    The Government has launched the Financial Advice Market Review (FAMR). This will explore what more can be done to ensure people can access high quality, affordable advice to help them make informed financial decisions. The Review will establish what sorts of financial advice consumers need and examine ways to make financial advice work better for consumers. It will report back around the time of Budget.

    To ask the Secretary of State for the Home Department, what mechanisms her Department has in place to determine the geographic distribution of asylum seekers awaiting decisions on asylum applications.

    The Immigration and Asylum Act 1999 introduced the policy of national dispersal, designed to share the impact of asylum seekers across the whole of the UK. Asylum seekers are housed across the UK under voluntary agreements between national government and local authorities that have been in place since 2000.

    We work to a maximum agreed dispersal ratio of 1:200 asylum seekers per head of total population. We are proactively engaging with all areas that to date have not participated in asylum dispersal with a view to negotiating voluntary agreements to do so.

    To ask the Secretary of State for Education, with reference to the National pupil projections statistics release, published on 22 July 2015, how many people were defined as (a) migrants and (b) children of migrants from (i) other EU member states and (ii) non-EU member states in the principal population projection in each year between 2015 and 2024.

    The national pupil projections are only produced for the whole of England and do not break down projected pupil numbers by local education authority or region. They are derived from the 2012-based national population projections for England produced by the Office for National Statistics (ONS)[1] who used assumptions which were considered to best reflect demographic patterns at that time.

    The ONS uses assumptions on the levels of future fertility, net migration and life expectancy in the production of their population projections. They use central assumptions for the principal projections and alternative high and low assumptions to produce variant projections.

    New national pupil projections, based on the ONS’s mid-2014 national population projections[2], are scheduled to be published on 14 July 2016. The timing and content of National Statistics releases are a matter for the Head of Profession for statistics. The month of publication was pre-announced in 2015 and the specific date of publication was pre-announced on 26 February 2016.

    To ask Her Majesty’s Government what consideration they have given to amending section 29 of the Commons Act 1876 to ensure that a parish council which erects a bus shelter on a village green is not liable to prosecution.

    Town or village greens are an intrinsic part of the English community and from their earliest use have been a place where communities come together, celebrate fairs and festivals and take part in sporting and social activities. The Commons Registration Act 1965 provided for town or village greens to be registered and to secure permanent protection.

    Town or village greens are protected under section 12 of the Inclosure Act 1857 or section 29 of the Commons Act 1876 which means that works may not be carried out which could damage the green or interrupt its use as a place for exercise and enjoyment.. The Government has no plans to amend section 29 of the Commons Act 1876 but a Parish Council may carry out works where they would improve the enjoyment of the green and have received any other necessary planning permissions from the local planning authority.

    I have met with many business representatives since taking on the role of Minister for Women and Equalities and always ensure I use these opportunities to raise the issue of achieving a better gender balance on boards. More recently (October 2015) I spoke at the launch of Lord Davies’s final report where I was able to engage with a broad range of stakeholders who all have a key role to play in this agenda including Executive Search Firms, Chairs and Investors.

    Lord Davies’s collaborative approach, which engaged all parties, was crucial in achieving the unprecedented number of women on boards we now have in the FTSE 350. The Government looks forward to continuing this approach with the new review on the executive pipeline.

    In the final quarter of this year DECC will publish summary tables, including regional breakdowns, of the data gathered as a result of the notification requirement in the Heat Networks (Metering and Billing) Regulations. Due to the commercially sensitive nature of the data, this information will be aggregated rather than a list of individual networks.

    The publication of the guidance is the responsibility of the Secretary of State for the Department for Business Innovation and Skills (BIS).

    My officials have been working collaboratively with officials in BIS and the draft revised guidance has now been submitted to key stakeholders, including employee and employer representatives, for comment. BIS has stated that it remains on target to publish the guidance in spring 2016.
