    To ask the Secretary of State for Business, Innovation and Skills, what estimate he has made of the average time it will take to process an application for temporary disabled students’ allowance after changes to that allowance; and whose responsibility it will be to assist applicants with such applications.

    We are working with higher education institutions to encourage the speedy resolution of disputes between a student and their institution as to whether support should be provided as a reasonable adjustment. The Student Loans Company will consider providing interim support in the form of Disabled Students’ Allowances through a new Exceptional Case Process where a resolution is not achieved prior to the student starting their course. This will ensure eligible disabled students are not left without support during this period.

    To ask Her Majesty’s Government whether the new review into the governance of the Royal Wolverhampton NHS Trust will take account of evidence submitted to the independent review of the handling by the Royal Wolverhampton NHS Trust of concerns raised by and related to Mrs Haynes-Kirkbright.

    These are matters in the first instance for NHS Improvement. The Verita report, Independent review of the handling by The Royal Wolverhampton NHS Trust of concerns raised by and related to Mrs Haynes-Kirkbright, was commissioned by the NHS Trust Development Authority – a forerunner organisation – independently of Government.

    NHS Improvement is commissioning a governance review to consider issues highlighted by the Verita report. A copy of the terms of reference for the new governance review are attached.

    Verita was originally requested (under specific terms of reference) to review and provide a dedicated report on the handling by the Royal Wolverhampton NHS Trust of concerns raised by and related to Mrs Haynes-Kirkbright. Governance issues that fell outside of those terms of reference will be considered in the new review, to ensure thorough investigation.

    The new review will take into account evidence provided by Mrs Haynes-Kirkbright and others in the course of the Verita review.

    To ask Her Majesty’s Government what discussions they have had with NHS England on the findings of CLIC Sargent’s recent research report The best chance from the start: improving support to identify cancer in children and young people, including the finding that 53 per cent of young cancer patients asked felt their diagnosis was delayed.

    Health Education England’s (HEE) mandate sets out the Government’s strategic priorities for workforce planning, education, training and development in the health and public health system. These objectives and priorities are published on an annual basis. Officials are currently discussing the next HEE mandate.

    Within their three year training programme, about half of all General Practitioner (GP) trainees undertake a dedicated hospital placement in paediatrics. In addition, there are various initiatives around the country to increase access to child health training. These include clinics jointly staffed with paediatric and GP trainees, paediatric outreach clinics and multi-disciplinary meetings in GP surgeries led by paediatric consultants. A variety of e-learning, including the MindEd package – a free educational resource on children and young people’s mental health, is available.

    It is the responsibility of the General Medical Council (GMC) to set the standards and outcomes for the education and training of doctors and to approve training curricula to ensure newly qualified doctors are equipped with the knowledge, skills and attitudes to provide high quality patient care. HEE will work with bodies that set curricula such as the GMC and the Royal College of General Practitioners to seek to ensure general practice training meets the needs of patients.

    The independent Cancer Taskforce published its report, Achieving World-Class Cancer Outcomes in July last year, which recognised the importance of earlier diagnosis for patients of all ages and contains specific recommendations for children, teenagers and young adults. NHS England has appointed Cally Palmer as NHS National Cancer Director to lead the implementation of a five year Strategy based on the recommendations in the report. Whilst the Taskforce was independent, the Department of Health and all of its Arm’s Length Bodies were represented on it and contributed to development of the Strategy.

    NHS England is now developing its work programme to take forward the recommendations in the Strategy. There have been no discussions with Monitor as this falls outside their remit.

    These tax cuts provide significant support to local businesses. The Small Business Rate Relief measure announced at the Budget will mean 600,000 of the smallest businesses will not have to pay business rates.

    Local authorities will be compensated in full for their loss of income as a result of these changes.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what plans the Government has to force Overseas Territories and Crown Dependencies to establish public central registers of beneficial ownership.

    While the Overseas Territories (OTs) and Crown Dependencies (CDs) are separate jurisdictions, and are responsible for their own fiscal matters, we are working closely with them on their role on company transparency. Our priority has been for them to establish a central register of beneficial ownership information (or a similarly effective system) where they do not already have one, and for UK law enforcement and tax authorities to have full and automatic access to that information. Bilateral arrangements to this effect have now been concluded with all the relevant OTs and with the CDs, and these will enter into effect by June 2017. The registers will, with one exception, not be public, but these measures will place our Crown Dependencies and Overseas Territories well ahead of other similar jurisdictions and represent a significant step forward in our ability to counter criminal activity.
