communities.

    Not simply leaving it to the market but planning our clean energy future to tackle the inequalities that scar our country.

    That’s the new Britain that we can build together.

    As an MP for a coalfield community, I know we must have a managed, just and worker-led transition.

    And we will.

    Let me say to oil and gas workers: We will use existing oil and gas fields for decades to come and we will do whatever it takes so that you can be the people to build our clean energy future: in offshore wind, in hydrogen, in carbon capture.

    No community left behind or left out.

    No more shutting out of trade unions as we build this future.

    No more power in this country without jobs in this country.

    That’s the new Britain we can build together.

    And under Labour, we will use our energy policy as a tool of economic justice.

    Why should only the wealthy have solar panels when they provide cheap, clean energy and cut bills?

    So GB Energy will invest £1 billion a year to develop local, renewable power owned by local people.

    Thousands of projects across Britain.

    Cutting bills, tackling fuel poverty and creating profits not for energy giants but for local communities.

    That’s the new Britain we can build together.

    In the 20th century through North sea oil, Britain exported to the world.

    In the 21st century, with Labour, Britain will be an energy superpower once again, exporting clean power to the world and controlling our economic destiny.

    British families and businesses never again held to ransom by Putin.

    So the next Labour government will legislate for an Energy Independence Act for Britain.

    That’s the new Britain we can build together.

    Now, fifteen years ago the Labour government passed the climate change act, a beacon to the world.

    So many people that I meet internationally say: we need Britain back leading again.

    Not a country missing in action on the most important issues our world faces.

    Under Labour, Britain will be leading again.

    Holding other countries to account with the power of our example.

    Tackling the cost-of-living crisis, building a new economy and showing leadership on the climate crisis.

    That’s the new Britain we can build together.

    There is so much to fight for in the months ahead.

    There is a mood for change in the air.

    But a mood is not enough to guarantee victory.

    As we saw last week, the Tories and their friends will fight dirty and desperate to hold onto power.

    Let us resolve here today.

    If these Tories want a fight about who can tackle the cost-of-living crisis, we say – bring it on.

    If these Tories want a fight about who can ensure energy independence for our country, we say – bring it on.

    If these Tories want a fight about who can stand up for working people, we say – bring it on.

    And if, after 13 years of failure and 5 Prime Ministers, these Tories dare to have a fight, about who can really change Britain, we say bring it on.

    We are ready to fight.

    We are ready to lead.

    We are ready to govern.

    We are ready to change Britain.
