    To ask the Secretary of State for Transport, pursuant to the Answers of 16 December 2015 to Questions 19325 and 19326, how many staff in his Department were employed on a contract basis to procure the (a) Northern and (b) TransPennine franchise agreements; and what the total cost to the public purse was of those staff.

    The Department employed six individuals as contract staff at various times (sometimes covering the same role consecutively) for the Northern competition, and five for the TransPennine Competition. Costs of those staff were £1.203M and £1.275M respectively.

    These costs however need to be set against the context of the deals achieved, whereby for Northern the amount of annual subsidy will be reduced by £160million by the end of the 9-year contract and for TransPennine the Government will receive £400million in premiums over the life of the franchise, compared to the previous situation where the franchise was subsidised.

    This is a local matter for schools and all schools must employ members of the school workforce in accordance with employment law.

    The Chancellor the Exchequer announced the 2015 Spending Review to Parliament on 25th November 2015. Home Office ministers are in the process of allocating budgets for the next financial year to ensure that the department supports its key objectives of preventing terrorism, cutting crime and controlling immigration.

    My Rt hon Friend the Secretary of State for Business, Innovation and Skills launched the Call for Evidence into tips, gratuities, cover and service charges on 30 August 2016. This closed on 10 November 2016. The Government received a total of 183 responses from a range of sources during the investigation. In addition to this, officials of the Department for Business, Innovation and Skills have met with the British Hospitality Association, UnitetheUnion and the Association of Licenced Multiple Retailers during the call for evidence period.

    The Government does not keep records of numbers of animals that die as a result of being locked in cars. Records of prosecutions related to animals dying in vehicles would fall under the general offence of causing unnecessary suffering to an animal which do not provide details of individual cases.

    To ask the Secretary of State for Transport, how many claims for grants have been made under the electric vehicle homecharge scheme in each year since its introduction.

    The Electric Vehicle Homecharge Scheme was introduced in August 2014. In the period from September to December of that year there were 3,744 claims for grants. In the period January to November 2015 there were 12,435 claims for grants. The Office for Low Emission Vehicles is currently processing claims for grants made in December 2015.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, whether the UK was represented at the recent UN working group meeting on nuclear disarmament in Geneva.

    The UK did not attend the recent organisational meeting for the working group established by UN General Assembly Resolution 70/33 entitled “Taking forward multilateral nuclear disarmament negotiations”. As detailed in PQ 23329, the UK, along with the four other Non-Proliferation Treaty Nuclear Weapons States, voted against this resolution. The Government believes that productive results can only be ensured through a consensus-based approach that takes into account the wider global security environment.
