    The speech made by Kwasi Kwarteng, the Chancellor of the Exchequer, in Birmingham on 3 October 2022.

    Thank you, conference.

    What a day!

    It has been tough, but we need to focus on the job in hand.

    We need to move forward.

    No more distractions. We have a plan, and we need to get on and deliver it.

    That’s what the public expect from their government.

    But first conference, welcome back to Birmingham.

    This is a remarkable city.

    It has a history of great brilliance

    Joseph Chamberlain in the nineteenth century was an extraordinary civic leader who led Birmingham and the world through the industrial revolution.

    And today Andy Street is following in that great tradition.

    Grafts and grit turned this small town first into a thriving industrial market.

    Then into one of the centres of the industrial revolution…

    Which powered and grew not just the British economy,

    But provided the new technologies that changed the world forever.

    The Industrial Revolution was one of the most monumental transformations in human history.

    And it began here.

    With determination and application

    Those Britons built a thriving economy.

    They inspire me today.

    They remind us that in Britain, with the British people, absolutely anything is possible.

    Our Plan today focuses on the same, bold sentiment.

    The same inspiration

    To deal with the challenges of today by giving people the tools they need to thrive tomorrow.

    To get Britain moving.

    We have great ideas

    We have the same inspirational people

    And I know we have the same determination.

    Our Growth Plan set out ten days ago will ensure we focus relentlessly on economic growth.

    Because we must face up to the fact that for too long our economy has not grown enough.

    The path ahead of us was one of slow, managed decline.

    But I refuse to accept that it is somehow Britain’s destiny to fall back into middle league status…

    …or that the tax burden reaching a 70-year-high is somehow inevitable.

    It isn’t, and it shouldn’t be.

    Conference we needed a new approach, focused on raising economic growth.

    Because that is the only real way to deliver opportunities, to deliver higher wages, to deliver more jobs, and crucially, to deliver that revenue to fund our precious public services…

    …and it is the best and only way of achieving long-term fiscal sustainability.

    Because it is only by raising economic growth that we will spread opportunity and prosperity to every corner of our country.

    With economic growth, everybody benefits.

    And I mean everybody.

    Whilst we all believe in growth

    We as Conservatives also believe, it is an important principle that people should keep more of the money they earn.

    I don’t need to tell you that. That isn’t radical. That isn’t irresponsible.

    It is a deeply held belief that we all share as Conservatives.

    We were faced with a 70-year high tax burden,

    … we were confronted with low growth

    … and the path we were on was clearly unsustainable.

    So that’s why we are cutting taxes for working people.

    That’s why we will reverse the National Insurance hike on the 6th November.

    And that’s why we will bring forward the 1p cut to the basic rate of Income Tax by one year.

    And that’s why we will take 200,000 people out of paying Stamp Duty altogether.

    Taken together … this is what our support will do for all our people.

    Thanks to our energy intervention, a typical person in a semi-detached property will save £1,150 on their energy bills this winter.

    On top of the £400 discount.

    And if they are earning an average salary, they will benefit from an additional tax cut of around £400.

    That is almost a TWO-THOUSAND-POUNDS saving this year alone.

    But I can be frank, I know the plan put forward only ten days ago has caused a little turbulence.

    I get it. We are listening and have listened.

    And now want to focus on delivering the major parts of our growth package because with…

    Energy bills skyrocketing

    A painful Covid aftermath

    War on our continent

    A 70-year high tax burden

    Slowing global growth rates

    And glacially slow infrastructure delivery:

    We couldn’t simply do nothing.

    We can’t sit idly by.

    What Britain needs more than ever is economic growth…

    And a government wholly committed to economic growth.

    That is why we will forge a new economic deal for Britain…

    …backed by an ironclad commitment to fiscal discipline.

    More businesses. More jobs. Higher pay. More money for public services.

    Because we cannot have a strong NHS without a strong economy.

    We can’t have good schools without a strong economy.

    We cannot fund our Armed Forces without a strong economy.

    So growing our economy should be our central and guiding mission.

    With this plan, we are aiming for two and a half percent annual trend growth.

    We have done it before, and we can do it again.

    And even in the face of extreme volatility in global markets…

    …with major currencies wrestling an incredibly strong US dollar…

    …and longer-term trends from demographic change to climate change…

    …we will show that our plan is sound, that it is credible and that it will increase growth.

    That is our pledge to the people of this country.

    However, there is an immediate challenge facing not just our country, not just our people, but the whole of Europe…

    The high cost of energy driven by Putin’s barbaric invasion of Ukraine.

    Cast your mind back just four weeks ago.

    We had dire warnings of extreme energy prices to come.

    Corner shops to heavy industry predicted unprecedented disruption.

    Business groups feared mass unemployment.

    Entire livelihoods were on the line.

    Make no mistake, this was a very real prospect for our country.

    So, within 48 hours of taking office, we announced one of the most significant interventions ever conceived by the British state…

    Annual energy bills of up to £6,500 from next year were staring us in the face.

    Everybody was worried.

    Now, we are holding down the price at an average of £2,500.

    Not just this winter like the Labour Party promised… but next winter too.

    Two years of significant taxpayer support to protect our people.

    Because THIS government will always be on the side of those who need help the most.

    For our businesses too, Conference, help is on its way.

    A local pub could save £3,100 a month, cutting their bills by 40 per cent.

    And we have also frozen Alcohol Duty!

    Make no mistake, this is a monumental support package to protect millions of families and businesses from devastating price hikes unleashed by Vladimir Putin.

    There is no doubt that this is a substantial intervention, but we had no choice.

    Doing nothing was simply not an option.

    We couldn’t just cross our fingers and hope for the best.

    The price of inaction would have been far greater than the cost of the scheme.

    We will deal with the short-term shocks caused by Putin…

    But we must also go for growth to ensure we are much more self-sufficient.

    We will tackle the mistakes of the past to ensure the UK can NEVER again be blackmailed by people such as Putin and his like.

    When Covid hit our shores, we were right to intervene to protect lives and livelihoods.

    And I can say – in all sincerity – that we went into that crisis in a much better position because of the action we have taken over the last decade.

    Because of successive Conservative governments, the UK now has the second lowest debt to GDP ratio in the G7.

    And throughout this urgent endeavour of ours to protect Britain from high energy costs… and in response to…

    … the urgent need to grow our economy… we have taken the appropriate action.

    Our entire approach will be underpinned by a strong institutional framework, which enhances growth in our country…

    …including our independent Bank of England and Office for Budget Responsibility.

    We will have a strong fiscal anchor with debt falling as a proportion of GDP over the medium term.

    That is the Conservative way.

    But today, we face new challenges.

    And in addressing those challenges, we will act in a fiscally sustainable and responsible way.

    That is why, shortly, we will publish our Medium-Term Fiscal Plan setting out our approach more fully.

    It will set out how we plan to get debt falling as a percentage of GDP over the medium term.

    And I have asked the OBR to publish a full economic and fiscal forecast alongside our Medium Term Fiscal Plan.

    There is no path to higher sustainable economic growth without fiscal responsibility.

    Conservatives have always known this and we know it still.

    And it is because we are Conservatives, that we must remain absolutely committed to being serious custodians of the public purse.

    This is what defines us – and separates us from the Labour Party

    But conference, to grow the economy we really do need to do things differently.

    We know that it is our towns and cities which drive much of our economic growth today.

    Business investment, skills, science and technology, infrastructure, housing, energy supply, strong financial services…

    …these are the key ingredients for higher economic growth and well-funded public services.

    I had the great privilege of being Business Secretary for nearly 2 years.

    I visited every corner of this country.

    I saw the creativity, the drive, the entrepreneurial spirit.

    We have to celebrate our entrepreneurs, our business people, our job creators, people who are taking risks…

    But I also saw where government got in the way of progress.

    My job now is to free that potential.

    This starts with Investment Zones.

    We will empower local areas to do things differently, just as here in Birmingham.

    We will liberalise planning rules, releasing land and accelerating development.

    We will cut taxes for business in these zones.

    We will accelerate tax reliefs for new structures and buildings.

    We will provide relief on investments on plant and machinery.

    We will lower taxes which stop businesses hiring and skilling up their workforce.

    That is an unprecedented set of incentives for business to invest, to build, and to create jobs right across the country.

    And it will start right now.

    Conference, we will…get… Britain… moving.

    But too often regulation holds business and Britain back.

    Stifling red tape puts up too many barriers for entrepreneurs looking to scale up…

    …there are too many rules for the small business owner who wants to take on an apprentice

    … there are too many burdens on our finance sector stopping it from investing in key projects

    And when Britain’s innovators, job creators, entrepreneurs and risk takers are held back…

    …so is Britain.

    That is why we will review, replace or repeal retained EU law holding our country back.

    We will also speed up the delivery of infrastructure and promote house building to create a true home owning, shareholding democracy.

    Unapologetically, and emphatically we will get out the way to get Britain building and on its feet.

    Over the coming days and weeks, we will forge ahead and break down the barriers that have held our country back for too long.

    On childcare, agriculture, immigration, planning, energy, broadband, business, financial services…

    Sensible, economic reforms to produce more of the products and services we need to drive down costs.

    To create jobs

    And generate higher pay and productivity.

    And when it comes to those who would hold us back, we will act.

    Pernicious strike action disrupts the lives of the British people and it slows down our economy.

    It stops children going to school.

    It stops parents from going to work.

    And it stops people from getting the vital care they need.

    Action which slows down our economy cannot be the policy of any serious party serious about growth.

    And a party which is not serious about growth, can never be considered fit for office.

    So, we will introduce important reforms to stop strike action from derailing our daily lives.

    Reform to get Britain moving.

    Conference, I am unashamedly a pro-business Conservative.

    I know that the interests of businesses and hardworking families are not in conflict. They are aligned.

    When businesses thrive, they create more jobs, they raise wages, and they contribute more for our public services.

    Rather than bashing business, we’re backing it.

    That is why we need to make our tax system simpler, more competitive and pro-growth.

    So, we will reverse the planned increase in Corporation Tax, ensuring we have the lowest rate in the G20.

    This will plough almost £19bn a year back into the economy.

    That’s £19bn for businesses to reinvest, to create jobs and raise wages.

    We will reverse the reforms to IR35 that have added unnecessary complexity and cost for so many businesses.

    We will maintain the £1 million Annual Investment Allowance, giving 100% tax relief on investments in plant and machinery.

    For over a decade, the Conservative Party has stood up for working people in this country.

    Since 2010, we have delivered:

    ● The lowest unemployment since the 1970s

    ● A million new businesses

    ● More than doubling the tax-free personal allowance

    ● We have taken 2 million of the lowest paid OUT of paying tax altogether.

    ● The National Living Wage, boosting the pay packets of the lowest paid

    ● Fuel duty, frozen for 12 years.

    ● The £1,000 uplift in Universal Credit, making sure work always pays.

    These are great achievements. Conservative achievements.

    And let us not forget…

    When this Party came into Government – we were met with the full force of Labour’s economic incompetence.

    ● ‘No money left’

    ● Taxes raised

    ● Record unemployment.

    We reversed that story of national decline.

    But even after three election defeats, they still haven’t learned their lesson.

    The Labour Party would have you believe that every penny you earn should go straight into the Government’s coffers.

    The Labour Party believe that they know how to spend your money better than you do.

    The Labour Party believe that you can tax your way to growth.

    We don’t believe that.

    We believe in low tax, high growth and fiscal discipline. We are Conservatives.

    And that’s what our growth plan delivers.

    Last week we saw a Labour Party with the same old ideas

    Renationalisation

    … empty slogans

    … and no plan for growth.

    But we as Conservatives believe in Britain.

    We love this country, our patriotism, isn’t something that we turn on and off and negotiate like the Labour Party

    It goes to the core of what it is to be a Conservative… it is an unyielding quality.

    Yes we have challenges to face.

    But our plan will take this country forward.

    We will get Britain moving.

    We will deliver lower taxes for you and your family.

    And we will grow our economy.

    I know we can achieve that goal.

    With grit, with drive and with determination

    We can meet the challenges of this new era.

    The statement made by Volodymyr Zelenskyy, the President of Ukraine, on 28 September 2022.

    Good health to you, fellow Ukrainians!

    Our key task now is to coordinate actions with partners in response to sham referenda organized by Russia and all related threats. This is not 2014. Everything is clear for everyone. And there will certainly be actions.

    I’ve held a whole series of negotiations today. President of Türkiye Erdoğan, Chancellor of Germany Scholz, Prime Minister of Canada Trudeau, Prime Minister of the United Kingdom Truss, Secretary-General of the UN Guterres, President of the European Council Charles Michel.

    Thank you all for your clear and unequivocal support. Thank you all for understanding our position. Ukraine cannot and will not put up with any attempts by Russia to seize any part of our land.

    I once again thanked President Erdoğan today for his help in freeing our people from Russian captivity. Commanders from Azovstal, who are in Türkiye, will soon be able to see their relatives. We are working on it.

    Also, by the way, the implementation of the plan to help each of those recently released from captivity has already begun. They receive priority elements of assistance. First of all, it is medical support – they all need recovery after what they had to go through in captivity. This work is under the control of the Ombudsman, representatives of the Office, intelligence, the Ministry of Internal Affairs, the Security Service of Ukraine, the Ministry of Health, and the command of the Medical Forces. And we will extend the appropriate measures, which are being worked out in detail now, to all our people whom we free from the captivity of the occupiers.

    I will emphasize once again: we remember all our people and try to free each and every one of them from captivity, not a single Ukrainian has been forgotten.

    We discussed today with President Erdoğan our further defense cooperation, our response to all the aggressive steps that Russia has already taken and is still preparing to take.

    We discussed a wide range of issues with the Chancellor of Germany – political, financial, defense, energy. In the defense topic, I emphasized that we are waiting for an anti-missile defense system from Germany – I’m grateful for the willingness to help with air defense. Other points of defense cooperation were also discussed in detail – there are quite a lot of them, they are clear. Of course, energy issues were touched upon, including the supply of gas to Europe and sabotage at the Nord Stream gas pipeline.

    We discussed with Mr. Chancellor the preparation of the new sanctions package of the European Union – together we must make it really powerful, not symbolic. As of today, there is still something to add to the eighth sanctions package.

    The conversation with the Prime Minister of Canada was, as always, very specific and concerned primarily how Canada can increase support for Ukraine. Among other things, demining was discussed. Canada has both the appropriate technology and the appropriate humanitarian ambitions.

    I invited Prime Minister Trudeau to lead a global effort to clear our land of Russian mines and projectiles. Due to the Russian war, Ukrainian land is one of the most contaminated by mines in the world. And while there are similar examples of large-scale mine contamination around the world, we must do what others have not done: we must set a precedent for rapid and large-scale demining, not leave this problem for decades. I thank Canada for its willingness to help us.

    With Mrs. Liz Truss, we discussed the possibilities of Britain in enhancing sanctions on Russia, as well as in increasing defense aid for our country. I am grateful for the principled condemnation of the Russian farce under the guise of a referendum, for the full support and willingness to move with us towards the return of freedom to all our people – in all parts of Ukraine, without any exceptions.

    The conversation with the Secretary-General of the UN also concerned sham referenda and Russia’s apparent preparation of the ground for an attempt to annex our territory. These brutal violations of the UN Charter must be punished.

    We discussed the implementation of our grain export initiative with Mr. Guterres. We agreed that the initiative should not only be preserved, not only protected from any attempts to disrupt it, but also expanded. Ukraine is ready to significantly increase the export of our agricultural products to the countries that need them and the corresponding interaction with the UN for humanitarian purposes and assistance to such countries as Somalia, Ethiopia, etc.

    I have just finished a call with Charles Michel. As always, it was a conversation between real friends. Thank you for your full support in the issue of sham referenda and for your willingness to extend aid to Ukraine. Of course, we also discussed the preparation of new sanctions.

    Tomorrow I will continue intensive communication with the leaders.

    And today I want to once again thank the United States of America and personally President Biden for the new package of defense support for our country in the amount of more than 1 billion dollars. This is really important.

    If someone in Russia thinks they can “get away” with everything they are doing in the occupied territory, if someone in Russia hopes the world will abandon its own values, frightened by another Russian announcement of annexation, they in Russia are wrong. Each subsequent escalating step by the occupier only confirms the fact that the world must act even tougher.

    In the evening, I signed another decree awarding our defenders. State awards were awarded to: 71 warriors of the National Guard, 21 employees of the State Emergency Service, 52 border guards. 320 combatants were awarded for their brave and effective actions during the liberation of the districts of the Kharkiv region from the occupation.

    As for the situation at the front, everything is clear to us. Therefore, I repeat again… For those who understand only Russian.

    If you want to live, run. If you want to live, surrender. If you want to live, fight on your streets for your freedom. Everything was taken from you anyway. Or maybe any of you have oil rigs? Palaces? Vineyards? Maybe yachts? Or some bank? What are you fighting for? The only thing you have is loans, something to eat in the evening and now there’s mobilization. Fight for what’s yours! Stay away from our land, our soul and our culture.

    Ukrainians!

    I have just taken part in a meeting of the UN Security Council. This is a special meeting convened at our initiative. I am grateful to all partners who supported the convening of this meeting and clearly spoke in defense of Ukraine and international law.

    Fundamental norms of international law! The crime of aggression against our state, the farce in the occupied territory, which the occupiers call referenda, the preparation of another attempt to annex Ukrainian territory – all these are steps Russia is taking to finish off the UN Charter.

    I called on the members of the Security Council to stop the one who sets himself against everyone in the world. It is possible. It is possible right now, when the final destructive steps have not yet been taken.

    I emphasized at the Security Council meeting: Russia’s implementation of the so-called Crimean scenario and another attempt to annex Ukrainian territory will mean that there is nothing to talk about with this President of Russia. This is clear and obvious.

    None of Russia’s criminal actions will change anything for Ukraine.

    We recognize the UN Charter, we recognize the basic principles of coexistence of peoples. And we will continue to act in order to protect normal life in Ukraine, in Europe, and in the world.

    We will act to protect our people in the Kherson region, in the Zaporizhzhia region, in Donbas, in the currently occupied areas of the Kharkiv region, and in Crimea.

    This farce in the occupied territory cannot even be called an imitation of referenda.

    We knew in advance what would be drawn instead of the result. Even intelligence didn’t have to work very hard. The agreed figures for this farce were thrown into the media. Russia is not even hiding.

    The only rational response to such audacity of the occupier is even more support for Ukraine. And I am thankful to our partners who confirm such support: defense, financial, sanctions.

    I spoke today with NATO Secretary General Jens Stoltenberg. I thanked him for his firm condemnation of the Russian sham referenda. The situation on the frontline and further support for the Armed Forces of Ukraine by the Alliance members were discussed in detail.

    Every new Russian strike on Ukrainian cities and our civilian objects proves that the existing defense support for Ukraine is not enough. We make this clear to our partners. And they hear us. And this is important.

    Today in Kyiv, I held talks with the Minister for Europe and Foreign Affairs of France. France is making significant efforts to really help our country and to solve the crises created by Russia. The situation at the Zaporizhzhia NPP was discussed in detail with the minister. Our defense needs were discussed in detail. We also discussed in detail our joint reaction to each further provocative step by Russia with sham referenda.

    Today in Moscow, yet another false statement was made regarding a very important achievement of Ukraine and our partners – the restoration of our seaborne grain export. It is obvious that Russia is preparing the ground for an attempt to disrupt the grain initiative. We inform partners about this.

    Export statistics is crystal clear and available to everyone in the international community.

    More than 5 million tons of agricultural products were exported from our three ports. 232 vessels departed. If we take only African countries, our agricultural products have already been exported to Algeria, Ethiopia, Egypt, Libya, Kenya, Somalia, Sudan, Tunisia.

    It is necessary to act immediately so that Russia does not again put these and other countries in the conditions of a food crisis.

    And I am grateful to everyone who opposes the Russian destabilization policy! I am grateful to everyone who helps protect our state!

    As for the frontline, I will say it briefly and for now without details, although they will be good: we are moving forward and liberating our land.

    As part of his visit to the The Republic of Türkiye, the Head of the Office of the President of Ukraine Andriy Yermak held a meeting with the National Security Advisor to the President of the United States of America, Jake Sullivan, to discuss the latest aggressive actions of the Russian Federation.

    Andriy Yermak highly appreciated the level of economic and defense support provided by the United States to Ukraine to counter full-scale Russian aggression. In this context, he noted the recent announcement of another US security assistance package in the amount of $1.1 billion and the signing by President Biden of the law approved by both houses of the US Congress on the allocation of additional support for our state in the amount of $12.35 billion.

    At the same time, Yermak said, “the kremlin’s decision to recognize the so-called “referendums” in the temporarily occupied territories require an immediate adequate response from the world community. We cannot allow the Crimean scenario to be repeated. We will react strongly and in a consolidated manner.”

    During the meeting, the Head of the Office of the President of Ukraine briefed Jake Sullivan on the situation on the front line, drawing attention to the noticeable increase in shelling of civilian targets by the Russian army against the background of the successes of the Armed Forces of Ukraine. The parties discussed further security aid to the Ukrainian army.

    Andriy Yermak emphasized the urgent priority needs of the defense forces of Ukraine and the importance of promptly obtaining such support and its increase.

    The Head of the Office of the President of Ukraine and the National Security Advisor to the President of the USA discussed in detail all relevant issues of bilateral cooperation.

    As part of his visit to Turkey, Head of the Office of the President of Ukraine Andriy Yermak held a meeting with chief adviser to the President of the Republic of Türkiye İbrahim Kalın.

    Yermak thanked the Turkish side for their active participation in the recent release of 215 Ukrainian servicemen from Russian captivity and expressed hope for Ankara’s further assistance in this matter.

    During the meeting, Turkey’s key role in organizing the operation of the grain initiative and establishing the export of Ukrainian foodstuffs through the Black Sea was pointed out. It was noted that since its start, more than 250 ships with over 5.7 million tonnes of foodstuffs sailing to the countries of Asia, Europe and Africa have left Ukrainian ports. Hope for the further smooth functioning of the grain initiative to prevent a global food crisis was expressed.

    The parties also discussed the situation at the Zaporizhzhia NPP. The Turkish side expressed its readiness to contribute to international efforts to prevent a nuclear threat.

    The head of the Office of the President emphasized the importance of a tough reaction to Russia’s holding of so-called referendums on the temporarily occupied Ukrainian territories and the adoption of an illegal decision on their annexation.

    Yermak thanked the Turkish side for its principled position in supporting the territorial integrity, independence and sovereignty of Ukraine and for its consistent position on non-recognition of illegal referendums.

    The head of the President’s Office also emphasized the importance of Ukraine receiving reliable international security guarantees, in particular, even before our country becomes a member of NATO.

    The parties also discussed the situation at the front, specific issues of Ukrainian-Turkish defense cooperation and support of national initiatives within international organizations.

    President of Ukraine Volodymyr Zelenskyy had a telephone conversation with President of France Emmanuel Macron.

    The head of the Ukrainian state thanked the President of France for his strong condemnation of the illegal referendums in Donetsk, Luhansk, Zaporizhzhia and Kherson regions and Russia’s attempts to illegally annex these territories of Ukraine. The presidents agreed on the need for a tough, consolidated response by the world community to this latest crime by the Russian Federation, in particular via boosting sanctions pressure.

    In addition, the leaders discussed the situation at the front and new successes of the Armed Forces of Ukraine in liberating Ukrainian territories.

    Zelenskyy emphasized the importance of enhancing defense support for Ukraine from France and noted Emmanuel Macron’s important personal role in this.

    Touching on the topic of nuclear blackmail of the world by Russia, the presidents of Ukraine and France discussed the situation at the Zaporizhzhia NPP and once again emphasized the need for its immediate demilitarization. The parties separately drew attention to the illegal detention of Director General of the ZNPP Ihor Murashov by the Russian occupation authorities and called for his release.

    In the context of the need to guarantee Ukraine’s security, Zelenskyy touched upon the issue of our country’s application for NATO membership.

    The leaders discussed holding the summit of the European Political Community and an informal meeting of the European Council in Prague next week, which will serve as an opportunity for a joint assessment of the new acts of Russian aggression and finding relevant solutions.

    The response to Russia’s nuclear blackmail must be fierce and unequivocal, otherwise every dictator will scramble to obtain nuclear weapons, and al nonproliferation agreements will be worthless.

    This is stated in the column of Head of the Office of the President of Ukraine Andriy Yermak published in the U.S. magazine The Atlantic.

    Yermak draws readers’ attention to the fact that the Russians held fake referenda in sovereign territories of Ukraine the day before and recognized their results. In addition, losing on the battlefield in Ukraine, the Russian Federation began to threaten nuclear blackmail to force the Ukrainian state to abandon the fight for its people and its land.

    “The response to Russia’s nuclear blackmail must be fierce and unequivocal, rejecting the very idea of making concessions to a nuclear aggressor. Otherwise, every ambitious dictator will scramble to obtain nuclear weapons, and every responsible nonnuclear nation will seek to acquire nuclear weapons for self-defense. Nonproliferation agreements will be worthless. Nuclear wars, with their millions of casualties, will follow,” Yermak said.

    Therefore, according to his conviction, today the civilized world must demonstrate resolution and make it clear to the Russian Federation that it will not get away with either an attempt at annexation or nuclear blackmail. One of these decisive steps may be the conclusion of the Kyiv Security Compact, recommendations for which were recently presented.

    “Earlier this month, I co-wrote a report with Anders Fogh Rasmussen, the former secretary-general of NATO, offering a set of recommendations based on our consultations with an international group of experts. We called for the creation of a Kyiv Security Compact – a strategic partnership that unites Ukraine and a set of guarantor states,” the head of the Office of the President of Ukraine said.

    According to him, the principle of operation of this agreement is simple: the security of Ukraine depends primarily on the ability to defend itself. To do this effectively, Ukraine needs long-term contributions from its allies. The Kyiv Security Compact is aimed at providing practical assistance to enhance Ukraine’s defensive capabilities.

    “A core group of Ukraine’s allies, with significant military capabilities, would make a set of commitments that are both politically and legally binding. Alongside these commitments of military support, a broader group of international partners would offer a set of nonmilitary guarantees based on sanctions,” Yermak said.

    He said that alongside these recommendations are not a substitute for Ukraine’s ambition to join NATO. But joining NATO will take time, and we need guarantees to protect Ukraine now.

    “The Kyiv Security Compact would make clear to Russia that the cost of its aggression will continue to mount, until it becomes too high for it to bear. Helping Ukraine defend itself, survive, and ultimately prevail is the best investment our allies can make to secure a safer future for the whole world,” Yermak said.

    Despite the statement of the authorities of the Russian Federation that it is ready for negotiations, it puts forward only ultimatums, so in such conditions the settlement of the conflict by diplomatic means is impossible, Mykhailo Podolyak, the adviser to the head of the Office of the President of Ukraine, said in an interview with the Italian publication La Repubblica.

    “Russia does not want to negotiate – it only launches ultimatums. If the Russian army leaves the entire territory of Ukraine, including Crimea, the negotiations could resume,” Podolyak said.

    He also said that Russia’s announcement of the annexation of the occupied Kherson, Zaporizhzhia, Luhansk and Donetsk regions, as well as the pseudo-referendums held in these territories, do not change anything for Ukraine. These regions were and remain Ukrainian, and the Ukrainian army will fight for their liberation.

    “Referendums have no legal force under international law. And Ukraine is ready to do anything to return them. Our people ask us for this. These were farce votes, which they had no relation to. Those who went to vote were pointed at the gun and ordered: “Vote!” Therefore, our counter-offensives continue,” the adviser to the head of the President’s Office said.

    Regarding Russia’s threats to use nuclear weapons, Podolyak said: “The chances of a nuclear conflict are not high, but they do exist. And if the world, I mean the civilian part of the world, allows the complete collapse of international nuclear security, we will have catastrophic consequences not only for Ukraine.”

    According to him, the global response to a possible nuclear attack will have to be taken within the framework of the EU and NATO.

    Russia’s attempt to annex the territories of four Ukrainian regions will in no way affect Ukraine’s resolve to liberate all its lands, Mykhailo Podolyak, adviser to the head of the Office of the President of Ukraine, said this in an interview with Politico.

    “For our plans, [Russia’s annexation] doesn’t matter,” Podolyak said, adding the nation “should liberate all its territories.”

    The adviser to the head of the Office of the Head of State also said that the mobilization recently announced by the President of the Russian Federation shows that Russia has run out of a professional army.

    “This army is being replaced by absolutely untrained people. A living resource has been thrown onto the front lines, and it will simply be exterminated,” he said.

    According to the adviser to the head of the President’s Office, it’s actually to Ukraine’s advantage that Russia has announced this mobilization.

    “This shows the people of Russia that the country really is at war, that it’s not doing very well in this war, and that the Russians themselves will be the ones to pay the price,” Podolyak said.

    In addition, in his opinion, the mobilization is prompting Kyiv to call for more weapons from its Western allies.

    “For example, 100 more 155mm-caliber missiles would solve the problem, if you will excuse me for putting it that way, of additional human resources being utilized by Russia on the field of battle,” the adviser to the head of the President’s Office said.

    U.S. authorities announced a $1.1 billion arms package for Ukraine, including 18 additional High Mobility Artillery Rocket Systems (HIMARS). Russia now has one card left to play in this war: nuclear weapons.

    However, Podolyak considers its application against a non-nuclear nation to be absurd.

    At the same time, the Ukrainian side calls on Western countries to unequivocally warn Russia of the consequences of using nuclear or chemical weapons. Podolyak wants for “very tough retaliation measures aimed at the destruction of Russia’s defense infrastructure” to follow.

    Meanwhile, Ukraine “will keep doing its job” to liberate its territory, Podolyak said.

    “We have no other options when it comes to ending the war properly. We can’t leave some enclave [under Russian occupation] or create a new dividing line,” he said, referring to the frozen conflict that followed Russia’s annexation of Crimea in 2014 and the Donbas war in 2014-2015.

    Head of the Office of the President of Ukraine Andriy Yermak held a telephone conversation with the Italian senator, the head of the parliamentary committee for the security of the Italian Republic, Adolfo Urso.

    Yermak congratulated the “Brothers of Italy” party and its leader Giorgia Meloni on winning the elections held on September 25, and expressed hope for the implementation of the position in support of Ukraine after the creation of the new Italian government.

    “This support is very important for us, as it will help bring our victory closer,” the head of the Office of the President said.

    Yermak also emphasized the importance of Ukraine receiving reliable international security guarantees.

    The head of the President’s Office recalled that the international working group on security guarantees for Ukraine, which he heads together with former NATO Secretary General Anders Fogh Rasmussen, prepared recommendations for the Kyiv Security Treaty. Ukraine aims to hand over this document to Italy for review and expects the Italian Republic to act as one of the guarantors of the security of our country, Yermak said.

    “We would be happy if Italy became one of the security guarantors for Ukraine,” he said.

    The head of the Office of the President separately noted the importance of a tough reaction to Russia’s holding of so-called “referendums” on the temporarily occupied Ukrainian territories and the adoption of the illegal decision on their annexation.

    “We have to consolidate the efforts of the international community and partners in the matter of countering these illegal steps,” Yermak said, adding that the response should be tough.

    The parties also discussed the need to establish a high-level dialogue. Yermak on behalf of President Volodymyr Zelenskyy invited Giorgia Meloni to visit Ukraine.
