    The German authorities continue to investigate the apparent bomb attack on a car in Berlin on 15 March. The investigating authorities have stated that their investigation so far suggests that organised crime, rather than terrorism, was the background to the incident.

    To ask the Secretary of State for Education, whether a property management company will be created for land held as a result of the proposals to transfer land owned by local authorities to the Secretary of State as part of the policy of converting all schools to academies.

    We have no plans to create a property management company to hold land transferred to the Secretary of State as a result of the proposals outlined in our White Paper for converting community schools. Our expectation is that any such land would be held by the Secretary of State to ensure the land is safeguarded for educational use.

    We are separately developing proposals for a new body of property specialists to help meet our commitment to deliver 500 more free schools by 2020. Their focus will be on acquiring sites for free schools; rather than the management of existing school land. Finding sites quickly is often the biggest obstacle to opening new schools, and this proposal will help ensure we have the right people working for us to secure best value for the taxpayer.

    The Franchise Agreement does not provide any indemnity to Govia Thameslink Railway for any such losses incurred as a result of Industrial Action, and no discussions have taken place.

    To ask the Secretary of State for the Home Department, how many children with refugee status in the UK have been granted permission to sponsor family members to join them under the refugee family reunion rules in each of the last three years.

    Under the Family Reunion Rules, children cannot sponsor family members. Any grant of leave in such cases would be on an exceptional basis outside the Immigration Rules. To obtain the information would involve examining individual case records and would incur a disproportionate cost.

    The Red Tape Challenge programme ran until 2015. In the Statement of New Regulation published in December 2014, the previous Government identified over 3,000 regulations to scrap or improve, delivering estimated savings to UK businesses of over £850m per year as a result of the programme. Analysis of the impact of the deregulatory reforms on a geographical basis was not developed.

    The process for prayers was last considered by the Procedure Committee in December 2012 (3rd Report, Session 2012-13, HL Paper 81). Any change to the present arrangements would be a matter for the Procedure Committee, in consultation with the Lords Spiritual.

    To ask the Secretary of State for Health, what steps his Department is taking to work with charities and campaigners on raising awareness and improving prevention of prostate cancer.

    Public Health England (PHE) ran a local pilot campaign in October – November 2014, specifically targeting prostate cancer within Black African-Caribbean men, because of their significantly increased risk of developing prostate cancer. The campaign was delivered in partnership with Prostate Cancer UK and was designed to support their awareness raising activity.

    The campaign ran in six London boroughs – Hackney, Haringey, Newham, Southwark, Lambeth and Lewisham – and was delivered mainly through face to face activity, supported by posters in key outdoor locations and in salons and a programme of targeted public relations.

    PHE will also shortly be re-running the national campaign on “Blood in Pee. Although primarily aimed at bladder and kidney cancer, blood in the urine can also be a sign of prostate cancer.

    Information on the number of hospital trusts that employ inflammatory bowel disease nurses, at 1.5 full-time equivalent or otherwise, is not collected by the Department.

    It is for local National Health Service organisations with their knowledge of the healthcare needs of their local populations to invest in training for specialist skills and to deploy specialist nurses.

Friend the Secretary of State is minded to proceed with the Contract for Difference and associated agreements for Hinkley Point C, including the Investor Agreement, subject to EDF taking a final investment decision. EDF and the French Government have said that EDF are working towards a Final Investment Decision ‘in the near future, with the full support of the French Government’.
