    Uncontrolled mass immigration increases pressure on public services and can drive down wages. That is why our ambition remains to cut net migration to sustainable levels. We continue to work across government to reduce net migration outside of the EU and seek reform in Europe to reduce the pull factors behind EU migration. Building on the measures in the Immigration Act 2014, our new Immigration Bill will address illegal working, the availability of public services which help migrants remain here unlawfully and will extend our ‘deport first appeal later’ approach to ensure that even more illegal migrants are removed from the UK.

    Details of why the Government believes moving UK Green Investment Bank plc (GIB) into private ownership represents the best way to enable the company to deliver its ambitious green business plan and have a greater impact on green investment while minimising burdens on the UK taxpayer are provided in our November 2015 policy statement on the future of GIB and are further set out in the Government’s response to the Environmental Audit Committee’s report on the future of GIB which was laid in Parliament on 2 February. Both documents can be found on the GIB pages of the GOV.UK website.

    The Government has committed to report to Parliament setting out our plans for a sale of GIB and will provide a further report following completion of a transaction and any subsequent transactions.

    To ask the Secretary of State for Environment, Food and Rural Affairs, if she will include the Food Insecurity Experience Scale survey in the next Family Food survey in order to assess households’ vulnerability to hunger.

    We do not intend to measure household food insecurity because there is no single definition of food insecurity. The Food Insecurity Experience Scale (FIES) is one method, but the factors that impact on household food security are complex. There are multiple indicators such as quality, variety and desirability of diet as well as total intake, not all of which are measured consistently. It is therefore very difficult and potentially misleading to develop a single classification of food insecurity.

    The OECD ‘Society at a Glance 2014’ report published figures showing that the proportion of those who say they are finding it difficult to afford food in the UK declined over the past 5 years 2007 – 2012: from 9.8% to 8.1%. This was based on Gallup World Poll data which actually used one of the questions which form part of the FIES.

    It is for clinical commissioning groups (CCGs) to determine how to use the resources available to meet the needs of their patients, taking account of national clinical guidance.

    NHS England advises that CCGs across the West Midlands are jointly developing a policy on procedures of low clinical value. The CCGs have stated their decisions will consider all relevant national standards and take into account all proper and authoritative guidance. NHS England is ensuring an equality impact assessment will be undertaken and will be notified when this is completed.

    Her Majesty’s Government is not aware of any recent studies which specifically test the validity of the Office of Rail and Road’s not primarily abstractive test. However, it has made representations to the ORR on its appropriateness for use on individual open access applications, most particularly in relation to the recent open access applications on the East Coast Mainline.

    Until Article 50 negotiations have concluded, the UK remains a full member of the EU, with all the rights and obligations that brings, and UK authorities continue to cooperate with their counterparts in other EU Member States, including on the European Arrest Warrant (EAW). The Government is exploring options for cooperation arrangements once the UK has left the EU. However, it would be wrong to set out unilateral positions in advance of negotiations.

    The provision of local health services is a matter for the local National Health Service.

    There have been no meetings between Ministers at the Department of Health and Greenwich Clinical Commissioning Group (CCG) on progress towards meeting the Getting it Right First Time requirements since the contract for musculoskeletal services was awarded to Circle Holdings PLC.

    Neither have there been meetings between Ministers at the Department and Greenwich CCG regarding the future of the Fracture Clinic Service and physiotherapy service in Greenwich and on whether the service is included in the contract awarded to Circle Holdings PLC to provide musculoskeletal services.

    The UN Population Division estimates that total average life expectancy for fifteen year old girls in Sub-Saharan Africa was 63.53 years between 2005 and 2010 and 66.12 years between 2010 and 2015.

    To ask Mr Chancellor of the Exchequer, how the replacement of the HM Revenue and Customs IT Aspire contract will be conducted; and whether it will be conducted in separate tranches.

    On 5 August 2015, HM Revenue and Customs (HMRC) announced the next step in its plans to transition from the Aspire contract. The Department is seeking to establish a truly world class IT operation that has the right mix of technology, processes and skills in a multi-sourced model to deliver its digital vision – and savings of up to 24 per cent on its £800m annual IT budget by 2020-21.

    HMRC is making significant progress in preparing for the end of the Aspire IT contract in 2017. In December 2015, three services previously delivered by Capgemini were successfully brought under HMRC’s direct control.
